No dia 8 de março comemorou-se o Dia Internacional das Mulheres. A data foi instaurada pelas Nações unidas em 1977 para celebrar e reforçar a continuidade das conquistas das mulheres no campo das políticas públicas. A FGV-DAPP registrou mais de um milhão de menções ao tema nas redes sociais apenas no último domingo, data da celebração. Desde sábado, foram mais de 22 mil menções sobre igualdade de gênero e a disparidade salarial entre homens e mulheres. Com mais de 36 mil menções ao problema da violência contra mulheres e o abuso sexual, também foram registradas 24 mil menções a assédio sexual e moral, além de ofensas em relação ao comportamento da mulher.

Nos últimos anos os estudos sobre intersetorialidade na área de administração pública vêm apresentando um significativo crescimento, no entanto ainda é escassa a literatura sobre essa temática no campo de políticas publicas em formatação, principalmente na área de enfrentamento a violência contra a mulher. Esse estudo tem como objetivo principal contribuir para a temática da intersetorialidade em campos de política pública em formatação e especificamente provocar reflexões e problematizações para o fortalecimento das ações na área de enfrentamento a violência contra a mulher. De forma a contextualizar a análise, foi feito um breve histórico do movimento feminista e um resgate do histórico recente das políticas públicas de enfrentamento a violência contra à mulher no âmbito federal no Brasil. A revisão de literatura demonstrou que a intersetorialidade tem sido utilizada na prática da administração pública e em aportes teóricos, como o modelo ideal para solução de problemas complexos, considerando a conjunção de apenas de diversas áreas no interior da estrutura governamental. Assim se problematizou tal perspectiva, apresentando autores que possuíam uma visão mais ampla desse conceito, concebendo este como a conjunção de diversos atores, além de considerá-la como um dos vários instrumentos possíveis para superação das desigualdades e garantia de direitos sociais. Assim foi feito um estudo de caso único sobre a experiência do município de Santo André. Constatou-se a importância de fóruns intersecretariais como o Elo Mulher, quanto um instrumento estratégico no fortalecimento e na visibilidade do organismo políticas públicas para as mulheres, como da questão da mulher no município. No entanto, cabe afirmar que a existência de um “lócus” intersecretarial, não é por si suficiente, para transversalizar o gênero na estrutura governamental e até mesmo para realizar realmente um trabalho intersetorial. Sendo necessário, um processo de sensibilização e convencimento de membros de outras pastas, e também o envolvimento de seus participantes no desdobramento de ações no interior de suas secretarias. Bem como a necessidade do organismo de políticas públicas para as mulheres terem autonomia, orçamento, estruturas própria, e posição em um local estratégico de poder. A pesquisa empírica expôs a complexidade do enfrentamento à violência contra a mulher e do trabalho intersetorial, pois o município apresenta diversas redes. Não existindo institucionalmente uma rede específica de enfrentamento a violência contra a mulher, sendo essa atendida e encaminhada principalmente pela Resavas, da área de saúde, como também pelas demais redes dos outras áreas.

This survey aims to study the importance of the Women's Police Station in gender conflicts resolution and the effectiveness in meeting to the protection and assistance to the woman who suffers domestic and family violence, whereas its relationship with the existence or not of specific programs directed to this problematic. The present work analyzes the process of implementing such public policies from empirical data collected along the Station Specialized women`s defence; focuses on the process of articulation between the plurality of actors and interests. This review is a qualitative research and part of the construction of a theoretical landmark, analyzes data documentary sources and covers a sample of the various participants. Discusses about domestic violence against women, focusing also on the issues relevant to the elucidation of this thematic, demystify the dichotomy between the public and private sphere and explicit symbolic dimension of domestic violence as a violation of the human rights and fundamental freedoms

We aim to understand the social representations of man's aggressive behavior from the perspective of women in situations of domestic violence. This is a descriptive, exploratory and representational study, whose methodological approach falls into the qualitative category. We chose as a scenario for research, by the Reference Center for Citizen Women (CRMC), Natal / RN. The criteria for selection of participants were women who lived/live in situations of domestic violence, with affective or relationship bonding with the assailant, in psychological and emotional positions appropriated to the reality; that are being protected or assisted by the service listed above; whose aggressor is male. We adopted as data collection instruments: questionnaire, Drawing-Story (DE) and a field diary. For analysis of textual data, we decided to use the ALCESTE software conjugated to editing analyze and initial reading. Were investigated 20 women victims of domestic violence, whose author of the attacks was the husband/partner. We identified, from the respondents, that 70% (n = 14) of men with aggressive behavior also had a family history of violence and fragile family relationships. About the physical and emotional condition of the assailant at the time of violence, 50% (n = 10) of these men, regardless the use of alcohol, had often quarrelsome and/or nervous behavior, impatient and unpredictable humor facing a setback, worry or annoyance. Regarding the nature of violence, we observed that women were victims of all types of violence, however, the psychological prevailed in 100% of cases. The corpus "Men" has three classes, whose focuses are, respectively: resignation, denounce and violence/aggression, being possible categorizing them as well: Category 1: The imprisonment of women; Category 2: Violence and its meanings; Category 3: Breaking the violent cycle. We show that the social representations of man s aggressive behavior, from the women in situations of violence, are anchored in the social roles of men in family and society, becoming a dominant model of masculinity. It is aimed, on one hand, from the reproduction of what is already known and/or experienced by male aggressors in the family, as repetitions of behavior. And on the other, present themselves as a state of illness, addiction or psychopathy

