This paper studies the effect of credit constraints and constraints on transfers between parents and children, on differences in labor and schooling across children within the same household, with an application to gender. When families are unconstrained in these respects, differences in labor supply or education are driven by differences in wages or returns to education. If the family faces an imperfect capital market, the labor supply of each child is inefficient, but differences across children are still driven by comparative advantage. However, if interfamily transfers are constrained so that parents cannot offset inequality between their children, they will favor the human capital accumulation of the more disadvantaged child -generally the one who works more as a child. We use our theory to examine the gender gap in child labor. Using a sample of poor families in Colombia, we conform our predictions among rural households, although this is less clear for urban households. The gender gap is largely explained by the wage gap between girls and boys. Moreover, families with the potential to make capital transfers to adult children (e.g. those with large animals), can compensate adult sons for their greater child labor and reduced educational attainment. In such families, as predicted, the male/female labor gap is greater.

This study examined family influences on coping and adjustment among 90 low-income Latino middle school children (46% Female; Average age = 11.38, SD = .66) and their primary caregivers (93% Female; Average age = 36.12, SD = 6.13). All participants identified as Hispanic/Latino, with 75% of families identifying as Mexican-origin Latino, 77% of parents identifying as immigrants, and 32% of children identifying immigrants. All children participating in the study were receiving free or reduced lunch, a poverty indicator. Hierarchical linear modeling analyses revealed that family reframing is related to fewer symptoms of psychopathology and that familism enhances the protective effect of family reframing, while passive appraisal is linked to worse functioning. Path analyses showed that family reframing also has indirect effects on symptoms through child primary control coping. Additional analyses identified family mobilizing support and family ethnic socialization as potential contributors to child secondary control coping. Family mobilizing support may also be helpful for single-parent families, while family spiritual support is helpful for immigrant families. Qualitative findings from an initial focus group and from the larger sample are also discussed. Results are discussed with regard to the implications of this research for preventive interventions with families in poverty. Understanding the protective links of family coping and cultural strengths to mental health outcomes of poor children can influence intervention or prevention programming and policy targeting at-risk youth and families.

Child obesity in the U.S. is a significant public health issue, particularly among children from disadvantaged backgrounds. Thus, the roles of parents’ human and financial capital and racial and ethnic background have become important topics of social science and public health research on child obesity. Less often discussed, however, is the role of family structure, which is an important predictor of child well-being and indicator of family socioeconomic status. The goal of this study, therefore, is to investigate how preschool aged children’s risk of obesity varies across a diverse set of family structures and whether these differences in obesity are moderated by family poverty status and the mothers’ education. Using a large nationally representative sample of children from the Early Childhood Longitudinal Study – Birth Cohort, we find that preschoolers raised by two biological cohabiting parents or a relative caregiver (generally the grandparent) have greater odds of being obese than children raised by married biological parents. Also, poor children in married biological parent households and non-poor children in married step parent households have greater obesity risks, while poor children in father only, unmarried step, and married step parent families actually have lower odds of obesity than children in non-poor intact households. The implications of these findings for policy and future research linking family structure to children’s weight status are discussed.

