With the implementation of the new Civics Syllabi, new expectations are opened so that the civil education is approached in a more integral way. This will let the teachers explore different techniques to develop their students´ citizenship competences, in order for them to join a society where local, national and global participation allow them to take relevant and committed attitudes. The execution of the Regional Students´ Government Forums is an example on how education contributes to create opportunities for leading students, so that they can have spaces to reflect, give their opinions and offer solutions to the problems that society is facing, and that at the same time, in the future they will be assumed by these students when they have their full citizenship.

Esta presentación  tiene como objetivo sintetizar  la experiencia de  la participación de  la ECG en  las propuestas de ordenamiento territorial y la planificación urbana.Se trata es de evaluar la experiencia vista en su conjunto, es decir, nos interesa mas que las cuestiones técnicas, especificas, exponer cómo se ha desarrollado nuestra práctica frente a un objeto general que llamaremos “ordenamiento del territorio” desde la perspectiva de una geografía aplicada que opera en una formación socio política particular, es decir, en Costa Rica.Palabras Claves: Ordenamiento territorial. Metodología positivista.AbstractThis presentation has as its objective to synthesize the experience of the ECG in participating in territorial organizational proposals and urban planning. En el Área Metropolitana de San José (AMSJ), 14 Municipalidades se esfuerzan por realizar mejoras sustanciales en la administración de los territorios, la gestión de cobro de impuestos y servicios y el desarrollo de planes de Ordenamiento Territorial Local (Planes Reguladores). Dentro de este ámbito,  la  implementación de un Sistema de Información Territorial (SIT), cobra especial relevancia, por lo que la Municipalidad de Escazú, ha desarrollado proyectos que le han permitido contestar preguntas cruciales en torno de la implementación de un SIT, entre ellas, ¿Por qué se necesita un SIT en la Municipalidad?, ¿Cómo implementarlo?, ¿Se debe ajustar el SIT a la Municipalidad o esta última debe ajustarse al SIT?, ¿Cuánto cuesta y cuánto se tarda para tener un SIT?. El proceso no ha sido fácil, y probablemente el camino para implementar con éxito un SIT no sea único o idéntico para todas las organizaciones, sin embargo, todo aquello que haya sido utilizado y probado puede ser de utilidad para otros.Palabras clave: Gestión municipal, Sistema de  Información Territorial, Sistema de  información Geográfca, Sistema de Información Catastral, Planifcación urbana, Formulación de proyectos.Abstract At Área Metropolitana de San José (AMSJ), 14 municipalities are making efforts to improve their systems for taxes collection and Urban Land Planning in order to achieve sustainable development of their territories. At this stage, implementation of a Geographical Information System (GIS) or Territorial Information System (SIT, in Spanish) takes on special relevance. The city of Escazú has developed projects that have allowed it in turn to answer crucial questions concerning implementation of a SIT, such as: Why is it necessary for a municipality to have a SIT? How does it work? Does the organization have to adjust to the SIT or should the SIT be adjusted to the needs of the organization? Finally, how much does it cost to implement a SIT and how long will it take? The process has not been easy, and probably the way to implement a successful SIT is not the same for every municipality. Nevertheless, the experiences of one municipality can be useful for others seeking to implement such a system. El presente artículo muestra la aplicación de un Sistema de Información Geográfica (SIG) con una interfase con manejador de base de datos. El SIG utilizado es de modelo raster sin la capacidad de desarrollar una base de datos descriptiva. La aplicación desarrollada es conocida como Sistema de Información Geográfica para Gobiernos Locales (SIGGLO)y el área donde se implementó fue en el cantón de santo Domingo de la provincia de Heredia. En el apartado Los Planes de ordenamiento Territorial se discute sobre la utilidad que posee este tipo de instrumentos, que regulan el ordenamiento a nivel local y en forma paralela los autores presentan sus inquietudes del porqué los planes reguladores no han tenido el éxito deseado. Posteriormente, se presenta la visión de los autores sobre Los Planes de ordenamiento Manuales vs. Automatizados, el cual permite presentar las ventajas y desventajas que poseen los SiGs para implementar un Plan de Ordenamiento a través de esta tecnología. Seguidamente se presenta en detalle la experiencia obtenida con el SIGGLO, donde se explica la utilización del SIG y de un paquete de digitalización para combinar luego ambos con un manejador de bases de datos. Por último, se presentan una serie de restricciones que tiene el SIGGLO, también las recomendaciones que se deberían considerar al implementar un nuevo proyecto bajo la metodología del SIGGLO. ABSTRACTThe present article presents an application of a data base management system interfacing with a Geographical Information System (GIS). The utilized GIS for the project is a raster based system without the ability to develop a descriptive data base. This system is called Geographical Information System for Local Governments (SIGGLO) and was implemented in the canton of Santo Domingo, Costa Rica. It is mentioned in Territorial Organization Plans the utility that GIS systems have in regulating organization on a local level. In parallel form, the authors present their doubts of why these regulatory plans have not had the desired success. Afterwards, the authors present their vision of an Organization Plan for Manual and Automated functions which permit the presentation of the advantages and disadvantages that contain GIS in order to implement a Organization Plan with these technologies. Following this is a detailed presentation of the experience obtained with SIGGLO and where it is explained the utility of the GIS and of a digitizing software package which was later combined in the data base management system. Finally, a series of restrictions is presented that SIGGLO has which also contains details of recommendations that should be considered upon implementing a new project under the SIGGLO methodology.