Trata-se de relato de experiência de supervisão e atendimento de famílias que sofreram violência intrafamiliar, encaminhadas para atendimento psicológico após denúncia ou suspeita de abuso sexual infantil cometido por parentes próximos. O texto examina essa experiência à luz de reflexões surgidas nessa prática, diante dos conflitos, impasses e dificuldades vividos por profissionais e famílias envolvidos no problema. A abordagem de intervenção aqui proposta tem três características principais: 1) baseia-se no enfoque psicossocial 2) propõe o atendimento familiar conjunto, envolvendo toda a família, inclusive o agressor; e, 3)introduz a perspectiva de gênero, fator historicamente preponderante na construção de relações de violência e dominação-exploração dentro da família.

The focus of this qualiquantitative research is the phenomenon we are denominating Drama-of-Rio-Grande-do-Norte, which contemplates short verse texts from the oral tradition, sung and presented on stage by women in communities on the south coast of the northeastern Brazilian State, Rio Grande do Norte. This tradition harkens to the medieval romance of the Iberian Peninsula (CASCUDO, 2001; GURGEL, 1999; GALVÃO, 1993; MAGALHÃES, 1973; ROMERO,1977). The objective of this research is to: identify what characterizes the genre Drama of Rio Grande do Norte; situate this genre within a systemization of genres from the oral tradition in Rio Grande do Norte; investigate the interpersonal relationships of power and solidarity through the role of the women in the discourse, how they see themselves and others, pointing out which elements of the world they evaluate and to identify representations of the feminine in the discourse. The theory of Genre and Register of Martin and Rose (2008) and Generic Structure Potential of Hasan (1989, 1996), which has as a base the Systemic Functional Linguistics of Halliday and Matthiessen (2004), Eggins (1994) among others, offers a theoretical framework for the characterization of the genre through the identification of stages and phases configuring its typology the individual schematic structure and its topology its relation to other phenomena in the oral tradition. Other groupings were mapped of the ‗Macrogenre , from the model of Martin and Rose (2008) as a continuum on two axis: between the poles of how the genre circulates orally x in writing, and recited/individually x staged/collectively; as well as mapping the samples with relation to power using the same model, but with the poles of individual voice x collective voice on an axis between increased power and diminished power. Eleven texts described as Narratives and one Anecdote were selected for the analysis of Attitudes, and Negotiations of power. Through the quantification of semantic discursive resources in the discourse systems of Appraisal (MARTIN; WHITE, 2005) and of Negotiation (MARTIN; ROSE, 2007), as well as reflections about humor (EGGINS; SLADE, 1997) we identified the Attitudes and the Negotiations of interpersonal roles. The quantification is based on the theories of Corpus Linguistics (BERBER SARDINHA, 2010), using WordSmith Tools 5.0 (SCOTT, 2010). Our results show that the Drama-of-Rio-Grande-do-Norte is characterized as a Macrogenre in the Community of Oral Stories, in the Family of Street Theatre/Games, composed of five genre types: Narratives, Praise, Complaints, Anecdotes, and Exemplum. The Macrogenre is characterized by its being circulated orally, staged collectively and the texts analyzed configure in differing degrees of power between men and woman. In synthesis we observe that through humor, the Drama-of-Rio-Grande-do-Norte functions to offer a space for women to voice, comment, judge and orient about social conditions in their communities, such as alcoholism, domestic violence, inequalities before the law etc., as well as circulating positive appreciations of rural/coastal culture and judgments about the behavior of members of the speech community, the role of women being to establish and reinforce norms. We anticipate possible benefits of the addition of the genre analyzed in literacy projects in the schools of Rio Grande do Norte

