Chitosan, carboxymethyl chitosan (CIVICS) and chitosan sulfates (CSS) with different molecular weight were modified by reacting with 4-hydroxyl-5-chloride-1,3-benzene-disulfo-chloride or 2-hydroxyl-5-chloride-1,3 -benzene-disulfo-chloride to give 12 kinds of new hydroxylbenzenesulfonailides derivatives of them. The preparation conditions of the derivatives were discussed in this paper, and their structures were characterized by FT-IR and C-13 NMR spectroscopy. The solubility of the derivatives was measured in the experiment. In addition, their antimicrobial activities against four bacteria and five crop-threatening pathogenic fungi were tested in the experiment. Besides, the rule and mechanism of their antibacterial activities were discussed in this paper. (C) 2009 Published by Elsevier B.V.

The aim of this paper is to recognize the images that prospective elementary school teachers have about citizenship and citizenship education in school. The qualitative methodology with an ethnographic approach is used for that deep interview of ethnographic kind and analysis of institutional documents, for example, curricula, course syllabus and graduated profi le. The revision of documents helps to a better understanding of discourses. The analysis of the corpus obtained after the application of the paradigm of codifi cation proposed in the established theory. As the principal fi ndings we way point out that the concept of citizens that is common among prospective elementary school teachers is reduced to the school environment because they consider that the promotion of citizenship helps to the incorporation of children to society, thus reproducing a propaedeutic view of education.

This article suggests that opportunities exist to harness the potential of history and citizenship education with the processes of transition in developing programmes which support young people in exploring conflict and the challenges associated with attending to its legacy. Drawing on the experience of Northern Ireland, it is suggested that the narratives of those who have been involved directly as both combatants in conflict and latterly as agents of change in their communities provide unique opportunities for young people to reflect on these issues. By way of illustration, an account of one such initiative is presented: ‘From Prison to Peace: learning from the experience of political ex-prisoners’; a structured programme which invites young people to engage directly with loyalist and republican ex-combatants in the Northern Ireland conflict. The article suggests that such programmes have the potential to assist young people in exploring the complexity of conflict and the intricacies of transition. Furthermore it is suggested that the relationships which exist between these ex-combatants arguably can challenge sectarian perspectives and foster capacity for ‘political generosity’ towards those with opposing political aspirations.

This book contributes towards EU studies and the growing discourse on law and public health. It uses the EU’s governance of public health as a lens through which to explore questions of legal competence and its development through policy and concrete techniques, processes and practices, risk and security, human rights and bioethics, accountability and legitimacy, democracy and citizenship, and the nature, essence and ‘future trajectory’ of the European integration project. These issues are explored first, by situating the EU's public health strategy within the overarching architecture of governance and subsequently by examining its operationalisation in relation to the key public health problems of cancer, HIV/AIDS and pandemic planning.

The book argues that the centrality and valorisation of scientific and technical knowledge and expertise in the EU's risk-based governance means that citizen participation in decision-making is largely marginalised and underdeveloped – and that this must change if public health and the quality, accountability and legitimacy of EU governance and its regulation are to be improved. Subsequently the book goes on to argue that the legitimating discourses of ethics and human rights, and the developing notion of EU (supra-)stewardship responsibility, can help to highlight the normative dimensions of governance and its interventions in public health. These discourses and dimensions provide openings and possibilities for citizens to power ‘technologies of participation’ and contribute important supplementary knowledge to decision-making.

L’effondrement du communisme en 1991 en Russie a conduit à la révision des manuels scolaires d’histoire en Russie et dans les anciennes républiques de l’URSS. Ce travail propose d’évaluer l’histoire récente post-communiste enseignée dans les classes supérieures du secondaire dans trois pays post-communistes. Nous allons s’attarder sur la présentation des divers périodes historiques de l’histoire Soviétique dans les manuels scolaires d’histoire en Russie, Ukraine et Estonie. Ce travail tente également d’examiner les diverses approches dans l’enseignement d’histoire dans ces trois pays, ainsi que de répondre à la question comment les nouveaux manuels redéfinissent la perception de la culture et d’histoire des élèves dans chaque pays.

