Techniques for the coherent generation and detection of electromagnetic radiation in the far infrared, or terahertz, region of the electromagnetic spectrum have recently developed rapidly and may soon be applied for in vivo medical imaging. Both continuous wave and pulsed imaging systems are under development, with terahertz pulsed imaging being the more common method. Typically a pump and probe technique is used, with picosecond pulses of terahertz radiation generated from femtosecond infrared laser pulses, using an antenna or nonlinear crystal. After interaction with the subject either by transmission or reflection, coherent detection is achieved when the terahertz beam is combined with the probe laser beam. Raster scanning of the subject leads to an image data set comprising a time series representing the pulse at each pixel. A set of parametric images may be calculated, mapping the values of various parameters calculated from the shape of the pulses. A safety analysis has been performed, based on current guidelines for skin exposure to radiation of wavelengths 2.6 µm–20 mm (15 GHz–115 THz), to determine the maximum permissible exposure (MPE) for such a terahertz imaging system. The international guidelines for this range of wavelengths are drawn from two U.S. standards documents. The method for this analysis was taken from the American National Standard for the Safe Use of Lasers (ANSI Z136.1), and to ensure a conservative analysis, parameters were drawn from both this standard and from the IEEE Standard for Safety Levels with Respect to Human Exposure to Radio Frequency Electromagnetic Fields (C95.1). The calculated maximum permissible average beam power was 3 mW, indicating that typical terahertz imaging systems are safe according to the current guidelines. Further developments may however result in systems that will exceed the calculated limit. Furthermore, the published MPEs for pulsed exposures are based on measurements at shorter wavelengths and with pulses of longer duration than those used in terahertz pulsed imaging systems, so the results should be treated with caution.

This article considers the threaties and customs governing armed conflict in the context of the long standing insurgency in southeast Turkey. The first part of the article analyzes the existing treaty and customary law concerning the threshold of an armed conflict and concludes that the insurgency in Southeast Turkey existing since 1984 rises to the level of an armed conflict based on criteria identified both in treaty and customary international law. The next consideration is the classification of this conflict and this part concludes that this situation is a non-international armed conflict due to lack of involvement of forces of another country. Finally, this article considers international humanitarian law applicable to this non-international armed conflict and reveals that as a result of the monumental International Committee of the Red Cross customary humanitarian law study, particularly with respect to the law of targeting, that the rules applicable to international and non-international armed conflict have never been closer.

The article examines the customary international law credentials of the humanitarian law rules proposed by the International Committee of the Red Cross (ICR) in 2005. It relies on the BIICL/Chatham House analysis as a ‘constructive comment’ on the methodology of the ICRC study and the rules formed as a result of that methodology with respect to the dead and missing as an aid to determination of their customary law status. It shows that most of the rules studied have a customary international lawpedigree which conforms to the conclusions formed on the rules generally in the Wilmshurst and Breau study. However, the rules with respect to return of personal effects, recording location of graves and notification of relatives of access to gravesites do not seem to have even on a majoritarian/deductive approach enough volume of state practice to establish them as customary with respect to civilians.

O fracasso do consenso de Washington e das políticas macroeconômicas, baseadas em altas taxas de juros e taxas de câmbio não-competitivas para promover o crescimento da economia, levou os países da América Latina a formularem estratégias nacionais de desenvolvimento. O novo desenvolvimentismo é uma estratégia alternativa não apenas à ortodoxia convencional, mas também ao antigo nacional-desenvolvimentismo latino-americano. Enquanto o antigo nacional desenvolvimentismo era baseado na tendência à deterioração dos termos de troca e, adotando uma abordagem microeconômica, propunha planejamento econômico e industrialização, o novo nacional-desenvolvimentismo pressupõe que a industrialização foi alcançada, apesar de em diferentes estágios em cada país, e argumenta que, para assegurar rápidas taxas de crescimento e o catch up, a tendência que deve ser neutralizada é a da sobrevalorização da taxa de câmbio. Contrariamente à economia convencional, um estado capaz continua sendo o instrumento chave para assegurar o desenvolvimento econômico, a política industrial continua sendo necessária; mas o que distingue a nova abordagem é principalmente o crescimento com poupança interna, ao invés de com poupança externa. Uma política macroeconômica baseada em taxas de juros moderadas e uma taxa de câmbio competitiva, e não altas taxas de juros e moeda sobreapreciada conforme recomenda a ortodoxia convencional.

