La evolución de los enfoques de la cooperación internacional y de los procesos de internacionalización de las ciudades han contribuido activamente al desarrollo territorial. Los hermanamientos como una herramienta clave para el intercambio social, político, económico, técnico y académico entre ciudades, se han convertido en uno de los métodos más utilizados para el accionar internacional. Bajo ese contexto, se analizará la influencia del proceso de internacionalización de Santa Marta en la implementación del hermanamiento “Sister Cities” con Miami Beach. Lo anterior, pretende demostrar que el proceso de internacionalización de la ciudad de Santa Marta, desde 1989 hasta la actualidad, ha influido directamente en el hermanamiento entre las dos ciudades, obviando oportunidades y beneficios. Finalmente, a partir del resultado de la investigación se sugerirá una alternativa de solución para la optimización del acuerdo entre las dos ciudades.

Con el siguiente proyecto se pretende explicar cómo se realiza la integración de las técnicas de mercadeo y la relación estratégica comunitaria, debido a que las organizaciones utilizan conceptos comunitarios. Se analizan las principales estrategias de mercadeo como marketing mix, geomarketing, mercadeo de servicios, mercadeo relacional y mercadeo social. Se explican las técnicas de mercadeo como mercadeo directo, diferenciación de productos, segmentación de mercado, investigación de mercados, inteligencia de mercados, optimización de canales de distribución y comercio electrónico. Adicionalmente, se exponen las estrategias comunitarias como coaliciones comunitarias, organizaciones de base, liderazgo comunitario y empoderamiento. La metodología implementada para este proyecto es de tipo teórico-conceptual y reúne los aportes de varios documentos científicos de diversas áreas del conocimiento. Las fuentes de información, conceptos y teorías se seleccionan según el criterio del investigador en función de las posibilidades descriptivas de la integración propuesta. En esta investigación se concluye que las técnicas y las estrategias de mercadeo permiten la comunicación entre las organizaciones y las comunidades. Esto posibilita que exista participación entre ambas partes y es un factor clave para el surgimiento de la relación estratégica comunitaria. Se recomienda realizar investigaciones posteriores sobre la relación estratégica comunitaria, aplicadas a organizaciones y comunidades.

En materia de control fiscal territorial, se ha evidenciado la urgencia de una reforma en su estructura orgánica como consecuencia de los casos de corrupción que se han presentado en las entidades territoriales, los cuales han generado la intervención de la Contraloría General de la República en asuntos de carácter territorial, a través de una facultad constitucional denominada control fiscal excepcional. Dicha facultad no es ampliamente conocida y genera inquietud, pues no ha recibido un profundo estudio que permita determinar con claridad su carácter de excepcional, ya que en ciertos casos limita la competencia de las contralorías territoriales que puede traducirse en una nueva centralización. Es entonces que se emprende un análisis desde la perspectiva de la estructura del Estado, en el modelo descentralizado de las funciones de la Contraloría General de la República, donde el carácter limitante del control fiscal excepcional puede ser parte de un fenómeno que se denomina “recentralización. Es así que, a través del primer capítulo se desarrollan los conceptos de control fiscal, terminando con el análisis del modelo en la constitución de 1991, en el cual quedó establecido la facultad excepcional objeto de estudio. En el mismo sentido se estudia los pronunciamientos jurisprudenciales, como también los conceptos de descentralización y centralización para entender la finalidad del objeto de análisis, asimismo se revisó los casos relevantes entorno al control fiscal excepcional. Adicionalmente se construye un marco jurisprudencial para identificar la posición dominante de la Corte Constitucional y del Consejo de Estado, respecto al control fiscal excepcional. En la segunda parte del documento, primero se analiza cómo ha sido el proceso de centralización a la descentralización respecto del control fiscal, asimismo se expondrá el concepto de recentralización. Finalmente, se establece cuáles son los retos que se presentan en el fortalecimiento del control fiscal territorial, el papel en la lucha contra la corrupción y cómo se ha planteado desde otras esferas, un cambio del modelo del control fiscal territorial y una propuesta que recoge las apreciaciones estudiadas a lo largo de los cuatro capítulos de la investigación. Sobre la base de las consideraciones anteriores, se pretende dar un punto de vista diferente a la comunidad académica y además un estudio que permita una visión sobre la necesidad de reforzar el control fiscal territorial, como también frenar el retroceso que ha tenido a través del control fiscal excepcional, y de la misma manera la descentralización en Colombia.

