The Pond Dynamics/Aquaculture Collaborative Research Support Program (PDA/CRSP) is a global research network to generate basic science that may be used to advance aquaculture development. One of a family of research programs funded by the United States Agency for International Development (USAID), the CRSP focuses on improving the efficiency of aquaculture systems. The PDA/CRSP began work in 1982 in Thailand, and subsequently in the Philippines, Honduras, the US and, until recently, Rwanda. At all the sites, the goal is the same: to identify constraints to aquaculture production, and to design responses that are environmentally and culturally appropriate. The research network's global experiment has focused on tilapia (Oreochromis niloticus), although some sites have devoted attention to marine shrimp and other locally significant species. Impact of the network's investigations with tilapia is examined in this article.

We propose an innovative technique, making use of the In segregation effect, referred as the N irradiation method, to enhance In-N bonding and extend the emission wavelength of GaInNAs quantum wells (QWs). After the formation of a complete In floating layer, the growth is interrupted and N irradiation is initiated. The majority of N atoms are forced to bond with In atoms and their incorporation is regulated independently by the N exposure time and the As pressure. The effect of the N exposure time and As pressure on the N incorporation and the optical quality of GaInNAs QWs were investigated. Anomalous photoluminescence (PL) wavelength red shifts after rapid thermal annealing (RTA) were observed in the N-irradiated samples, whereas a normal GaInNAs sample revealed a blue shift. This method provides an alternative way to extend the emission wavelength of GaInNAs QWs with decent optical quality. We demonstrate light emission at 1546 nm from an 11-nm-thick QW, using this method and the PL intensity is similar to that of a 7-nm-thick GaInNAs QW grown at a reduced rate. (C) 2008 Elsevier B.V. The emission wavelength of a GaInNAs quantum well (QW) laser was adjusted to 1310 nm, the zero dispersion wavelength of optical fibre, by an appropriate choice of QW composition and thickness and N concentration in the barriers. A triple QW design was employed to enable the use of a short cavity with a small photon lifetime while having sufficient differential gain for a large modulation bandwidth. High speed, ridge waveguide lasers fabricated from high quality material grown by molecular beam epitaxy exhibited a damped modulation response with a bandwidth of 13 GHz.

Background: Infection with multiple types of human papillomavirus (HPV) is one of the main risk factors associated with the development of cervical lesions. In this study, cervical samples collected from 1, 810 women with diverse sociocultural backgrounds, who attended to their cervical screening program in different geographical regions of Colombia, were examined for the presence of cervical lesions and HPV by Papanicolau testing and DNA PCR detection, respectively. Principal Findings: The negative binomial distribution model used in this study showed differences between the observed and expected values within some risk factor categories analyzed. Particularly in the case of single infection and coinfection with more than 4 HPV types, observed frequencies were smaller than expected, while the number of women infected with 2 to 4 viral types were higher than expected. Data analysis according to a negative binomial regression showed an increase in the risk of acquiring more HPV types in women who were of indigenous ethnicity (+37.8%), while this risk decreased in women who had given birth more than 4 times (-31.1%), or were of mestizo (-24.6%) or black (-40.9%) ethnicity. Conclusions: According to a theoretical probability distribution, the observed number of women having either a single infection or more than 4 viral types was smaller than expected, while for those infected with 2-4 HPV types it was larger than expected. Taking into account that this study showed a higher HPV coinfection rate in the indigenous ethnicity, the role of underlying factors should be assessed in detail in future studies.