Esta investigação, no campo da produção acadêmica dos programas de pós-graduação de universidades brasileiras, sobre a temática altas habilidades/superdotação, teve como objetivos: mapear um conjunto significativo de trabalhos elaborados sob as formas de tese e dissertação, nas duas últimas décadas; e apresentar as contribuições desses estudos para o atendimento educacional aos portadores de altas habilidades/superdotados. A contextualização teórica da presente pesquisa refere-se à busca de uma teoria mais completa e abrangente sobre a inteligência humana, e da melhor compreensão das altas habilidades/superdotação, mencionando a legislação educacional mais recente sobre o atendimento a esses alunos especiais. A metodologia de pesquisa bibliográfica foi utilizada na sistematização da leitura e releitura dos textos, em vários níveis, para a exploração de seus conteúdos. O objetivo almejado foi a adequada identificação das linhas de pensamento dos autores, procurando-se manter o máximo possível de imparcialidade e respeito a cada um dos posicionamentos. Os assuntos foram categorizados por afinidade temática, em três capítulos, que em sua estrutura apresentam uma introdução, as sínteses descritivas dos trabalhos analisados e uma conclusão. Os resultados alcançados permitiram uma análise elucidativa da produção acadêmica em pauta, nas décadas de 80 e 90, estendendo-se aos anos 2000 e 2001. Sinalizaram evoluções conceituais concernentes às altas habilidades/superdotação. Pontuaram conclusões sobre: a identificação precoce; a estimulação ambiental; a auto-alfabetização precoce; a identificação e atendimento a crianças das classes populares e a preparação de professores; a elaboração de instrumento de observação a ser utilizado pelos professores. Mais conclusões puderam ser registradas em relação a: percepções da escola, pais e professores; percepção de professores universitários; autopercepção e os relacionamentos interpessoais de adultos e jovens adultos; incidentes e comportamentos críticos observados na escola; representação social da escola segundo os alunos; relação professora-aluno portador de altas habilidades; autopercepção e a percepção dos olhares da família, escola e companheiros, por adolescentes. Outras conclusões ainda foram evidenciadas sobre: estratégias educativas para estimulação e identificação de talentos na escola regular, no ensino fundamental e educação infantil; subsídios para a realização escolar no ensino fundamental; a capacidade acadêmica elevada no ensino fundamental; a avaliação de um curso de educação do pensamento por professores participantes. Incluem-se também neste conjunto de resultados: dados históricos sobre a questão das altas habilidades/superdotação; reflexões sobre a profissionalização na área tecnológica; uma crítica ao atendimento educacional aos portadores de altas habilidades/superdotados; e o estudo da trajetória escolar de alunos que receberam atendimento em escolas da rede pública de ensino.

Brazil is an emerging country where community school is being promoted in order to respond to the still significant gap between the poor and the rich population. This paper attempts to analyze one community school. Although other social programs whose scopes are also to enhance education have been implemented, such as the "Bolsa Familia", the impact of community schools need attention as well. Indeed, community schools must be studied due to the relevant positive attributes they can provide. Moreover, by improving the quality of education, studies show an enhancement of a higher-skilled nation and a better qualified labour force for the future. To clearly demonstrate the impacts of these communities, the treatment effect will be measured by using a matching estimator.

The Clemente Course in the Humanities is an anti-poverty intervention for adults who self-identity as "poor" and humanities instructors. The course was created in 1995 by journalist Earl Shorris, who based the curriculum on a Socratic method of pedagogy and the "great books" canon of Robert Hutchins. It began as a community-based initiative in urban US settings, but since 1997 Mayan, Yup'ik and Cherokee iterations have been created, as well as on-campus bridge courses for non-traditional students to explore college-level education in Canada and the USA. The course potentially conflicts with critical pedagogy because the critical theories of Paulo Freire and contemporary cultural studies reject traditional notions of both the canon and teaching. However, a comparison between Shorris' and bell hooks' theories of oppression reveals significant similarities between his "surround of force" and her "capitalist imperialist white supremacist patriarchy," with implications for liberal studies and critical pedagogy.

