Universities have entered a period of rapid change and upheaval due to an external environment beyond their control which includes shifting demographic patterns, accelerating technology, funding shortages, and keener competition for students. Strategic planning, a comprehensive vision which challenges universities to take bold and creative measures to meet the threats and opportunities of the future, is an institutional imperative in the 1980's. This paper examines freshman student feedback in an effort to incorporate this important element into a strategic plan for Brock University, a small, predominantly liberal arts university in St. Catharines, Ontario. The study was designed to provide information on the characteristics of the 1985-86 pool of freshman registrants: their attitudes towards Brock's recruitment measures, their general university priorities, and their influences in regard to university selection (along with other demographical and attitudinal data). A survey involving fixed-alternative questions of a subjective and objective nature was administered in two large freshman classes at Brock in which a broad cross-section of academic programs was anticipated. Computer analysis of the data for the 357 respondents included total raw frequencies and rounded percentages, as well as subgroup cross-tabulation by geographic home area of respondent, academic major, and high school graduating average. The four directional hypotheses put forward were all substantiatied by the survey data, indicating that 1) the university's current recruitment program had been a positive influence during their university search 2) parents were the most influential group in the students' decisions related to university 3) respondents viewed institutional reputation as less of a priority than an enjoyable university lifestyle in a personal learning atmosphere 4) students had a decided preference for co-operative study and internship programs. Strategic planning recommendations included a reduction in the faculty/student ratio through faculty hirings to restore the close rapport between professors and students, increased recruitment presentations in Ontario high schools to enlarge the applicant pool, creation of an Office of Co-operative Study and Internship Programs, institutional emphasis on a "customer orientation", and an extension of research into student demographics and attitudinal data.

This paper addresses the historical evolution of, from its inception, to the present day, within the changing context of EHEA and linked to professional competences. The research methodology, although it is mainly a historical document review, expert opinions on university educational planning of university education of forestry engineering in Spain are also included. The results show the evolution of centralized planning, based on technical knowledge transmission to an approach based on competences (technical, contextual and behavioral) focusing on learning for improving employability.

Purpose: The paper seeks to apply the theory of the democratic deficit to school-based management with an emphasis on Australia. This theory was developed to examine managerial restructuring of the Australian Public Service in the 1990s. Given similarities between the use of managerial practices in the public service and government schools, the authors draw on recent literature about school-based management in Australia and apply the democratic deficit theory to it. ----- ----- Design/methodology/approach: This paper is conceptual in focus. The authors analyse literature in terms of the three components of the democratic deficit – i.e. the weakening of accountability, the denial of the roles and values of public employees, and the emergence of a “hollow state” – and in relation to the application of this theory to the Australian Public Service.----- ----- Findings: A trend towards the three components of the democratic deficit is evident in Australia although, to date, its emergence has not been as extensive as in the UK. The authors argue that the democratic principles on which public schooling in Australia was founded are being eroded by managerial and market practices.----- ----- Practical implications: These findings provide policy makers and practitioners with another way of examining managerial and market understandings of school-based management and its impact on teachers and on students. It offers suggestions to reorient practices away from those that are exclusively managerial-based towards those that are public-sector based.----- ----- Originality/value: The value of this paper is that it applies the theory of the democratic deficit to current understandings of school-based management.

Lending teachers for two-year periods is one of the ways in which Cuba has been able to collaborate with other countries in their efforts to improve educational planning and practice. My field research in 2001 in Jamaica (March and November) and in Namibia (December) enabled me to obtain information about how Cuban teachers are being utilized, and about the educational implications of this project. In Jamaica, I interviewed 15 Cuban teachers in several schools and one in the vocational institute, as well as the Cuban project supervisor in charge of the 51 Cuban teachers. I also talked with officials at the Jamaican Ministry of Education to obtain an idea of the developmental needs in the various subjects that the Cubans had been asked to teach. In Namibia I interviewed personnel in the National Sports Directorate and the Cuban manager in charge of the sports education project. The chapter draws on these interviews to build a picture of how the program of collaboration is organized, and considers its postcolonial significance, in theory and in practice, as an example of South-South collaboration. The chapter contributes to a multilevel style of comparative education analysis based on microlevel qualitative fieldwork within a framework that compares cross-cultural issues and national policies. The discussion of the educational situation of the host countries suggests why Cuban teachers can contribute to meeting curricular needs, particularly in the areas of the sciences, mathematics, Spanish, and sports. The friendly and joking remark of one of the Cuban teachers to school students in Jamaica: “You help me improve my English, I’ll teach you Physics!” highlights the reciprocal potential of these cooperation projects, discussed in several chapters of this book.

