O presente trabalho teve por objetivo avaliar alguns aspectos relacionados zoogeografia e ecologia dos ostracodes da plataforma interna norte do Rio de Janeiro, prximo cidade de Cabo Frio. O material de estudo resultou da anlise de 43 amostras sedimentolgicas coletadas durante a expedio GEOCOSTA RIO II. Este estudo permitiu o reconhecimento de 16 famlias, 49 gneros, 66 espcies e dois gneros que permaneceram em nomenclatura indeterminada. A descrio de uma nova espcie, Actinocythereis brasiliensis sp. n., tambm foi realizada no mbito do presente trabalho. As famlias mais representativas quanto abundncia e o nmero de espcies foram Thaerocytheridae e Cytheruridae, respectivamente. A espcie mais constante na rea foi Caudites ohmerti e, dentre as com maior dominncia esto, Caudites ohmerti, Meridionalicythere? dubia, Callistocythere litoralensis, Paracytheridea bulbosa, Urocythereis dimorphica, Henryhowella inflata, Oculocytheropteron delicatum, Xestoleberis umbonata, Henryhowella macrocicatricosa e Brasilicythere reticulispinosa. As preferncias sedimentolgicas e batimtricas das espcies so tambm discutidas neste trabalho. sugerido que se estenda a distribuio zoogeogrfica, um pouco mais ao norte, para sete espcies: Cushmanidea variopunctata, Neocytherideis impudicus, Hemingwayella advena, Hemingwayella sp., Urocythereis dimorphica, Munseyella cornuta e Basslerites costata. A grande maioria das espcies so caractersticas da plataforma continental sul, sendo que destas o maior percentual pertence Subprovncia Sul-Brasileira. De acordo com a fauna registrada, predominantemente de guas frias, chegamos a concluso que a sua presena se deve, em grande parte, influncia da ressurgncia marinha na rea de estudo.

A educao a distncia ganha fora como mais uma forma de aprendizagem e como um novo recurso de apoio ao trabalho pedaggico. Por essa razo, existe um grande esforo dos governos, no sentido de priorizar as novas formas de aprendizagem a distncia. Acompanhar a evoluo das polticas pblicas de educao a distncia, principalmente os impactos percebidos na qualidade do ensino, o principal objetivo deste estudo. A pesquisa de campo aconteceu em escolas pblicas de Niteri, onde foi observada a evoluo dos programas da Secretaria de Educao a Distncia SEED, bem como os outros aspectos da pesquisa em si. Considerando a atualidade do tema, foi imprescindvel, alm da reviso na literatura especfica e das referencias bibliogrficas usuais, fundamentar a argumentao da autora com peridicos e outros conhecimentos pesquisados na internet, atravs da informação mediada. A dissertao destaca o resultado de toda a investigao e conclui que as novas tecnologias e as formas interativas de aprendizagem ainda no so aceitos pela comunidade escolar, como importantes recursos auxiliares. Os programas TV Escola e Proinfo deveriam revolucionar o modo de capacitao de professores e a aprendizagem dos alunos, mas no esto provocando os resultados desejados, nas escolas observadas. Os objetivos dos programas ainda no foram alcanados e o esforo dos atores governamentais e no governamentais no teve o sucesso desejado.

The present study treats of an historical analysis of the organizational evolution of School Technique of Arsenal of Navy of Rio de Janeiro (ETAM) and your contribution to the establishment of the current managerial model. This school is the one of national institution of teaching, turned to the area of the industry naval, what else contributed in the country, in the century 20, to the formation qualified of hand of work, having activities since 1923. The Arsenal of Navy of Rio de Janeiro, counting with 239 years of experience, since your foundation, stimulates the professional qualification of Brazilians workers , on the area of the industry naval, since 1823.

The present work aims to identify emerging organizational changes in the Court of Accounts of the State of Rio de Janeiro - TCE/RJ that are happening in the contemporary scenery known as the Age of Information. The search for the comprehension of the institutional dynamics is oriented by concepts originated from the theory of complexity, which believe that the public services external control system can be understood in a political, technical and legal environment with growing levels of learning and innovation. While chasing the possible causes of these changes, we try to prove the hypothesis that the TCE/RJ is turning into a more transparent organization. For this purpose, we define the outlines and reaches of the principle of transparency, based in bibliographical and documental researches, and analyze the phenomenon perceived in a explanation research through semi-structured interviews performed with two groups: a sample representing the universe under jurisdiction entities top level directors and the other obtained in the universe of formal and informal leaderships existing in the educational body of the institution. The conclusion of the present work confirms the initial questions, indicating that the organization is really becoming more and more transparent. The social-technical changes that are happening today at the TCE/RJ are caused by the growing social pressure for more effective results in the control of public expenditures. Under the systemic point of view, we observe cracks in the protective bell-glass that evolves the institution - previously hermetic to the external contingencies and that works today as a SAC - Adaptive Complex System. Aspects such as organization structural changes, the introduction of strategic planning and the growing democratization of the decision process are producing a new organizational culture. The seniority of the Technical Headcount contributes to establish the pre-conditions for the development of a administration where the participation of the TCE/RJ technical employees adds importance to its development as an institution that generates republican effects in the society from its less hermetic decision process.

