This presentation argues that “genuine” engagement and consultation is required where Indigenous voice is included within the policy development process for “true” progress to be achieved. With the ever increasing engagement of Aboriginal and Torres Strait Islander people in the decision making processes of Indigenous education, it is anticipated that there will be provision of opportunities for better outcomes and a greater acceptance of the policy within community (Department of Prime Minister and Cabinet, 2014). This presentation is derived from a larger project where the Aboriginal and Torres Strait Islander Education Action Plan (MCEECDYA, 2011) was critically analysed using Fairclough’s (2001) Critical Discourse Analysis framework and Rigney’s (1999) Indigenist Research Principles. Within this study, the underlying assumptions and bias identified within the policy and how it positions Aboriginal and Torres Strait Islander people were articulated. The major findings that emerged from the data included: - a) the homogenous grouping of Aboriginal and Torres Strait Islander people; - b) the maintenance of the prevalent dominant ideology within policy, and finally; - c) the expectation by the power elite of increased engagement and connections by Aboriginal and Torres Strait Islander peoples without consideration of the detrimental effects of past policies and reforms.

The first glycyl radical in an enzyme was described 20 years ago and since then the family of glycyl radical enzymes (GREs) has expanded to include enzymes catalysing five chemically distinct reactions. The type enzymes of the family, anaerobic ribonucleotide reductase (RNRIII) and pyruvate formate lyase (PFL) had been studied long before it was known that they are GREs. Spectroscopic measurements on the radical and an observation that exposure to oxygen irreversibly inactivates the enzymes by cleavage of the protein proved that the radical is located on a particular glycine residue, close to the C-terminus of the protein. Both anaerobic RNRIII and PFL, are important for many anaerobic and facultative anaerobic bacteria as RNRIII is responsible for the synthesis of DNA precursors and PFL catalyses a key metabolic reaction in glycolysis. The crystal structures of both were solved in 1999 and they revealed that, although the enzymes do not share significant sequence identity, they share a similar structure - the radical site and residues necessary for catalysis are buried inside a ten stranded $\ualpha $/$\ubeta $-barrel. GREs are synthesised in an inactive form and are post-translationally activated by an activating enzyme which uses S-adenosyl methionine and an iron-sulphur cluster to generate the radical. One of the goals of this thesis work was to crystallise the activating enzyme of PFL. This task is challenging as, like GREs, the activating component is inactivated by oxygen. The experiments were therefore carried out in an oxygen free atmosphere. This is the first report of a crystalline GRE activating enzyme. Recently several new GREs have been characterised, all sharing sequence similarity to PFL but not to RNRIII. Also, the genome sequencing projects have identified many PFL-like GREs of unknown function, usually annotated as PFLs. In the present thesis I describe the grouping of these PFL family enzymes based on the sequence similarity and analyse the conservation patterns when compared to the structure of E. coli PFL. Based on this information an activation route is proposed. I also report a crystal structure of one of the PFL-like enzymes with unknown function, PFL2 from Archaeoglobus fulgidus. As A. fulgidus is a hyperthermophilic organism, possible mechanisms stabilising the structure are discussed. The organisation of an active site of PFL2 suggests that the enzyme may be a dehydratase. We report a hierarchical blind script identifier for 11 different Indian scripts. An initial grouping of the 11 scripts is accomplished at the first level of this hierarchy. At the subsequent level, we recognize the script in each group. The various nodes of this tree use different feature-classifier combinations. A database of 20,000 words of different font styles and sizes is collected and used for each script. Effectiveness of Gabor and Discrete Cosine Transform features has been independently, evaluated using nearest neighbor linear discriminant and support vector machine classifiers. The minimum and maximum accuracies obtained, using this hierarchical mechanism, are 92.2% and 97.6%, respectively.

The purpose of this research is to examine whether short-term communication training can have an impact on the improvement of communication capacity of working communities, and what are prerequisites for the creation of such capacity. Subjects of this research were short-term communication trainings aimed at the managerial and expert levels of enterprises and communities. The research endeavors to find out how communication trainings with an impact should be devised and implemented, and what this requires from the client and provider of the training service. The research data is mostly comprised of quantitative feed-back collected at the end of a training day, as well as delayed interviews. The evaluations have been based on a stakeholder approach, and those concerned were participants to the trainings, clients having commissioned the trainings and communication trainers. The principal method of the qualitative analysis is that of a data-driven content analysis. Two research instruments have been constructed for the analysis and for the presentation of the results: an evaluation circle for the purposes of a holistic evaluation and a development matrix for the structuring of an effective training. The core concept of the matrix is a carrier wave effect, which is needed to carry the abstractions from the training into concrete functions in the everyday life. The relevance of the results has been tested in a pilot organization. The immediate assessment and delayed evaluations gave a very differing picture of the trainings. The immediate feedback was of nearly commendable level, but the effects carried forward into the everyday situations of the working community were small and that the learning rarely was applied into practice. A training session that receives good feedback does not automatically result in the development of individual competence, let alone that of the community. The results show that even short-term communication training can promote communication competence that eventually changes the working culture on an organizational level, provided that the training is designed into a process and that the connections into the participants’ work are ensured. It is essential that all eight elements of the carrier wave effect are taken into account. The entire purchaser-provider -process must function while not omitting the contribution of the participants themselves. The research illustrates the so called bow tie -model of an effective communication training based on the carrier wave effect. Testing the results in pilot trainings showed that a rather small change in the training approach may have a signi¬ficant effect on the outcome of the training as well as those effects that are carried on into the working community. The evaluation circle proved to be a useful tool, which can be used while planning, executing and evaluating training in practice. The development matrix works as a tool for those producing the training service, those using the service as well as those deciding on the purchase of the service in planning and evaluating training that sustainably improves communication capacity. Thus the evaluation circle also works to support and ensure the long-term effects of short-term trainings. In addition to communication trainings, the tools developed for this research are useable for many such needs, where an organization is looking to improve its operations and profitability through training.

