Habitação Social : Perspectivas de intervenção

Intervir hoje, na habitação social, para alguns municípios, nomeadamente nas Áreas Metropolitanas de Lisboa e Porto, é fazê-lo no âmbito do Programa Especial de Realojamento, PER.Não nos iremos deter na problemática específica deste tema ainda que o mesmo não deixe de estar represente no que adiante vamos abordar. Percorreremos, portanto, um outro caminho, abrindo janelas sobre os domínios da economia, sociologia e morfologia urbana, disciplinas convergentes, entre outras, na produção do espaço e da forma, isto é, do urbanismo.No relativo à morfologia urbana, no âmbito da habitação social, há todo um historial dos últimos vinte a vinte e cinco anos que importa ter presente, nomeadamente no quese refere às consequências sociais e económicas dos pesados programas de intervenção urbana então realizados

Discussions on the production of housing for residents of low income, in Brazil, has come a long, but still no great solutions. Not only a political problem, the issue of housing involves also social and economic issues. From the beginning there was a downward grade of the slum villages more sophisticated more precarious, as if the social scale. And that is what this work will be done. In an attempt to produce forms of housing for low-income population, but not to be a mere product of capitalism, or political propaganda, but to try to reach a real solution to the problem. The project will propose new forms of construction, use of renewable energy, reuse of water and other, besides new forms of construction, the project aims to create a sustainable education to future residents

Social Housing Policies in Latin America and Singapore: Lessons for China

This paper addresses the challenges facing China in accelerating the pace of rural-urban migration as part of its on-going economic development programme. It explains the push and pull influences on migration and in particular explains why a continuing focus on urbanisation is justified by the very large gap between rural and urban incomes and the relatively higher income elasticity of demand for urban-based goods and services. The provision of affordable housing is an integral part of this structural shift programme. The paper thus considers the most appropriate ways in which housing finance can be mobilised, and thence how both the quality and the affordability of the housing stock can be increased. Positive and negative lessons for China are offered from the different urbanisation experiences of Latin America (especially Colombia) and Singapore.

Social housing and land use planning in Medellin during the period 2006-2011. Steps towards socio economic and residential segregation

This paper presents an approach to the relationship between land use planning and socioeconomic residential segregation, from the location of social housing in Medellin, Colombia, during the period 2006-2011. The first part introduces the land use regulations regarding the location of social housing, identifying ambiguities in the current spatial plan. Next, we present the intersection of  regulatory information and the location of the projects that were under construction during the  study period, highlighting the need to consider the location as an important characteristic of social housing and residential segregation as a phenomenon that must be recognized and worked on land  use planning in our cities.
