For most people, highway engineering, design and right of way acquisition are not of immediate concern. However, when you own or rent property that will be affected by highway construction, you begin to consider road building from a different and personal viewpoint. Right of way is the land on which highways are built. The amount of land needed depends on the engineering standards that must be met for the type of highway that will be built or improved. This booklet will acquaint property owners, tenants and the public with the procedures the Iowa Department of Transportation follows in acquiring right of way for a highway. It is not a source of technical definitions or legal advice. Further, it is not intended to establish a legal standard.

In 1992, the Iowa Civil Rights Act was amended to also prohibit discrimination against families with children. The law defines a family with children as follows: One or more individuals under the age of 18 living with a parent, or with a person having legal custody  A designee of such parent or legal guardian  Persons who are expecting a baby or who are seeking legal custody of a child.

Alors que les politiques publiques de protection de l'environnement se sont développées de manière exponentielle ces dernières décennies, les problèmes posés par les pollutions, la surexploitation des ressources naturelles ou les impacts du changement climatique demeu-rent et se renouvellent sans cesse. C'est que l'adoption d'une règle ne constitue jamais une fin en soi. Encore faut-il, pour qu'elle produise ses effets, que les acteurs se l'approprient, la traduisent comme une prescription qui s'impose au niveau concret de l'action. Or, au même titre que l'adoption d'une politique publique, sa mise en oeuvre représente un processus hautement conflictuel et politique. Loin d'être mécanique ou linéaire, cette phase est assimi-lable à un véritable processus d'appropriation des règles, émaillé de rapports de force et d'arrangements entre acteurs, de stratégies complémentaires ou concurrentes déployées par un large éventail de protagonistes. Tous ne poursuivent dans ce cadre pas des objectifs de concrétisation, certains cherchant à contourner ou à instrumentaliser les règles, à atté-nuer leurs effets ou à favoriser la mise en place de solutions sur mesure. Il y a, clairement, une distance de la règle à l'action. La présente thèse se propose de mettre en lumière la dimension politique de ces processus d'appropriation en reconstituant les jeux d'acteurs qui les composent. L'idée qui sous-tend la réflexion consiste à démontrer, sur la base d'une littérature variée (analyse des politiques publiques, droit, sociologie) et d'études de cas construits autour des bisses valaisans, le ca-ractère central des stratégies d'activation du droit. Ces dernières sont, dans un premier temps, mises en perspective au sein d'une approche qui appréhende le rapport entre règles et acteurs sur un mode moins managérial que ne le fait habituellement l'analyse des poli-tiques publiques. Relevant autant de démarches de concrétisation que de logiques alterna-tives (passivité, détournement, contournement, innovation), ces stratégies sont placées au coeur du cadre conceptuel élaboré, où elles entrent en interaction avec d'autres variables telles que les relations de pouvoir ou le caractère structurant du contexte institutionnel. Le potentiel analytique de l'approche développée est, dans un second temps, illustré à travers sa confrontation à trois études de cas gravitant autour des bisses : protection d'un écosys-tème aquatique ; gestion des risques de débordement et d'inondation ; développement ter-ritorial d'un village de montagne. Au final, le propos vient souligner tout l'intérêt d'une approche plus politique de la mise en oeuvre. La notion de stratégies d'activation et le cadre conceptuel développé contribuent à mettre en évidence un répertoire très fin de jeux d'acteurs, permettant d'organiser et de systématiser une analyse actorielle souvent réduite au minimum en raison de la difficulté à en rendre compte. La thèse apporte en ce sens une véritable plus-value à l'analyse des poli-tiques publiques, démontrant la manière dont les acteurs cherchent constamment à refor-muler les modalités de l'action collective (politics never end).

