In this paper, we propose three meta-heuristic algorithms for the permutation flowshop (PFS) and the general flowshop (GFS) problems. Two different neighborhood structures are used for these two types of flowshop problem. For the PFS problem, an insertion neighborhood structure is used, while for the GFS problem, a critical-path neighborhood structure is adopted. To evaluate the performance of the proposed algorithms, two sets of problem instances are tested against the algorithms for both types of flowshop problems. The computational results show that the proposed meta-heuristic algorithms with insertion neighborhood for the PFS problem perform slightly better than the corresponding algorithms with critical-path neighborhood for the GFS problem. But in terms of computation time, the GFS algorithms are faster than the corresponding PFS algorithms.

Background: Despite being the stiffest airway of the bronchial tree, the trachea undergoes significant deformation due to intrathoracic pressure during breathing. The mechanical properties of the trachea affect the flow in the airway and may contribute to the biological function of the lung. Method: A Fung-type strain energy density function was used to investigate the nonlinear mechanical behavior of tracheal cartilage. A bending test on pig tracheal cartilage was performed and a mathematical model for analyzing the deformation of tracheal cartilage was developed. The constants included in the strain energy density function were determined by fitting the experimental data. Result: The experimental data show that tracheal cartilage is a nonlinear material displaying higher strength in compression than in tension. When the compression forces varied from -0.02 to -0.03 N and from -0.03 to -0.04 N, the deformation ratios were 11.03±2.18% and 7.27±1.59%, respectively. Both were much smaller than the deformation ratios (20.01±4.49%) under tension forces of 0.02 to 0.01 N. The Fung-type strain energy density function can capture this nonlinear behavior very well, whilst the linear stress-strain relation cannot. It underestimates the stability of trachea by exaggerating the displacement in compression. This study may improve our understanding of the nonlinear behavior of tracheal cartilage and it may be useful for the future study on tracheal collapse behavior under physiological and pathological conditions.

The purpose of the study was to analyse factors affecting the differences in land prices between regions. The key issue was to find out the policy effects on farmland prices. In addition to comprehensive literature review, a theoretical analysis as well as modern panel and spatial econometric techniques were utilized. The study clearly pointed out the importance of taking into account the possible spatial dependence. The data were exceptionally large, comprising more than 6 000 observations. Thus, it allowed a thorough econometric estimation including the possibility to take into account the spatial nature of the data. This study supports the view that there are many other factors that affect farmland prices besides pure agricultural returns. It was also found that the support clearly affects land prices. However, rather than assuming the discount rates for support and market returns to be similar, the rough analysis refers to the discount rate for support being a little lower. If this were true it would indicate that farmers rely more on support income than market returns. The results support the view presented in literature that land values are more responsive to government payments when these payments are perceived to be permanent. An important result of this study is that the structural differences between regions and the structural change in agriculture seemed to have a considerable role in affecting land prices. Firstly, the present structure affects the competition in the land market: the more dense farms are in the region the more there are potential buyers, and the land price increases. Secondly, the change in farm structure (especially in animal husbandry) connected to the policy changes that increase area-based support affects land prices. The effect comes from two sources. Growing farms need more land for the manure, and the proportion of retiring farmers may be lower. The introduction of the manure density variable proved to be an efficient way to aggregate the otherwise very difficult task of taking into account the environmental pressure caused by structural change in animal husbandry. Finally, infrastructure also has a very important role in determining the price level of agricultural land. If other industries are prospering in the surrounding area, agricultural viability also seems to improve. The non-farm opportunities offered to farm families make continuing and developing farming more tempting.

Streptococcus pneumoniae is a leading cause of pneumonia, meningitis and bacteremia worldwide. The 23-valent pneumococcal polysaccharide vaccine (PPV23) is recommended for adults less than 65 years old with certain chronic medical conditions and for all elderly persons because of high rates of invasive pneumococcal infections (IPI) and increased risk of death. This study provides a comprehensive picture of the epidemiology of pneumococcal infections in Finland before the introduction of childhood pneumococcal conjugate vaccines, focusing on disease rates, risk factors, clinical outcome, and healthcare associated infections. This study was based on national, population-based laboratory surveillance for IPI. Information on all episodes of IPI was collected from the primary diagnostic laboratory. A case with IPI was defined as the isolation of S. pneumoniae from blood or cerebrospinal fluid during 1995-2002. Information on comorbidities and underlying conditions for IPI patients was obtained by linking the IPI surveillance database to other national, population-based health registries using each patient’s unique national identity code. In total, 4357 cases of IPI were identified. The overall annualized IPI incidence increased by 35% during the study period and was 10.6 per 100 000 population. The temporal increase in disease rates was associated with higher blood culturing rates over time. In working age adults, two-thirds of severe infections and one half of fatal cases occurred in persons with no recognized PPV23 indication. Persons with asthma were at increased risk for IPI and this new risk factor accounted for 5% of the overall disease burden. One tenth of pneumococcal bacteremias were healthcare-associated, and mortality among these patients was over twice as high as among patients with community-associated bacteremia. Most patients with nosocomial infections had underlying conditions for which PPV23 is recommended. The incidence of IPI in Finland has increased and the overall disease burden is higher than previously reported. The findings of this study underscore the urgent need for improved prevention efforts against pneumococcal infections in Finland through increased use of PPV23 in adult risk groups and introduction of childhood immunization with pneumococcal conjugate vaccine.

