O artigo analisa a posição dos Estados Unidos nas relações internacionais pós-Guerra Fria, tomando como referência as controvérsias sobre os alcances e limites da sua postura hegemônica, que adquirem maior impulso a partir da formulação da chamada doutrina Bush, sistematizada no documento A Estratégia de Segurança Nacional dos EUA. No tratamento da temática proposta, enfatizam-se os seguintes aspectos: estabelecimento de um paralelo entre a transição dos séculos XIX-XX e XX-XXI, situando as características do imperialismo de cada época; uma análise da atual política externa dos Estados Unidos, enfocando o debate entre unilateralismo e multilateralismo, com destaque para as reações geradas pela intervenção no Iraque; uma discussão crítica das abordagens que visualizam na agenda de segurança da administração Bush um indicador de perda de hegemonia, que imporia a substituição da busca do consenso pela dominação aberta.

O artigo analisa as características do desenvolvimento da economia cubana após a revolução de 1959, destacando os seguintes aspectos: a) o nível de interferência representado pela política externa dos Estados Unidos; b) de que maneira a opção pelo modelo econômico e político adotado por Cuba possibilitou o desencadeamento da crise atual e afetou a capacidade de enfrentá-la; c) que perspectivas se abrem para as relações com os Estados Unidos após o fim da Guerra Fria.

In the post Cold War period, in the security field, has increased the mechanisms of cooperation and coordination among the Latin American states, in the context of so called confidence-building measures. These arrangements presented as important and efficient tools of political-strategic articulation and assist in the maintenance of peace in the region. The paper presents some considerations about the current scenario in terms of security and defense in Latin America. Initially, presents concepts of security and defense and perceptions of threats by the states. Then, discusses the mechanisms of cooperation and coordination in security have been established on the American continent in the periods of the Cold War and post Cold War. Finally, presents considerations regarding the scenario and the prospects of security issues in the region.

Russia alleges that at the end of the Cold War it underwent a soft version of a Versailles Treaty, pushing it into the periphery of global politics and cutting it out of European decision-making. The crisis in Ukraine is about the survival of Putin’s regime and the dismantling of the post-Cold War settlement. We should not accept the fallacious narrative of victimhood propagated by the Kremlin’s Versailles syndrome. Even so, it is time to explore practical ways of coexisting with Russia. The Helsinki Process and the disarmament and arms control agreements of the Cold War could serve as a model for a mutually acceptable security architecture.

Com o fim da Guerra Fria e a dissolução do Pacto Militar de Varsóvia, a Rússia deixou de ser uma ameaça à hegemonia militar norte-americana e da NATO. Assim, desde esse momento para cá que se tem assistido a um quase total acesso, livre de verdadeira oposição, a qualquer teatro de operações. Durante a Guerra do Golfo, em 1990-91, e posteriormente no Afeganistão e Iraque a partir de 2001, no que constituem os dois grandes conflitos armados pós-Guerra Fria, os EUA em conjunto com a NATO, conseguiram alcançar a vitória através de um total acesso operacional aos teatros de operações, e com um grau de ameaça bastante reduzido. Contudo, este cenário de ameaça reduzida e acesso global está claramente comprometido. Isto porque um sem número de meios e tecnologias têm sido desenvolvidas e aplicadas exatamente com este propósito. Assim, em 2003 surgiu o acrónimo A2/AD – “Anti-Access/Area Denial”, para qualificar estes meios e estratégias para os empregar, por forma a negar o acesso ao cenário de conflito, ou limitar a facilidade de movimentação no teatro de operações. Estas estratégias de A2/AD diminuem a capacidade de projeção de poder, negando a facilidade de movimentação e capacidade de ação, permitindo ainda uma miríade de abordagens operacionais. Os inúmeros adversários dos EUA/NATO não irão cometer os mesmos erros que Saddam Hussein cometeu na primeira Guerra do Golfo. Em particular, a China tem desenvolvido grande parte da sua capacidade de A2/AD com base em exemplos retirados deste conflito. A proliferação deste tipo de capacidades e meios ao longo de um espectro bastante significativo de atores estatais e não-estatais obriga a que tanto os EUA como a NATO desenvolvam formas inovadoras de lhes fazer face. As operações anfíbias poderão ser uma resposta bastante capaz a este cenário de A2/AD. A capacidade única de operar transversalmente em diversos domínios, com um custo relativamente baixo e juntando forças dos vários ramos, respondendo de forma rápida a qualquer situação e providenciando uma presença avançada num cenário de conflito tornam as Operações Anfíbias numa resposta bastante válida à questão estratégica do A2/AD.

The article highlights that the traditional conflict/cooperation dichotomy which characterised the dynamic of European Union (EU)–Russia relation during the post-Cold War period has remained stable throughout the Ukraine crisis. It identifies a pattern of continuity rather than change in the main characteristics of the traditional conflict/cooperation dichotomy: the post-Cold War order on the European continent, values and worldviews, perceptions of self and other, and policies towards each other and post-Soviet space. Secondly, in tune with neoclassical realism the article aims to account for the relative persistence of the conflict/cooperation dichotomy. It argues that the dynamic of EU–Russia relations remained rather stable due to the fact that neither the EU nor Russian foreign policy has undergone major transformations (of both power, scope and organisation) that would provide incentive or constrains for a complete overhaul of the conflict/cooperation dichotomy. Moreover, the article claims that the relative stability of world politics since the start of the Ukraine crisis has not given any the EU and Russia incentives – or constrained them – to seek to change the overall dynamic of their relationship.

