In this article the author try to emphasize how the Connectivity Agenda, enacted in 2000 as the Colombian policy to move the country toward the knowledge society trough the intensive use of Information and Communication Technologies – ICT, has been a successful electronic government initiative. To achieve it, the author describes first the general policy outline and then the proposed benefits comparing them to the ones already obtained, and explaining how there is no gap between planning and execution. To complement this exposition, the author presents the results of an evaluation model applied, which focused on determining what the citizens expect from the electronic administration and how they perceive it. Finally, the author states how both approaches conclude that the Connectivity Agenda can be considered as a successful electronic government initiative.

This paper presents the assessment that inhabitants of some Colombian cities did on the conditions that contribute to the livability of public space. Seven hundred and forty people, inhabitants of Yopal, Villavicencio, Valledupar, Popayán, Pereira, Pasto, Neiva, Montería, Medellín, Fusagasugá, Cúcuta, Cartagena, Cali and Bogotá participated in the study. The assessment of the conditions that contribute to the livability of public space was carried out using an instrument composed of 48 items that inquired about the level of contribution that can have different conditions on the quality of public space, from a scale five points ranging from: Does not contribute at all (-2) to: Contribute significantly (+2). The results show the conditions that most affect the habitability of public space in Colombia, as well as the differences between cities according to the assessment made by participants about the general state of public space in cities. Multidimensional analysis (SSA) evidence a structure that reflects the function that public space plays in people’s assessment on Colombian cities. It is discussed the implications of the findings for urban planning and management and the designed instrument is proposed as a tool to assess the quality of urban public space.

El artículo analiza la democracia colombiana en la década 2002-2011. El argumento central es que Colombia representa un caso de una democracia con déficits, que no alcanza a cubrir las condiciones mínimas de las democracias políticas y se constituye en una subpoliarquía. En esta condición incide de forma  directa las deficiencias estatales, en sus dimensiones de coacción y cohesión social. Los déficits democráticos se presentan en las condiciones básicas de la competencia  política, con elecciones periódicas, pero no libres ni competitivas ni limpias; en la presencia continuada de fraude y manipulación de los resultados electorales y en la  ausencia de garantías para las libertades civiles y políticas. Estas características justifican los diversos adjetivos aplicados a la democracia colombiana, siempre  en clave negativa.

El presente trabajo busca examinar cómo los elementos modificados en el Sistema Electoral Colombiano a través del Acto legislativo 01 del 2003 y el 01 del 2009, a saber: lista única, cifra repartidora y umbral electoral, propiciaron el transfuguismo político dado en las elecciones legislativas del año 2006 y 2010 en Colombia. La investigación partirá de la explicación del fenómeno transfuguista y de sus respectivas variables causales; se analizaran las elecciones al Congreso de la República previas a la reforma política, con el fin de poder interpretar desde su comportamiento tradicional, los efectos de los elementos modificados del Sistema Electoral en la práctica transfuguista de las elecciones legislativas de los años 2006 y 2010.

This paper proposes a simple Ordered Probit model to analyse the monetary policy reaction function of the Colombian Central Bank. There is evidence that the reaction function is asymmetric, in the sense that the Bank increases the Bank rate when the gap between observed inflation and the inflation target (lagged once) is positive, but it does not reduce the Bank rate when the gap is negative. This behaviour suggests that the Bank is more interested in fulfilling the announced inflation target rather than in reducing inflation excessively. The forecasting performance of the model, both within and beyond the estimation period, appears to be particularly good.

The separation between ownership and the control of capital in banks generates differences in the preferences for risk among shareholders and the manager. These differences could imply a corporate governance problem in banks with a dispersed ownership, since owners fail to exert control in the allocation of capital. In this paper we examine the relationship between the ownership structure and risk for Colombian banks. Our results suggest that a high ownership concentration leads to higher levels of risk.

In the midst of health care reform, Colombia has succeeded in increasing health insurance coverage and the quality of health care. In spite of this, efficiency continues to be a matter of concern, and small-area variations in health care are one of the plausible causes of such inefficiencies. In order to understand this issue, we use individual data of all births from a Contributory-Regimen insurer in Colombia. We perform two different specifications of a multilevel logistic regression model. Our results reveal that hospitals account for 20% of variation on the probability of performing cesarean sections. Geographic area only explains 1/3 of the variance attributable to the hospital. Furthermore, some variables from both demand and supply sides are found to be also relevant on the probability of undergoing cesarean sections. This paper contributes to previous research by using a hierarchical model and by defining hospitals as cluster. Moreover, we also include clinical and supply induced demand variables.

