Listening to and reflecting on the voices and personal stories of adolescent students with an autism spectrum disorder (ASD) is critically important to developing more inclusive approaches to their education. This article considers the experiences of nine adolescents with an ASD on their inclusive education in a large urban secondary school in Australia. These educational experiences were mapped onto four themes emanating from a similar study by Humphrey and Lewis from the United Kingdom. The results from both studies suggest that although students with ASD are having positive and enabling educational experiences, a number of common inhibitors continue to prevent them from taking full advantage of their schooling. By listening to the voices of students with ASD, specific enablers and inhibitors to promoting successful educational experiences are identified, and recommendations for practice are put forward to better support the education not only of students with ASD but all students.

This study investigated Bhutanese teachers' concerns and experiences in teaching children with Special Educational Needs in both inclusive and special schools. A mixed method design, combining quantitative and qualitative methods was used to answer the research questions. The aim of collecting quantitative data was to identify the key concerns. The aim of collecting qualitative data was to find out how teachers were experiencing including students with SEN in the classrooms. In doing so, three major issues were highlighted from this study: lack of classroom and human resources, lack of policy and lack of professional development for teachers.

From eyes high to Michael Mu joined the University of Calgary in 2014 as part of the Eyes High Postdoctoral Scholar Competition. His research focus on inclusive education made him a natural fit at the Werklund School of Education, taking part in the CORE (Creating Opportunities for Resilience and Engagement) project, which aims to promote a whole-school system change so that every student and person in school can feel safe, connected, and valued. He has since moved on to a role as Vice-Chancellor’s Research Fellow at the Queensland University of Technology in Australia. In May 2011, the Australian Federal Education Minister announced there would be a unique, innovative and new policy of performance pay for teachers, Rewards for Great Teachers (Garrett, 2011a). In response, this paper uses critical policy historiography to argue that the unintended consequences of performance pay for teachers makes it unlikely it will deliver improved quality or efficiency in Australian schools. What is new, in the Australian context, is that performance pay is one of a raft of education policies being driven by the federal government within a system that constitutionally and historically has placed the responsibility for schooling with the states and territories. Since 2008, a key platform of the Australian federal Labor government has been a commitment to an Education Revolution that would promote quality, equity and accountability in Australian schools. This commitment has resulted in new national initiatives impacting on Australian schools including a high-stakes testing regime 14 National Assessment Program 13 Literacy and Numeracy (NAPLAN) 14a mandated national curriculum (the Australian Curriculum), professional standards for teachers and teacher accreditation 14Australian Institute for Teaching and School Leadership (AITSL) 14and the idea of rewarding excellent teachers through performance pay (Garrett, 2011b). These reforms demonstrate the increased influence of the federal government in education policy processes and the growth of a 1Ccoercive federalism 1D that pits the state and federal governments against each other (Harris-Hart, 2010). Central to these initiatives is the measuring, or auditing, of educational practices and relationships. While this shift in education policy hegemony from state to federal governments has been occurring in Australia at least since the 1970s, it has escalated and been transformed in more recent times with a greater emphasis on national human capital agendas which link education and training to Australia 19s international economic competitiveness (Lingard & Sellar, in press). This paper uses historically informed critical analysis to critique claims about the effects of such policies. We argue that performance pay has a detailed and complex historical trajectory both internationally and within Australian states. Using Gale 19s (2001) critical policy historiography, we illuminate some of the effects that performance pay policies have had on education internationally and in particular within Australia. This critical historical lens also provides opportunities to highlight how teachers have, in the past, tactically engaged with such policies.

China has a massive population of children with disabilities. To address the special needs of these children, special/inclusive education in China has developed dramatically since the early 1980s onwards. This Special Issue puts together seven empirical studies emerging from the Chinese societies. These studies analyse inclusive discourses embedded in the education policy documents; scrutinise professional competence of inclusive education teachers; evaluate inclusive education practices in physical education, mathematics education, and job-related social skills education provided to students with disabilities; debate the required in-class support for inclusive education teachers; and discuss the social attitudes towards people with disabilities. The foci, methods and theories vary across the seven studies, while their aims converge. These studies are seeking best possible approaches and best available resources that facilitate inclusion. Knowledge built and lessons learned from these studies will provide implications for future inclusive education practices in China and beyond.