Inter-enterprise collaboration has become essential for the success of enterprises. As competition increasingly takes place between supply chains and networks of enterprises, there is a strategic business need to participate in multiple collaborations simultaneously. Collaborations based on an open market of autonomous actors set special requirements for computing facilities supporting the setup and management of these business networks of enterprises. Currently, the safeguards against privacy threats in collaborations crossing organizational borders are both insufficient and incompatible to the open market. A broader understanding is needed of the architecture of defense structures, and privacy threats must be detected not only on the level of a private person or enterprise, but on the community and ecosystem levels as well. Control measures must be automated wherever possible in order to keep the cost and effort of collaboration management reasonable. This article contributes to the understanding of the modern inter-enterprise collaboration environment and privacy threats in it, and presents the automated control measures required to ensure that actors in inter-enterprise collaborations behave correctly to preserve privacy.

The Cam-clay models, or any other plasticity-based models, do not make distinction between the mode of stress transfer in coarse- and fine-grained soils. An examination of behavior at micro level in fine-grained soils, from the consideration of load transfer through physico-chemical interactions, suggests that the plastic compressions result from the grouping of particles into larger clusters and that elastic compressions result from the decrease in the spacing between particles. During shearing, these clusters gradually get dismembered, releasing the locked-in energy. The effect of such dismembering of clusters can be easily incorporated into the original Cam-clay model, and better predictions can be obtained with the associated flow rule, itself, for both normally and over consolidated states. The method essentially defines the hardening of yield surfaces with internal changes in the spacing between particles, instead of changes in externally observed plastic strains. The approach describes the behavior of over consolidated soils as yielding along successfively hardening Roscoe surfaces with gradually varying plastic properties.

Soils showing changes in plasticity characteristics upon driving form an important group in tropical soils. These changes are attributed to the grouping of particles into aggregates either due to mineralogy or presence of cementing agents and/or pore fluid characteristics. These changes are found to be permanent. In this paper, the effect of these changes leading to changes in index properties is discussed. The coefficient of permeability has been found to be comparable at liquid limit water content for different soils of varying liquid limit values. Permeability is an indirect reflection of microstructure and indicates the flow rate, which depends upon pore geometry. Other mechanical properties like compressibility and shear strength also depend upon pore geometry. These microstructural aspects of liquid limit as a reference state for the analysis of engineering behavior of tropical soils are examined in detail.

This paper(1) presents novel algorithms and applications for a particular class of mixed-norm regularization based Multiple Kernel Learning (MKL) formulations. The formulations assume that the given kernels are grouped and employ l(1) norm regularization for promoting sparsity within RKHS norms of each group and l(s), s >= 2 norm regularization for promoting non-sparse combinations across groups. Various sparsity levels in combining the kernels can be achieved by varying the grouping of kernels-hence we name the formulations as Variable Sparsity Kernel Learning (VSKL) formulations. While previous attempts have a non-convex formulation, here we present a convex formulation which admits efficient Mirror-Descent (MD) based solving techniques. The proposed MD based algorithm optimizes over product of simplices and has a computational complexity of O (m(2)n(tot) log n(max)/epsilon(2)) where m is no. training data points, n(max), n(tot) are the maximum no. kernels in any group, total no. kernels respectively and epsilon is the error in approximating the objective. A detailed proof of convergence of the algorithm is also presented. Experimental results show that the VSKL formulations are well-suited for multi-modal learning tasks like object categorization. Results also show that the MD based algorithm outperforms state-of-the-art MKL solvers in terms of computational efficiency.

Data clustering is a common technique for statistical data analysis, which is used in many fields, including machine learning and data mining. Clustering is grouping of a data set or more precisely, the partitioning of a data set into subsets (clusters), so that the data in each subset (ideally) share some common trait according to some defined distance measure. In this paper we present the genetically improved version of particle swarm optimization algorithm which is a population based heuristic search technique derived from the analysis of the particle swarm intelligence and the concepts of genetic algorithms (GA). The algorithm combines the concepts of PSO such as velocity and position update rules together with the concepts of GA such as selection, crossover and mutation. The performance of the above proposed algorithm is evaluated using some benchmark datasets from Machine Learning Repository. The performance of our method is better than k-means and PSO algorithm.