O presente estudo procurou descrever e analisar o contexto em que se desenvolveu o processo de concesso dos sistemas de transporte de massa na Regio Metropolitana do Rio de Janeiro, promovido pelo Programa Estadual de Desestatizao PED, na gesto governamental compreendida entre os anos de 1995 e 1998, bem como avaliar suas implicaes sobre o modelo de organizao e gesto do transporte pblico regional ento vigente. Seu desenvolvimento enfatizou trs aspectos desse processo: a caracterizao do cenrio anterior proposta de mudana, a anlise substantiva da poltica representada pelo programa de concesses e a avaliao do novo cenrio criado como conseqncia do programa. Sua metodologia pautou-se em consulta bibliogrfica, volumosa anlise documental, observao dos fatos e entrevistas desestruturadas com administradores e tcnicos envolvidos no processo. Seus resultados evidenciaram as limitaes dos modelos de anlise e de planejamento tradicionalmente adotados para a formulao das polticas setoriais, a precariedade dos sistemas de transporte de passageiros regionais e a situao pelos sistemas de metr, trens e barcas, consubstanciando um ambiente propcio s propostas de sua transferncia gesto privada. Evidenciaram, ainda, que a iniciativa foi influenciada pelo contexto dos projetos de reforma do Estado patrocinados pelo Banco Mundial (BIRD), desenvolvendo-se sem referncias relevantes na comunidade tcnica setorial e gerando um cenrio institucional frgil diante da tarefa de gerir os contratos dela resultantes. Embora pautado em estratgias de retomada de investimentos condizentes com as diretrizes do Plano de Transporte de Massa PTM, elaborado em 1994, a insipincia do programa no permite constatar, ainda tendncias significativas no desempenho dos sistemas concedidos. So evidentes, entretanto, seus reflexos na desentruturao do modelo de gesto pblica do transporte metropolitano sob responsabilidade do Estado.

With the consolidation of democracy, the society being more aware of their rights as citizens, demands from the public administration services of more quality as well as efficiency and transparency when it comes to what is being done with the money of the tax payer. In order to have that, the public administration needs competent, highly-motivated and well-qualified civil servants. In this project, we describe the importance of a career plan motivating the civil servants, especially those who work for the Court of Accounts of the State of Rio de Janeiro. Based on the Law of Fiscal Responsibility and on the legal rules, weve measured the sustainability of TCE-RJ plan, based in another project developed by the Fundao Getulio Vargas for a federal administrative body. Having evaluated the sustainability of the plan, we offer the administration of TCE-RJ a study which is able to signal for moments of the cut on costs as well as those of the revenue available for investments which are destined for the capacitation of their civil servants, always complying with the legal rules.

Objetivou este estudo descritivo-explicativo demonstrar as dificuldades de formação e aperfeioamento da poltica pblica em segurana, em face de uma ordem social dinmica, marcada por contradies histricas e caracterizada pela nfase jurdico-positivista. Enfoca a Polcia civil do Estado do Rio de Janeiro abordando aspectos da tica organizacional no convvio com a tcnica, como exemplos dos casos de unidades de polcia especializada em turismo internacional e em crianas e adolescentes. Conclui que as imprecises decorrentes da excessiva influncia de referncia sistmica em sua estruturao e funcionamento dificultam seu aprimoramento produtivo pela mudana de paradigmas e inibem o intercmbio com o meio ambiente externo, dificultando o reconhecimento pblico.