Este plan exportador proyectado a un plazo de 3 años, servirá a ITAC IT APPLICATIONS CONSULTING S.A. para direccionar sus actividades en el mercado internacional para los años 2009, 2010, 2011. La prioridad de los 2 primeros años será el mejoramiento interno de la empresa, que será la aplicación de estrategias en diferentes campos como: capital humano, capital intelectual, capital cultural, crecimiento económico, estrategia comercial en el área internacional, construcción de capital financiero para la generación de ingresos. Para tener participación en mercados internacionales, mostrar su potencial exportador y lograr las expectativas de crecimiento de las ventas independientes a las obtenidas en el marcado local; pretende empezar en el año 2009, en el mercado Peruano con exportaciones por $36.000 USD correspondiente a 30 unidades, aumentando a $ 72000 USD con 60 unidades en el 2010 y $ 108000 USD y 90 unidades en el 2011. El Servicio a exportar fue “SecureFile” a partir del cual se definieron factores de éxito como lo son las ventajas competitivas del producto en sí mismo enumeradas a continuación: 1) Precio muy competitivo en el mercado, 2) Automatización del proceso de intercambio de información, 3) Software basado en estándares, 4) Se ejecuta en cualquier sistema operativo. A su vez se realizaron consultorías donde se diagnosticó todas las áreas de la empresa arrojando algunos resultados: La estructura organizacional esta bien definida, pero por su crecimiento y necesidad de incluir nuevo personal, no hay claridad en las funciones dentro del organigrama y depende totalmente de la dirección general. Por esto la gerencia debe estructurar mejor los departamentos comerciales creando nuevos cargos de acuerdo al proceso de internacionalización. Las políticas de personal se trabajan de manera informal con criterios validos para promover trabajadores (mérito, antigüedad, etc.), se realizan actualizaciones Tecnológicas mensuales, reconocimiento y participación en la empresa a sus funcionarios, excelentes relaciones personales que permiten hacer evaluaciones de desempeño acorde a las metas, gran variedad de motivación y responsabilidad social encaminada a los niños de bajos recursos. Aunque se debe crear un área de gestión humana y definir la frecuencia de las capacitaciones. Los ingresos son provenientes de la prestación de servicios de IT con incrementando de 256% durante los tres años anteriores para obtener $ 2`032.784.683 millones de pesos en el 2007. El nivel de endeudamiento también ha ido en aumento, por la necesidad de capacidad instalada, contrataciones de personal, el cumplimiento de requisitos del mercado y la necesidad generar buena imagen crediticia con entidades financieras. Cuenta con un musculo financiero para respaldar sus obligaciones inmediatas con $4,42 por $1 comprometido en el 2007 a pesar de ser el año con mayor nivel de endeudamiento arrojando pasivos corrientes por $127.715.281,37. Los cuatro socios cuentan con un comportamiento de 164,67% (2006) y 132,97% (2007) de rendimiento de sobre la inversión antes de impuestos. Para este año más del 95% de su información financiera y contable se maneja de manera sistematizada. El área Financiera de la empresa no es la más débil, pero no existe un departamento financiero con un solo responsable a la cabeza, por esto deben destinar un área separada de la administrativa con un asesor financiero que tenga disponibilidad de 100%. En el caso particular del proyecto de exportación los costos de producción se centran en SecureFile versión 3.0 que no representa costos marginales, ya que la replica de este software puede hacerse cuantas veces sea requerido sin afectar en ninguna proporción los costos. La empresa no utiliza un método formal para calcular sus costos de operación y desarrollo de programas. Pero ha desarrollado un sistema de evaluación de costos en tablas de Excel que de manera organizada logran un costeo acorde a sus necesidades específicas. Para la selección de los países: objetivo, alterno y contingente; se realizó una matriz de Selección de 6 países basados en la exigencia gubernamental en términos de seguridad de la información vía internet, y la percepción de los empresarios, competencia y otros factores económicos; arrojando como resultado a Perú, Costa Rica y México.

El artículo muestra cómo los postulados de libertad e igualdad, propuestos por el Estado nacional, fueron asimilados por las escuelas religiosas de la ciudad de Cuenca, en Ecuador. A través del análisis de dos fuentes: la literatura y los testimonios orales de quienes fueron alumnos de estas escuelas entre 1928 y 1946, el estudio muestra cómo en esta ciudad el liberalismo no fue percibido como obstáculo para que los niños pobres opten por la educación religiosa. En este contexto, la propuesta liberal chocó con los valores del antiguo régimen escolar. Si bien se mantenían las diversas prácticas de discrimen de una sociedad local estratificada, al mismo tiempo se observa que también se introdujeron cambios especialmente en la educación de las mujeres de origen popular.