Este artículo resume la experiencia de capacitación en descentralización y desarrollo local en Centroamérica.  Se presentan el número de eventos, participantes, días de capacitación y los documentos y estudios realizados por el Programa de Desarrollo Local del INCAE.  La descentralización se concluye en Centroamérica tiene dos obstáculos:  a) la falta de voluntad política, y b) la falta de capacidad gerencial, política y técnica de los gobiernos locales y comunidades.   Las prioridades de capacitación entonces debe enfocarse hacia: diálogos sobre descentralización y desarrollo local;  participación comunitaria; participación sobre desarrollo municipal; administración financiera municipal; la planificación y presupuestación anual y la administración municipal.

We have previously demonstrated that blockade of β-adrenoreceptors (β-AR) located in the temporomandibular joint (TMJ) of rats suppresses formalin-induced TMJ nociceptive behaviour in both male and female rats, but female rats are more responsive. In this study, we investigated whether gonadal hormones modulate the responsiveness to local β-blocker-induced antinociception in the TMJ of rats. Co-administration of each of the selective β1 (atenolol), β2 (ICI 118.551) and β3 (SR59230A)-AR antagonists with equi-nociceptive concentrations of formalin in the TMJ of intact, gonadectomized and hormone-treated gonadectomized male and female rats. Atenolol, ICI 118.551 and SR59230A significantly reduced formalin-induced TMJ nociception in a dose response fashion in all groups tested. However, a lower dose of each β-AR antagonist was sufficient to significantly reduce nociceptive responses in gonadectomized but not in intact and testosterone-treated gonadectomized male rats. In the female groups, a lower dose of β1 -AR antagonist was sufficient to significantly reduce nociceptive responses in gonadectomized but not in intact or gonadectomized rats treated with progesterone or a high dose of oestradiol; a lower dose of β2 -AR antagonist was sufficient to significantly reduce nociceptive responses in gonadectomized but not in intact and gonadectomized rats treated with low or high dose of oestradiol. Gonadal hormones may reduce the responsiveness to local β-blocker-induced antinociception in the TMJ of male and female rats. However, their effect depends upon their plasma level, the subtype of β-AR and the dose of β-blockers used.

In our previous study, we have found that 5-cyclopropyl-2-[1-(2-fluoro-benzyl)-1H-pyrazolo[3,4-b]pyridine-3-yl]-pyrimidin-4-ylamine (BAY 41-2272), a guanylate cyclase agonist, activates human monocytes and the THP-1 cell line to produce the superoxide anion, increasing in vitro microbicidal activity, suggesting that this drug can be used to modulate immune functioning in primary immunodeficiency patients. In the present work, we investigated the potential of the in vivo administration of BAY 41-2272 for the treatment of Candida albicans and Staphylococcus aureus infections introduced via intraperitoneal and subcutaneous inoculation. We found that intraperitoneal treatment with BAY 41-2272 markedly increased macrophage-dependent cell influx to the peritoneum in addition to macrophage functions, such as spreading, zymosan particle phagocytosis and nitric oxide and phorbol myristate acetate-stimulated hydrogen peroxide production. Treatment with BAY 41-2272 was highly effective in reducing the death rate due to intraperitoneal inoculation of C. albicans, but not S. aureus. However, we found that in vitro stimulation of peritoneal macrophages with BAY 41-2272 markedly increased microbicidal activities against both pathogens. Our results show that the prevention of death by the treatment of C. albicans-infected mice with BAY 41-2272 might occur primarily by the modulation of the host immune response through macrophage activation.