The acts of public administration personnel are of great importance and various laws have been passed in attempt to limit the related expenses. The management of Public administration personnel is based on the principle of efficiency. The TCE/RJ (State of Rio de Janeiro/Audit Court) digital communication system is expected through telework to facilitate its auditing duties in compliance with the terms of the Federal and State constitutions. The TCE/RJ, the superior judicial body of auditing, has done more than just reduce costs and use flextime; it applies telework as an instrument to optimize public service through SICODI digital certification to maximize the resources applied to this constitutional act with greater efficiency for effective auditing. The focus of the first part of this study is to evaluate the tasks of positions that forward the TCE/RJ objectives and the profile characteristics of employees of the inspection area on personnel performance beginning with defined concepts and purposes. Questionnaires for auditors and technicians of the area were approved for this specific purpose to analyze the duties of positions and employee profiles. The second part of this study evaluates the TCE/RJ digital communication system according to theoretical reference and ISO/IEC Standard No. 9126-1, observing three dimensions: the content, usability and functionality. The results obtained, with the use of qualitative methods complemented by quantitative analysis, were positive for the implementation of telework in the inspection of personnel performance in relation to the analysts and technicians involved in this type of auditing as well as in relation to the TCE/RJ digital communication system.

Esta pesquisa teve como objetivo identificar fatores crticos que possibilitaro implantao, com desenvolvimento coletivo individual, de uma Poltica Pblica centrada na varivel solidariedade, como meio de busca da integrao para melhoria da Educao Bsica Profissional do Sistema das Escolas Tcnicas do Estado do Rio de Janeiro, sob responsabilidade da Fundao de Apoio Escola Tcnica (FAETEC). pesquisa teve como referncia de busca de dados informaes, em sua maioria, de profissionais, alunos stakeholders alijados da participao concreta da atual Poltica Pblica da FAETEC de suas respectivas unidades. Por isso Paulo Freire tambm serviu como referencial, principalmente no que diz em relao aos excludos na pgina 19, do livro "Educao Mudana" quando escreve: "O verdadeiro compromisso solidariedade, no solidariedade com os que negam compromisso solidrio, mas com aqueles que, na situao concreta, se encontram convertidos em coisas". Essas premissas fortaleceram escolha da pesquisa-ao como metodologia. Dos stakeholders citamos o Sindicato dos Tcnicos Industriais do Estado do Rio de Janeiro (SINTEC-RJ). Associao de Pais Responsveis de Alunos da Escola Tcnica Estadual Adolpho Bloch (APRAETEAB) Conselho Regional de Engenharia Arquitetura (CREA-RJ) atravs de Tcnicos que so Inspetores na atual gesto. Participaram tambm outras pessoas interessadas, cujas colaboraes foram efetivas, todos se empenharam em colaborar para que, mesmo enfrentando dificuldades, pesquisa fosse suficiente mostrasse que estvamos fertilizando terreno propcio implantao futura de uma nova Poltica Pblica nessa Instituio, combatendo egosmo, orgulho vaidade daqueles que, independentemente de ideologias j foram corrodos em seu carter, mais, demonstram em seu corporativismo mal orientado, que egosmo coletivo traz de malefcios, inclusive o de no conseguir ver possibilidade de um mundo melhor: uma outra globalizao.

The present research comprehends a case study, through which we analyzed the Programa de Implantao da Escola de Contas do Tribunal de Contas do Estado do Rio de Janeiro - Program of Implantation of the School of Public Finance of the Public Finance Court of the State of Rio de Janeiro - as a progressive educational strategy from the model of corporate university, considering the ten key components (steps) identified by Meister (1999) in his research. The qualitative approach has proved the most adequate for this study, as, regarding data interpretation and investigation process, the subjectivity of the researcher was taken into account, since he himself was designated to the Commission of Implantation of the School of Public Finance and is, presently, general Academic Coordinator of the Escola de Contas e Gesto (ECG) - School of Public Finance and Management, the main goal (product) of the mentioned program. As to the results, the study has shown that the Tribunal de Contas do Estado do Rio de Janeiro (TCE-RJ) has not equally emphasized the ten key components (steps) for the success in the construction of a corporate university, but none of them was neglected. Considering the way it presently works, it is also concluded that the ECG is relevant for the actuation of the TCE-RJ, but is not yet as connected to the performance as it should be. Fundamentally, the ECG still has to develop a personnel development system driven by personnel management through competences, performing a diagnosis of the essential organizational competences, mapping the existing ones, identifying the breaches and analyzing which of theses competences may be developed by means of their activities. Likewise, the ECG also needs to develop a methodology to assess the result as well as the impact of its activities. These circumstances, however, will be used to guide future studies and represent a new starting point.

