Mainland Portugal, on the southwestern edge of the European continent, is located directly north of the boundary between the Eurasian and Nubian plates. It lies in a region of slow lithospheric deformation (< 5 mm yr(-1)), which has generated some of the largest earthquakes in Europe, both intraplate (mainland) and interplate (offshore). Some offshore earthquakes are nucleated on old and cold lithospheric mantle, at depths down to 60 km. The seismicity of mainland Portugal and its adjacent offshore has been repeatedly classified as diffuse. In this paper, we analyse the instrumental earthquake catalogue for western Iberia, which covers the period between 1961 and 2013. Between 2010 and 2012, the catalogue was enriched with data from dense broad-band deployments. We show that although the plate boundary south of Portugal is diffuse, in that deformation is accommodated along several distributed faults rather than along one long linear plate boundary, the seismicity itself is not diffuse. Rather, when located using high-quality data, earthquakes collapse into well-defined clusters and lineations. We identify and characterize the most outstanding clusters and lineations of epicentres and correlate them with geophysical and tectonic features (historical seismicity, topography, geologically mapped faults, Moho depth, free-air gravity, magnetic anomalies and geotectonic units). Both onshore and offshore, clusters and lineations of earthquakes are aligned preferentially NNE-SSW and WNW-ESE. Cumulative seismic moment and epicentre density decrease from south to north, with increasing distance from the plate boundary. Only few earthquake lineations coincide with geologically mapped faults. Clusters and lineations that do not match geologically mapped faults may correspond to previously unmapped faults (e.g. blind faults), rheological boundaries or distributed fracturing inside blocks that are more brittle and therefore break more easily than neighbour blocks. The seismicity map of western Iberia presented in this article opens important questions concerning the regional seismotectonics. This work shows that the study of low-magnitude earthquakes using dense seismic deployments is a powerful tool to study lithospheric deformation in slowly deforming regions, such as western Iberia, where high-magnitude earthquakes occur with long recurrence intervals.

A crescente necessidade de reduzir a dependência energética e a emissão de gases de efeito de estufa levou à adoção de uma série de políticas a nível europeu com vista a aumentar a eficiência energética e nível de controlo de equipamentos, reduzir o consumo e aumentar a percentagem de energia produzida a partir de fontes renováveis. Estas medidas levaram ao desenvolvimento de duas situações críticas para o setor elétrico: a substituição das cargas lineares tradicionais, pouco eficientes, por cargas não-lineares mais eficientes e o aparecimento da produção distribuída de energia a partir de fontes renováveis. Embora apresentem vantagens bem documentadas, ambas as situações podem afetar negativamente a qualidade de energia elétrica na rede de distribuição, principalmente na rede de baixa tensão onde é feita a ligação com a maior parte dos clientes e onde se encontram as cargas não-lineares e a ligação às fontes de energia descentralizadas. Isto significa que a monitorização da qualidade de energia tem, atualmente, uma importância acrescida devido aos custos relacionados com perdas inerentes à falta de qualidade de energia elétrica na rede e à necessidade de verificar que determinados parâmetros relacionados com a qualidade de energia elétrica se encontram dentro dos limites previstos nas normas e nos contratos com clientes de forma a evitar disputas ou reclamações. Neste sentido, a rede de distribuição tem vindo a sofrer alterações a nível das subestações e dos postos de transformação que visam aumentar a visibilidade da qualidade de energia na rede em tempo real. No entanto, estas medidas só permitem monitorizar a qualidade de energia até aos postos de transformação de média para baixa tensão, não revelando o estado real da qualidade de energia nos pontos de entrega ao cliente. A monitorização nestes pontos é feita periodicamente e não em tempo real, ficando aquém do necessário para assegurar a deteção correta de problemas de qualidade de energia no lado do consumidor. De facto, a metodologia de monitorização utilizada atualmente envolve o envio de técnicos ao local onde surgiu uma reclamação ou a um ponto de medição previsto para instalar um analisador de energia que permanece na instalação durante um determinado período de tempo. Este tipo de monitorização à posteriori impossibilita desde logo a deteção do problema de qualidade de energia que levou à reclamação, caso não se trate de um problema contínuo. Na melhor situação, o aparelho poderá detetar uma réplica do evento, mas a larga percentagem anomalias ficam fora deste processo por serem extemporâneas. De facto, para detetar o evento que deu origem ao problema é necessário monitorizar permanentemente a qualidade de energia. No entanto este método de monitorização implica a instalação permanente de equipamentos e não é viável do ponto de vista das empresas de distribuição de energia já que os equipamentos têm custos demasiado elevados e implicam a necessidade de espaços maiores nos pontos de entrega para conter os equipamentos e o contador elétrico. Uma alternativa possível que pode tornar viável a monitorização permanente da qualidade de energia consiste na introdução de uma funcionalidade de monitorização nos contadores de energia de determinados pontos da rede de distribuição. Os contadores são obrigatórios em todas as instalações ligadas à rede, para efeitos de faturação. Tradicionalmente estes contadores são eletromecânicos e recentemente começaram a ser substituídos por contadores inteligentes (smart meters), de natureza eletrónica, que para além de fazer a contagem de energia permitem a recolha de informação sobre outros parâmetros e aplicação de uma serie de funcionalidades pelo operador de rede de distribuição devido às suas capacidades de comunicação. A reutilização deste equipamento com finalidade de analisar a qualidade da energia junto dos pontos de entrega surge assim como uma forma privilegiada dado que se trata essencialmente de explorar algumas das suas características adicionais. Este trabalho tem como objetivo analisar a possibilidade descrita de monitorizar a qualidade de energia elétrica de forma permanente no ponto de entrega ao cliente através da utilização do contador elétrico do mesmo e elaborar um conjunto de requisitos para o contador tendo em conta a normalização aplicável, as características dos equipamentos utilizados atualmente pelo operador de rede e as necessidades do sistema elétrico relativamente à monitorização de qualidade de energia.