Finnish education policy, educational legislation and the entire education system changed significantly during the 1990s as part of a general restructuring of public administration. There has been a clear divergence from the former tradition of a system of regulation, founded on detailed legislation and the principle of equality. The new governance, which is based more on individual choice, efficiency and evaluation, emphasizes that the development of a high standard of education is a necessity in the light of global competition. This study explores the legislative process regarding education policy in the Finnish Parliament during the 1990s, and highlights in particular how the international discourse on education policies was restructured in the context of Finnish legislation. The research material consists of all the public parliamentary documents relating to education, including government proposals, minutes from the discussions in the chamber and archive material (final protocols, reports and statements) for the Committee for Education and Culture. The discourse on the process of drafting and passing education legislation is modelled on three interrelated policy technologies (market, management and performance), which are understood here as mechanisms connecting general political ideas to normative legislation. The changes in the regulation of education were part of a general public administration reform instigated during the mid 1980s. The research results will prove that during the left-right coalition cabinet of PM Harri Holkeri, new policy technologies affected the parliamentary discourse on education policy. This was particularly influenced by a change in the preconditions for the management of education that was created as a result of the numerous demands to deregulate and delegate decision-making authority to the local and school levels while rendering the whole education system more effective. At the turn of the decade, market-type mechanisms were more indirectly manifested in the forms of individuality and freedom of choice, which were reflected, for example, in proposals to “lower the hurdles” by separating general from vocational secondary education with a view to encouraging students to select courses from other educational establishments, in addition to relaxing the requirements for establishing private schools and abolishing a hundred-year-old strict national catchment-area system. Later, in the course of the 1990s, after the subjects, players, and methods of evaluation had been more precisely defined, evaluation based on performance would result in the active measurement of the attainment of set objectives. In the spring of 1991, from the outset of PM Esko Aho's right-centre coalition cabinet, the education budget suffered cutbacks as a result of a global recession and this influenced the legislative work of, and discourses in, parliament. Representatives of the parties in power regarded the recession solely as an external factor that was remote from the political arena. In their view, the education system should rise to the challenge by ensuring the efficient and innovative use of the resources available and by developing new forms of indicators for evaluating results. Representatives of the opposition opposed the cabinet’s standpoint as a result of the recession, criticized the measures taken by pointing out the harmful effect of constantly cutting the budget and argued that the government had made political capital out of the recession by using it as an opportunity to give more room to market, management and performance technologies within the Finnish education system. Criticism of the new education policy became even stronger during PM Paavo Lipponen's first “rainbow” coalition cabinet with critical views being expressed not only from the opposition but also from representatives within the government. Representatives from the left demanded legislative restrictions and the instigation of measures to relieve the presumed negative effects of market, management and performance in the name of educational equality. The new management by results steering method within the university sector and the introduction of commercial education services in compulsory education were fiercely criticized. The argument over “setting outer limits” including, for example, the demands for more detailed legislation and earmarked state subsidies was characteristic of Parliament’s legislative discourse in the latter part of the 1990s. Sex education and diverse sexualities are controversial topics within the primary school arena. Concepts of childhood innocence have influenced sex education curriculum, policy development and teaching practices within schools. However, research shows that primary school-aged students are aware of and talk about sexualities. The aim of this research is to reveal the pedagogical experiences of primary school teachers in relation to scenarios inclusive of diverse sexualities. Social constructionist theories of pedagogy and phenomenographic methods are used to provide a detailed analysis of the ways in which primary teacher participants conceptualise their encounters with students who introduce concepts of diverse sexualities. This research reveals that primary students ask questions about diverse sexualities, they use homophobic expressions (often as a daily occurrence), they sometimes reveal homosexual feelings to teachers, some have same-sex parents and some are being raised with knowledge of diverse sexualities. Without comprehensive policy and curriculum support, and appropriate professional learning for teachers, teachers are unable to make well informed pedagogical decisions that promote inclusive education.

