In 2003 Robert Fardon was the first prisoner to be detained under the Dangerous Prisoners (Sexual Offenders) Act 2003 (Qld), the first of the new generation preventive detention laws enacted in Australia and directed at keeping sex offenders in prison or under supervision beyond the expiry of their sentences where a court decides, on the basis of psychiatric assessments, that unconditional release would create an unacceptable risk to the community. A careful examination of Fardon’s case shows the extent to which the administration of the regime was from the outset governed by politics and political calculation rather than the logic of risk management and community protection. In 2003 Robert Fardon was the first person detained under the Dangerous Prisoners (Sexual Offenders) Act 2003 (Qld) (hereafter DPSOA), a newly enacted Queensland law aimed at the preventive detention of sex offenders. It was the first of a new generation of such laws introduced in Australia, now also in force in NSW, Western Australia and Victoria. The laws have been widely criticized by lawyers, academics and others (Keyzer and McSherry 2009; Edgely 2007). In this article I want to focus on the details of how the Queensland law was administered in Fardon’s case, he being perhaps the most well-known prisoner detained under such laws and certainly the longest held. It will show, I hope, that seemingly abstract rule of law principles invoked by other critics are not simply abstract: they afford a crucial practical safeguard against the corruption of criminal justice in which the ends both of community protection and of justice give way to opportunistic exploitation of ‘the mythic resonance of crime and punishment for electoral purposes’ (Scheingold 1998: 888).

The purpose of the Boy Scout Movement was to create boys who were honest, obedient to constituted authority and loyal to the King and the British Empire. This thesis examines the influence that Scouting's founder, Lord Robert Baden-Powell, had on the development of Scouting in Queensland in the period 1907 to 1937, and concludes that that influence was profound. Baden-Powell conceived the Boy Scout Movement, and its non-formal educative method as an answer to some of the social, economic, and political problems at the beginning of the twentieth century – a paradigm recognised and acknowledged by educators of the day.

Pro gradu -tutkielmani käsittelee Suomen murteiden sanakirjan taustaksi kerätyn Suomen murteiden sana-arkiston kartuttamisen historiaa; fennistisen murteenkeruun alkuvaiheita. Lähestyn murresanakirjan pitkää hanketta tutkimus- ja kulttuurihistoriallisesta näkökulmasta. Kansankielen sanakirja on fennistiikan merkittävimpiä tutkimushankkeita. Suo-men kielen vanhojen pitäjänmurteiden sanasto on ällistyttävän laaja aineisto, jonka keräämiseen ja julkaisemiseen on kulunut toista vuosisataa, ja sanakirjan toimitustyö jatkuu edelleen. Kansanmurteemme sisältävät paitsi kielitieteellisesti mielenkiintoista aineistoa myöskin runsaasti tietoa agraarisen elinkeinorakenteen aikakaudelta. Dialektologia ja kansatiede kulkevat käsikkäin. Murresanakirja on niin ollen merkittävä kansallinen omaisuus, jonka arvo koko suomalaiselle yhteiskunnalle on eittämättä suuri. Murteiden sanakirjan syntysanat on ajoitettavissa vuoteen 1868, vaikka toki fennistiikassa oli leksikografisia pyrintöjä jo ennen sitä (mm. Lönnrotin Suomalais-ruotsalainen sanakirja). Sanakirjahankkeessa on hahmotettavissa kolme vaihetta, joita kutsun ryhdistäytymisiksi. Nämä tapahtuivat noin vuosina 1896, 1916 ja 1925. Valotan työni aluksi hieman kansallisten tieteiden ja 1800-luvun alun aatehistoriallista taustaa (luku 2), jonka jälkeen tutkin murresanakirjahankkeen alkuvaiheita ja ensimmäisten sanastonkeruiden käynnistymistä (luku 3). Käsittelen kutakin hankkeen organisatorista muutosvaihetta ja hallinnollisten puitteiden kehittymistä luvuissa 4-6. Lopuksi pohdin murresanakirjan ja murteenkeruun historiallista merkitystä fennistiikalle ja yhteiskunnalle (luku 7). Tutkimukseni lähteinä on oppihistoriallista kirjallisuutta sekä murteiden keruusta vastanneiden yhteisöjen asiakirjoja. Erityisen kiinnostaviksi osoittautuivat Kotimaisten kielten tutkimuskeskuksessa säilytettävät sanakirjahankkeen hallinnolliset asiakirjat 1916-1925. Tuon esiin varhaisempiakin pöytäkirjamainintoja. Hankkeen alussa Suomalaisen Kirjallisuuden Seuran Kielitieteellinen Osakunta ja Kotikielen Seura keräsivät ensimmäisiä sanastokokoelmia. Tämän jälkeen ensimmäinen ryhdistäytyminen tapahtui vuodesta 1896 lähtien, jolloin Suomalaisen Kirjallisuuden Seura otti vastuun hankkeesta, E. N. Setälän tunnettua sanakirjaohjelmaa ja E. A. Ekmanin Suomen kielen keräilysanastoa noudattaen. Keruu oli kuitenkin liian hidasta, joten 1916 perustettiin Suomen kielen sanakirjaosakeyhtiö, jotta toimintaan saataisiin enemmän varoja. Ensimmäinen maailmansota ja sisällissota kuitenkin romahduttivat rahan arvon, ja kolmannen kerran hanke jouduttiin organisoimaan uudelleen vuonna 1925, Sanakirjasäätiön muodossa. Vuonna 1976 Sanakirjasäätiö liittyi Kotimaisten kielten tutkimuskeskukseen. Kansanmurteiden