This academic work begins with a compact presentation of the general background to the study, which also includes an autobiography for the interest in this research. The presentation provides readers who know little of the topic of this research and of the structure of the educational system as well as of the value given to education in Nigeria. It further concentrates on the dynamic interplay of the effect of academic and professional qualification and teachers' job effectiveness in secondary schools in Nigeria in particular, and in Africa in general. The aim of this study is to produce a systematic analysis and rich theoretical and empirical description of teachers' teaching competencies. The theoretical part comprises a comprehensive literature review that focuses on research conducted in the areas of academic and professional qualification and teachers' job effectiveness, teaching competencies, and the role of teacher education with particular emphasis on school effectiveness and improvement. This research benefits greatly from the functionalist conception of education, which is built upon two emphases: the application of the scientific method to the objective social world, and the use of an analogy between the individual 'organism' and 'society'. To this end, it offers us an opportunity to define terms systematically and to view problems as always being interrelated with other components of society. The empirical part involves describing and interpreting what educational objectives can be achieved with the help of teachers' teaching competencies in close connection to educational planning, teacher training and development, and achieving them without waste. The data used in this study were collected between 2002 and 2003 from teachers, principals, supervisors of education from the Ministry of Education and Post Primary Schools Board in the Rivers State of Nigeria (N=300). The data were collected from interviews, documents, observation, and questionnaires and were analyzed using both qualitative and quantitative methods to strengthen the validity of the findings. The data collected were analyzed to answer the specific research questions and hypotheses posited in this study. The data analysis involved the use of multiple statistical procedures: Percentages Mean Point Value, T-test of Significance, One-Way Analysis of Variance (ANOVA), and Cross Tabulation. The results obtained from the data analysis show that teachers require professional knowledge and professional teaching skills, as well as a broad base of general knowledge (e.g., morality, service, cultural capital, institutional survey). Above all, in order to carry out instructional processes effectively, teachers should be both academically and professionally trained. This study revealed that teachers are not however expected to have an extraordinary memory, but rather looked upon as persons capable of thinking in the right direction. This study may provide a solution to the problem of teacher education and school effectiveness in Nigeria. For this reason, I offer this treatise to anyone seriously committed in improving schools in developing countries in general and in Nigeria in particular to improve the lives of all its citizens. In particular, I write this to encourage educational planners, education policy makers, curriculum developers, principals, teachers, and students of education interested in empirical information and methods to conceptualize the issue this study has raised and to provide them with useful suggestions to help them improve secondary schooling in Nigeria. Though, multiple audiences exist for any text. For this reason, I trust that the academic community will find this piece of work a useful addition to the existing