Background: HIV infection leads to a decreasing immune response, thereby facilitating the appearance of other infections, one of the most important ones being HPV. However, studies are needed for determining associations between immunodeficiency caused by HIV and/or the presence of HPV during the course of cervical lesions and their degree of malignancy. This study describes the cytological findings revealed by the Papanicolaou test, laboratory characteristics and HPV molecular profile in women with and without HIV infection. Methods: A total of 216 HIV-positive and 1,159 HIV-negative women were invited to participate in the study; PCR was used for the molecular detection of HPV in cervical samples. Statistical analysis (such as percentages, Chi-square test and Fisher's exact test when applicable) determined human papillomavirus (HPV) infection frequency (single and multiple) and the distribution of six types of high-risk-HPV in women with and without HIV infection. Likewise, a logistic regression model was run to evaluate the relationship between HIV-HPV infection and different risk factors. Results: An association was found between the frequency of HPV infection and infection involving 2 or more HPV types (also known as multiple HPV infection) in HIV-positive women (69.0% and 54.2%, respectively); such frequency was greater than that found in HIV-negative women (44.3% and 22.7%, respectively). Statistically significant differences were observed between both groups (p = 0.001) regarding HPV presence (both in infection and multiple HPV infection). HPV-16 was the most prevalent type in the population being studied (p = 0.001); other viral types had variable distribution in both groups (HIV-positive and HIV-negative). HPV detection was associated with <500 cell/mm(3) CD4-count (p = 0.004) and higher HIV-viral-load (p = 0.001). HPV-DNA detection, <200 cell/mm(3) CD4-count (p = 0.001), and higher HIV-viral-load (p = 0.001) were associated with abnormal cytological findings. Conclusions: The HIV-1 positive population in this study had high multiple HPV infection prevalence. The results for this population group also suggested a greater association between HPV-DNA presence and cytological findings. HPV detection, together with low CD4 count, could represent useful tools for identifying HIV-positive women at risk of developing cervical lesions.

Background Chronic illness and premature mortality from malaria, water-borne diseases, and respiratory illnesses have long been known to diminish the welfare of individuals and households in developing countries. Previous research has also shown that chronic diseases among farming populations suppress labor productivity and agricultural output. As the illness and death toll from HIV/AIDS continues to climb in most of sub-Saharan Africa, concern has arisen that the loss of household labor it causes will reduce crop yields, impoverish farming households, intensify malnutrition, and suppress growth in the agricultural sector. If chronic morbidity and premature mortality among individuals in farming households have substantial impacts on household production, and if a large number of households are affected, it is possible that an increase in morbidity and mortality from HIV/AIDS or other diseases could affect national aggregate output and exports. If, on the other hand, the impact at the household farm level is modest, or if relatively few households are affected, there is likely to be little effect on aggregate production across an entire country. Which of these outcomes is more likely in West Africa is unknown. Little rigorous, quantitative research has been published on the impacts of AIDS on smallholder farm production, particularly in West Africa. The handful of studies that have been conducted have looked mainly at small populations in areas of very high HIV prevalence in southern and eastern Africa. Conclusions about how HIV/AIDS, and other causes of chronic morbidity and mortality, are affecting agriculture across the continent cannot be drawn from these studies. In view of the importance of agriculture, and particularly smallholder agriculture, in the economies of most African countries and the scarcity of resources for health interventions, it is valuable to identify, describe, and quantify the impact of chronic morbidity and mortality on smallholder production of important crops in West Africa. One such crop is cocoa. In Ghana, cocoa is a crop of national importance that is produced almost exclusively by smallholder households. In 2003, Ghana was the world’s second-largest producer of cocoa. Cocoa accounted for a quarter of Ghana’s export revenues that year and generated 15 percent of employment. The success and growth of the cocoa industry is thus vital to the country’s overall social and economic development. Study Objectives and Methods In February and March 2005, the Center for International Health and Development of Boston University (CIHD) and the Department of Agricultural Economics and Agribusiness (DAEA) of the University of Ghana, with financial support from the Africa Bureau of the U.S. Agency for International Development and from Mars, Inc., which is a major purchaser of West African cocoa, conducted a survey of a random sample of cocoa farming households in the Western Region of Ghana. The survey documented the extent of chronic morbidity and mortality in cocoa growing households in the Western Region of Ghana, the country’s largest cocoa growing region, and analyzed the impact of morbidity and mortality on cocoa production. It aimed to answer three specific research questions. (1) What is the baseline status of the study population in terms of household size and composition, acute and chronic morbidity, recent mortality, and cocoa production? (2) What is the relationship between household size and cocoa production, and how can this relationship be used to understand the impact of adult mortality and chronic morbidity on the production of cocoa at the household level? The study population was the approximately 42,000 cocoa farming households in the southern part of Ghana’s Western Region. A random sample of households was selected from a roster of eligible households developed from existing administrative information. Under the supervision of the University of Ghana field team, enumerators were graduate students of the Department of Agricultural Economics and Agribusiness or employees of the Cocoa Services Division. A total of 632 eligible farmers participated in the survey. Of these, 610 provided complete responses to all questions needed to complete the multivariate statistical analysis reported here.