keräämisessä korostuu kaikissa keruun vaiheissa kaksi asiaa. Ensinnäkin sanastuksella oli aina kiire. Vanhat murteet olivat katoamassa, ja ne piti saada nopeasti talteen. Tähän kiinnitettiin huomiota jo varhain, ja vielä 1900-luvun loppupuoliskollakin, kun keruuhanke hiljalleen saatiin loppuunviedyksi. Toiseksi sanakirjahanke on aina joutunut elämään kädestä suuhun, toisin sanoen taloudelliset puitteet ovat sanelleet keruumahdollisuudet. Vakaalle taloudelliselle pohjalle hanke pääsi vasta 1930-luvulla Sanakirjasäätiön aikana, jolloin siihen alettiin saada valtion rahoitusta. Murresanakirjahankkeen läpi kulkee punaisena lankana kansallisromanttinen innostus ja isänmaallis-tieteellinen pyrkimys suomen kirjakielen kehittämiseen, joka vielä 1800-luvun puolivälissä oli meneillään. Kansalliset tieteet lujittivat itsenäistymistä ja suoma-laistumista. Aatehistorian kautta sanakirjahanke asettuu laajempaan yhteyteen. This study aims to examine the operations and significance of the Klemetti Institute (Klemetti-Opisto) as a developer of Finnish music culture from 1953 to 1968 during the term of office of the Institute s founder and first director, Arvo Vainio. The Klemetti Institute was originally established as a choir institute, but soon expanded to offer a wide range of music courses. In addition to providing courses for choir leaders and singers, the Institute began its orchestral activities as early as the mid-1950s. Other courses included ear training seminars as well as courses for young people s music instructors and in playing the kantele (a Finnish string instrument) and solo singing. More than 20 types of courses were offered over the 16-year period. The Klemetti Institute s courses were incorporated into the folk high school courses offered by the Orivesi Institute (Oriveden Opisto) and were organised during the summer months of June and July. In addition to funding based on the Folk High School Act, financial assistance was obtained from various foundations and funds, such as the Wihuri Foundation. This study is linked to the context of historical research. I examine the Klemetti Institute s operations chronologically, classifying instruction into different course types, and analyse concert activities primarily in the section on the Institute s student union. The source material includes the Klemetti Institute archives, which consist of Arvo Vainio s correspondence, student applications, register books and cards, journals and student lists, course albums and nearly all issues of the Klemettiläinen bulletin. In addition, I have used focused interviews and essays to obtain extensive data from students and teachers. I concentrate on primary school teachers, who accounted for the majority of course participants. A total of more than 2,300 people participated in the courses, nearly half of whom took courses during at least two summers. Primary school teachers accounted for 50% to 70% of the participants in most courses and constituted an even larger share of participants in some courses, such as the music instructor course. The Klemetti Institute contributed to the expansion throughout Finland of a new ideal for choral tone. This involved delicate singing which strives for tonal purity and expressiveness. Chamber choirs had been virtually unheard of in Finland, but the Klemetti Institute Chamber Choir popularised them. Chamber choirs are characterised by an extensive singing repertoire ranging from the Middle Ages to the present. As the name suggests, chamber choirs were originally rather small mixed choirs. Delicate singing meant the avoidance of extensive vibrato techniques and strong, heavy forte sounds, which had previously been typical of Finnish choirs. Those opposing and shunning this new manner of singing called it ghost singing . The Klemetti Institute s teachers included Finland s most prominent pedagogues and artists. As the focused essays, or reminiscences as I call them, show, their significance for the students was central. I examine extensively the Klemetti Institute s enthusiastic atmosphere, which during the early years was characterised by what some writers described as a hunger for music . In addition to distributing a new tonal ideal and choir repertoire, the Klemetti Institute also distributed new methods of music education, thus affecting the music teaching of Finnish primary schools, in particular. The Orff approach, which included various instruments, became well known, although some of Orff s ideas, such as improvisation and physical exercise, were initially unfamiliar. More important than the Orff approach was the in-depth teaching at the Klemetti Institute of the Hungarian ear training method known as the Kodály method. Many course participants were among those launching specialist music classes in schools, and the method became the foundation for music teaching in many such schools. The Klemetti Institute was also a pioneer in organising orchestra camps for young people. The Klemetti Institute promoted Finnish music culture and played an important role in the continuing music education of primary school teachers.