Domestic violence as a specific expression of violence against adolescents, is historically constructed from phenomenon of power relations that permeate the gender, ethnicity and social class, requiring differentiated attention. Sorting in A mass grave of what is understood by a child and teenager under the doctrines of the law of the minor and of irregular situation resulted, in General, in the preparation for the teenage audience, of policies and actions, fragile and inefficient with regard to domestic violence. Despite the status of children and adolescents clearly define what is meant by child and teenager, break with the menoristas doctrines and embrace the doctrine of integral protection, even if there is little guidance for the public actions and policies geared to the theme. Such deficiency contributes to characterize the current practice of social educators about domestic violence, marked by the absence of specific training; by inadequate working conditions; lack of preparation of the network of care. Thus, with the objective to start the discussion regarding the elements that make up the practice focused on this issue, the present study proposes to problematizing the design held by social educators working in public Social assistance of the city of Natal/RN, regarding the issue of domestic violence against adolescents, by paying attention to such things as their vocational integration, their training and their working conditions. Adopts norteadoras references as having its roots in the Pedagogia Problematizadora, Paulo Freire, and socio-historical perspective. The methodological procedure of nature quali-quantitative was lifting censitário and psychosocial characterization of educators together to State and local Departments of assistance; the application of questionnaire to educators, composed of open and closed issues; and observation and field journaling activities of their work. Of network professionals, 111 64 replied to the questionnaire, which represents more than 50% of the total. Psychosocial characterization exposes data as the predominance of low family income and female professionals; the note identified that do not have a professional technical parameter, and the activities carried out in accordance with the representations of each professional the respect of labour, problematic and adolescents involved, revealing an individual perspective of action. And a preliminary analysis of responses to the questionnaire pointed out that such professionals are subjected to precarious working conditions, as well as one realizes a relative ignorance about the network of care for adolescents at risk and ACE, all this resulting in restricted marginalizantes conceptions, and misleading information regarding domestic violence against teenagers.

Analyze the problem of sexual violence suffered by children and adolescents in the city of Natal / Rio Grande do Norte (RN), attended by the Programa Sentinela, a service aimed at combating sexual violence children and teenagers who serves on the council of Natal. Thus aims to review the implementation of the Programa Sentinela in Natal / RN, in the period 2001 to 2006, verifying that the program has contributed to the access of children and adolescents who are victims of abuse and sexual exploitation to fundamental rights under the Statute Children and adolescents (ECA) and the Local Plan and the National gainst Infanto-Youth Sexual Violence. It has a theoretical and methodological approach quantitative and qualitative, covering the issue of sexual violence against children and adolescents, as one of the expressions of economic relationships, gender, race and culture that make up the material and symbolic structure of society. It methodological procedure: review of literature on the subject and conducting interviews with professionals and families of children and adolescent victims of sexual violence. Investigate as the unit of analysis the Sentinel Program. The analysis on the governmental actions of this period on this social problem points to the continuity and little change in the care of victims of sexual violence: despite maintain features and palliative assistencialistas, favoring the "Network of Sexual Tourism", go through some innovations in terms of securing rights from the ECA, which is the need for transparency and democratization in the management of government policies. In research undertaken, Brazil will only be combating this type of crime when each of the social actors are actually doing their share, down taboos, facing corruption and strengthening a system of guarantee of rights, which target children and adolescents are unprotected, and often ignored by Brazilian society

This research analyzes the Rio Grande do Norte care services to women who face violence in the context of contemporary capitalism. To do so, we situate the patriarchy in the set of current social relations and its relationship with the corporate determinations in everyday life. The new functions of the Patriarchy in the capital sociability permeates the lives of individuals and particularizes the relationships of violence which affects women, requiring, in the immediate level, policy-making to face them. The research found an arsenal of contradictory possibilities and limitations in dealing with violence. In this process, forms of struggle and resistance predominate, which appear as possibilities and limits were identified relate to the socio-historical context of regression of the rights, historical moment in which increase the objective difficulties in everyday life to ensure the legal achievements. It is worth to emphasize the achievements and contradictions that characterize the struggle process for rights, linking services to women to the social policies and to the limits they face in opposition to the aims of the State to meet the mandatory requirements of capital, reducing its role as the main guarantor of policies and rights. In this sense, the trajectory of the achievements that have referred to the proclamation of a specific law to deal with combat violence against women, the Maria da Penha Law - 11.340/06, which provides an integrated set of measures that, if implemented, would allow the women protection from relations of violence they experience. We identified in Rio Grande do Norte precarious services that are essential to achieve the Maria da Penha Law. This situation requires a feminist organization to claim the rights that enable women to see themselves as people with rights in the process of collective struggle. This is the historical need for continuity of struggles that accumulate policies for the existence of a new model of social relations of gender. One of the possibilities that are presented in the current context is the impact on the public budget in order to ensure compliance with the budget for public policies for women - woman budget. In this perspective, feminist segments in national and state level have been organized to understand the functioning and monitoring of social policies. This is a condition and prerequisite for ensuring policies to ensure basic rights and the violence combat , which still requires an integrated set of services. The survey results allow us to consider that the struggle for rights is necessary at this historical moment, however it is not sufficient in human emancipation, which requires new forms of social relations that determine substantive equality between men and women. Thus, the feminist movement faces the challenge to organize and strengthen itself in daily life, in order to execute a project that changes the meaning of women's rights, articulated to a corporate project which wants other command in the set of social relations . This study emphasizes the need for a more and more organic connection between feminism and social struggles, to ensure the inclusion of women in anti-capitalist struggle