This research aimed at evaluating the efficiency of a specific model of operational auditing, created to audit municipal health systems, which are part of the Sistema nico de Sade in the State of Rio de Janeiro, the AOSMS. Thus, it attempted to find out whether they represent a valid method of auditing the performance of SUS in the State of Rio de Janeiro based on the isolated or combined utilization of efficiency and efficacy criteria, and to finalize, how the AOSMS may contribute to the improvement of the municipal management of SUS. The study is based on two references axes, as follows: criteria and paradigms of operational auditing according to what International Organization of Supreme Audit Institutions (INTOSAI) understands about this methodology and the evaluation method of health services proposed by Avedis Donabedian, based on the triad structure, process and result. The work consisted initially in verifying compatibility and evaluating potential of the parameters that constitute the AOSMS with the adopted references, in the light of the basic principles that inform the Brazilian Sistema nico de Sade and afterwards in the submission of these parameters to the analytic categories created in this study with the intent of checking its adequacy and pertinacity to analyze public health systems. In order to reach its objective the research used the case study strategy of the TCE-RJ experience of holding operational audit in 39 municipal health systems in the State of Rio de Janeiro developed between 2000 and 2007. The result confirmed the hypothesis of the study and revealed how the AOSMS, considered as a valid methodology for its finality, may contribute for the improvement of the municipal management of SUS, reaffirming the potential of operational auditing to proceed with the evaluation of the performance of the Sistema nico de Sade in the angle of external control, considering however that its application in Brazil, because of the external control model constitutionally adopted, must pass through due sociological reduction2.

A origem do comportamento orientado para a conquista de cargos pblicos no Brasil remonta formação dos primeiros povoados e vilas durante o perodo colonial. O nepotismo e o clientelismo poltico perpassam toda a histria do Pas. Tendo como fio condutor o princpio republicano, buscou-se verificar at que ponto so os cargos em comisso utilizados no mbito dos Municpios do Estado do Rio de Janeiro como estratgia para manter e atualizar prticas clientelsticas como o empreguismo e o nepotismo. A utilizao de mtodos e tcnicas de anlise documental e de contedo, em dispositivos legais produzidos pelos municpios estudados e em Relatrios de Inspees Ordinrias neles realizadas pelo Tribunal de Contas do Estado do Rio de Janeiro, permitiu no s o proceder de uma anlise qualitativa como o uso de tcnicas quantitativas e representaes grficas dos achados, possibilitando uma leitura mais amena queles que tm pouco contato com a matria. Essa complementaridade de mtodos permitiu depreender que as aes empreendidas pelos gestores pblicos, no que tange utilizao da livre nomeao, encontram-se na contramo da prtica da cidadania, do igualitarismo, do respeito ao servir pblico. A pesquisa atestou que a quase totalidade dos municpios estudados se utiliza dos cargos em comisso de forma totalmente avessa prevista constitucionalmente, servindo tais cargos, na verdade, para dar ingresso no servio pblico a pessoas das relaes do administrador, no para assessor-lo, mas para aumentar renda familiar, cumprir compromissos de campanha e, at mesmo, para, em troca de votos, exercerem funes que por suas caractersticas deveriam ser oferecidas em concurso a toda sociedade. O estudo sugere, ao fim, um conjunto de medidas, baseadas em critrios fundamentados em princpios cientficos de gesto, visando valorizao do servidor pblico, reduo do grau de politizao da direo da administrao pblica e da apropriao patrimonialista dos postos de trabalho, acelerao da profissionalizao das funes pblicas e a restringir o livre provimento de cargos em comisso, bem como a impingir sanes, por improbidade administrativa, aos que as desrespeitarem. Em que pese importncia de medidas preventivas, orientadas para o desenvolvimento de uma postura no sentido de um autntico servir pblico, a tendncia permissividade precisa ser urgentemente afastada.

The objective of this study is to discuss and analyze the structure of the organizational field of recycling of aluminum cans in Rio de Janeiro state, using as reference the institutional theory. The recycling of aluminum cans field, despite its early history, has presented important modifications, with impacts in others recycle material industries. The present study aims to understand such modifications through the analysis of the organizational field. With this intention, it is used a theoretical basis to define the institutionalization concept, focusing on the differences of functional organization theory, as well to define the legitimacy concept and isomorphism. As a contribution to institutional studies, and as reference to this research, it is analyzed some organizational field studies published in Brazil, comparing them with others from Europe and America, as well as a discussion about the applicability of institutional studies. The structure and analysis presented here were elaborated through a survey, based on semi-structured interviews with representatives of organizations of the organizational field. This study is sectional with longitudinal perspective, including a qualitative analysis, in order to get information regarding the past that can contribute to explain the current structure of the organizational field. There is a perception that border actors, represented in this work by recyclers cooperatives, on the contrary of other studies, intend do change the structure of the organizational field by the mean of social pressures.