literature on school effectiveness and school improvement. Through integrating concepts from a number of disciplines, I aim to describe as holistic a representation as space could allow of the components of school effectiveness and quality improvement. A new perspective on teachers' professional competencies, which not only take into consideration the unique characteristics of the variables used in this study, but also recommend their environmental and cultural derivation. In addition, researchers should focus their attention on the ways in which both professional and non-professional teachers construct and apply their methodological competencies, such as their grouping procedures and behaviors to the schooling of students. O objeto deste estudo é o conteúdo de ensino relacionado ao campo da Saúde do Trabalhador e sua forma de abordagem no curso de graduação de enfermagem de uma universidade pública do município do Rio de Janeiro, tendo como base as ementas curriculares e os relatos dos docentes responsáveis pelas Subáreas. Trata-se de uma pesquisa qualitativa, descritiva, e exploratória, cujos objetivos são: identificar os conteúdos desenvolvidos no curso de graduação em enfermagem, de uma universidade publica do Rio de Janeiro, referentes ao campo da Saúde do Trabalhador; descrever as metodologias de ensino utilizadas pelos docentes de enfermagem para o desenvolvimento dos conteúdos referentes ao campo da Saúde do Trabalhador; e analisar as fragilidades e potencialidades envolvendo o desenvolvimento do ensino da Saúde do Trabalhador no curso de graduação de enfermagem de uma universidade publica do Rio de Janeiro. Os sujeitos são 12 docentes efetivos que atuavam há pelo menos dois anos nas Subáreas do currículo que desenvolvem os conteúdos sobre Saúde do Trabalhador. Os instrumentos de coleta são a entrevista semiestruturada e o formulário para coleta de dados documentais, especificamente nas ementas, planejamentos de ensino e fluxograma curricular. A pesquisa foi aprovada pelo Comitê de Ética em Pesquisa da universidade na qual ocorreu este estudo, sob protocolo de número 06/2012. A etapa de coleta ocorreu entre maio e julho de 2012, e os dados foram analisados através da técnica de Análise de Conteúdo, evidenciando três categorias: a dinâmica do processo ensino aprendizagem relacionada aos conteúdos da Saúde do Trabalhador; potencialidades e limitações relacionadas ao ensino da Saúde do Trabalhador; e aspectos dialéticos envolvendo o ensino da Saúde do Trabalhador. Os resultados evidenciaram que o currículo do curso de enfermagem prevê os conteúdos essenciais ao campo da Saúde do Trabalhador para a formação do enfermeiro, permeando aspectos de promoção, proteção, prevenção e recuperação da saúde, bem como questões conceituais e políticas relacionadas ao contexto do trabalho. Contudo, as ementas não delimitam estes conteúdos, evidenciando que há distanciamentos entre os discursos dos sujeitos e o que consta nos documentos curriculares analisados. Também verificam-se distanciamentos no que se referem às metodologias de ensino, pois, pelas falas dos sujeitos, se apreendem variados métodos para desenvolvimento desses conteúdos, variedade não contemplada pelos planejamentos de ensino. Deste modo, concluiu-se que há fragilidades no desenvolvimento dos conteúdos relativos ao campo da Saúde do Trabalhador e que é preciso atualizar as ementas e reaproximar os docentes da proposta original do currículo. Concluiu-se também que existem potencialidades neste currículo, como por exemplo, uma elevada carga horária destinada ao ensino da Saúde do Trabalhador, o significativo número de Trabalhos de Conclusão de Curso ligado à temática e a produção cientifica de alguns docentes vinculada à área da Saúde do Trabalhador.

