El Plan Colombia fue diseñado como un paquete de ayuda internacional para la búsqueda de la paz en un marco de colaboración multilateral. Tras una negociación bilateral de dos años entre Colombia y Estados Unidos, el Plan concentró sus objetivos en la lucha contra el narcotráfico. Este trabajo pretende mostrar en qué consistió este cambio y describir el significado de la política del Plan. Se plantea que la política está determinada por la concepción del desarrollo como seguridad (Duffield, 2001 y 2002). Para ello, se realiza un análisis comparativo documental entre el primer texto del Plan Colombia, incluido en el Plan Nacional de Desarrollo de 1998, y el texto definitivo hecho por el gobierno en el 2000. La monografía argumenta que la ayuda otorgada está determinada por la lucha internacional contra las drogas y un nuevo modelo de Estado que implica tanto replantear las relaciones sociales a nivel local como una reflexión acerca de la soberanía estatal en el marco de nuevas tendencias globales.

Unions and collective negotiation are essential in maintaining good working conditions for all staff, in particular those who are on Fixed Term Contracts (FTC) and are often starting out in their academic/research careers. The FTC group is particularly vulnerable to discrimination and the pressure to produce outputs and bring in funding to secure more secure employment. The very nature of being on a FTC greatly reduces the amount of funding sources that can be applied to.This talk provides an overview of the University and College Union (UCU), how it operates, what the benefits are, what we have achieved nationally and at a local level. Joe Viana, a FTC research er at the University, and the FTC rep of the Southampton UCU branch, will be on hand to answer questions and to provide feedback on local and national level activities.The talk should be of interest to all FTC staff, their supervisors and any postgrads considering a research career in higher education.

This article is an attempt to make an introduction, both empirical grounded and descriptive, of the dynamic that the collective action for peace shows in the Colombian society, with special emphasis in the geographical dimension. The article is developed in two main parts: firstly, the key characteristics of such social mobilization for peace are presented (an important and massive mobilization, which displays a varied repertoire of action forms and reaches a countrywide scale). Secondly, using the data of the Cinep’s collective action for peace database (Datapaz), the process of geographical expansion of those actions are showed. Tour periods of time are considered: the antecedents of the peace mobilization (1978-1985),the activation of the peace mobilization (1986-1992), the blossoming of the peace organizations and massive demonstrations (1993-1999), and, finally, the crisis of the massive demonstrations but a great dynamism at the local level (2000-2003). Summarizing, the article starts to elaborate which can be called a geography of peace; that is to say, it is an analysis that shows the geographical dynamic of the collective efforts for peace in the Colombian society. It aims to demonstrate that the Colombian reality is not only armed conflict, but also a growing confluence of initiatives and efforts towards finding alternatives to violence.

In the public agenda in Latin America recall has gained of importance since the controversies generated by the votes in Venezuela (2004) and Bolivia (2008) in order to recall Presidents Hugo Chavez and Evo Morales, respectively (both attempts failed). However, it is on the local level where this institution got activated most frequently and where it could be responsible for major political changes. In this article, we analyze the introduction, use and consequences of the recall on the local level in Bolivia, Colombia, Ecuador, Peru and Venezuela. We briefly discuss recall in the light of the current debate on representative democracy and its adoption as a mechanism of direct democracy (MDD) from ‘bottom-up’, initiated by the citizens. Furthermore, we describe the context under which MDDs have proliferated in various places of the world. More specifically, we then continue to explore where and in which context in Latin America recall was promoted as an element of participatory democracy. Finally, we com up with tentative conclusions about the potential and risks involved with this particular mechanism of direct democracy.

Este documento busca dar respuestas a los interrogantes que surgen una década después de definida la Ley 388 de Ordenamiento Territorial y el desarrollo de los programas de vivienda de interés social a nivel de las entidades territoriales. En Colombia, el proceso de descentralización ha sido visible en sectores como educación y salud, sin embargo, la vivienda no ha tenido un desempeño continuo que permita dar cuenta de la descentralización en vivienda. Esto teniendo en cuenta que aspectos como el mercado, el suelo y la voluntad política son decisivos para profundizar en este aspecto.