In this paper, we analyze the prospective method of paying hospitals when the within-DRG variance is high. To avoid patients dumping, an outlier payment system is implemented. In the APDRG Swiss System, it consists in a mixture of fully prospective payments for low costs patients and partially cost-based system for high cost patients. We show how the optimal policy depends on the degree to which hospitals take patients' interest into account. A fixed-price policy is optimal when the hospital is sufficiently benevolent. When the hospital is weakly benevolent, a mixed policy solving a trade-off between rent extraction, efficiency and dumping deterrence must be preferred. Following Mougeot and Naegelen (2008), we show how the optimal combination of fixed price and partially costbased payment depends on the degree of benevolence of the hospital, the social cost of public funds and the distribution of patients severity. Background Area-based measures of socioeconomic position (SEP) suitable for epidemiological research are lacking in Switzerland. The authors developed the Swiss neighbourhood index of SEP (Swiss-SEP). Methods Neighbourhoods of 50 households with overlapping boundaries were defined using Census 2000 and road network data. Median rent per square metre, proportion households headed by a person with primary education or less, proportion headed by a person in manual or unskilled occupation and the mean number of persons per room were analysed in principle component analysis. The authors compared the index with independent income data and examined associations with mortality from 2001 to 2008. Results 1.27 million overlapping neighbourhoods were defined. Education, occupation and housing variables had loadings of 0.578, 0.570 and 0.362, respectively, and median rent had a loading of −0.459. Mean yearly equivalised income of households increased from SFr42 000 to SFr72 000 between deciles of neighbourhoods with lowest and highest SEP. Comparing deciles of neighbourhoods with lowest to highest SEP, the age- and sex-adjusted HR was 1.38 (95% CI 1.36 to 1.41) for all-cause mortality, 1.83 (95% CI 1.71 to 1.95) for lung cancer, 1.48 (95% CI 1.44 to 1.51) for cardiovascular diseases, 2.42 (95% CI 1.94 to 3.01) for traffic accidents, 0.93 (95% CI 0.85 to 1.02) for breast cancer and 0.86 (95% CI 0.78 to 0.95) for suicide. Conclusions Developed using a novel approach to define neighbourhoods, the Swiss-SEP index was strongly associated with household income and some causes of death. It will be useful for clinical- and population-based studies, where individual-level socioeconomic data are often missing, and to investigate the effects on health of the socioeconomic characteristics of a place.

Mediante el uso de la herramienta de la huella de carbono se busca saber el impacto ambiental de la vida cotidiana de las clases de renta alta de ciertos barrios seleccionados del Área Metropolitana de Concepción. Concretamente se estudiará la huella de carbono de la movilidad y el consumo energético en las viviendas. La extracción de información se basa en el uso de encuestas casa por casa y un posterior análisis informático de los datos obtenidos. Finalmente se propondrán medidas para reducir la huella de carbono en el caso que esta exceda los valores considerados sostenibles a largo plazo.

OBJECTIVES: Inequalities and inequities in health are an important public health concern. In Switzerland, mortality in the general population varies according to the socio-economic position (SEP) of neighbourhoods. We examined the influence of neighbourhood SEP on presentation and outcomes in HIV-positive individuals in the era of combination antiretroviral therapy (cART). METHODS: The neighbourhood SEP of patients followed in the Swiss HIV Cohort Study (SHCS) 2000-2013 was obtained on the basis of 2000 census data on the 50 nearest households (education and occupation of household head, rent, mean number of persons per room). We used Cox and logistic regression models to examine the probability of late presentation, virologic response to cART, loss to follow-up and death across quintiles of neighbourhood SEP. RESULTS: A total of 4489 SHCS participants were included. Presentation with advanced disease [CD4 cell count <200 cells/μl or AIDS] and with AIDS was less common in neighbourhoods of higher SEP: the age and sex-adjusted odds ratio (OR) comparing the highest with the lowest quintile of SEP was 0.71 [95% confidence interval (95% CI) 0.58-0.87] and 0.59 (95% CI 0.45-0.77), respectively. An undetectable viral load at 6 months of cART was more common in the highest than in the lowest quintile (OR 1.52; 95% CI 1.14-2.04). Loss to follow-up, mortality and causes of death were not associated with neighbourhood SEP. CONCLUSION: Late presentation was more common and virologic response to cART less common in HIV-positive individuals living in neighbourhoods of lower SEP, but in contrast to the general population, there was no clear trend for mortality.

Rakennusten energiatehokkuusdirektiivi astui voimaan vuonna 2003. Yksi direktiivinkeskeisimmistä kohdista on energiatodistuksen hankkiminen silloin kun rakennusta tai sen osaa myydään tai vuokrataan. Kiinteistön omistaja voi hankkia energiatodistuksen joko erillisenä todistuksena, isännöitsijäntodistuksen osana tai katselmuksen yhteydessä. Tässä työssä verrataan jo olemassa olevaa katselmusmenettelyä erilliseen energiatodistukseen ja energiatodistuksen myöntämiseen isännöitsijätodistuksen yhteydessä case-kohteen kautta arvioituna. Vertailun suorittamiseksi tehtiin osana diplomityötä energiakatselmus Lappeenrannan teknillisen yliopiston rakennusvaiheesta 7. Energiakatselmukseen verrattuna energiatodistus on huomattavasti suppeampi selvitys rakennuksen energiankulutuksesta. Arvioitu energiankulutuksen säästöpotentiaali energiatodistuksessa oli noin puolet energiakatselmuksessa löydetyistä, kustannusten ollessa huomattavasti alhaisemmat. Erillisenä osana työssä käsitellään tilaustehojen tarkistusta Lappeenrannan teknillisen yliopiston rakennuskannasta. Rakennusvaiheen 7 tilausteho oli oikeansuuruinen, muiden rakennusvaiheiden osalta tilaustehojen uudelleen tarkastamista kannattaa harkita.