El interés de este estudio de caso es responder a la pregunta ¿Cuáles son los factores que determinan la ayuda de cooperación internacional en Colombia por parte de Estados Unidos a través de su agencia USAID? El propósito más puntual es explicar que estos factores están relacionados con aspectos externos ajenos a la manipulación de estos recursos por parte del gobierno colombiano. Estos factores son, crisis económicas internacionales, política exterior de ambos actores, intereses de las instituciones que asignan los recursos y priorización de Estados Unidos en materia de cooperación internacional. Para esto, se realizará un estudio más dinámico de las posibles variables que se presentan al momento de identificar los determinantes del aumento o la disminución de la cooperación internacional en Colombia. Siguiendo la perspectiva liberal, se avanza hacia el resultado de la investigación que permite identificar y corroborar de forma clara estos factores que determinan el aumento o la disminución de la cooperación internacional.

El fin de la Guerra Fría supuso no sólo el triunfo del capitalismo y de la democracia liberal, sino un cambio significativo en el Sistema Internacional; siendo menos centralizado y más regionalizado, como consecuencia de la proximidad y relaciones de interdependencia entre sus actores (no sólo Estados) y permitiendo la formación de Complejos Regionales de Seguridad (CRS). Los CRS son una forma efectiva de relacionarse y aproximarse a la arena internacional pues a través de sus procesos de securitización y desecuritización consiguen lograr objetivos específicos. Partiendo de ello, tanto la Unión Europea (UE) como la Comunidad para el Desarrollo de África Austral (SADC) iniciaron varios procesos de securitización relacionados con la integración regional; siendo un ejemplo de ello la eliminación de los controles en sus fronteras interiores o libre circulación de personas; pues consideraron que de no hacerse realidad, ello generaría amenazas políticas (su influencia y capacidad de actuación estaban amenazadas), económicas (en cuanto a su competitividad y niveles básicos de bienestar) y societales (en cuanto a la identidad de la comunidad como indispensable para la integración) que pondrían en riesgo la existencia misma de sus CRS. En esta medida, la UE creó el Espacio Schengen, que fue producto de un proceso de securitización desde inicios de la década de los 80 hasta mediados de la década de los 90; y la SADC se encuentra inmersa en tal proceso de securitización desde 1992 hasta la actualidad y espera la ratificación del Protocolo para la Facilitación del Movimiento de personas como primer paso para lograr la eliminación de controles en sus fronteras interiores. Si bien tanto la UE como la SADC consideraron que de no permitir la libre circulación de personas, su integración y por lo tanto, sus CRS estaban en riesgo; la SADC no lo ha logrado. Ello hace indispensable hacer un análisis más profundo de sus procesos de securitización para así encontrar sus falencias con respecto al éxito de la UE. El análisis está basado en la Teoría de los Complejos de Seguridad de Barry Buzan, plasmada en la obra Security a New Framework for Analysis (1998) de Barry Buzan, Ole Waever y Jaap de Wilde y será dividido en cada una de las etapas del proceso de securitización: la identificación de una amenaza existencial a un objeto referente a través de un acto discursivo, la aceptación de una amenaza por parte de una audiencia relevante y las acciones de emergencia para hacer frente a las amenazas existenciales; reconociendo las diferencias y similitudes de un proceso de securitización exitoso frente a otro que aún no lo ha sido.

El propósito de la presente monografía es evaluar el papel de las ONG internacionales en la apertura de espacios de participación política para la sociedad civil en Egipto. En ese sentido, se analiza el contexto de oportunidades políticas locales y transnacionales del país, así como los procesos de articulación entre la política local e internacional a través de los niveles de integración entre sus actores. Mediante una investigación de tipo cualitativa basada en los desarrollos sobre teorías de la acción colectiva planteados por Sidney Tarrow, Charles Tilly, Robert Benford y David Snow, y las teorías sobre redes transnacionales de defensa desarrolladas por Margaret Keck y Kathryn Sikkink, se avanza hacia la identificación del desarrollo de procesos de externalización como medio para el fortalecimiento de organizaciones locales como alternativa de oposición política.