El presente trabajo de grado tiene como propósito examinar la incidencia de la organización interna de los partidos políticos colombianos sobre el grado de polarización del sistema partidario, durante el periodo 2002-2014. De esta manera, sostiene que la poca disciplina interna determinó el bajo grado de polarización del sistema, facilitando la conformación de coaliciones contradictorias, efímeras e indisciplinadas en el Congreso y en el Ejecutivo a nivel nacional y local. Por ello, se exponen los principales cambios que sufrió el sistema partidario a partir de las reformas implementadas, y se analiza el comportamiento de las coaliciones de gobierno en el Congreso. Finalmente, se examina el comportamiento de la coalición de la Unidad Nacional en las elecciones locales de 2011, utilizando como marco para este trabajo algunos conceptos básicos sobre la teoría de partidos.
Estratègies de finançament dels municipis turístics i competitivitat: el cas dels municipis catalans

La problemàtica del finançament dels municipis turístics és un assumpte present en el món local des de fa anys, tot i que no ha trobat una adequada resposta. Aquest treball pretén avaluar si les finances locals representen un problema per l'activitat turística i quines serien les possibles solucions. L'estudi de les característiques dels municipis turístics permet constatar les importants repercussions sobre el territori que comporta la gran concentració geogràfica del turisme, com el ràpid creixement demogràfic d'aquest municipis i un important augment dels habitatges. Dels resultats de la investigació es desprèn que els municipis turístics no tenen ni unes despeses, ni uns ingressos per càpita superiors als dels no turístics. Conseqüentment, tampoc presenten problemes de dèficit especials. El que es produeix és una redistribució interna de la despesa en perjudici de la despesa amb una baixa vinculació amb el turisme, que bàsicament té per destinatària la població resident