Brazilian public policy entered in the so-called new social federalism through its conditional cash transfers. States and municipalities can operate together through the nationwide platform of the Bolsa Familia Program (BFP), complementing federal actions with local innovations. The state and the city of Rio de Janeiro have created programs named, respectively, Renda Melhor (RM) and Família Carioca (FC). These programs make use of the operational structure of the BFP, which facilitates locating beneficiaries, issuing cards, synchronizing payment dates and access passwords and introducing new conditionalities. The payment system of the two programs complements the estimated permanent household income up to the poverty line established, giving more to those who have less. Similar income complementation system was subsequently adopted in the BFP and the Chilean Ingreso Ético Familiar, which also follow the principle of estimation of income used in the FC and in the RM. Instead of using the declared income, the value of the Rio cash transfers are set using the extensive collection of information obtained from the Single Registry of Social Programs (Cadastro Único): physical configuration of housing, access to public services, education and work conditions for all family members, presence of vulnerable groups, disabilities, pregnant or lactating women, children and benefits from other official transfers such as the BFP. With this multitude of assets and limitations, the permanent income of each individual is estimated. The basic benefit is defined by the poverty gap and priority is given to the poorest. These subnational programs use international benchmarks as a neutral ground between different government levels and mandates. Their poverty line is the highest of the first millennium goal of the United Nations (UN): US$ 2 per person per day adjusted for the cost of living. The other poverty line of the UN, US$ 1.25, was implicitly adopted as the national extreme poverty line in 2011. The exchange of methodologies between federal entities has happened both ways. The FC began with the 575,000 individuals living in the city of Rio de Janeiro who were on the payroll of the BFP. Its system of impact evaluation benefited from bi-monthly standardized examinations. In the educational conditionalities, the two programs reward students' progress, a potential advantage for those who most need to advance. The municipal program requires greater school attendance than that of the BFP and the presence of students’ parents at the bimonthly meetings held on Saturdays. Students must achieve a grade of 8 or improve at least 20% in each exam to receive a bi-monthly premium of R$50. In early childhood, priority is given to the poor children in the program Single Administrative Register (CadÚnico) to enroll in kindergarten, preschools and complementary activities. The state program reaches more than one million people with a payment system similar to the municipal one. Moreover, it innovates in that it transfers awards given to high school students to savings accounts. The prize increases and is paid to the student, who can withdraw up to 30% annually. The total can reach R$3,800 per low-income student. The State and the city rewarded already education professionals according to student performance, now completing the chain of demand incentives on poor students and their parents. Increased performance is higher among beneficiaries and the presence of their guardians at meetings is twice compared to non beneficiaries; The Houston program, also focuses on aligning the incentives to teachers, parents and students. In general, the plan is to explore strategic complementarities, where the whole is greater than the sum of its parts. The objective is to stimulate, through targets and incentives, synergies between social actors (teachers, parents, students), between areas (education, assistance, work) and different levels of government. The cited programs sum their efforts and divide labor so as to multiply interactions and make a difference in the lives of the poor.

This work aims to analyze social and educational actions at Pastoral da Criança, using education as a survival tool. This was done at Parque dos Coqueiros, a neighborhood in Natal, Rio Grande do Norte. The methodology for data collection was composed of comprehensive interview (Jean Kaufmann), participant observation (Robert Bogdan) and documental analysis (Le Goff); all os which bring reflections related to concepts such as strategies, tatics and know how (Michel de Certeau), configuration (Nobert Elias), and control technology (Michel de Foucault), care ethics (Leonardo Boff) and etno-theories (Natália Ramos). Pastoral da Criança is a social action organism that belongs to the National Conference of Bishops of Brazil, originated at Florestópolis, Londrina (Paraná), in the year of 1983. These actions have been an expression of a new logic of actions of the Catholic Church. It values the participation of laymen in the activities of the Pastoral. Thus, the parish is seen as a nucleus that irradiates the Church s Social Doctrine. At Rio Grande do Norte this institution has guided poverty stricken families on issues related to children s health as well as working with laymen for volunteer work. This is considered devotion, that is firmed by an individual and group mystique. The social and educational actions are done in three axes: 1) Monthly home visits, where there is mother-child support; 2) Life Celebration Day, where they weigh children and promote nutritional surveillance; 3) Meeting for Evaluation and Reflection, that aims to articulate community leaders to think about problems attached to the social actions they realize. This action tripod , as it is called by the Pastoral Agents are the types of actions that fundament survival education for poor children ranging from 0 to 6 years old. The families learn to deal with prevention, the essential, the alternative and probabilities of survival tactics due to exclusion matters or even social extermination. The Pastoral da Criança aims to recover childhood emotions in poverty stricken areas. It also has influence in the diminishing of malnutrition and mother and child mortality. This education for survival is the base on the art of teaching and learning of poverty stricken children. It is a social educational action, non assistencialist, but considered a shy action in order to promote mobilization of the communities that are accompanied for the emancipation and change of social conditions