El propósito de este estudio de caso es identificar los retos y estrategias de los gobiernos locales para definir la cooperación descentralizada como un instrumento de desarrollo territorial en Colombia. Para ello, se analiza el proyecto Cane-Iguaque y Vallée de L’Orb et du Libron para el tratamiento y purificación de agua y manejo de cuencas hidrográficas, y se explica la manera en que se refuerzan las relaciones de cooperación colombo-francesas enmarcadas particularmente en el fortalecimiento institucional a partir del intercambio de experiencias, para generar nuevas y mayores capacidades de participación en el escenario internacional de las entidades territoriales del país.

The first protective activities of historical and archaeological heritage in the province of Girona (Catalonia, Spain), although some earlier precedents, were produced from the third decade of the nineteenth century. These arose as a reaction to this terrible destruction suffered as a result of the introduction of the liberal state and the disappearance of several regular orders. Preservationists actions were carried out by some pseudo-public entities, which acted at the request of local authorities. These entities include the the Diputación Arqueológica, the Sociedad de Amigos del País and the Comisión de Monumentos. These corporations, with significant human and economic constraints, began activities as important as the beginning of the excavations of the site of Ampurias, the formation of a provincial museum in Girona and the restoration of the monastery of Ripoll.

El artículo ofrece una caracterización general de los indios de Portoviejo, en la zona central de la Costa ecuatoriana, a lo largo del período colonial. Se analizan las reacciones de las parcialidades indígenas ante las regulaciones de la administración colonial y las frecuentes disputas con los sectores blancos y mestizos de la región por el control del territorio y la mano de obra. Seguidamente, el artículo describe algunos de los viajes que algunas autoridades étnicas emprendieron hacia España, en procura de que sus quejas y demandas fuesen oídas directamente por el Rey y su corte. Basado en fuentes primarias (epistolarios), el artículo ofrece una aproximación al proceso de formación de grupos armados irregulares, en la provincia de Manabí, a inicios del siglo XIX, como consecuencia de la disputa por el poder y el control del monopolio de la violencia, en el marco de construcción del nuevo régimen republicano. En esta región periférica del Estado central, la sociedad se torna violenta cuando es presionada tanto por el poder estatal, como por los caudillos locales que pretenden formar parte de las estructuras de poder local por medio del reclutamiento forzoso para engrosar las filas de milicias y grupos armados.

We tested the hypothesis that cryptically colored eggs would suffer less predation than conspicuous eggs in the ground-nesting red-legged partridge, Alectoris rufa. We used A. rufa as a model species because it has a wide range of natural egg colors, the eggs are widely available from breeding farms, and nests are easily mimicked because they are scrapes containing no vegetation. The study was conducted in the spring of 2001 in forest and fallow fields of central Spain in Castilla La Mancha, Ciudad Real. We used 384 clutches of natural eggs that were white, white spotted, brown, or brown spotted. Within clutches, eggs were consistent in color and size; among clutches, color differences were distributed across habitats. Clutches were checked once after 2 wk of exposure. Cryptic coloration had a survival advantage that was dependent on the local suite of predators. Rodent predation was nonselective with respect to clutch color; however, avian predation was significantly higher for conspicuous clutches. In addition, there was an interaction of landscape and egg color for avian predation. In forest landscapes, the clutches with highest survival were brown spotted, whereas in fallow landscapes, brown and brown spotted clutches had higher survival than white and white potted clutches. Thus, both the predator suite and the landscape had significant effects on the value of cryptic egg coloration. Our study is relevant for conservationists and managers in charge of restocking programs in hunting areas. The release of other partridge species or their hybrids could result in hybridization with wild partridges, potentially leading to nonoptimal clutch pigmentation and reduced survival of the native species. We therefore recommend that local authorities, managers, and conservationists be cautious with the use of alien species and hybrids and release only autochthonous species of partridges within their natural ranges.

The last 30 years have seen a tide of interest sweeping across Europe in the development of nature in cities, and an increasing amount of landscape development in urban areas has involved the use of 'naturalistic' styles. This is an increasing attempt to find ways for urbanism and nature to co-exist. However, there have been considerable discussions among professionals regarding the advantages and disadvantages of 'naturalistic' styles in urban areas. This research examines professional attitudes to 'naturalistic' landscape styles in Britain, in contrast to more traditional, formal landscape styles, and aims to find out whether the interest in natural landscapes is really a fashion among landscape professionals. A self-administered postal survey was carried out using both quantitative and qualitative data collection techniques and analysis. The survey included 500 professionals from parks and recreation departments of local authorities, private landscape practices and conservation trusts, and resulted in a satisfactory response rate of 53 %. The results of this study suggested that professionals recognise most of the values attached to naturalistic landscapes in urban areas. However, possible benefits that natural areas may have for urban people are not attached to naturalistic landscapes alone. The study also revealed that the naturalistic style is highly popular among conservation trusts but is less so among professionals from local authorities and private landscape practices who seem to appreciate both styles and believe that these styles are not separable from each other and should co-exist in an urban environment. We examined how far, and at what cost, the housing stock could be modified to accommodate the assistive technology (AT) necessary to enable older people to remain in their own homes. A multidisciplinary team devised seven hypothetical user profiles for 10 case study areas, with five local authorities and five housing associations in England and Wales. Each profile was considered at two times, five years apart, with the users' functional abilities deteriorating in between. In addition, in-depth interviews were carried out with a sample of 67 older people in the case study areas about their use and experience of a wide range of AT. The interviews showed the need to listen to older people and that they welcomed AT when it addressed a perceived need. The results showed that the extent of adaptation required of buildings to accommodate a user's needs varied greatly. It was also found that there was confusion about the terminology of AT, including the idea of the 'smart house'. The study shows that the adaptability of the housing depends on a range of factors and costs.