RESUMO: Os dados estatísticos evidenciam uma tendência para o aumento de casos de HIV/SIDA em indivíduos com mais de 50 anos (OMS, 2008) e apontam a transmissão por via sexual como uma das causas das novas infecções nesta faixa etária. A inexistência de um tratamento ou de uma vacina para o HIV/SIDA faz com que a alteração de comportamentos de risco seja ainda o único meio disponível e universal de prevenir a doença, independentemente da faixa etária considerada. Reconhecendo a dimensão social do fenómeno, e a função preventiva e educativa inerente à actividade dos assistentes sociais, constitui-se como principal objectivo deste estudo compreender o papel do Serviço Social na prevenção do HIV /SIDA e dos comportamentos de risco nos idosos frequentadores de centros de convívio e academias. Especificamente pretendemos identificar o entendimento dos assistentes sociais face à SIDA, à sexualidade e aos comportamentos de risco da população idosa; compreender o papel do Serviço Social na prevenção do HIV/SIDA por relação a outros profissionais; identificar que acções de âmbito preventivo são utilizadas e em que nível da prevenção se situa a intervenção dos assistentes sociais e perceber se a mesma contribui para a mudança de comportamentos de risco. Situámos o estudo numa abordagem qualitativa, e seguimos uma estratégia indutiva. Os dados foram recolhidos através de entrevistas semi-estruturadas, aplicadas a oito assistentes sociais que exercem a sua actividade em Centros de Convívio ou Academias Seniores, no concelho de Cascais. Pela análise e interpretação dos discursos das entrevistadas verifica-se que, a maioria, têm conhecimentos acerca da sexualidade dos idosos no geral e nas respectivas instituições. Percepcionam a sexualidade como algo existente nos idosos, embora se tenham identificado, concomitantemente alguns preconceitos, não sendo um assunto comummente abordado nas suas acções quotidianas. O conhecimento que revelam relativamente ao HIV/SIDA e à expressão do problema a nível global ou local tem uma relação muito directa com a existência, ou não, de casos concretos na instituição. Constatámos que as acções preventivas sobre os comportamentos sexuais de risco são feitas por profissionais exteriores à instituição e de outras áreas, como a enfermagem e a psicologia. Face à regularidade e proximidade com os destinatários da intervenção sublinhamos a importância que os assistentes sociais podem ter no âmbito da prevenção primária, promovendo acções que capacitem, eduquem e motivem os idosos para a adopção de comportamentos saudáveis, sendo também condição sine qua non que os profissionais se reposicionem e assumam esse papel investindo na sua qualificação e especialização. ABSTRACT: The statistical data shows that the number of HIV/AIDS cases in individuals over 50 is rising (OMS, 2008), with the sexual transmission being the prime cause of the new infections in this age group. The non-existence of a treatment or a vaccine for HIV/AIDS leads the change in risk behaviors to remain the only available and universal method to prevent the spreading of this disease, regardless of the age group we are considering. Acknowledging the social dimension of the phenomenon and the inherent preventive and educational function of the Social Workers, the main objective of this study is to understand the role of the Social Work in HIV/AIDS prevention and the risk behaviors of the elderly. Specifically we intend to identify the knowledge the social workers have about HIV/AIDS, about the sexuality and risk behaviors of the elderly; understand the role of the social worker in HIV/AIDS prevention by comparison to other professionals; identify which preventive actions are taken in intervention and in which level of prevention the intervention of social workers takes place, and understand if prevention leads to changing the risk behaviors. We based the study in a qualitative approach, and followed an inductive strategy. The data was gathered by semi-structured interviews, applied to eight Social Workers working in Recreational Centers or Seniors Academies in Cascais’ district. By analyzing and interpreting the interviews we see, that the majority, knows about the sexuality of the elderly in general and in their respective institutions. They see sexuality as something that the elderly possess, although we have also identified some prejudices towards it, and it isn’t a theme usually approached in their daily actions. The knowledge that they reveal about HIV/AIDS and the impact of this problem at a global and local level, is directly linked to the existence, or not, of actual cases in the institution they work. We noticed that the preventive actions on sexual risk behaviors are conducted by professionals that don’t belong to the institution and of other areas of expertise, as Nursing and Psychology. Due to the regularity and proximity with whom the intervention is destined to, we emphasize the importance that the social workers may have in primary prevention, promoting actions that enable, educate and encourage the elderly to adopt health promoting behaviors, also being a sine qua non condition the professionals must reposition themselves and take that role investing in their qualification and specialization.

RESUMO: As abordagens tradicionais sobre o desenvolvimento dos locais, do ponto de vista económico, social e ambiental, referem o turismo como uma actividade a considerar, se tais espaços forem detentores de recursos e de património específicos (Pardelas et al., 2005). Esta visão permite sustentar que a actividade turística, submetido ao nível regional-local, poderá constituir uma alavanca de desenvolvimento baseado na diferenciação cultural, social e nos recursos turísticos existentes (Vera, 2002). Assim, este trabalho não só tem como objectivo analisar e discutir o papel do turismo para o desenvolvimento local, mas como também, perceber a sua aplicabilidade fazendo o cruzamento entre os conceitos analisados e o estudo de caso de Óbidos. ABSTRACT: Traditional approaches on the development of local economic point of view, social and environmental concern as a tourism business to consider, if such spaces are in possession of specific assets and resources (Pardelas et al., 2005). This view enables us to sustain the tourism industry, submitted to the regional-local level, and could provide a lever for development based on cultural differentiation, social and existing tourism resources (Vera, 2002). This work not only aims to analyze and discuss the role of tourism for local development, but also, to understand its applicability doing a cross between the concepts discussed and the case study of Óbidos.
Ciudadanía, constituciones y relaciones interétnicas en la Sierra ecuatoriana (1812-1830) [Estudios]

El artículo analiza los requisitos para ser ciudadano con base en la comparación de las constituciones emitidas entre 1812 y 1830 en Ecuador. Se observa cómo los actores locales recibieron e interpretaron estos artículos y se enfatiza en el examen de cómo los indígenas reclamaron los derechos ciudadanos, así como los procesos de negociación en la participación política de los grupos étnicos. Además, se examinan los discursos sobre el derecho a la ciudadanía y las estrategias de argumentación usadas por los actores locales, de acuerdo a algunos casos de la Sierra ecuatoriana.