Aims: To examine the characteristics, incidence, treatment and outcome of presumed opioid, γ-hydroxybutyrate (GHB) and γ-butyrolactone (GBL) overdoses involving users of illicit drugs in Helsinki. GHB/GBL were included in this study, despite not being opioids, due to the relative ease with which they can cause potentially fatal respiratory depression. The incidence and time interval of recurrent opioid toxicity after prehospital administration of naloxone, an opioid antagonist, was studied in presumed heroin overdose patients. Naloxone has been reported to have many adverse effects and the effects of naloxone administered during an opioid overdose on the cardiovascular system and catecholamine levels in piglets were studied. Materials and methods: Patients included in these published retrospective studies were from the following time periods: Study I: 1995-2002, II: 1997-2000, III: 1995-2000, V: 2006-2007. Presumed opioid overdose patients were examined in studies I, II and III. GHB/GBL overdoses among injecting drug users was examined in study V. Recurrent opioid toxicity after prehospital naloxone administration in heroin overdose patients was examined in study III. The effects of naloxone (80 μg/kg i.v.) on the cardiovascular system and catecholamine levels administered during morphine overdose (8mg/kg i.v.) and under propofol anesthesia with spontaneous breathing were studied in eight piglets (IV). In this thesis, previously unpublished data on the incidence of opioid overdose between 2001-2007 and comparison of the characteristics of buprenorphine and heroin overdose patients encountered in 1995-2005 are also included. Results: Helsinki Emergency Medical Service (EMS) ambulances were dispatched annually to 34,153- 45,118 calls from 1995 to 2007. Of them, 7-8% were coded as intoxications or overdoses. During this time, 436 patients were treated by the EMS for presumed opioid overdose. The peak incidence of opioid overdoses was in the year 2000 (113 cases), after which they declined to 6-26 cases annually. The annual incidence of buprenorphine related overdoses increased from 4 (4% of opioid overdoses) in the year 2000 to 8 (30% of opioid overdoses) in 2007. The annual number of GHB related overdose patients treated by Helsinki EMS increased from 21 to 73 between 2004-2007. There appeared to be a peak in the incidence of both GHB/GBL and opioid related overdoses on Saturdays. Characteristics of opioid overdose patients The median age of opioid overdose patients was 28 years (22;33, 25- and 75-percentiles), and 84% were male. Buprenorphine overdose patients had more polydrug, such as alcohol and/or benzodiazepines, use in comparison with heroin overdose patients, 70% versus 33%, respectively. Severe respiratory depression was reported less often with buprenorphine overdoses compared to heroin overdoses, in 67.0% versus 85.4%, respectively. Outcome of heroin overdose patients with cardiac arrest Ninety four patients suffered cardiac arrest due to acute drug poisoning/overdose and were thus considered for resuscitation. Resuscitation was attempted in 72 cases. Cardiac arrest was caused by heroin overdose for 19 patients of which three (16%) were discharged alive. Other agents also induced cardiac arrest in 53 patients, of which six (11%) were discharged alive. The arrest was either EMS witnessed or occurring after the emergency call for all survivors of heroin induced cardiac arrest. Characteristics of GHB/GBL overdose patients The records of 100 GHB/GBL related overdose patients from 2006-2007 were retrieved. The median age of GHB/GBL overdose patients encountered on weekend nights was 24 years (22;27, 25- and 75-percentiles) and 49% were male. Polydrug use was reported in 62-80% of the cases. Thirty nine patients were encountered on Friday-Saturday or Saturday-Sunday night between 11 pm-6 am. The remaining sixty one patients were outside this time frame. There was a statistically significant difference between these two groups in history of chronic injecting drug use (33% vs. 59%, respectively, p=0.012). Recurrent heroin toxicity after prehospital naloxone administration Study III included 145 presumed heroin overdose patients. After prehospital care, 84 patients refused further care and were not transported to an Emergency Department (ED). Seventy one (85%) of them were administered naloxone by the EMS. During a 12-h follow up period, none of these patients developed severe recurrent opioid toxicity. The remaining 61 patients were transported to an ED. Prior to transportation, 52 (85%) patients were administered naloxone by the EMS. Fifteen of them were administered naloxone also in the ED and recurrent opioid toxicity was evident either on arrival at the ED or shortly thereafter. Prehospital naloxone was administered either intravenously, intramuscularly (i.m.) or subcutaneously (s.c.). There was a tendency for more frequent recurrent heroin toxicity among the patients with only intravenous administration of prehospital naloxone (13/36) compared with the patients with intramuscular or subcutaneous prehospital naloxone (2/16), p=0.106. The effects of naloxone on the cardiovascular system and catecholamine levels in piglets The administration of morphine to piglets resulted in an obvious respiratory depression, which was reversed by naloxone. Two severely hypoxemic piglets developed cardiac arrest after naloxone administration. In the other six animals, the administration of naloxone did not provoke arrhythmias, cardiac ischemia or visible evidence of pulmonary edema. There was a statistically significant (p=0.012) increase in norepinephrine levels after morphine administration and before naloxone administration: from 1.9 (1.3-2.3) ng/ml at baseline, to 31.7 (8.3-83.0) ng/ml (median, 25 and 75 percentiles parentheses) after morphine administration. After the administration of naloxone, the catecholamine levels continued to increase in only one of the animals. Conclusions: The incidence of buprenorphine related overdoses increased during the study period, but was still lower in comparison to those involving heroin. Injecting drug users have also started to use GHB/GBL. While recreational drug users use GHB/GBL during weekend nights, a GHB/GBL overdose patient encounter during weekdays has a more probable history of injecting drug use. Patients with cardiac arrest after heroin overdose have a poor prognosis. It appears to be safe to leave heroin overdose patients on scene after prehospital treatment with naloxone. Although no statistically significant difference was observed, it seems prudent to administer part of the total naloxone dose s.c. or i.m. to reduce the risk of recurrent respiratory depression. If transported to an ED, an observation period of one to two hours after the last naloxone dose seems adequate. The treating physician must be vigilant, however, due to the high prevalence of polydrug use and high morbidity after non fatal heroin overdose. Furthermore, care should be taken regarding possible chronic disorders and drug rehabilitation should be addressed. In the experimental animal study, two animals developed cardiac arrest after receiving naloxone while in hypoxemia and bradycardia. Further studies are required to assess the effect of naloxone during opioid-induced hypercapnia and hypoxemia in animals addicted to opioids.