This paper studies fiscal federalism when regions differ in voters' ability to monitor publicofficials. We develop a model of political agency in which rent-seeking politicians providepublic goods to win support from heterogeneously informed voters. In equilibrium, voterinformation increases government accountability but displays decreasing returns. Therefore,political centralization reduces aggregate rent extraction when voter information varies acrossregions. It increases welfare as long as the central government is required to provide publicgoods uniformly across regions. The need for uniformity implies an endogenous trade off between reducing rents through centralization and matching idiosyncratic preferences throughdecentralization. We find that a federal structure with overlapping levels of government canbe optimal only if regional differences in accountability are sufficiently large. The modelpredicts that less informed regions should reap greater benefits when the central governmentsets a uniform policy. Consistent with our theory, we present empirical evidence that lessinformed states enjoyed faster declines in pollution after the 1970 Clean Air Act centralizedenvironmental policy at the federal level.

The global economic and financial crisis is a challenge for all governments, but particularly for federal states because divided and/or shared territorial powers make federations susceptible to coordination problems in fiscal policy making. This article explores the effects of the ongoing crisis on federal relations. Three kinds of problems that may become the cause of federal tensions and conflicts are evoked: opportunism of subgovernments, centralisation and erosion of solidarity among members of the federation. Our analysis of fiscal policies and federal conflicts of 11 federations between 2007 and the present reveals three kinds of coordination problems: shirking in the use of federal government grants, rent-seeking in equalisation payments, and over-borrowing and over-spending. Our results show that shirking remained limited to few cases and occurred only in the first part of the crisis. However, rent-seeking and over-borrowing and over-spending led to a reduction of solidarity among subgovernments and to increased regulation of the fiscal discretion of the members of the federation. Subsequently, tensions in federal relations increased - although only in one case did this challenged the federal order.

Revealing the parties, the processes and the institutions and, consequently, both the diversity and contingency of the real estate markets, the existing increasing literature emphasises the contemporary numerous links and interdependencies between real estate, land value, planning and town planning policy and even the financial system. This paper is an attempt to understand all the real estate markets, from the most peripheral ones, where the urban rent is the lowest, to the most dense city centres. To gain a better understanding of the real estate market, a process of firstly deconstruction and then reconstruction is used. The process of deconstruction involves identifying various market trends according to property type (principally residential buildings), players and institutions, territorial situations and temporalities based on research conducted in Switzerland. We then developed a meta-synthesis inspired by Fernand Braudel whose works put as much emphasis on day-to-day economic activity as on long-term activity, and on local as well as global issues.

