Most transportation agencies stipulate that an important planning goal is to provide equitable and just public transport services. However, who is to be served and the type of service that should be provided has been ambiguous. This paper develops a methodology for examining equity in the provision of public transportation services. An approach for identifying areas in need of public transport is developed based upon the use of socio-demographic and economic information. Public transport need is then related to levels of access to service. This approach makes it possible to establish the degree to which public transport services may be considered equitable in relation to need and suitable access. A detailed analysis of the southeast Queensland region of Australia illustrates how this approach may be used to inform public transport decision making.

Rooted in a history that dates back 1500 years, the concentration of economic activity and infrastructure in Colombo represents an extreme case of urban primacy within the national context of Sri Lanka. Located on the West Coast of the country, the Colombo metropolitan area accommodates a quarter of the country's 18.6 million population, and is the economic and political core of the country. However, Colombo is a city of extremes. Its modem and well-serviced core stands in stark contrast to the circumstances of more than half of its population, who live in poorly serviced shack and shanty settlements. The proportion of the population living in these areas continues to expand, notwithstanding a history of innovative and participatory approaches to development planning and management. Complicating these development challenges, the potential of the city is undermined by a civil war that has been under way since the early 1980s, taking an immense toll in loss of life, political polarization, and economic opportunity costs. This paper traces Colombo's historical development, provides a description of contemporary characteristics and challenges faced by the city, and examines the evolution of plans and programmes designed to improve the conditions of low-income settlements in the city. A soft linguistic evaluation method is proposed for the environmental assessment of physical infrastructure projects based on fuzzy relations. Infrastructure projects are characterized in terms of linguistic expressions of 'performance' with respect to factors or impacts and the 'importance' of those factors/impacts. A simple example is developed to illustrate the method in the context of three road infrastructure projects assessed against five factors/impacts. In addition, a means to include hard or crisp factors is presented and illustrated with respect to a sixth factor.

O conceito de patrimônio territorial e cultural amplia o conceito tradicional de patrimônio, segundo o qual o monumento se restringe a sua materialidade e permanece isolado de seu território. A ambiência e a vivência desse patrimônio ganham importância visto que são essenciais ao seu reconhecimento e a impressão de pertencimento e de identificação por parte de seus usuários. Tais conceitos vão de encontro à mercantilização do patrimônio e ao seu uso puramente turístico, tão comuns na contemporaneidade. Este trabalho traz estudos e discussões referentes ao tema, que auxiliaram na análise da evolução histórica de Vitória, tendo sua origem na região central. Tais abordagens levaram ao entendimento da construção da cidade e dos resultados encontrados na atualidade decorrentes desse desenvolvimento. O conhecimento sobre a temática do patrimônio territorial e cultural e o entendimento histórico do Centro de Vitória tornaram possíveis algumas avaliações referentes aos procedimentos adotados no Planejamento Urbano Interativo do Centro, um programa elaborado pela prefeitura de Vitória em 2006.

One is about a study of the interactions and conflicts between the distinct scales of the flows of the global production and urban mobility on the territory of the city, particularly of Vitória, Espírito Santo. From this analysis of the consequences of the new technologies of the information, of the communication and the transports on the economic and humans relations, if it considers the study of the characteristics of the two layers that act on the territory. Of the scale of the global production, the impacts of the great corporations, its physical nets and its force had been considered as territorial agent in the creation and sponsorship of plans. In the analysis of the place, the intra-urban movements of human displacements e had been considered, mainly the reasons of the trips. From the overlapping of the above-mentioned layers if it looked for to observe the interactions, conflicts and synergies between the layers the intervention in the flows demand of a coherent planning of the atract regions of trips, so that areas with infrastructure lack and services of public transport are not overloaded. Finally, as objective generality, generate with the basis in the interactions found in the overlapping, a list of subsidies for the planning of the urban flows.

O aterro portuário transformou a relação da cidade de Lisboa com o Rio Tejo. Para compreender o processo de restabelecimento da relação da cidade ao rio, procuramos conhecer a alteração morfológica do terreno. Na frente ribeirinha de Lisboa surge cada vez mais a necessidade de criar espaços abertos de utilização pública e que façam a ligação entre diferentes proprietários da cidade. A barreira física constituída pela linha ferroviária e pela avenida com grande tráfego viário é um grande desafio a qualquer proposta para a zona. Nesta comunicação apresentamos uma proposta que faz a ligação entre terrenos livres espectantes do porto de Lisboa e a própria cidade. O edifício “ponte” projectado é híbrido porque permite uma utilização tanto de jardim como de edifício, dando continuidade à organicidade morfológica que caracteriza o lugar. A extensão do jardim até ao rio, sobre um edifício que liga o museu ao terminal de cruzeiros, permite centrar o debate numa solução. Este processo contraria a lógica do PDM e alerta para a incapacidade dos mecanismos actuais de planeamento resolverem o problema da cidade junto ao porto industrial.