As administrações públicas contemporâneas vêm sofrendo diversas formas de pressão para que promovam a modernização de suas estruturas e serviços, provenientes não somente da própria sociedade, mas também derivadas das crises fiscais que assolaram diversos países nas últimas décadas. Uma das opções dos governos a fim de atender a essa demanda está no uso do potencial das tecnologias de informação e de comunicação em prol de melhores serviços ao cidadão e numa maior eficiência do aparato estatal. Esse movimento contemporâneo, associado principalmente ao advento da computação pessoal e da Internet, tem sido chamado Governo Eletrônico (e-Gov). Uma das suas ações relaciona-se à construção de serviços eletrônicos que integrem diversas agências governamentais em formato colaborativo. Entretanto, projetos de e-Gov que demandam esse grau de integração possuem complexidade de implementação aparentemente maior que projetos tradicionais, o que se reflete nos baixos índices de sucesso encontrados mundialmente. Existem hoje metodologias e frameworks de gestão de projetos disponíveis e consolidados no mercado, tal como o provido pelo Project Management Institute – PMI, por meio do Project Management Body of Knowledge – PMBOK, publicação que representa uma agregação dos conhecimentos dos mais de 230.000 profissionais associados ao PMI, principalmente nos aspectos conhecidos como “boas práticas”. Ele é aceito como um padrão de gestão de projetos pelo ANSI – American National Standards Institute e pelo Institute of Electrical and Electronics Engineers – IEEE (PMI, 2007). A questão que esta pesquisa procura explorar é a identificação das boas práticas na gestão de projetos de e-Gov multi-agências. Para isso, baseou-se no modelo proposto pelo PMBOK, considerado pela literatura como um framework abrangente e de grande reconhecimento (LEITE, 2004). A partir dessa análise, procurou-se identificar quais foram os fatores mais relevantes para o sucesso do projeto e como foram geridos pela equipe participante. Com esse intuito, essa pesquisa apresenta um estudo em profundidade do projeto Nota Fiscal Eletrônica – NF-e do Governo do Estado de São Paulo, projeto de e-Gov que possui integração nacional entre múltiplas agências (seis Administrações Tributárias Estaduais, Receita Federal e dezenove grandes empresas) e grande complexidade técnica e de gestão. Os resultados encontrados sugerem que o apoio da alta administração, a criação de um relacionamento de confiança, a participação de empresas no projeto, a alta capacidade das equipes envolvidas, a definição de um escopo viável e a utilização de padrões abertos são fatores que colaboram significativamente para o sucesso de projetos como a NF-e.

Contrariamente às alegações do pensamento econômico convencional, um Estado capaz continua sendo o instrumento chave para garantir o desenvolvimento econômico, e a política industrial continua a ser necessária; mas o que distingue a nova abordagem é principalmente o crescimento com poupança interna, em lugar do crescimento com poupança externa, uma política macroeconômica baseada em taxas moderadas de juros e uma taxa de câmbio competitiva, em lugar das altas taxas de juros e das moedas sobrevalorizadas preconizadas pela ortodoxia convencional.

Objective: To assess the setting time (ST), flow (FL), radiopacity (RD), solubility (SB) and dimensional change following setting (DC) of different sealers (AH Plus (R), Polifil, Apexit Plus (R), Sealapex (R), Endomethasone (R) and Endofill (R)) according to American National Standards Institute/American Dental Association (ANSI/ADA) Specification 57. Material and methods: Five samples of each material were used for each test. For ST, cast rings were filled with sealers and tested with a Gillmore needle. For FL, the sealer was placed on a glass plate. After 180 s, another plate with 20 g and a load of 100 g were applied on the material, and the diameters of the discs formed were measured. In RD, circular molds were filled with the sealers, radiographed and analyzed using Digora software. For SB, circular molds were filled with the sealers, a nylon thread was placed inside the material and another glass plate was positioned on the set, pressed and stored at 37 degrees C. Samples were weighed, placed in water, dried and reweighed. The water used for SB was analyzed by atomic absorption spectrometry. For DC, circular molds were filled with the sealers, covered by glass plates and stored at 37 degrees C. Samples were measured and stored in water for 30 days. After this period, they were dryed and measured again. Results: Regarding ST, AH Plus (R), Apexit (R) and Endofil (R) sealers are in accordance with ANSI/ADA standards. Endomethasone's manufacturer did not mention the ST; Polifil is an experimental sealer and Sealapex (R) did not set. Considering RD, SB and DC, all sealers were in accordance with ANSI/ADA. The spectrometric analysis showed that a significant amount of K+ and Zn2(+) ions was released from Apexit Plus (R) and Endofill (R), respectively. Conclusion: Except for DC, all other physicochemical properties of the tested sealers conformed to ANSI/ADA requirements.

