We measured the dependence of the variance in the rotation rate of tethered cells of Escherichia coli on the mean rotation rate over a regime in which the motor generates constant torque. This dependence was compared with that of broken motors. In either case, motor torque was augmented with externally applied torque. We show that, in contrast to broken motors, functioning motors in this regime do not freely rotationally diffuse and that the variance measurements are consistent with the predicted values of a stepping mechanism with exponentially distributed waiting times (a Poisson stepper) that steps approximately 400 times per revolution.

North Korea's regime has one goal, to guarantee its survival. To accomplish that goal it desired the U.S. to maintain a strong presence on the Korean Peninsula to act as an international deterrent against possible foreign occupation of its nation. The DPRK encouraged the U.S. by signing the 1994 Agreed Framework, a formal commitment between the two countries that froze North Korea's nuclear programs in exchange for U.S. energy aid. In 2002 the Bush Administration did not honour its commitment and blamed North Korea for the Agreed Framework's collapse. North Korea retaliated by choosing to become a nuclear nation, an action guaranteed to insure a constant U.S. presence on the Korean Peninsula.

A presente Dissertação versa sobre a aplicação do princípio da consensualidade à transmissão contratual do direito de propriedade na ordem jurídica portuguesa, dando especial destaque à transmissão contratual dos bens imóveis. A transmissão contratual do direito de propriedade sobre os bens imóveis suscita a problemática da articulação entre o princípio da consensualidade e as restantes normas do ordenamento jurídico, principalmente as normas da ordem registal, na medida em que, se discute se no plano da transmissão contratual dos bens imóveis o princípio da consensualidade consiste numa regra geral ou, por outro lado, assume um papel residual ou supletivo. Tanto a Doutrina maioritária como a Jurisprudência portuguesas defendem a prevalência do Direito substantivo e do princípio da consensualidade na transferência do direito de propriedade, mesmo no caso dos bens imóveis. Já uma Doutrina minoritária defende a prevalência do Direito Registal ao dar relevância ao papel da inscrição registal da transmissão do direito de propriedade sobre os bens imóveis, defendendo que a transferência de bens imóveis por mero efeito do contrato é uma regra supletiva ou residual na ordem jurídica portuguesa. Da análise da ordem jurídica portuguesa verificou-se que o sistema do título português possui “efeitos fracos”; a transmissão contratual do direito de propriedade ocorre por efeito do contrato mesmo em relação aos bens imóveis, logo, o princípio da consensualidade é a regra geral; o sistema de registo é semi-obrigatório; o registo não é elemento de transmissão do direito de propriedade mas condição de oponibilidade face aos terceiros (apenas os terceiros tutelados pelo legislador), por isso, o registo possui um efeito consolidativo do direito registado.

The March 2014 European Council could enter the history books as a turning point, not only in the EU’s relations with Russia but also in its role as a foreign policy actor. Events in Ukraine inevitably dominated the Summit, with EU leaders adopting a balanced approach aimed at achieving three key objectives – de-escalation, containment/deterrence and cooperation – based on political and economic support for Ukraine, increased but limited pressure on Russia, and moves to strengthen ties with other EU neighbours. The Summit also discussed a range of economic and environmental policy issues, with the situation in Ukraine casting a long shadow over the discussion on energy policy, but failed to reach agreement on the EU’s climate goals to 2030, or to put more flesh on the bones of calls for a European “industrial renaissance”. However, two other developments were particularly significant: the creation of the second pillar of the future banking union, establishing a single regime for winding down failing banks; and changes to the savings tax directive, bringing years of negotiation to an end.

