 Este texto plantea una reflexión sobre el estado actual de la democracia en México. Para ello se basa en una lectura crítica de las interpretaciones de la transición mexicana. Estas últimas subrayan el carácter sui generis e incompleto de dicha transición, cuya conclusión no ha significado una discontinuidad clara entre la etapa autoritaria y la de consolidación democrática. Nuestro planteamiento consiste en mostrar que los límites actuales de la democracia mexicana, en parte identificables como problemas de consolidación, dejan dudas sobre la llegada de la democracia a México. Lo ilustramos en torno a la pluralización aparente del sistema de partidos, a la cual los actores y estructuras autoritarias han sabido adaptarse, y en torno a la débil consolidación del Estado de derecho y las instituciones, amenazadas por la ascensión vertiginosa del crimen organizado. La combinación de las recomposiciones autoritarias y de esas nuevas amenazas no se reduce a meras herencias autoritarias, en un contexto supuestamente democrático, ni tampoco admite la hipótesis de una transición inconclusa. Implica más bien una huida hacia delante, la cual oscila entre la democracia y su negación, así como entre las herencias del pasado y un cambio mal asimilado, obligando a revisar el modelo de análisis de las transiciones a la democracia, parcialmente pertinente, pero demasiado lineal y reductor.-----This paper proposes a reflection on the current status of democracy in Mexico. For this purpose, it has been based on an analytical reading of interpretations to the Mexican transition. They highlight the sui generis and unfinished nature of such transition, whose completion has not entailed a clear discontinuity between the authoritarian phase and the democratic consolidation phase. Our approach consists in showing that the current limitations of Mexican democracy, which are in part identifiable as consolidation issues, leave doubts about the arrival of democracy to Mexico. This is illustrated around the supposed plurality of the party system, to which the actors and power structures have adapted, and around the weak consolidation of the constitutional state and the institutions, threatened by the dramatic escalation of organized crime. The combination of authoritarian recomposition and such new threats is not a mere authoritarian inheritance, in what is a supposed democratic context, nor does it agree with the hypothesis of an unconcluded transition. It rather implies fleeing forwards, which in itself oscillates between democracy and its denial as well as between past legacies and a badly assimilated change, thus forcing us to review the analytical model for transitions to democracy which is relevant in part, but far too linear and minimizing.

Este estudio de caso se propone analizar, a partir de dos usos de estetización de la política, la manera en que las prácticas y métodos de las AUC, usados para establecer su proyecto político y social, afectaron el desarrollo de la política en el municipio de San Onofre entre los años 1997 y 2005. Basado en la convicción de que las prácticas de estetización política conducen a la negación de la política en términos arendtianos, este escrito intenta explorar, cómo los elementos esenciales de la política: pluralidad, libertad, acción y discurso, se ven alterados por las estrategias de estetización que buscan dominar y organizar la sociedad como masa pasiva y homogénea

Actualmente, el concepto de seguridad ha logrado expandirse hacia la inclusión de amenazas no tradicionales. En este contexto, el fenómeno de la migración internacional empieza a hacer parte de la agenda de algunos gobiernos, entendiéndose como un asunto que amenaza la seguridad del Estado. El interés de esta monografía gira en torno a examinar el discurso securitizador del Reino Unido sobre la inmigración rumana entre 2007-2014, con el fin de determinar la incidencia que este ha tenido en la percepción de la migración internacional como un asunto de seguridad en la UE. Al entender el discurso del Reino Unido a la luz de la teoría de securitización e incluir el análisis de la opinión pública europea, se observa que, si bien el discurso ha influido en el contexto doméstico, éste ha tenido una baja incidencia en la percepción de la migración internacional como un asunto de seguridad en la UE.

Considering the specific conception of the legal system proposed by Castanheira Neves’ jurisprudentialism — as a reinvention which may be capable of critically re-thinking and re-experiencing Law’s constitutive cultural-civilizational originarium in a «limit-situation» such as our own —,this essay explores some main challenges and tensions, which contemporary practical thought autonomously recognizes: those challenges and tensions which we identify when invoking the counterpoints plurality/ unity, dogmatic presupposition / critical self-reflection, societas / communitas, legality / morality (but also particular/ universal).