De manière générale, ma thèse examine les mécanismes des processus sociaux, économiques et politiques ayant contribué, souvent de manière contradictoire, à la (re)définition des critères d’adhésion au sein de la nation et de l’Etat. Elle le fait par le dialogue au sein de deux grands corps de littérature intimement liés, la citoyenneté et le transnationalisme, qui se sont penchés sur les questions d’appartenance, d’exclusion, de mobilité et d’accès aux droits chez les migrants transnationaux tout en soulignant la capacité accrue de l’Etat à réguler à la fois les déplacements de personnes et l’accès des migrants aux droits. Cette thèse remet en question trois principes qui influencent la recherche et les programmes d’action publique ayant trait au transnationalisme et à la citoyenneté des migrants, et remet en cause les approches analytiques hégémoniques et méthodologiques qui les sous-tendent. L’étude a été menée à deux niveaux distincts d’analyse empirique et analytique. D’une part, nous examinons les « technologies de la citoyenneté » (Ong 2003, Fujiwara 2008) qui ont été développées par le gouvernement pour transformer l’Argentine en une nation latino-américaine diverse et inclusive pendant la dernière décennie, en nous intéressant particulièrement à la création, par le Kirchnerisme, d’une « nouvelle légalité » pour les Paraguayens, les Boliviens et les Péruviens résidant dans le pays. D’autre part, nous analysons la « dimension horizontale des processus de citoyenneté » (Neveu 2005, Pickus and Skerry 2007, Gagné and Neveu 2009) chez ces migrants dans des aires urbaines, périphériques et rurales du partido de La Plata. Plus spécifiquement, nous examinons dans quelle mesure les conditions socioéconomiques des migrants ont changé suite à leur nouveau statut légal (en tant que ressortissants du MERCOSUR en Argentine, dont les droits sont égaux à ceux des citoyens) et aux politiques de « citoyenneté inclusive » déployées par le gouvernement. Cette thèse se penche particulièrement sur les fondations et l’incarnation (« embodiment ») des droits en examinant comment le nouveau statut légal des migrants se manifeste au quotidien en fonction de a) où ils vivent et travaillent, et b) leur statut social perçu par les autres migrants et non-migrants. D’une part, nous examinons les aires urbaines, périphériques et rurales de La Plata en tant que « zones de souveraineté graduée » (Ong 1999), où des régimes de gouvernementalité locaux spécifiques se sont développés en lien avec l’installation de groupes ethniques souvent distincts, et dont les droits et devoirs diffèrent de ceux d’autres zones. D’autre part, nous étudions la façon dont le statut social est produit à travers les interactions sociales quotidiennes en transposant des distinctions construites socialement telles que race, classe, genre et origine nationale, en systèmes d’exclusion formels (Gregory 2007). Notre analyse ethnographique de ce que nous appelons les « expériences de légalité » des migrants démontre que leur égalité formelle vis-à-vis des Argentins, loin d’être simplement donnée comme un nouveau statut légal uniformément garanti pour tous, est à la fois inégalement vécue par les divers migrants, et différemment respectée dans les zones géographiques dirigées par divers régimes de gouvernementalité (Foucault 1978).

Cette thèse propose une redéfinition de la notion de frontière dans le contexte américain, avec pour point de départ les romans de trois voix littéraires issues de trois minorités ethniques : Sandra Cisneros (Caramelo), Cristina Garcia (The Agüero Sisters) et David Plante (The Family et The Native). Je conceptualise la frontière comme fluctuation entre mouvement et immobilité, entre porosité et imperméabilité. Dans le premier chapitre, je fournis des repères sur la théorie des frontières et j'analyse les avancées de ce champ d'étude, du concept de terre frontalière (“Borderland Theories”) jusqu'aux récits d'immigration. Je propose un cadre conceptuel que j'appelle « Écrire la frontière à partir de la perspective de la frontière », lequel permet une lecture neuve des récits de frontière, et une redéfinition de la notion elle-même. Prise comme perspective, la frontière est une dynamique vivante, ce qui la rend plurielle et impossible à fixer définitivement; aussi les récits de frontière présentent-ils une grande variété d’expériences, toutes liées à des moments et à des points de vue uniques. Dans le second chapitre, j’analyse la porosité des frontières dans le contexte géopolitique contemporain, en mettant en lumière comment la colonisation, la mondialisation économique et l’immigration sont autant de mécanismes de transgression des frontières qui suivent des orientations transnationales, dénationales et postnationales. Dans le troisième chapitre, j’étudie la résurgence des frontières dans la vie des immigrants qui habitent aux États-Unis. J’identifie l’insécurité capitaliste ainsi que la marchandisation de l’espace et de l’ethnicité comme étant à l'origine du renforcement des frontières délimitant les quartiers ethniques; génératrices de stéréotypes négatifs, ces divisions physiques deviennent une technologie d’exclusion et d’injustice sociale. Le dernier chapitre présente une lecture des aspects esthétiques de la frontière, voyant comment ils peuvent contribuer à écrire la frontière à partir de la perspective de la frontière. Dans les textes à l'étude, j'examine de près la problématisation du concept de représentation, la multiplicité des points de vue narratifs, l’inaccessibilité du réel, et la partialité de la médiation. This paper discusses the social and cultural dimensions of the educational experiences of Arab-Australian students. It seeks to explore the cultural attitudes and the social experiences of Arab-Australian secondary school students from two schools situated in Melbourne's northern region. The paper seeks to examine how Arab-Australian students and their families understand and construct their own social and educational experiences in relation to schools' initiatives as well as wider social discourses. The empirical findings presented in this paper suggest that there are critical links between Arab-Australian students' perceptions of belonging, identity and citizenship on the one hand, and their attitudes to schooling and educational experiences on the other. The study's findings show the need for current patterns of multicultural education research and practice to incorporate more systematically socio-political dynamics beyond the confines of school and family factors.