El presente libro de texto se utilizará en la asignatura Producción y Tecnología de Semillas, que se desarrolla en los planes de estudio de la Escuela de Producción Vegetal del ISCA. En este trabajo se da un enfoque de algunas actividades especificas, propias de la asignatura, como son: la organización de un programa de semillas, multiplicación, producción a nivel de campo, control de calidad, mercadeo, distribución y legislación de semillas. Dicho texto no es una obra original; en efecto la información contenida deriva de la recopilación y adaptación de los contenidos que responden al programa de la asignatura. Para ello, se ha utilizado la bibliografía ya existente sobre este tópico. Agradeceríamos cualquier sugerencia respecto a la forma, organización y contenido de los capítulos que vaya dirigida al enriquecimiento y mejoramiento de este trabajo, a fin de que llegue a manos de los estudiantes presentes y futuros un material cada vez mejor en contenido y forma. El Prof Osear J. Gómez Gutiérrez, graduado en el Instituto de Agricultura de Tashkent en la Unión Soviética y el Prof Mauro Minelli, graduado en la Universidad de Agraria de Torino en Italia, colaboran desde hace tres años como docentes e investigadores en la Escuela de Producción Vegetal del ISCA (Managua). El trabajo del Prof Minelli en la Universidad y la publicación del texto, se realizaron en el marco del programa de cooperación entre ISCA y MOLISV, organización no gubernamental italiana.