Sufficient cross‐border electricity transmission infrastructure is a pre‐requisite for a functioning European internal market for electricity. Also, the achievement of the EU’s energy policy objectives – sustainability, competitiveness and security of supply – critically depends on adequate investment in physical interconnections between the member states. Mainly focusing on the “regulatory path”, this paper assesses different ways to achieve a sufficient level of interconnector investment. In a first step, economic analysis identifies numerous impediments to interconnector investment adding up to an “interconnector investment failure”. Reflecting on the proper regulatory design of an EU framework able to overcome the interconnector investment failure, a number of recommendations are put forward:  All congestion rents should be channeled into interconnector building. Unused rents should be transferred to a European interconnector fund supervised by an EU agency.  Even though inherently sub‐optimal, merchant transmission investment can be used as a means to put pressure on regulated transmission system operators (TSO) that do not deliver. An EU agency should have exclusive competence on merchant interconnector exemptions.  A European TSO organization should be entrusted with supra‐national network planning, supervised by an EU agency.  The agency should decide on investment cost reallocation for interconnector projects that yield strong externalities. Payments could be settled via a European interconnector fund.  In case of non‐compliance with the supra‐national network plan, the EU agency should have the right to organize a tender – financed by the European interconnector fund – in order to get the “missing link” built. Assessing the existing EU regulatory framework, the efforts of the 2009 “third energy package” to fill the “regulatory gap” with new EU bodies – ACER and ENTSO‐E – are acknowledged. However, striking holes in regulatory framework are spotted, notably with regard to the use of congestion rents, interconnector cost allocation, and the distribution of decision making powers on new infrastructure exemptions A discussion of the TEN‐E interconnector funding scheme shows that massive funding can be an interim solution to the problem of insufficient interconnection capacities while overcoming the political deadlock on sensible regulatory topics such as interconnector cost allocation. The paper ends with policy recommendations.

Modern erosion of the Himalaya, the world's largest mountain range, transfers huge dissolved and particulate loads to the ocean. It plays an important role in the long-term global carbon cycle, mostly through enhanced organic carbon burial in the Bengal Fan. To understand the role of past Himalayan erosion, the influence of changing climate and tectonic on erosion must be determined. Here we use a 12 Myr sedimentary record from the distal Bengal Fan (Deep Sea Drilling Project Site 218) to reconstruct the Mio-Pliocene history of Himalayan erosion. We use carbon stable isotopes (d13C) of bulk organic matter as paleo-environmental proxy and stratigraphic tool. Multi-isotopic - Sr, Nd and Os - data are used as proxies for the source of the sediments deposited in the Bengal Fan over time. d13C values of bulk organic matter shift dramatically towards less depleted values, revealing the widespread Late Miocene (ca. 7.4 Ma) expansion of C4 plants in the basin. Sr, Nd and Os isotopic compositions indicate a rather stable erosion pattern in the Himalaya range during the past 12 Myr. This supports the existence of a strong connection between the southern Tibetan plateau and the Bengal Fan. The tectonic evolution of the Himalaya range and Southern Tibet seems to have been unable to produce large re-organisation of the drainage system. Moreover, our data do not suggest a rapid change of the altitude of the southern Tibetan plateau during the past 12 Myr. Variations in Sr and Nd isotopic compositions around the late Miocene expansion of C4 plants are suggestive of a relative increase in the erosion of High Himalaya Crystalline rock (i.e. a simultaneous reduction of both Transhimalayan batholiths and Lesser Himalaya relative contributions). This could be related to an increase in aridity as suggested by the ecological and sedimentological changes at that time. A reversed trend in Sr and Nd isotopic compositions is observed at the Plio-Pleistocene transition that is likely related to higher precipitation and the development of glaciers in the Himalaya. These almost synchronous moderate changes in erosion pattern and climate changes during the late Miocene and at the Plio-Pleistocene transition support the notion of a dominant control of climate on Himalayan erosion during this time period. However, stable erosion regime during the Pleistocene is suggestive of a limited influence of the glacier development on Himalayan erosion.

Dynamical tunneling is a quantum phenomenon where a classically forbidden process occurs that is prohibited not by energy but by another constant of motion. The phenomenon of dynamical tunneling has been recently observed in a sodium Bose-Einstein condensate. We present a detailed analysis of these experiments using numerical solutions of the three-dimensional Gross-Pitaevskii equation and the corresponding Floquet theory. We explore the parameter dependency of the tunneling oscillations and we move the quantum system towards the classical limit in the experimentally accessible regime.