I examined lists of endangered species from northeastern and midwestern United States to assess the extent to which they were dominated by species considered rare due to their vulnerability to anthropogenic stressors or, instead, by species whose rarity might be explained otherwise. Northeastern states had longer species lists than midwestern states, and more species associated with locally rare prairie habitats. More species at the edge of their geographic range appeared on lists from the Northeast than the Midwest. About 70% of listed species overall have shown either no significant population trend, or increases, at the continental scale, but wetland and prairie species were frequently listed, consistent with the generally acknowledged, widespread loss of these habitats. Curiously, midwestern states tended to list fewer forest species, despite evidence that forest fragmentation there has had strongly deleterious effects on regional bird populations. Overall, species appear to be listed locally for a variety of reasons not necessarily related to their risk of extinction generally, potentially contributing to inefficient distributions of limited resources to deal effectively with species that legitimately require conservation attention. I advocate a continental perspective when listing species locally, and propose enhanced criteria for characterizing species as endangered at the local level.

To better understand the dynamics of bee populations in crops, we assessed the effect of landscape context and habitat type on bee communities in annual entomophilous crops in Europe. We quantified bee communities in five pairs of crop-country: buckwheat in Poland, cantaloupe in France, field beans in the UK, spring oilseed rape in Sweden, and strawberries in Germany. For each country, 7-10 study fields were sampled over a gradient of increasing proportion of semi-natural habitats in the surrounding landscape. The CORINE land cover classification was used to characterize the landscape over a 3 km radius around each study field and we used multivariate and regression analyses to quantify the impact of landscape features on bee abundance and diversity at the sub-generic taxonomic level. Neither overall wild bee abundance nor diversity, taken as the number of sub-genera. was significantly affected by the proportion of semi-natural habitat. Therefore, we used the most precise level of the CORINE classification to examine the possible links between specific landscape features and wild bee communities. Bee community composition fell into three distinct groups across Europe: group I included Poland, Germany, and Sweden, group 2 the UK, and group 3 France. Among all three groups, wild bee abundance and sub-generic diversity were affected by 17 landscape elements including some semi-natural habitats (e.g., transitional wood land-shrub), some urban habitats (e.g., sport and leisure facilities) and some crop habitats (e.g., non-irrigated arable land). Some bee taxa were positively affected by urban habitats only, others by semi-natural habitats only, and others by a combination of semi-natural, urban and crop habitats. Bee sub-genera favoured by urban and crop habitats were more resistant to landscape change than those favoured only by semi-natural habitats. In agroecosystems, the agricultural intensification defined as the loss of semi-natural habitats does not necessarily cause a decline in evenness at the local level, but can change community composition towards a bee fauna dominated by common taxa. In a recent study, Williams introduced a simple modification to the widely used Robert–Asselin (RA) filter for numerical integration. The main purpose of the Robert–Asselin–Williams (RAW) filter is to avoid the undesired numerical damping of the RA filter and to increase the accuracy. In the present paper, the effects of the modification are comprehensively evaluated in the Simplified Parameterizations, Primitive Equation Dynamics (SPEEDY) atmospheric general circulation model. First, the authors search for significant changes in the monthly climatology due to the introduction of the new filter. After testing both at the local level and at the field level, no significant changes are found, which is advantageous in the sense that the new scheme does not require a retuning of the parameterized model physics. Second, the authors examine whether the new filter improves the skill of short- and medium-term forecasts. January 1982 data from the NCEP–NCAR reanalysis are used to evaluate the forecast skill. Improvements are found in all the model variables (except the relative humidity, which is hardly changed). The improvements increase with lead time and are especially evident in medium-range forecasts (96–144 h). For example, in tropical surface pressure predictions, 5-day forecasts made using the RAW filter have approximately the same skill as 4-day forecasts made using the RA filter. The results of this work are encouraging for the implementation of the RAW filter in other models currently using the RA filter.