The 'child' in child welfare/protection is seen as a dependent waif and an object of interest, on whose behalf adults speak and act. An alternative perspective has argued for child-centredness, and includes concepts of child liberation, rights and citizenship. Policymakers and practitioners who may accept the underlying principles may be concerned about the appropriateness and applicability of such principles in relation to practice with children and their parents in child welfare/protection cases. This paper discusses a conceptual framework for research that aims to explore participatory and child-centred professional practice by critically evaluating and developing, for professional practice, the practical meanings of 'participatory' and 'children as citizens'. We do not present research outcomes based on empirical data; instead, we present our conceptual framework as the first stage of research in progress into participatory and child-centred professional practice.

Community Development as a form of practice promotes empowerment and social justice. Its origins lie in people's collective struggle to be heard, recognised and accorded full citizenship in society. It has developed strategies to achieve social change that challenge dominant ways of thinking, policy and resource allocation in society. 'Enterprise culture has its origins in the individualism and competitiveness of capitalism. These essentially neo-liberalist concepts have been remoulded into a radical political program of change sponsored by the state under the guise of new managerialism, competitive tendering and privatization. This research seeks to examine the interface between community development and enterprise culture as a potential site of tension and contestation through an analysis of discourse. The initial task, therefore, was to elaborate the concept of enterprise culture and examine the ways enterprise culture has been manifested in community development. The focus has been on practitioners committed to community development through a qualitative, empirical approach with a view to discerning their views on the relevance and impact of enterprise culture on their work. Community development provides a useful domain for interrogating the infiltration of the concept of the enterprise culture because of its history of opposition and mobilisation. The research seeks to understand the ways in which the forms of enterprise culture as an essentially cultural project are manifested in practice contexts and to analyse the nature of the response to its various manifestations. As a result, it constitutes more than just a critique of any one of these forms, eg, privatisation, tendering out, managerialism, and instead seeks to investigate the degree to which a cultural shift may be occurring towards notions of greater individualism and away from collective notions of responsibility, obligation and citizenship. The research critically analyses the impact of enterprise culture on Australian social policy through the case study of community development practice. The manifestations of enterprise culture are investigated at various levels, with an emphasis on the responses of practitioners. A related aim is to reveal the range of possible responses to the infiltration of the enterprise culture in terms of values, language and practice into community development. Are new forms of practice emerging or is the field being steadily co-opted by government social and educational policy? Finally, the research should enable some future directions to be identified for the field of community development. The findings represent an initial attempt in an Australian context to establish the degree of influence that enterprise culture has had and/or will have on social policy. Chapter 1 examines the concept of enterprise culture and a background to its impact on community development as a domain of practice. The meaning of enterprise culture and its origins will be examined in Chapter 2. Its influence on Australian social policy is then discussed with particular reference to recent changes in Victoria regarding family services. In Chapter 3, the main features of critical discourse analysis are outlined as a framework for subsequent analysis of the links between discourse and hegemony. The work of Fairclough (1992, 1995) is utilised to highlight the relevance of discourse analysis to an examination of the infiltration of ideas associated with enterprise culture into the domain of community development. Chapter 4 provides an overview of the origins and defining characteristics of community development practice. The diverse beginnings and philosophical underpinnings are discussed and the main features of community development outlined in order to establish meanings attached to key concepts such as empowerment and participation. In Chapter 5, the findings of initial interviews with sixteen community development practitioners are discussed in terms of their perceptions of the impact of enterprise culture on their practice and the organisational culture within which they operate. These initial interviews were conducted in November-December 1996. A primary focus of the interviews was to establish the key words in their lexicon of practice and to provide an opportunity for reflection on the relative influence of discourse and practices associated with enterprise culture. A framework for analysing and making sense of the forms of response to enterprise culture is applied to the responses. Four forms of possible response are proposed and discussed in the context of the data. Follow up interviews were conducted in November-December 1997 and the findings of these interviews are discussed in Chapter 6. A particular emphasis in these interviews was on any changes in the lexicon of practice and indications of a change in the impact of discourse and practices associated with enterprise culture. The forms of response suggested in the framework outlined in Chapter 5 are discussed in the light of any movement in the responses of participants in the study. The implications of the findings are discussed in the context of the framework of responses or forms of embrace of enterprise culture analysed in earlier chapters. Finally, in Chapter 7, the potential for community development as a form of practice to transcend or at least accommodate the impact of enterprise culture through strategic forms of embrace is discussed and possible strategies based on the research that may assist in the development of this response are proposed.

The study is a pilot project in Australian-Indonesian institutional collaboration for the professional development of primary school teachers in West Sumatra in citizenship education. Senior staff in the department of Pancasila and Citizenship Education at the State University of Padang (UNP), West Sumatra initiated the project. UNP staff sought the collaboration of the Faculty of Education at the University of Tasmania for bringing about and sustaining changes in teacher practice needed to implement the new civic goals in the 1999 Suplemen. The Index for Inclusion was used to model and audit the development of democratic primary classrooms and language use in a cluster of Padang schools in West Sumatra. The paper describes the background to the project and how the Index for Inclusion was understood during the initial two-week implementation phase by teachers and school principals. The significance of the study lies in the potential of the Index for Inclusion internationally to citizenship education, a field of education that was not considered in the initial development of the Index project and the contribution of the multiple fields of inquiry to the evolving theoretical understandings of inclusive education.