Consideramos que la historización del a priori antropológico y el deíctico “nosotros” como expresión de la pluralidad y diversidad de los sujetos en las Américas, son dos categorías filosóficas que abren la tarea de otra manera de filosofar, desde el otro lado del Atlántico. Estos dos caminos teóricos e históricos –por citar dos ejemplos– constituyen el legado del maestro argentino Arturo Andrés Roig, que permitió recuperar el estudio del pensamiento filosófico ecuatoriano y construir una propuesta metodológica para su periodización.

El artículo analiza las últimas reformas hechas por el gobierno cubano a partir de la estructura del sistema político establecido en ese país y su relación y efectividad con las instituciones, la ciudadanía y actores locales cubanos. Argumenta que los cambios buscan mejorar la crisis económica y gobernabilidad del país, sin concesiones que permitan el establecimiento de nuevos actores políticos. Concluye que los diversos grupos, sociabilidades, redes deben constituir un mínimo de acuerdos y colaboraciones sobre la restitución de derechos a los ciudadanos, así como los modos y plazos para poner fin al monopolio legal y control/represión del Estado.

Este ensayo realiza una crítica de la recepción de la filmografía del argentino Leonardo Favio construida a partir de un paradigma modernista fundado en la noción de “autor”. Analiza un conjunto de discursos que en los años noventa llevaron a la consagración de la figura de Favio vigentes hasta la actualidad. Finalmente, introduce nuevas perspectivas para comprender la pluralidad de la obra del cineasta basadas en las tensiones culturales olvidadas por la crítica modernista. A partir de conceptos como “transculturación” e “hibridez” se plantea una lectura que integra lo culto y lo popular, particularismo y universalismo, tradición y modernidad.

An Orthogonal Frequency Division Multiplexing (OFDM) communication system with a transmitter and a receiver. The transmitter is arranged to transmit channel estimation sequences on each of a plurality of band groups, or bands, and to transmit data on each of the band groups or bands. The receiver is arranged to receive the channel estimation sequences for each band group or band to calculate channel state information from each of the channel estimation sequences transmitted on that band group or band and to form an average channel state information. The receiver receives the transmitted data, transforms the received data into the frequency domain, equalizes the received data using the channel state information, demaps the equalized data to re-construct the received data as soft bits and modifies the soft bits using the averaged channel state information.

Education and ethnicity cannot be discussed without taking language into account. This paper will argue that any discussion of ethnic minorities cannot ignore the question of language, nor can any discussion of human rights ignore the question of language rights. Unfortunately, in today's globalised world, governments and minorities are faced with conflicting pressures: on the one hand, for the development and use of education in a global/international language; on the other for the use and development of mother tongue, local or indigenous languages in education. Language complexity and ethnic plurality were largely brought about as a result of the creation of nation-states, which were spread around the world as a result of European colonialism. European languages and formal education systems were used as a means of political and economic control. The legacy that was left by the colonial powers has complicated ethnic relations and has frequently led to conflict. While there is now greater recognition of the importance of language both for economic and educational development, as well as for human rights, the forces of globalisation are leading towards uniformity in the languages used, in culture and even in education. They are working against the development of language rights for smaller groups. We are witnessing a sharp decline in the number of languages spoken. Only those languages which are numerically, economically and politically strong are likely to survive. As a result many linguistic and ethnic groups are in danger of being further marginalised. This paper will illustrate this thesis both historically and from several contemporary societies, showing how certain policies have exacerbated ethnic conflict while others are seeking to promote harmony and reconciliation. A processing system comprises a plurality of processors (12) and communication means (20) arranged to carry messages between the processors, wherein each of the processors (12) has an operating instruction memory field (32, 34, 36) arranged to hold stored operating instructions including a re-routing target address. Each processor is arranged to receive a message (38) including operating instructions including a target address. On receipt of the message, each processor is arranged to: check the target address in the message to determine whether it corresponds to an address associated with the processor; if the target address in the message does correspond to an address associated with the processor, to check the operating instructions in the message to determine whether the message is to be re-routed; and, if the message is to be re-routed, to replace operating instructions within the message with the stored operating instructions, and place the message on the communication means for delivery to the re-routing target address.