Como una forma de culminación de estudios de la carrera de Licenciatura en Desarrollo Rural, las pasantías han sido realizadas en Fundación Ayuda en Acción (AeA), en el Área de Desarrollo Territorial (ADT) del Municipio de Matiguás-Matagalpa, en el período comprendido de Abril a Octubre del 2014. La Fundación AeA es una organización No Gubernamental de Desarrollo (ONGD) independiente, aconfesional y apartidista, fundada en España en 1981. Actualmente trabaja en 21 países en Asía, África y América Latina. En Nicaragua, la Fundación AeA está presente en: Matagalpa: Matiguás, Río Blanco y Tuma-La Dalia, Región Autónoma del Atlántico Sur (RAAS): Kukra Hill, León: Telica y Quezalguaque, Boaco: Boaco y Camoapa, Madriz: Totogalpa. Los proyectos que implementa son intersectoriales, articulando acciones en educación, salud, prevención de riesgos, gobernabilidad, seguridad y soberanía alimentaria entre otros, con la finalidad de impulsar cambios estructurales que contribuyan a la erradicación de la pobreza. El pasante a través de información primaria y secundaria consideró que la Fundación AeA era el organismo idóneo para realizar sus pasantías, ya que los proyectos que implementa se ajustan al perfil de la carrera de Licenciatura en Desarrollo Rural, al mismo tiempo se visualizó las condiciones favorables para su desempeño laboral. El área de trabajo asignada al pasante estuvo enfocada en proyectos productivos, dirigidos a mejorar los ingresos de las familias, dietas alimenticias, nutrición, así como la creación de conocimientos en diferentes temáticas a través capacitaciones. Entre las funciones asignadas al pasante se menciona: Realizar un estudio económico con productores sobre establecimiento de Sistemas Agroforestales (SAF) en cultivo de Cacao, fortalecer la organización comunitaria, levantar información primaria, elaborar herramientas para el levantamiento de base de datos, facilitar eventos de capacitación, reuniones, talleres e intercambios de experiencia, recolección de mensajes a niñez auspiciados, elaboración de informes, levantar información secundaria, coordinar y planificar con el equipo técnico. El análisis del estudio socioeconómico con productores sobre SAF en Cultivo de Cacao en el proyecto Desarrollo de Economía Familiar (DEF), demostró que el productor trabajando bajo un sistema técnico adecuado podrá obtener altos rendimientos productivos de hasta 15 quintales por manzana desde los 3 años. El pasante en el proyecto DEF, seleccionó en conjunto con el equipo técnico, 186 familias de 243 fichas analizadas los cuales trabajaron en componentes sobre establecimiento de SAF, hortalizas, cultivos en parra y crianza de especies menores. El proyecto de Soberanía y Seguridad Alimentaria y Nutricional (SSAN), ha estado enfocado en apoyar a 255 familias en 17 comunidades, estableciendo rubros, mejorando la calidad y consumo de agua (entrega de Rotoplas) a las familias y enriqueciendo sus conocimientos a través de capacitaciones en diferentes temas de género, comunicación asertiva, elaboración de alimentos, compartiendo experiencias con otras zonas de nuestro país. El pasante obtuvo lecciones como Identificación de diferentes actores locales en el municipio de Matiguás, como AeA, Alcaldía, Fundeser y Nitlapán, a través de iniciativa propia priorizó y gestionó las pasantías en la fundación AeA, relación con el equipo técnico recibiendo un proceso de inducción. La Fundación AeA debería continuar impartiendo talleres de capacitación en el ADT. En cuanto al desarrollo de las pasantías es necesario que desde un inicio se establezcan coordinaciones y planes entre la universidad y la institución donde el pasante desempeñara sus funciones.

Analisa a atuação parlamentar nas votações nominais, observando os seguintes aspectos: as expectativas dos representados em relação aos seus representantes e como/onde/quando eles atuam no Legislativo. Apresenta também análise quantitativa e comparativa das votações nominais ocorridas no Plenário da Câmara dos Deputados no último ano dos Governos FHC e Lula. Esses resultados procuram demonstrar como se comportaram os partidos das bases governistas e de oposição no Parlamento, diante dos seus líderes e das interferências pelo Executivo, e como essas interferências afetaram os trabalhos legislativos nas votações nominais em Plenário. As votações nominais são indicadas por muitos estudiosos como parâmetros acadêmicos capazes de demonstrar com mais clareza as mudanças (de voto) que ocorrem durante um governo e como essas mudanças interferem na disciplina partidária e na relação entre o governo e os partidos que compõem sua base governista no Legislativo. Dependendo dos resultados, essas votações podem afetar direta ou indiretamente no sucesso ou insucesso, das políticas apresentadas pelo Executivo.