Nowadays, authentication studies for paintings require a multidisciplinary approach, based on the contribution of visual features analysis but also on characterizations of materials and techniques. Moreover, it is important that the assessment of the authorship of a painting is supported by technical studies of a selected number of original artworks that cover the entire career of an artist. This dissertation is concerned about the work of modernist painter Amadeo de Souza-Cardoso. It is divided in three parts. In the first part, we propose a tool based on image processing that combines information obtained by brushstroke and materials analysis. The resulting tool provides qualitative and quantitative evaluation of the authorship of the paintings; the quantitative element is particularly relevant, as it could be crucial in solving authorship controversies, such as judicial disputes. The brushstroke analysis was performed by combining two algorithms for feature detection, namely Gabor filter and Scale Invariant Feature Transform. Thanks to this combination (and to the use of the Bag-of-Features model), the proposed method shows an accuracy higher than 90% in distinguishing between images of Amadeo’s paintings and images of artworks by other contemporary artists. For the molecular analysis, we implemented a semi-automatic system that uses hyperspectral imaging and elemental analysis. The system provides as output an image that depicts the mapping of the pigments present, together with the areas made using materials not coherent with Amadeo’s palette, if any. This visual output is a simple and effective way of assessing the results of the system. The tool proposed based on the combination of brushstroke and molecular information was tested in twelve paintings obtaining promising results. The second part of the thesis presents a systematic study of four selected paintings made by Amadeo in 1917. Although untitled, three of these paintings are commonly known as BRUT, Entrada and Coty; they are considered as his most successful and genuine works. The materials and techniques of these artworks have never been studied before. The paintings were studied with a multi-analytical approach using micro-Energy Dispersive X-ray Fluorescence spectroscopy, micro-Infrared and Raman Spectroscopy, micro-Spectrofluorimetry and Scanning Electron Microscopy. The characterization of Amadeo’s materials and techniques used on his last paintings, as well as the investigation of some of the conservation problems that affect these paintings, is essential to enrich the knowledge on this artist. Moreover, the study of the materials in the four paintings reveals commonalities between the paintings BRUT and Entrada. This observation is supported also by the analysis of the elements present in a photograph of a collage (conserved at the Art Library of the Calouste Gulbenkian Foundation), the only remaining evidence of a supposed maquete of these paintings. The final part of the thesis describes the application of the image processing tools developed in the first part of the thesis on a set of case studies; this experience demonstrates the potential of the tool to support painting analysis and authentication studies. The brushstroke analysis was used as additional analysis on the evaluation process of four paintings attributed to Amadeo, and the system based on hyperspectral analysis was applied on the painting dated 1917. The case studies therefore serve as a bridge between the first two parts of the dissertation.

The scope of the following study is to present an alternative and preventive dispute resolution method known as Dispute Resolution Board. The Dispute Resolution Board mechanism is included in construction contracts to support project participants in avoiding and resolving disputes. Over the years the construction industry dealt with the resolution of claims and disputes through several methods. One of the most successful and lasting is the Dispute Resolution Board. A Dispute Resolution Board is a board of impartial professionals formed at the start of the project to follow construction progress, prevent arising disputes, and assist in the resolution of disputes during the project. When a dispute arises the Board meets with the parties to settle this dispute. The recommendation of this Board is non-binding for the parties. In Portugal there is no experience with this form of conciliation.