This paper presents a GPU implementation of normalized cuts for road extraction problem using panchromatic satellite imagery. The roads have been extracted in three stages namely pre-processing, image segmentation and post-processing. Initially, the image is pre-processed to improve the tolerance by reducing the clutter (that mostly represents the buildings, vegetation,. and fallow regions). The road regions are then extracted using the normalized cuts algorithm. Normalized cuts algorithm is a graph-based partitioning `approach whose focus lies in extracting the global impression (perceptual grouping) of an image rather than local features. For the segmented image, post-processing is carried out using morphological operations - erosion and dilation. Finally, the road extracted image is overlaid on the original image. Here, a GPGPU (General Purpose Graphical Processing Unit) approach has been adopted to implement the same algorithm on the GPU for fast processing. A performance comparison of this proposed GPU implementation of normalized cuts algorithm with the earlier algorithm (CPU implementation) is presented. From the results, we conclude that the computational improvement in terms of time as the size of image increases for the proposed GPU implementation of normalized cuts. Also, a qualitative and quantitative assessment of the segmentation results has been projected.

Varios han sido los factores desencadenantes, que han inducido a la Economía de la Empresa y al Marketing a introducir la variable medio ambiente en sus planteamientos, en aras a conformar una base teórica sistematizada que permita abordar con éxito las necesidades medioambientales de la clientela y de la sociedad. En este trabajo se analizan los factores que han contribuido a incrementar la importancia de la variable medio ambiente en la empresa, así como las causas que, en su día, motivaron su exclusión.

Con ello, se propone una metodología para promover la cooperación entre microempresas, coordinada por agentes locales y la administración pública de los proyectos Micro y e-Micro (2002-2007) de la ciudad de Murcia.

Actualmente nadie cuestiona que el conocimiento es el principal factor que puede proporcionar una diferenciación competitiva a las empresas. Tratándose de un recurso cuyo potencial es tan importante, está claro que quienes sepan gestionarlo debidamente estarán en una posición de ventaja frente a los que no estén capacitados para ello. El análisis del uso de las prácticas de gestión del conocimiento según el sector de actividad y la capacidad estructural de la pyme dará lugar a una serie de conclusiones que pueden ser clave para que estas organizaciones puedan mejorar. Además, se analizan otras variables clave vinculadas al uso de las prácticas de gestión del conocimiento, como son, la importancia de las razones por las que se hace uso de las prácticas, la importancia de los resultados debido al uso de las mismas, el liderazgo, el presupuesto, las ayudas, las herramientas tecnológicas y las posibles barreras. Este trabajo de investigación se centra en el análisis de la gestión de conocimiento en la pequeña ¿ mediana empresa del país vasco, con el objeto de buscar sus fortalezas y debilidades en su gestión.

O presente estudo buscou analisar os principais impactos sofridos pelos sistemas de controle de gestão das empresas em decorrência de sua internacionalização e consequente aumento da complexidade de suas operações. A pesquisa buscou analisar também algum afastamento ou aproximação da literatura pesquisada, sobre a forma como este processo de internacionalização acontece. Assim sendo, foram feitas comparações entre as características de controle e de internacionalização encontradas na literatura e as situações encontradas nas empresas entrevistadas nesta pesquisa. Para possibilitar tais comparações, foi realizada uma revisão da literatura sobre as teorias acerca do controle de gestão nas empresas, sobre os processos de internacionalização e também sobre as teorias de internacionalização de empresas, descritas pelos principais autores destas áreas. Definido o plano de referência, foi adotado o método de estudo de caso aplicado em três das maiores empresas do estado do Rio Grande do Sul, a Gerdau S/A, a Fras-le S/A e a Forjas Taurus S/A, a fim de explorar mais aprofundadamente os reais procedimentos e controles encontrados nestas empresas, de tamanha relevância para a economia Gaúcha e Brasileira, observando suas características em relação ao plano de referência proposto. Com base nas entrevistas presenciais realizadas, foi possível verificar a real importância dos sistemas de controle de gestão nas companhias internacionalizadas e o grande desafio que as empresas atravessam para conseguir monitorar e planejar, de forma eficiente, as complexas atividades realizadas em diferentes locais do mundo. Os principais achados indicam que os sistemas de controle sofrem vários impactos para adaptação aos diferentes mercados, sendo identificadas relevantes mudanças estruturais, conceituais e de acompanhamento e controle nos casos analisados. Deve-se destacar a grande impotância dos investimentos em tecnologia, pesquisa e desenvolvimento e a atenção constante que as empresas devem dispensar ao capital intelectual para a obtenção de eficiência e qualidade nas operações. Quanto às características do processo de internacionalização, foram encontradas aproximações relevantes entre teoria e prática.