The emergence and development of digital imaging technologies and their impact on mainstream filmmaking is perhaps the most familiar special effects narrative associated with the years 1981-1999. This is in part because some of the questions raised by the rise of the digital still concern us now, but also because key milestone films showcasing advancements in digital imaging technologies appear in this period, including Tron (1982) and its computer generated image elements, the digital morphing in The Abyss (1989) and Terminator 2: Judgment Day (1991), computer animation in Jurassic Park (1993) and Toy Story (1995), digital extras in Titanic (1997), and ‘bullet time’ in The Matrix (1999). As a result it is tempting to characterize 1981-1999 as a ‘transitional period’ in which digital imaging processes grow in prominence and technical sophistication, and what we might call ‘analogue’ special effects processes correspondingly become less common. But such a narrative risks eliding the other practices that also shape effects sequences in this period. Indeed, the 1980s and 1990s are striking for the diverse range of effects practices in evidence in both big budget films and lower budget productions, and for the extent to which analogue practices persist independently of or alongside digital effects work in a range of production and genre contexts. The chapter seeks to document and celebrate this diversity and plurality, this sustaining of earlier traditions of effects practice alongside newer processes, this experimentation with materials and technologies old and new in the service of aesthetic aspirations alongside budgetary and technical constraints. The common characterization of the period as a series of rapid transformations in production workflows, practices and technologies will be interrogated in relation to the persistence of certain key figures as Douglas Trumbull, John Dykstra, and James Cameron, but also through a consideration of the contexts for and influences on creative decision-making. Comparative analyses of the processes used to articulate bodies, space and scale in effects sequences drawn from different generic sites of special effects work, including science fiction, fantasy, and horror, will provide a further frame for the chapter’s mapping of the commonalities and specificities, continuities and variations in effects practices across the period. In the process, the chapter seeks to reclaim analogue processes’ contribution both to moments of explicit spectacle, and to diegetic verisimilitude, in the decades most often associated with the digital’s ‘arrival’.

This article seeks to address significant gaps in educational policy discourses. Namely, to respond to professional development discourses that lack significant engagement with feminist perspectives, as well as to feminist discourses that fail to consider the significance of in-service education. The data reported here are drawn from a broader case study of Australian primary practitioners from 1975 who were interviewed about their enactment of gender-inclusive reform in the state of Victoria. This discussion takes as its focus the standpoint of 17 in-service educators in terms of their conceptualisation of gender inclusiveness. Three distinctive conceptions emerged in data analysis, which may be represented as three amalgams on a continuum according to a feminist perspective. Implications of this plurality of meaning for professional development are concluded.[2]

As outlined in the theme of this conference, the problematisation of the notion of 'progress' relates to a questioning of the West's teleological aspirations for the future. This critique has allowed for the presence of a multiplicity of ways of perceiving the world, including those from outside the West's intellectual tradition. However, within architectural discourse, conceptual plurality has been largely limited to movements such as critical regionalism or postmodernism, which have tended to question the direction or desirability of progress, rather than its fundamental nature.

This paper looks at an example of recent architecture by an Asian diasporic community in Melbourne. This is a building that appears to be 'traditional' in style, in other words atavistic and antithetical to 'progressive' architectural ideals. However, looking at it through different philosophical understandings of duration can provide us with alternative interpretations to these assumptions.

By this I am not referring to disillusionment with progress, as expressed through postmodernist and neo-traditionalist movements in the West, but ways in which looking at the 'traditional' architectures of non-Western cultures from their own philosophical positions might provide alternative definitions pf the idea of 'progress'. The increasing presence of non-western 'traditional' architecture in the West implies that West modernity might not be the only 'tradition' that has a viable future. Consequently, the idea of 'the future' as something to aspire to, might be the outcome of a particular dominant historicity rather than a universal condition.