Transfer prices are used by the majority of firms worldwide when intermediate products or services are transferred within the same organization. These prices are reported as revenue for the selling entity (division, unit, department etc.) and as cost for the buying entity. Nevertheless, transfer prices lead to many disputes among managers in the same organization as transfer prices influence the performance of their entities. In cross-border transactions, transfer prices can be used by firms to reduce corporate taxes and thus, increase total firm profits. In order to fight against this firms’ practice, tax authorities require firms to establish a transfer pricing system in accordance with OECD1 Transfer Pricing Guidelines.

There is an undeniable link between child support and scholarship, under article 1880 of the portuguese Civil Code. Of course, by being within family relationships, such link could not be out of controversy. At a time when the continuation of studies is more and more urgent, this link between the two, is often subject of disputes, especially resultant from the interpretation of the law, due to the wide extension that it is entitle to; and many times is also insufficient to the most interested people – the youngsters that want to study. Regardless of the imprecision that rules under article 1880 of the portuguese Civil Code, this article reveals a huge importance by enabling young adults and students to continue their studies, with the financial help from their parents - the responsibility of the parents with the support of their children should have ended by the time they have become legal adults, but it is extended by this article, once the criteria is filled, especially related to the reasonableness of what is required to the parents and the temporal duration of the education chosen. That is, considering that reaching adulthood does not cease the duty of support from the parents, it is important to know how much can parents provide to their children, bearing in mind their income and the child’s and his/her needs, behavior and the intellectual capacity of the child as a student and also the parent-child relationship; and, until when is such support due, taking in to account several circumstances of life and the difficulties inherent to the degree chosen and even the extension of the studies to a master or to a PhD degree that justifies the extension of the parent’s duty. Anyway, the application of article 1880 of the portuguese Civil Code is always based on a case by case analysis and on the economic insufficient of the youngsters to suffice themselves and the simultaneous desire to continue their studies.

This dissertation analyzes how the current Constitution and the Brazilian law establish consumer protection, arbitration and access to justice. Following we try to demonstrate why arbitration is a method rarely used in the resolution of consumer disputes in Brazil. It also examines the doctrinal and jurisprudential aspects of the conflict between the Brazilian Arbitration Law (Law nº. 9.307/96), which allows the arbitration clause in contracts of adhesion, and the Consumer Protection Code (Law nº 8.078/90) that in article 51, VII, considers as abusive the arbitration clause. Furthermore, analyzes new proposed bills under scrutiny by the National Congress on the issue and identifies the causes, in the Brazilian legal system, hampering the use of arbitration in consumer relations. Concludes that there are no principle obstacles preventing consumer litigations to be settled by arbitration. High costs, mistrust, oppression, misinformation of consumers and non-participation of the State, being a totally private institute, are factors that generate distrust, suspicion, and have prevented the development of arbitration in consumer relations in Brazil.

The global dynamics of alliances are strongly determined by the level of cooperation among states. This cooperation can be embodied in various aspects, but the level of defense and security cooperation becomes usually more doctrinal and lasting. By the nature of sovereignty that instills in the bilateral relationship, cooperation at defense and security level can leverages other forms of cooperation. The circumstances and relational balance between Brazil and Portugal seem to evolve towards distancing opportunities, despite they are culturally and institutionally untainted. The economic dynamics, the strategic projection in global sustainability terms, the scale and ambition of Brazilian regional leadership, contrasts with the actual context of Portugal, distancing himself both on the stage where they operate. On the other hand, the historical and cultural roots, the language, the affinity of the peoples of CPLP and some opportunities for economic niches, trend to attract both countries. The condition of Portugal in NATO and Europe, coupled with the ability to export technical and human resources to value-added for Brazil, seems also to become approaching factors. On the balance of these dynamics, there is a set of exogenous factors (economic, external global relations matrix, regional stability, among others), which are not always controlled by any of both countries. These factors call for strong capacity for foresight analysis and decision making, with the inherent risk. There is cooperation vectors that are not apparently penalized by geographic distance, or by the difference of realities. Among these vectors we shall highlight synergies in technological niches, highly tradable goods and, mostly, using the domain of dual technologies. The thirteen niches herein identified are: Monitoring, Navigation, Command and Control, Electronics, Optoelectronics, Communication and remote sensing, Information Technologies, Flight Simulation, Specialized Training, Fiber Optic Sensors, Materials Engineering, Nanotechnology and Communications. Cumulating with identified opportunities in traditional relational framework, both countries are growing (in geography and economic terms) into the Atlantic, making it a central element in the bilateral approach. By being at the same time a growing stage of disputes and which stability tends to be threatened, it will be done an analysis of these synergistic vectors, superimposed on the impact on Atlantic securitization process.