O presente trabalho visa descrever o fenômeno da educação a distância e investigar as atitudes dos alunos militares para com a modalidade de EAD no Sistema de Ensino do Comando do Exército Brasileiro, particularmente, no âmbito do Departamento de Educação e Cultura do Exército (DECEx), responsável pela formação dos oficiais combatentes. Compreender as atitudes dos alunos para com essa modalidade de ensino, contribui para o planejamento e implementação de efetiva política de formação da Instituição. Para isso, toma-se como eixo norteador o processo de modernização da Instituição com seus desdobramentos formativos, de forma a traduzir a incorporação da educação a distância como um movimento crescente do Processo de Modernização de Ensino, alicerçado nas pedagogias da aprendizagem de vertente cognitivistas. De fato, é diante da EAD que será enfrentada a dificuldade de transformar os princípios normativos das políticas de formação em atitudes que favorecerão o desenvolvimento da Instituição frente às novas e desafiantes demandas do processo formativo do oficial combatente.

L’Éducation Pour Tous mobilise la communauté internationale et les gouvernements depuis 1990. Cet engagement global renouvelé en 2000 sous l’auspice de l’UNESCO puis des Nations-Unies, porte notamment sur un objectif de base : l’universalisation de la scolarisation primaire complète pour tous les enfants d’âge scolaire à l’horizon de 2015. Plusieurs études sur la réalisation de cet objectif montrent que les pays en développement sont les plus à risque et que les progrès accomplis dans la plupart de ces pays, pourraient être plus importants si la pratique du redoublement faisait davantage l’objet de régulation et de contrôle. Cela contribuerait à améliorer la réussite scolaire et accroître la rétention des élèves au sein des systèmes éducatifs. La pratique du redoublement est en effet une tradition dans plusieurs systèmes éducatifs. Elle est particulièrement prépondérante dans certains groupes de pays ou régions, notamment en Afrique francophone au sud du Sahara. Dans ces pays, le PASEC - Programme d’Analyse des Systèmes Éducatifs de la CONFEMEN (Conférence des Ministres de l’Éducation Nationale des pays ayant le français en partage) - œuvre à améliorer l’accès à une éducation de qualité pour tous, par exemple, en informant les politiques sur la situation nationale du redoublement. Cette recherche sur le redoublement, la réussite scolaire et l’objectif de la Scolarisation Primaire Universelle (SPU) privilégie la dimension pédagogique, l’analyse empirique et étudie le cas du Sénégal. Elle présente et discute les indicateurs internationaux de suivi de l’objectif de la SPU, fait le point de l’état des connaissances sur le redoublement et la réussite scolaire et montre le défi que représente la réalisation de l’objectif de la SPU notamment dans les pays francophones d’Afrique sub-Saharienne. Exploitant les données existantes de l’enquête longitudinale de suivi de cohorte du PASEC au Sénégal entre 1995 et 2000, cette recherche examine le parcours scolaire des élèves en vue de la réalisation de l’objectif de la SPU. L’examen effectué combine des approches d’analyse transversale et longitudinale du redoublement et des apprentissages par rapport aux caractéristiques personnelles, familiales et scolaires de l’élève. Les résultats d’analyse montrent des variabilités, notamment par rapport aux caractéristiques personnelles de l’élève et à celles de sa classe et de son milieu de scolarisation. L’analyse longitudinale du redoublement s’est appuyée sur le diagramme de flux scolaire et a permis de produire un ensemble d’indicateurs d’efficacité interne du système éducatif du Sénégal. Pour la cohorte étudiée, du fait de l’importance des redoublements et des abandons scolaires, il faut en moyenne 9,4 années de scolarité pour que l’élève progresse du deuxième au sixième (dernier) grade du primaire. Seulement 39% de l’effectif de la cohorte survivent au dernier grade ce qui suggère que si cette tendance se maintenait, le Sénégal serait à risque de ne pas réaliser l’objectif de la SPU. Une évaluation de la situation courante à partir de données plus récentes serait requise. Le diagramme de flux scolaire constitue un outil de planification de l’éducation et représente de ce fait un important levier aux mains des autorités politiques pour agir sur les paramètres du système éducatif (paramètres liés à la qualité de l’éducation, à l’efficacité interne, etc.) afin de répondre à des objectifs spécifiques ou d’étapes pouvant conduire, par exemple, à la réalisation de l’objectif de la SPU.

En la present comunicació ens apropem a la realitat participativa de l'estudiantat universitari arrelada en el procés de transformació de les universitats espanyoles en les darreres dècades, des de l'emergència de la universitat de masses. Amb aquest substrat pretenem identificar els trets diferencials del nou tipus d'estudiantat que està configurant-se en aquesta primera dècada del segle XXI, en el marc de la reforma de l'Espai Europeu d'Ensenyament Superior, analitzem dades sobre participació dels joves i, més concretament, dels joves universitaris, qüestionem el discurs de la manca d'implicació i reflexionem sobre la implementació d'accions que fomenten l'educació per a la participació

La participación estudiantil, o más bien la baja participación estudiantil, es una realidad generalizada en las diferentes universidades españolas y, pese a algunas acciones realizadas para mejorarla, todavía no se ha generalizado a una cultura de participación activa en la que el estudiantado se integre plenamente en la gestión y vida universitaria, más allá de lo académico. Pero ¿cuál es la clave de la participación? Parece que la implicación es un factor importante alrededor del cual se articularían 4 elementos: el contexto social, la motivación, la formación y la repercusión percibida. Ésta y otras cuestiones son las que se pretenden analizar en la presente comunicación