The purpose of this study was to conduct a cost - effectiveness analysis of detoxification from heroin using buprenorphine in a specialist clinic versus a shared care setting. A randomized controlled trial was conducted with a total of 115 heroin-dependent patients receiving a 5-day treatment regime of buprenorphine. The specialist clinic was a community-based treatment agency in inner-city Sydney. Shared care involved treatment by a general practitioner supplemented by weekend dispensing and some concurrent counselling at the specialist clinic. Quanti. cation of resource use was limited to inputs for treatment provision. The primary outcome measure used in the economic analysis was the proportion of each group that completed detoxification and achieved an initial 7-day period of abstinence. Buprenorphine detoxification in the shared care setting was estimated to be $24 more expensive per patient than treatment at the clinic, which had an average treatment cost of $332 per patient. Twenty-three per cent of the shared care patients and 22% of the clinic patients reported no opiate use during the withdrawal period. These results suggest that the provision of buprenorphine treatment for heroin dependence in shared care and clinic appear to be equally cost - effective.

The aerated stirred reactor (ASR) has been widely used in biochemical and wastewater treatment processes. The information describing how the activated sludge properties and operation conditions affect the hydrodynamics and mass transfer coefficient is missing in the literature. The aim of this study was to investigate the influence of flow regime, superficial gas velocity (U-G), power consumption unit (P/V-L), sludge loading, and apparent viscosity (pap) of activated sludge fluid on the mixing time (t(m)), gas hold-up (epsilon), and volumetric mass transfer coefficient (kLa) in an activated sludge aerated stirred column reactor (ASCR). The activated sludge fluid performed a non-Newtonian rheological behavior. The sludge loading significantly affected the fluid hydrodynamics and mass transfer. With an increase in the UG and P/V-L, the epsilon and k(L)a increased, and the t(m), decreased. The E, kLa, and tm,were influenced dramatically as the flow regime changed from homogeneous to heterogeneous patterns. The proposed mathematical models predicted the experimental results well under experimental conditions, indicating that the U-G, P/V-L, and mu(ap) had significant impact on the t(m) epsilon, and k(L)a. These models were able to give the tm, F, and kLa values with an error around +/- 8%, and always less than +/- 10%. (c) 2005 Wiley Periodicals, Inc.

Most magnetic resonance imaging (MRI) spatial encoding techniques employ low-frequency pulsed magnetic field gradients that undesirably induce multiexponentially decaying eddy currents in nearby conducting structures of the MRI system. The eddy currents degrade the switching performance of the gradient system, distort the MRI image, and introduce thermal loads in the cryostat vessel and superconducting MRI components. Heating of superconducting magnets due to induced eddy currents is particularly problematic as it offsets the superconducting operating point, which can cause a system quench. A numerical characterization of transient eddy current effects is vital for their compensation/control and further advancement of the MRI technology as a whole. However, transient eddy current calculations are particularly computationally intensive. In large-scale problems, such as gradient switching in MRI, conventional finite-element method (FEM)-based routines impose very large computational loads during generation/solving of the system equations. Therefore, other computational alternatives need to be explored. This paper outlines a three-dimensional finite-difference time-domain (FDTD) method in cylindrical coordinates for the modeling of low-frequency transient eddy currents in MRI, as an extension to the recently proposed time-harmonic scheme. The weakly coupled Maxwell's equations are adapted to the low-frequency regime by downscaling the speed of light constant, which permits the use of larger FDTD time steps while maintaining the validity of the Courant-Friedrich-Levy stability condition. The principal hypothesis of this work is that the modified FDTD routine can be employed to analyze pulsed-gradient-induced, transient eddy currents in superconducting MRI system models. The hypothesis is supported through a verification of the numerical scheme on a canonical problem and by analyzing undesired temporal eddy current effects such as the B-0-shift caused by actively shielded symmetric/asymmetric transverse x-gradient head and unshielded z-gradient whole-body coils operating in proximity to a superconducting MRI magnet.

As transformações e modificações ocorridas no mercado, nas políticas e na economia do Brasil possuem um histórico e um trajeto muitas vezes desconhecidos e pouco divulgados pelos meios responsáveis a este fim. A parceria em gestão entre o público e o privado tem estado cada vez mais presente nas sociedades onde o Estado tem adotado políticas de intervenção moderada. As políticas econômicas liberais, o insistente incentivo ao empreendedorismo e à livre iniciativa, os processos de desburocratização, as parcerias e acordos políticos levados à prática, constituem e formam as principais bases de sustentação do cenário econômico contemporâneo. Aliado a isto, a economia sob a égide estratégica da expansão contínua de riquezas tem produzido no Brasil a sondagem e aproveitamento de nichos de mercado, outrora despercebidos. Em decorrência destes fatos, observa-se nas últimas décadas um crescimento progressivo factual no setor de lazer e entretenimento, a partir do planejamento e criação de dezenas de organizações e empresas objetivando a exploração destas atividades. A contextualização do tema gestão em parceria se dará a partir do estudo e análise de uma experiência prática de gerenciamento em modelo de Permissão implementada no parque Cidade da Criança em São Bernardo do Campo, região do Grande ABC Paulista. Neste meio tempo, surge a chance de identificar padrões de ações gerenciais e formas de planejamento organizacional que sinalizem aspectos, características e capacidades que fundamentem a viabilidade funcional ou não desta parceria em cenário prático e real.