El presente estudio de caso pretende analizar los alcances de la cooperación internacional en materia de justicia transicional y construcción de paz tomando en consideración un proyecto de cooperación internacional emblemático denominado Fortalecimiento Institucional para la Atención a las Víctimas del Conflicto o FORVIC. Para conseguir esto, se analizarán primero los efectos generados por el Proyecto FORVIC en materia de fortalecimiento del Estado de Derecho y lucha contra la impunidad en Colombia, y a partir de los hallazgos se constituirán y se propondrán una serie de condiciones sobre las que puede pensarse la cooperación internacional como un instrumento genuino para la construcción de paz en Colombia.

The Global Initiative Against Asthma (GINA) was developed to meet the global challenge of asthma. GINA has been adopted in most countries and comparison of asthma management in different parts of the world may be of help when assessing the global dissemination of the guideline. The overall goals in GINA include that asthma patients should be free of symptoms, acute asthma attacks and activity limitations. The aim of the present study was to compare asthma management and asthma control in Sao Paulo, Brazil and Uppsala, Sweden. Information was collected from asthmatics in Sao Paulo and Uppsala with a questionnaire. The questionnaire dealt with the following issues: symptoms, smoking, self-management, hospital visits, effect on school/work and medication. The Sao Paulo patients were more likely to have uncontrolled asthma (36% vs 13%, P < 0.001), having made emergency room visits (57% vs 29%, P < 0.001) and having lost days at school or work because of their asthma (46% vs 28%, P = 0.03) than the asthmatics from Uppsala. There were no difference in the use of inhaled corticosteroids, but the Brazilian patients were more likely to be using theophylline (18% vs 1%, P = 0.001) and less likely to be using long-acting beta-2 agonists (18% vs 37%, P < 0.001). We conclude that the level of asthma control was lower among the patients from Sao Paulo than Uppsala. Few of the patients in either city reached the goals set up by GINA. A arquitetura do sistema de ajuda internacional passa por um processo de transformação, no qual as barreiras Norte e Sul tornam-se cada vez mais indefinidas, e a cooperação trilateral, que une as práticas opostas da cooperação Norte-Sul com a cooperação Sul-Sul, emerge como uma nova modalidade da cooperação técnica brasileira. Com o objetivo de compreender esse cenário, esta tese almeja identificar e contrastar as motivações e as práticas dos agentes da cooperação trilateral brasileira por meio de um estudo de caso comparado de dois projetos, desenvolvidos pela Agência Brasileira de Cooperação (ABC), no setor agrícola em Moçambique: o ProALIMENTOS, parceria entre a United States Agency for International Development (USAID- -Brasil) e ABC, e o ProSAVANA, parceria entre Japan International Cooperation Agency (JICA) e ABC. Para isso, a pesquisa parte dos pressupostos da actor-oriented approach para estabelecer uma análise multinível, que cria desta forma um elo entre o agente e a estrutura, a prática e a política, com um olhar sobre o contexto macro, meso e micro. A utilização da metodologia qualitativa aplicada a essa investigação combinou a técnica de participação observante com a técnica de análise documental, acrescentando à análise 59 entrevistas semiestruturadas, realizadas principalmente entre os meses de março e junho de 2013, em Moçambique. Os resultados da pesquisa indicam que, no caso do ProALIMENTOS, há ganhos em complementaridade e troca de conhecimento para as três contrapartes, porém há a sobreposição das práticas Norte-Sul de cooperação para o desenvolvimento internacional sobre as práticas da cooperação Sul-Sul. Enquanto que, no caso do ProSAVANA, não há qualquer ganho de complementariedade, uma vez que o Programa enfrenta desafios internos e externos. A falta de harmonização e coordenação técnica no âmbito interno intensificam o embate externo com os representantes da sociedade civil ao gerar constantes falhas de comunicação, o que coloca em xeque a própria continuidade do ProSAVANA. Por último, a pesquisa mostra que é necessário um maior comprometimento do governo brasileiro nos projetos de Cooperação Trilateral, uma vez que os resultados desses projetos podem impactar e afetar a credibilidade do Brasil como um novo prestador de ajuda internacional.