O presente estudo tem como objetivo analisar como as políticas neoliberais de desestruturação do Estado e da economia, implementadas no Brasil na década de noventa, afetaram as perspectivas de futuro dos jovens de baixa renda no Brasil, e em que medida as políticas do governo Lula, que buscam recuperar o Estado e a economia, alteraram esta realidade. O estudo parte de uma compreensão da juventude enquanto um tempo de construção de identidades e de definição de projetos de futuro, e de que a elaboração de um projeto de futuro se dá dentro de um campo de possibilidades, o qual se relaciona diretamente com o tempo histórico e cultura coletiva em que o sujeito se insere. O desenvolvimento teórico-metodológico do estudo compõe-se de levantamento bibliográfico, análise textual, e historicização do objeto, através dos quais se busca destruir a pseudoconcreticidade do fenômeno observado, e conhecer sua autêntica objetividade. O primeiro capítulo versa sobre a doutrina neoliberal, sua origem, ascensão e efeitos, principalmente sobre o mundo do trabalho. O segundo capítulo relata a adesão brasileira ao projeto neoliberal nos anos noventa, que tem lugar com a eleição de Fernando Henrique Cardoso, e suas conseqüências para a juventude. O terceiro capítulo analisa o governo Lula, suas rupturas e continuidades com relação ao governo anterior, a inscrição da temática da juventude como alvo de políticas públicas e o estabelecimento de políticas de emprego, trabalho e renda para os jovens.

As análises em torno da atual (re) configuração do capitalismo é um elemento imprescindível para uma crítica da política educacional superior em curso nos países em desenvolvimento, sendo justificada no discurso oficial pela necessidade de adequação destes à ?nova ordem mundial?. Podemos identificar que desde os anos 1990, realiza-se um processo de privatização da educação superior no país, caracterizado pela mercadorização da educação, pela desresponsabilização do Estado na garantia da educação como direito e pela destinação de verbas públicas para a iniciativa privada, é nesse quadro que se insere as mudanças que se processam na avaliação institucional das Instituições de Educação Superior (IES) públicas realizadas no Brasil a partir da década de 1990, seguindo num movimento de continuidades adentrando as décadas seguintes com o governo Fernando Henrique Cardoso (1995-2002) e suas políticas de reformas, sendo ratificada pelos planos e metas de ajuste do governo de Luis Inácio Lula da Silva (2003-2010).

Esta dissertação tem como objetivo mostrar a evolução do pleito brasileiro por um assento permanente no Conselho de Segurança da Organização das Nações Unidas ao longo dos governos dos presidentes Fernando Henrique Cardoso (1995 a 2002) e Luiz Inácio Lula da Silva (2003 a 2010). Em ambos os períodos, os argumentos apresentados pela diplomacia brasileira se baseiam parcialmente em princípios que, tradicionalmente, marcam e norteiam a política externa brasileira. Este pleito foi retomado pela diplomacia brasileira no início da década de 1990. Mas as gestões realizadas em função da busca pelo assento permanente não se dão da mesma maneira nos governos dos dois presidentes nos quais esta dissertação se concentra. As mudanças que são observadas ao longo destes 16 anos estão associadas a alterações nas linhas gerais da política externa brasileira. Essas alterações permitem que se observe a uma atuação mais cautelosa no governo Cardoso e ações mais ousadas no governo Lula.

林业是经济和社会可持续发展的重要基础,是生态建设的主体,因此,林业和林区的可持续发展在社会经济的发展中具有特别重要的地位。本文以吉林省重点林区延边朝鲜族自治州为研究对象,在分析林区森林资源动态变化的基础上,分别采用生态足迹,森林生态系统服务功能和林业可持续发展能力三个指标(体系)对林区1985~2002年及其所辖的10个林业局1990~2000年的林业可持续发展进行动态评价。结果表明:(1)1985~2002年有林地、人工林面积与蓄积增加;疏林地、未成林造林地与无林地(1995年除外)面积减少;(2)1985~2002年林地生产足迹、出口足迹与生态足迹下降,林地生态承载力与生态盈余增加,万元林业产业总产值生态足迹递减;(3)1990~2002年森林生态系统服务功能增加,其中直接经济价值的增长率大于间接经济价值,但涵养水源与净化空气是其主要功能;(4)林业可持续发展能力分值增加,其中1985~1994年属弱可持续发展,1995~2002年属中等偏弱可持续发展,2010年将步入强可持续发展;10个林业局可持续发展能力1990~2000年间平均值排序为:白河>和龙>八家子>敦化>天桥岭>珲春>汪清>大石头>黄泥河>大兴沟。总之,延边林业可持续发展取得很大成效并已步入良性阶段,但仍存在不少问题,有待进一步加强管理。