No início da década de 1970 o Brasil viveu um período de grande crescimento econômico e de ampla divulgação das ações governamentais através dos meios de comunicação para tentar legitimar o Regime Militar. O País era governado pelo general-presidente Emílio Garrastazu Médici (1969-1974), cuja gestão ficara conhecida como os anos de chumbo . Em meados de 1973 ele decide que seu sucessor no comando da República seria o general Ernesto Geisel. O objetivo deste trabalho é investigar a campanha de propaganda ideológica feita pelas revistas Manchete e Veja e pelos jornais O Estado de S. Paulo e Folha de S. Paulo para apresentar aos seus leitores o novo Presidente. O trabalho deu-se inicialmente por meio de pesquisas bibliográficas para compreensão daquele período histórico e de analises documentais. Posteriormente realizou-se o estudo das edições selecionadas dos periódicos acima citados para buscar neles evidências dos componentes da propaganda ideológica realizada e para descobrir se eles atuaram ou não como difusores dos interesses oficiais.

Este estudo qualitativo foi elaborado por meio de pesquisa bibliográfica de estudiosos do tema da avaliação do rendimento de alunos, como Luckesi (2005), Hoffmann (2003), Paro (2003), Hadji (1994) e Figari (1996), e de pesquisa de campo, com o objetivo de investigar como está ocorrendo a avaliação do ensino fundamental da rede pública paulista, na vigência do regime de progressão continuada. Considerando que os fundamentos da prática avaliativa distam quase sempre dos apregoados pela política educacional instituída e com o propósito de verificar se isto está ocorrendo com a política de progressão continuada, participei, durante um ano letivo, das atividades educacionais de uma escola pública da periferia da Grande São Paulo, observando, colhendo depoimentos e anotando cuidadosamente tudo o que vivenciei nesse período. Para empreender uma leitura dos dados coletados, busquei também o apoio no construto teórico de Michel de Certeau, para quem aos "produtos impostos" códigos, leis, políticas culturais, etc. rigorosamente organizados de forma a atribuir um lugar, um papel ao homem ordinário, contrapõem-se práticas construídas no processo de apropriação desses produtos. Por meio de suas "artes de fazer", os usuários reinventam o cotidiano. Utilizando-se de "táticas astuciosas", o usuário da cultura reapropria-se dos espaços, altera-lhes os códigos e deles faz uso "a seu jeito". Nesta pesquisa, que enfoca as relações dos protagonistas de processos avaliativos escolares, confirmam-se os postulados de Certeau, que não conferem ao consumidor da política um lugar passivo. Como já foi caracterizado por este instigante pensador, o usuário da política (o instituinte), enquanto portador de astúcias, move-se no campo espacial do outro (o instituído) e, taticamente, fazendo uso de práticas não previstas, escreve uma "outra história". O principal objetivo deste trabalho foi contribuir com reflexões que mostrem a importância de se analisar as tensões geradas por políticas educacionais impostas, desprovidas de sentido para aqueles que não participam de sua elaboração, o que tem provocado movimentos táticos de seus usuários, neste caso, os docentes, os quais, sem as condições objetivas necessárias para promover a política instituída, enunciada no discurso, utilizam-se do seu potencial instituinte de transformação, escrevendo uma "outra história".

In a regime obsessed with purity, what place could there be for a literary practice that epitomises hybridity — translation? Examining the discourse on translation in Nazi literary journals, this study shows how foreign literature was viewed through the prism of national identity formation, in terms of the threats or benefits to nationhood which translation might offer. The fortunes of translation under the strictures of censorship are traced with an analysis of official policies and publication patterns, complemented by two detailed case studies of translations from English.