Työ on osa Kotkan Energia Oy:ssä toteutettua laatuprojektia. Työllä haettiin uutta, oikeaa suuntaa jo aiemmin käynnistetylle laadun kehitykselle. Työn tavoitteena oli rakentaa yhtiölle asiakaslähtöinen laatujärjestelmä, joka kattaa kaikki Kotkan Energian toiminnot. Lisäksi diplomityöhön kuului järjestelmän dokumentointi ja erityisesti laatukäsikirjan mallintaminen. Laatujärjestelmän pohjana käytettiin ISO DIS 9001:2000 -laatustandardiehdotusta. Uudistetun standardiluonnoksen katsottiin palvelevan vanhoja ISO-laatustan-dardeja paremmin energiayhtiön tarpeita, koska ehdotus korostaa asiakastyytyväisyyttä, prosessiajattelua ja jatkuvaa parantamista. Diplomityöprojekti jakaantui selkeästi kolmeen osaan. Ensimmäisessä vaiheessa laatujärjestelmän ja laadun kehittämisen nykytilanne kartoitettiin haastattelujen ja aiemmin laaditun laatumateriaalin avulla. Selvityksen perusteella toisessa vaiheessa tehtiin kehitysehdotuksia ja -suunnitelmia sekä käynnistettiin järjestelmän perusrakenteiden luominen ja henkilöstön koulutus. Laatujärjestelmän keskeisiä osia rakennettiin yhteistyössä koko henkilöstön kanssa. Diplomityön kolmannessa vaiheessa Kotkan Energian menettelytavat dokumentoitiin laatukäsikirjan asiakirjoiksi. Dokumentointiin sisältyivät sekä vanhat, uudistetut että suunnitellut toimintaperiaatteet. Samalla käynnistettiin myös prosessien menettelyohjeiden laatiminen. Laatuprojektin aikana kehitettiin useita uusia ja toimivia käytäntöjä sekä niihin liittyviä dokumentteja. Näiden luotujen menettelytapojen kautta on jo saatu aikaan laadun parannusta. Osana työtä luotiin Kotkan Energian prosessien kuvaustapa. Muita tärkeimpiä ideoituja ja toteutettuja uusia työkaluja laadun hallintaan ovat tiimisopimus, asiakaspalautelomake, toimittajien arviointilomake, poikkeamaraportti sekä koulutus- ja matkatietolomake. Laatujärjestelmän viimeistelyyn ja kehittämiseen liittyvät ideat jalostettiin jatkosuunnitelmiksi.

BACKGROUND: Switzerland had the highest life expectancy at 82.8 years among the Organisation for Economic Co-operation and Development (OECD) countries in 2011. Geographical variation of life expectancy and its relation to the socioeconomic position of neighbourhoods are, however, not well understood. METHODS: We analysed the Swiss National Cohort, which linked the 2000 census with mortality records 2000-2008 to estimate life expectancy across neighbourhoods. A neighbourhood index of socioeconomic position (SEP) based on the median rent, education and occupation of household heads and crowding was calculated for 1.3 million overlapping neighbourhoods of 50 households. We used skew-normal regression models, including the index and additionally marital status, education, nationality, religion and occupation to calculate crude and adjusted estimates of life expectancy at age 30 years. RESULTS: Based on over 4.5 million individuals and over 400,000 deaths, estimates of life expectancy at age 30 in neighbourhoods ranged from 46.9 to 54.2 years in men and from 53.5 to 57.2 years in women. The correlation between life expectancy and neighbourhood SEP was strong (r=0.95 in men and r=0.94 women, both p values <0.0001). In a comparison of the lowest with the highest percentile of neighbourhood SEP, the crude difference in life expectancy from skew-normal regression was 4.5 years in men and 2.5 years in women. The corresponding adjusted differences were 2.8 and 1.9 years, respectively (all p values <0.0001). CONCLUSIONS: Although life expectancy is high in Switzerland, there is substantial geographical variation and life expectancy is strongly associated with the social standing of neighbourhoods.

Rakennuskoneiden osuus rakentamisen kokonaiskustannuksista on 3 – 6 % rakennushankkeen tyypistä riippuen. Perinteisesti vuokrakoneita valittaessa hinta on ollut suurin valintaan vaikuttava tekijä. Uudenaikaisten rakennuskoneiden tehokkaalla käytöllä ja työnsuunnitelulla voidaan rakentamisen kokonaiskustannuksia alentaa. Tutkimuksen tavoitteena oli tehdä toimiala-analyysi Suomen ja osin ulkomaiden rakennuskonevuokrausmarkkinoista ja saadun tiedon avulla analysoida NCC Finland Oy:n mahdollisuuksia toimialalla. Tutkimuksessa markkinoiden kokoa ja yritysten menestystekijöitä näillä markkinoilla arvioitiin erilaisin menetelmin. NCC:n osalta tehtiin liiketoimintasuunnitelma kalustoliiketoiminnan kehittämiseksi. Keskeisenä tutkimustuloksena oli havainto markkinoiden kasvusta ja kilpailun kansainvälistymisestä. Toimialan menestystekijöiksi nousivat oikea tuotevalikoima, toiminnan sisäinen tehokkuus ja osaava henkilökunta sekä palveluiden oikea hinnoittelu. Toimenpide-ehdotuksena NCC:lle esitetään toimintojen yhdenmukaistamista, tuotevalikoiman uudelleenarviointia ja toimintojen yleistä tehostamista. Jatkotutkimuksen tarvetta on sopivien yhteistyökumppaneiden kartoittamisessa sekä ulkopuolisille markkinoille suuntautuvan toimintamallin rakentamisessa.