The purpose of this research is to provide an approximation to the likely effects of the crisis on the Colombian economy and to the effectiveness of policy response. For this, the most relevant transmission channels and policy measures are simulated in the setting of a static computable general equilibrium model (CGE). The results obtained are interesting in their own right and are in line with what could be expected given the information available on the behavior of the Colombian economy. Furthermore, they call into question the effectiveness of governmental intervention as judged by its intended countercyclical effects.

The growing empirical literature on the analysis of civil war has recently included the study of conflict duration at the cross-country level. This paper presents, for the first time, a within-country analysis of the determinants of violence duration. I focus on the experience of the Colombian armed conflict. While the conflict has been active for about five decades, local violence ebbs and flows and areas experiencing continuous conflict coexist with places that have been able to resile and where violence is mostly absent. I examine a wide range of factors potentially associated with violence duration at the municipal level, including scale variables, geographical conditions, economic and social variables, institutions and state presence, inequality, government intervention, and victimization variables. I characterize a few variables robustly correlated with the persistence of localized conflict, both across specifications and using different econometric models of duration analysis.

May cartoons be considered as a viable and credible source for the study of economics? There is hardly any research on the subject, even though there is a quite significant amount of cartoons with economic content. This suggests that economics (and economists) have not paid enough attention and do not incorporate in their analysis a relevant primary source. The present paper aims to explore the value of using cartoons as a complementary primary source in economic analysis. We present a way of analyzing economic history through cartoons; first, reviewing cartoons which describe particular historical circumstances and second, examining cartoons that represent generic economic situations and are not necessarily linked to a historical period. We choose 17 cartoons, from different cartoonist, especially Colombian cartoonists that may give us an idea of economic matters and economic history.

This study examines ICT adoption among 3,759 Colombian manufacturing firms, and attempts to identify the factors that are conducive to the adoption and usage of ICT at the firm level. Our major findings are (i) that the adoption of a given information and communication technology is better facilitated when a firm is relatively large, has large human capital, engages in more innovative activities, and when a firm’s organizational structure is better aligned with the given technology; (ii) that positive associations between the key determinants and ICT adoptions are more pronounced for small and medium-sized firms than for large ones, and (iii) that information spillovers within industries is also a determinant of ICT adoptions by the firms.

We analyze the determinants of subjective returns of higher education in Colombia. The information on expectations has been collected in categories, motivating the use of interval regression and an ordered probit approaches for modeling the relationship between beliefs and measures of ability, conditioning on individual, school and regional covariates. The results suggest that there are considerable differences in the size of the expected returns according to some population groups and a strong dominance of college against technical education. Gender gaps disappear in college education but it is found that girls tend to believe that professional wages are more concentrated into higher income categories than boys. Finally, it seems that Colombian students overestimate the pecuniary returns to education.

This paper studies the effect of strengthening democracy, as captured by an increase in voting rights, on the incidence of violent civil conflict in nineteenth-century Colombia. Empirically studying the relationship between democracy and conflict is challenging, not only because of conceptual problems in defining and measuring democracy, but also because political institutions and violence are jointly determined. We take advantage of an experiment of history to examine the impact of one simple, measurable dimension of democracy (the size of the franchise) on con- flict, while at the same time attempting to overcome the identification problem. In 1853, Colombia established universal male suffrage. Using a simple difference-indifferences specification at the municipal level, we find that municipalities where more voters were enfranchised relative to their population experienced fewer violent political battles while the reform was in effect. The results are robust to including a number of additional controls. Moreover, we investigate the potential mechanisms driving the results. In particular, we look at which components of the proportion of new voters in 1853 explain the results, and we examine if results are stronger in places with more political competition and state capacity. We interpret our findings as suggesting that violence in nineteenth-century Colombia was a technology for political elites to compete for the rents from power, and that democracy constituted an alternative way to compete which substituted violence.

This paper presents evidence of the effect of the recent phases of the business cycle in Spain and United States, proxied by their respective unemployment rates, on the labor market of Colombian cities with high migration tradition. These countries are the main destination for labor Colombian migrants. Using information from the household survey between 2006 and 2011 for urban areas in Colombia and a differences-in-differences approach we find that unemployment rates of those countries negatively affect the probability and the amount of remittances received by Colombian households living in areas with high and moderate migration tradition. At a second stage we provide evidence that unemployment rates of those countries positively affect the labor force participation decisions in Colombian regions with the highest migration tradition.