This chapter explores inclusive education as a social imaginary; that is, a common understanding that has become a global perspective. We trace the roots of inclusive education in early movements for social justice and the development of special education and note that these two domains continue to be seen in the ongoing tensions within the practice of inclusive education. We conclude that although much has been achieved in opening up greater opportunities for all children and young people to participate in and engage with education, there is still much work to be done. Creative imagining, discursive dialogue, and courageous actions in breaking down barriers in schools and communities will strengthen the local and global social imaginary of inclusive education, thus affording even greater opportunities for all children and young people regardless of any categorisation that may have been applied to their differences.

This thesis analyses how primary teachers plan from the Australian Curriculum for students with disabilities as part of their curriculum planning to achieve equity and excellence for all. The researcher used an institutional ethnographic approach to create data maps that visually represented how these teachers navigated across thirty-one curriculum organising texts in their individual and classroom planning. By identifying the complexity of the process, types of texts that were most influential, and the everyday/night work of curriculum planning, leaders can strategically plan to support teachers to have high expectations for students with disabilities. Key themes include students with disability, curriculum entitlement and practices that promote equity.

[spa] Este trabajo se centra en las tertulias literarias dialógicas calificadas como prácticas educativas de éxito para fomentar la inclusión y la transformación social desde el sistema escolar. Contextualizando estas actividades dentro de la educación inclusiva y abordando los principios del aprendizaje dialógico, se analiza la metodología de las mismas para presentar una propuesta de intervención en el CEP Juan Bautista Zabala. Todo ello con el objetivo de implementar esta estrategia exitosa y evaluar la actividad desde la perspectiva de la metodología comunicativa crítica, es decir, otorgando especial relevancia a las opiniones de los protagonistas sobre la experiencia vivida.

O presente trabalho tem como objetivo analisar alguns dos ideários sócio moralizantes que foram repercutidos na construção do pensamento social brasileiro, através das políticas pró-educação implementadas na década de 1940. O processo histórico que culminou com a edificação da Cidade dos Meninos, em Duque de Caxias no Rio Janeiro, surge, portanto, como um locus privilegiado para a investigação deste modelo educacional. Nesse contexto, as reflexões da intelectualidade à época, eram revestidas de uma expectativa moralizadora: "salvação pelo trabalho". Desta forma, surgiram espaços escolares que funcionavam em regime de internato e semi-internato, como a Cidade dos Meninos. Tratava-se de uma instituição destinada para essas populações "desvalidas", que seriam alvo de uma política educacional direcionada para a oferta do ensino "das letras" e do ensino profissionalizante de caráter elementar. Contudo, em 1950, ao ter uma fábrica de pesticidas instalada em seu interior, e com o posterior abandono desta, em virtude da mesma ter se tornado inviável economicamente em 1960, esse espaço foi alvo de uma contaminação ambiental e humana. Somente cerca de 30 anos depois, a referida contaminação foi trazida a público a partir de denúncias jornalísticas. A principal conseqüência foi o fechamento das escolas e a interrupção dos projetos de assistência social prejudicando muitos dos assistidos e antigos funcionários que assentaram residência na localidade, fazendo com que o problema social e de saúde pública se desdobrasse também numa questão fundiária. Todo esse movimento parece ter levado os atores sociais envolvidos no processo à uma elaboração pragmática sobre o papel da educação, do Estado, da pesquisa científica e do tipo de política que se destina a populações em situação de "periculosidade". A análise das memórias e das "trajetórias exemplares" de alguns moradores contribuíram para a compreensão da relação entre as políticas sociais e a perspectiva dos assistidos. Esse fato denota a possibilidade, na atualidade, de que os pressupostos que idealizaram tais políticas "sócio moralizantes" ainda apresentem vestígios no discurso e na ação tanto das autoridades, quanto dos próprios pesquisadores, desqualificando seus interlocutores e obscurecendo a solução do problema no referido local