Introduction: The aim of this study was to evaluate the pH, calcium ion release, setting time, and solubility of white mineral trioxide aggregate (WMTA) and white Portland cement (WPC) combined with the following radiopacifying agents: bismuth oxide (BO), calcium tungstate (CT), and zirconium oxide (ZO). Methods: Fifty acrylic teeth with root-end filling material were immersed in ultrapure water for measurement of pH and calcium release (atomic absorption spectrophotometry) at 3, 24, 72, and 168 hours. For evaluation of setting time, each material was analyzed according to the American Society for Testing and Materials guidelines 266/08. The solubility test was performed according to American National Standards Institute/American Dental Association specification no. 57/2000. Solubility, setting time, and pH values were compared by using analysis of variance and Tukey test, and the values of calcium release were compared by the Kruskal-Wallis and Miller tests. The significance level was set at 5%. Results: The pH and calcium release were higher at 3 and 24 hours. WPC was the material with the higher values for both properties. WMTA had the greatest solubility among all materials (P <.05). All radiopacifiers increased the setting time of WPC, and WMTA had the shortest setting time among all materials (P < .05). Conclusions: All materials released calcium ions. Except for WPC/CT at 168 hours, all materials promoted an alkaline pH. On the basis of the obtained results, ZO and CT can be considered as potential radiopacifying agents to be used in combination with Portland cement. Objective. The general aim of this article is to describe the state-of-the-art of biocompatibility testing for dental materials, and present new strategies for improving operative dentistry techniques and the biocompatibility of dental materials as they relate to their interaction with the dentin-pulp complex.Methods. The literature was reviewed focusing on articles related to biocompatibilty testing, the dentin-pulp complex and new strategies and materials for operative dentistry. For this purpose, the PubMed database as well as 118 articles published in English from 1939 to 2014 were searched. Data concerning types of biological tests and standardization of in vitro and in vivo protocols employed to evaluate the cytotoxicity and biocompatibility of dental materials were also searched from the US Food and Drug Administration (FDA), International Standards Organization (ISO) and American National Standards Institute (ANSI).Results. While there is an ongoing search for feasible strategies in the molecular approach to direct the repair or regeneration of structures that form the oral tissues, it is necessary for professionals to master the clinical therapies available at present. In turn, these techniques must be applied based on knowledge of the morphological and physiological characteristics of the tissues involved, as well as the physical, mechanical and biologic properties of the biomaterials recommended for each specific situation. Thus, particularly within modern esthetic restorative dentistry, the use of minimally invasive operative techniques associated with the use of dental materials with excellent properties and scientifically proved by means of clinical and laboratory studies must be a routine for dentists. This professional and responsible attitude will certainly result in greater possibility of achieving clinical success, benefiting patients and dentists themselves.Signcance. This article provides a general and critical view of the relations that permeate the interaction between dental materials and the dentin-pulp complex, and establish real possibilities and strategies that favor biocompatibility of the present and new products used in Dentistry, which will certainly benefit clinicians and their patients. This research aims to present a new method to get real attenuation of hearing protection devices, with good reproducibility and a small standard deviation, without relying on skills and cooperation individual. Thus the authors performed tests in 10 individuals without protection and after with two kinds of ear protections (ear plug and ear muffs), to get the threshold limit value in each of the 3 stages. For this, the research used an electrophysical exam, normally used in speech therapy, named ASSR (auditory steady-state response). The principle of this exam is put on individual’s head 3 electrodes, to capture electrical signs directly in auditory nerve. In summary, the authors presented the final results. The method proposed by ANSI (American National Standards Institute) indicated an attenuation of 27.6 dB for ear plugs, while the value found in this work was 16 dB; and for ear muffs, the ANSI method indicated 29.8 dB while the value found here was 28.5 dB.

Factor analysis was used to develop a more detailed description of the human hand to be used in the creation of glove sizes; currently gloves sizes are small, medium, and large. The created glove sizes provide glove designers with the ability to create a glove design that can provide fit to the majority of hand variations in both the male and female populations. The research used the American National Survey (ANSUR) data that was collected in 1988. This data contains eighty-six length, width, height, and circumference measurements of the human hand for one thousand male subjects and thirteen hundred female subjects. Eliminating redundant measurements reduced the data to forty-six essential measurements. Factor analysis grouped the variables to form three factors. The factors were used to generate hand sizes by using percentiles along each factor axis. Two different sizing systems were created. The first system contains 125 sizes for male and female. The second system contains 7 sizes for males and 14 sizes for females. The sizing systems were compared to another hand sizing system that was created using the ANSUR database indicating that the systems created using factor analysis provide better fit.

The spectrometric analysis showed that a significant amount of K+ and Zn2(+) ions was released from Apexit Plus (R) and Endofill (R), respectively. Conclusion: Except for DC, all other physicochemical properties of the tested sealers conformed to ANSI/ADA requirements.