In the context of the continued pressure and politicisation of the teaching of reading in England, the United Kingdom Literacy Association (UKLA) sought to ascertain patterns in primary teachers' reading, both personally and professionally. The project, undertaken in 11 Local Authorities in England, explored 1200 primary teachers' personal reading habits and preferences, investigated their knowledge of children's literature, and documented their reported use of texts in the classroom through a questionnaire. In addition, it sought to establish the extent of the teachers' involvement with and use of local area/school library services. This paper reports on the findings with reference to the teachers' personal reading, the frequency of this reading and the sources they use to select their reading material. It also considers the teachers' favourite childhood texts and the books they identified as highly significant to them, as well as their perceptions of the importance of literature. Connections are made to the data gathered about their knowledge of children's literature, and how primary teachers decide which literature to work with in the classroom.

The preparation of Community Strategies (CS) has been required of LSPs and Local Authorities in England since the passing of the Local Government Act 2000. This paper examines the process and content of two Community Strategies in southern England as part of an ongoing project to understand their impact and explore ways that CSs may be carried through in a meaningful and effective manner. The paper concludes that the two CSs studied illustrate the challenge faced by LSPs in producing Strategies that are meaningful, inclusive and which follow the spirit of the government CS guidance. LAs and LSPs are also posed with a difficult challenge of seeing through an implicitly required transition from a traditional representative democratic structure/process with a more fluid participatory model. Thus we detect that at least two forms of conflict may arise – firstly with elected councillors threatened by a loss of power and secondly between communities and the LAs who are encouraged to problematise local policy and service delivery in the context of limited resource availability.

In this paper we undertake a preliminary assessment of the regional planning and development implications of BAA Stansted Airport’s planning permission to grow to 25 million passengers per annum (mppa) by 2010. Our concern is not simply to consider the overall growth of the airport on the airport site itself but the nature and type of growth both on- and off-site. In this document we focus on the submitted planning permission documents and test them. The methodology we employed was to draw on published and unpublished numerical estimates of the airport’s growth – particularly including estimates produced by the airport owner, BAA, and their economic and planning consultants DTZ Pieda - and critically, and systematically analyse their figures. We adopted this approach because unless the figures which were employed in the initial calculations were correct then all of the subsequent projections which flow from them - and the polices which could then be based on them – could be flawed. The analysis is divided into two parts – firstly, are the growth forecasts correct?; and secondly, what do these forecasts actually mean in developmental terms? In effect, what we have done is to produce a critique of the existing body of evidence by questioning underpinning assumptions and then draw some preliminary conclusions for the region based on this analysis. A major focus of this report has been analyse the figures involved in the planning application to expand Stansted to 25mppa. Ironically, one of our key findings, that the local impact of Stansted’s proposed expansion in employment terms might well be less than was originally thought, might make it easier to gain the acceptance of the relevant local authorities involved to allow the development to take place. Our main overall findings are that the BAA projections over-estimate the local employment impact of the airport’s proposed growth and under-estimate its potential regional ‘transportation’ employment effect. These two findings are, of course, related to each other in important ways, and we also feel that they have potentially significant medium and long-term economic, competitiveness and planning policy implications for the East of England region

The time taken to consider development proposals within the English planning system continues to provoke great policy concern despite a decade of inquiry and policy change. The results of an extensive site-based survey and hedonic modelling exercise across 45 local authorities are reported here. The analysis reveals a slow, uncertain system. It identifies planning delay as a serious problem for housing supply and its ability to respond to increases in demand. Only a relatively limited set of factors seem relevant in explaining differences in times and the results suggest that 80% of councils’ performances are statistically indistinguishable from each other. These findings question the policy emphasis put on rankings of local authorities, though some influence from local politics is apparent. Development control is consistently a lengthy and uncertain process due to its complexity. Therefore, success in lowering planning delay is only likely through radical simplification.
