The Education for All Handicapped Children Act of 1975, P.L. 94-142, created a new challenge for the nation's public school systems. During 1982-1983, a national study, called the "Collaborative Study of Children with Special Needs", was conducted in 5 metropolitan school districts to evaluate the effectiveness of education and health care services of children in kindergarten to 6th grade being provided under P.L. 94-142 programs. This dissertation (the Substudy) was undertaken to augment the findings of the Collaborative Study. The purpose of this study was to develop a database to provide descriptive information on the demographic, service and health characteristics of a small group of 3 and 4 year old handicapped children served by the Houston Independent School District (HISD) during 1982-1983.^ The study involved a stratified sample of 105 three and four year old children divided into 3 groups according to type of handicapping condition.^ The results of the study gave a clearer picture of the demographic characteristics of these Pre-K children. Specifically, sex ratio was approximately one, lower than the national norm. Family and socioeconomic characteristics were assessed.^ The study used an independence/dependence index composed of 11 items on the parent questionnaire to assess the level of functional independence of each child. An association was found between index scores and parent-reported effects of the child on family activity. Parents who said that their child's condition had affected the family's job situation, housing accomodations, vacation plans, marriage, choice of friends and social activities were also more likely to report less independence in the child. In addition, many of the Substudy children had extensive care-taking needs reflected in specific components of the index such as dressing, feeding, toileting or moving about the house.^ In general the results of the Pre-K Substudy indicate that at the early childhood level, the HISD special education program is functioning well in most areas and that parents are very satisfied with the program. El presente artículo se propone dejar planteados algunos aportes y debates en torno a la definición de políticas educativas que promueven la inclusión y sus efectos en las prácticas curriculares que se configuran en el dispositivo escolar, el que define sus condiciones de posibilidad. Se plantea que no existe una aplicación lineal de las políticas educativas, atendiendo a las mediaciones que los actores educativos ponen en juego en las prácticas curriculares fundadas en una lógica escolar naturalizada. Por ello la necesidad de propiciar procesos de desnaturalización de las creencias de los actores educativos acerca de las formas de lo escolar, el aprender y el enseñar, el curriculum, la educación común, la educación especial y sus posibles relaciones. De este modo habilitar movimientos instituyentes que transformen las prácticas curriculares en herramientas para la inclusión educativa en términos de igualdad para todos/as.

Introdução: A Educação Inclusiva surge como um modelo de escola que fomenta o ingresso e permanência de todos os alunos em um único sistema de ensino. Particularmente, no que compete à educação física inclusiva, esta é a Educação Física Adaptada, aplicada em condições especiais, visando uma população especial que necessita de estímulos particulares de desenvolvimento motor e funcional. Objetivo geral: Compreender as práticas de ensino de Educação Física Inclusiva em escolas públicas de Maceió. Como objetivos específicos pretende-se saber o que pensam os professores e gestores pedagógicos sobre a educação inclusiva e Educação Física Inclusiva; Conhecer as estratégias e estruturas escolares para a sua implementação; Identificar a preparação dos professores para desenvolver educação física inclusiva; Saber se reconhecem benefícios na sua implementação; Descrever o apoio fornecido pela escola e município. Métodos: Estudo qualitativo de abordagem fenomenológica, realizado com uma amostra constituída por quatro professores de educação física e quatro gestores pedagógicos com idades entre 33 e 50 anos, que integravam o quadro ativo das escolas públicas do município de Maceió, Brasil, no ano de 2014. O instrumento de colheita de dados utilizado foi a entrevista semiestruturada, recorrendo-se ao método de análise de conteúdo. Resultados: Em linhas gerais os professores concordam com a escola inclusiva e apontam benefícios psicossociais e a nível do convívio social, contudo referem não possuir preparação adequada para trabalhar com alunos que têm necessidades educacionais especiais (NEE), assumindo alguns investimentos na formação contínua e na adaptação nos conteúdos e nas metodologias de ensino. A falta de material apropriado para lecionar e a situação estrutural precária que as escolas oferecem aos alunos são outros aspectos negativos que enfrentam, além deles não participarem da elaboração dos documentos legais da escola. Os gestores apontaram como principais dificuldades, a falta de apoio da secretaria municipal de educação (SEMED) para com os profissionais que trabalham diretamente com esses alunos, a falta de capacitação na área da inclusão e consequentemente o ensino fornecido por eles. Os profissionais acreditam que essa disciplina tem um papel importante no processo de inclusão dos alunos com NEE, pois contribui para a socialização, reforça a autoestima e a qualidade de vida, além de ajudar no desenvolvimento cognitivo, afetivo e psicomotor. Conclusões: O processo de inclusão ainda está caminhando a passos lentos, e particularmente nas aulas de educação física. São poucos os alunos com NEE que frequentam as escolas regulares e, menos ainda, os que participam das aulas de educação física. Entendemos que são necessárias mudanças para que a inclusão nas aulas de educação física possa realmente favorecer os alunos com NEE. Enfatizamos contudo, que a educação física não é a base para a inclusão escolar, porém, um bom acolhimento e uma boa qualidade de ensino podem ter efeitos significantes na vida desses estudantes. House Joint Resolution 24 ("HJR 24)", [sic.] adopted by the 95th General Assembly, charged the Illinois State Board of Education with facilitating the HJR 24 Special Education Funding Task Force. The HJR 24 Task Force Report, attached herein as Attachment A, was approved by a majority of the HJR 24 Task Force Report members in compliance with the HJR 24's mandate to study current special education funding needs and to make recommendations as to how the State can increase special education funding and ease the financial burden on school districts.