The Ukraine crisis and Russia’s contribution to it have raised numerous concerns regarding the possible emergence of a new ‘Cold War’ in Europe. At the same time, Ukraine’s popular choice and enthusiasm for European integration expressed clearly on the streets of Kyiv seem to have caused Russia to adopt a (neo)revisionist attitude. In this context, relations between Russia and the EU (and the West for that matter) have been limited, frozen and directed on path towards conflict. This article analyses how the traditional dichotomy between conflict and cooperation in EU–Russia relations was replaced by conflict in the context of the Ukraine crisis. The article contends that the breakdown of the symbolic and peaceful cohabitation between the EU and Russia has been influenced by the fact that both actors have chosen to ignore key tensions that characterized their post-Cold War interactions. The article identifies three such tensions: the first emphasizes divisions between EU member states and their impact on coagulating a common EU approach towards Russia; the second (geopolitical) tension highlights the almost mutually exclusive way in which the EU and Russia’s security interests have developed in the post-Soviet space; finally, the third contends that a clash of values and worldviews between the EU and Russia makes conflict virtually unavoidable.

El interés de este Estudio de Caso es identificar y explicar los alcances de la construcción de memoria en la sociedad colombiana, no sólo como elemento de no olvido sino también como herramienta de resistencia y de acción de aquellos que la construyen y reconstruyen. Por ello, la investigación pretende determinar el vínculo existente entre memoria y participación política, analizando y explicando la manera como mujeres pertenecientes a Ruta Pacífica de las Mujeres han construido memoria respecto a los procesos de violencia que enfrentan y la forma como ello ha hecho posible la consolidación de una identidad colectiva por medio de la cual resisten a la violencia y a los códigos culturales que la perpetúan. En consecuencia, se efectúa un análisis a los documentos elaborados por Ruta Pacífica respecto a construcción de memoria y junto con ello, un examen a los procesos participativos que han adelantado las mujeres pertenecientes a Ruta Pacífica.

This book is highly topical considering the recent resurgence of violence by the PKK, the incursions into Northern Iraq by the Turkish army and security forces and Turkey’s EU accession negotiations. Turkey has become an increasingly important player in Middle Eastern geopolitics. More than two decades of serious conflict in Turkey are proving to be a barrier to improved relations between Turkey and the EU. This book is the first study to address fully the legal and political dimensions of the conflict, and their impact on mechanisms for conflict resolution in the region, offering a scholarly exploration of a debate that is often politically and emotionally highly charged. Kerim Yildiz and Susan Breau look at the practical application of the law of armed conflicts to the ongoing situation in Turkey and Northern Iraq. The application of the law in this region also means addressing larger questions in international law, global politics and conflict resolution. Examples include belligerency in international law, whether the ‘war on terror’ has resulted in changes to the law of armed conflict and terrorism and conflict resolution. The Kurdish Conflict explores the practical possibilities of conflict resolution in the region, examining the political dynamics of the region, and suggesting where lessons can be drawn from other peace processes, such as in Northern Ireland. This book will be of great value to policy-makers, regional experts, and others interested in international humanitarian law and conflict resolution.

The present article reviews the relations between the EU and Russia in the past decade and shows the deterioration of the bilateral relations. The Putin´s Russia has become a very active geostrategic player, with a worrying behaviour, breaking balances in the international scene established since the end of the Cold War. Russia is a priority in the Foreign and Security Policy of the European Global Security Strategy, but has become also a clear competitor. This last aspect is not sufficiently underlined in the Strategy and thus the strategic framework is not clear. In parallel, it is not clear in the Strategy which are the tools the EU has to defend its neighbourhood when their independence, sovereignty or territorial defence may be put in question. This question goes beyond the support to the resilience of those neighbours.

Diplomacy often finds itself reduced to actions centred on states. However, after the Cold War, international relations and diplomacy have expanded with different actors growing into significant roles, particularly in the increase of diplomatic relations in the context of sport. The classification and significance of other actors remains under-researched in relation to sport, with literature focusing more on the growth of new and varying practices of diplomacy. This analysis contends that there is a need to interrogate fundamental components of modern diplomacy—with the actor being the focus—more specifically the classification of sports organisations in diplomacy. It is relevant as a more accurate understanding of sports organisations will contribute to how diplomatic studies can analyse and evaluate modern diplomacy within the context of sport. The International Olympic Committee is the actor used to illustrate how problematic classifications currently in the academic literature translate into weak and reduced analysis and evaluation of its role and significance in diplomacy. As counterpoint, this analysis proposes an analytical framework of socio-legal theory that harnesses legal regulation as a benchmark to classify an actor’s capacity within a society. In consequence, the IOC is as an active and significant contributor to the ever expanding and complex diplomatic environment and wider society.