Este estudo é o resultado de uma reflexão sobre a implementação de uma política de inclusão que se encontra em desenvolvimento, propondo a formação profissional como um meio possível de inclusão do aluno com deficiência na sociedade. Essa pesquisa, de natureza qualitativa, foi desenvolvida por meio de um estudo de caso com enfoque etnográfico, somados às experiências de campo adquiridas em nossa prática na rede de ensino Faetec. Como lócus foi utilizado o programa de inclusão, setor responsável pela execução da política de inclusão na referida rede de ensino. Os procedimentos utilizados como instrumentos na coleta de dados foram a observação participante, a análise documental, as entrevistas abertas e semiestruturadas e o grupo focal com os professores implementadores do programa de inclusão. Procuramos compreender os limites e as possibilidades do processo de implementação de uma política em ação, com vista à remoção de barreira à aprendizagem, à participação dos alunos com deficiências. Para a análise dos dados, utilizamos a análise de conteúdo. Os dados revelaram os desafios e as reais condições da Instituição em relação aos seguintes aspectos: política de ingresso dos alunos com deficiência à rede de ensino Faetec, concepções difusas acerca da inclusão na Instituição, recursos humanos relacionados aos aspectos da formação docente, acessibilidade e a necessidade do suporte para inclusão educacional. O estudo revelou não só as contradições, mas também a complexidade do processo de inclusão vivenciado na rede, em especial, no âmbito da cultura institucional. O estudo destaca que o processo de inclusão em educação, desenvolvido na Faetec constitui-se em uma possibilidade, ainda que se apresente imerso num cenário de contradições. Aponta para necessidade de se ampliar os estudos na área cultural, uma vez que esta dimensão se mostrou fundamental. Como considerações finais, destacamos a importância de se pensar a formação dos professores numa perspectiva inclusiva e dialógica e o papel da escola e dos educadores no atendimento à diversidade dos alunos, tendo em vista a sua formação humana e profissional.

Esta Pesquisa, de natureza qualitativa, teve por objetivo, descrever e analisar o processo de formação (2009) de um grupo de educadores os Agentes Auxiliares de Creche1 (AAC)-, recém concursados, através de um Estudo de Caso. Para tanto, fez parte das análises as recentes mudanças nas políticas de educação infantil do município do Rio de Janeiro (1997-2010) e o percurso de constituição da unidade de educação infantil -Creche Municipal Odetinha Vidal de Oliveira, através do relato de alguns de seus líderes comunitários. No município do Rio de Janeiro, as creches públicas resultaram da transferência das instituições que pertenciam à antiga Secretaria de Desenvolvimento Social (SMDS), atual Secretaria Municipal de Assistência Social (SMAS), para a Secretaria Municipal de Educação (SME). Atualmente, a rede municipal de ensino totaliza 255 creches municipais, com 33.348 alunos, em horário integral (7h -17h). No ano de 2005, o poder executivo do município do Rio de Janeiro, através da Lei 3985 de 08 de abril, criou a categoria funcional de Agente Auxiliar de Creche, que passou a integrar o Quadro de Pessoal de Apoio à Educação. O ingresso ao cargo deu-se através de concurso público, realizado em 2007, constituído de provas e provas de títulos, sendo exigida, a formação mínima em nível fundamental (o que fere a LDBEN 9394/96) e carga horária de 40 horas semanais. A seleção ocorreu regionalmente, isto é, por CRE. Em junho de 2008, o quadro de pessoal das creches públicas do município do Rio de Janeiro passou a contar em sua estrutura, com os novos profissionais egressos do concurso, marcando uma nova trajetória na história dessas instituições. A partir da análise do perfil destes educadores, meu objetivo foi refletir sobre a formação em serviço necessária para atender às especificidades de trabalho com criança de zero a três anos. Estaremos assim, co-participando na implementação de políticas públicas de Educação Infantil da prefeitura quanto à formação em serviço dos agentes auxiliares de creche. Para tanto, propomos três temas comuns e complementares de pesquisa: Inserção das crianças e famílias à creche; Brincar/Brincadeira; Arranjo espacial. Os instrumentos utilizados na pesquisa foram: observação participativa, questionários, e entrevistas. Foram também desenvolvidas, com os educadores, atividades de formação e sessões reflexivas que proporcionem o pleno desenvolvimento profissional desses sujeitos.