The generation of new knowledge through research can contribute significantly to the improvement of services for individuals with intellectual and developmental disabilities. This study extends a previous study by Sigafoos, Roberts, and Couzens [Aust. N.Z.J. Dev. Disabil. 17 (1991) 331] by examining research productivity in intellectual and developmental disability in Australian journals for 1990-1999. Institutions that published research articles on intellectual and developmental disabilities in Australian journals in the 1990s were identified by noting the affiliations of authors. The most productive institutions were primarily universities in Australia and the United States of America. Publication trends in the decade of the 1990s are compared with trends of the previous decade (1980-1990). (C) 2003 Published by Elsevier Ltd.

Self-regulation has been identified as an area of difficulty for those with mental retardation. The Goodman Lock Box provides measures of two critical aspects of self-regulation-planfulness and maintenance of goal-directed behavior. In this study, the Lock Box performance of 25 children with Down syndrome was compared with that of 43 typically developing children, matched for mental age (24-36 months). Children in both groups showed similar levels of competence, planfulness and distractibility. However, children with Down syndrome displayed more task-avoidant behavior. Some issues related to the measurements obtained from the Lock Box are raised. (C) 2003 Elsevier Science Ltd. All rights reserved.

A total of 274 preservice teacher education students were surveyed at the beginning and end of a one-semester unit on Human Development and Education which combined formal instruction with structured fieldwork experiences. The latter included interviewing community members regarding their knowledge of Down syndrome and opinions on inclusive education, and writing an associated report. At the end of semester, not only had student teachers acquired more accurate knowledge of Down syndrome, together with more positive attitudes towards the inclusive education of children with Down syndrome, but their attitudes towards disability in general had also changed, and they reported greater ease when interacting with people with disabilities. The study illustrated the value of combining information-based instruction with structured fieldwork experiences in changing attitudes towards disability and inclusion. It also demonstrated that raising awareness of one disability may lead to changes in attitudes towards disability in general.

The increased presence and participation in Australian society of people with an intellectual disability provides challenges for the provision of primary health care. General practitioners (GPs) identify themselves as ill equipped to provide for this heterogeneous population. A major obstacle to the provision of appropriate health care is seen as inadequate communication between the GP and the person with an intellectual disability, who may or may not be accompanied by a carer or advocate. This qualitative study in which five GPs, three people with intellectual disability, seven carers and two advocates (parent and friend) were interviewed was conducted in Brisbane, Australia. The aim was to better understand the factors that have an impact upon the success of communication in a medical consultation. Findings suggested that GPs were concerned with the aspects of communication difficulties which influenced their ability to adequately diagnose, manage and inform patients. Implications for practice management were also identified. People with intellectual disability reported frustration when they felt that they could not communicate adequately with the GP and annoyance when they were not included in the communication exchange. Carers were strong advocates for the person with intellectual disability, but indicated insufficient skill and knowledge to provide the level of assistance required in the consultation. The outcome was a model of cooperation that outlined the responsibilities of all players in the medical encounter, prior to, during and after the event.

Background Compared to the general population, Helicobacter pylori infection is more common among adults with intellectual disability (ID) and is associated with greater levels of disability, maladaptive behaviour, and institutionalization. Little information exists about the effects of eradication therapy in this group, so we aimed to evaluate: (1) success of a standard H. pylori eradication protocol; (2) frequency of side-effects; and (3) impact of eradication on level of functional ability and maladaptive behaviour. Method A cohort of adults with ID underwent assessment of their levels of function and maladaptive behaviour, medical history, physical examination, and H. pylori testing using serology and faecal antigen tests. Some received standard H. pylori eradication therapy. Twelve months later, participants underwent repeat assessment, were grouped by change in H. pylori status and compared. Results Of 168 participants, 117 (70%) were currently infected with H. pylori at baseline, and 96 (82%) of the 117 were given standard H. pylori eradication therapy. The overall eradication rate was 61% but 31% reported side-effects. Institutional status of the participants, their level of behaviour or function, and number of comorbid medical conditions were not associated with failure of eradication. There were no statistically significant differences in level of behaviour or function, ferritin, or weight between the groups in whom H. pylori was eradicated or stayed positive. Conclusion Adults with ID have lower H. pylori eradication and higher side-effect rates than the general population. Levels of maladaptive behaviour and disability did not improve with eradication and thus greater levels of maladaptive behaviour or disability appear to be risk factors for, rather than consequences of, H. pylori infection.
