Due to the large economic development associated with the growing consumerist lifestyle of our capitalist society, the problem of uncontrolled solid waste generation worsens, which one is considered to be one of the main responsible factors for environmental degradation. As a case study and in order to solve the problem of large generation of municipal solid waste, this work aims to study the “plano diretor” of Rio Claro city, São Paulo. The “plano diretor” is a municipal law that provides guidelines for the administration of the city, which include guidelines for the management of solid waste generated in the city. The guidelines required in order to write the “plano diretor” are provided by the national law “estatuto da cidade”, providing information for the planning and development of the cities, as well as the management of the urban environment. However, only the “estatuto da cidade” does not provide enough instructions for creating management plans in order to solve the many problems from the urban environment. Thus, studies have been done about urban and environmental management, to understand how municipal management plans should be structured. As a form of seeking information that can complement the “plano diretor” to the creation of policies for managing solid waste of the city, the “Política Nacional de Resíduos Sólidos”(PNRS) emerges in 2010 as a document which provides principles, objectives and guidelines to create plans for Solid Waste Management at the national, state, regional and municipal levels. Therefore, it was possible to make a joint analysis of the “plano diretor” of Rio Claro with the PNRS to identify what is already done within the municipality about the solid waste management, and identify which aspects are most significant in the municipal solid waste management that the national policy provides. Os rumos do desenvolvimento nos anos 50: as visões da Cepal e de Roberto Campos Araraquara – SP 2012

In the decade of 1950, the economic policies almost in their entirety, are aimed at promoting domestic industry, culminating finally in the most consistent action planned in favor of industrialization in the economic history of Brazil: the Plano de Metas (Goal’s Plan). This study aims to analyze the Brazilian planning at this moment studying the proposals in the economic thought of the Economic Commission for Latin America and the Caribbean (ECLAC) and Roberto de Oliveira Campos, divergent, but both connected to important reports of the Brazilian economy developed in the period, which served as the basis for policies at the period and even Goal’s Plan, and with enormous influence on the decisions of the 50s. The first one was the most important school of thought in the Third World. Campos was one of the most important thinkers of the economy in the period, one of the most consistent critics of ECLAC, and their proposals were very close to what was actually executed. The paper concludes that, despite the importance of ECLAC thought, this encountered difficulties applying workable solutions to economic growth. The eclectic tone of Roberto Campos brought clarity to his proposals, and these, when applied, have led to growth

A Suécia está entre os países desenvolvidos que mais obtiveram êxito na construção do seu Estado de Bem-Estar Social (Welfare State). Esta instituição amadureceu durante os Anos Dourados do Capitalismo (1945 - 1975). O sucesso na sua construção pode estar ligado a uma série de fatores, como: o contexto internacional de Bretton Woods; as raízes históricas do país, com suas especificidades institucionais, econômicas e sociais; a atuação do Partido Social Democrata sueco, que contou com a participação de Gunnar Myrdal, um grande pensador econômico e um dos maiores teóricos referentes ao Welfare State; o Modelo Rehn-Meidner, que foi elaborado na década de 1950 e visou crescimento econômico, pleno emprego, controle inflacionário e equalização da renda simultaneamente através de políticas macroeconômicas contracionistas, Políticas Ativas no Mercado de Trabalho e Política de Salário Solidário. Dado tudo isto, o objetivo desta pesquisa é entender o processo de desenvolvimento do país e do seu Welfare State, analisando as medidas adotadas no período de 1950 a 1975, com particular interesse em identificar as possíveis influências que o Modelo Rehn-Meidner e o pensamento econômico e político de Gunnar Myrdal tiveram na escolha das políticas que contribuíram para o desenvolvimento do país. Além disso, será analisado o ambiente internacional da época, bem como a História da Suécia, com a finalidade de identificar se e como outros fatores contribuíram para o desenvolvimento socioeconômico da Suécia e do seu Estado de Bem-Estar Social

The territorial approach of development took an important place in the public politics of the State, also guiding the actions originated from different organizations of the society. The territorial focus, infl uenced by the analysis related to the industrial districts, is highlighted as a specifi c form to dealing with process and situations spatially delimited. In Brazil, the Secretary of Territorial Development, linked to the Ministry of Agrarian Development, since 2003, has adopted it strategically through the Programa Nacional de Desenvolvimento Sustentável dos Territórios Rurais (PRONAT). In 2008, had occurs the implantation of the Programa Territórios da Cidadania, a part of the PRONAT and of the rural development politic directed to the dynamization of the depressed territories constituted by small counties that cover rural and urban areas and activities, overcoming the focus on the rural world. The analysis of the assumptions underlying to the adoption of this strategy on the politic of the rural development in Brazil made through the study of the constitution of the Território Integração Norte Pioneiro (PR), which indicates that the focus of this politic falls more on the effectiveness of the decentralization than the concretization, and implementation, of the social management.

The article shows how the development of the pharmaceutical industry in Brazil and India occurred, and why the industry in these two countries, which until the 1970s were much alike, today show significant differences. The historical analysis of the trajectories of the industries in both countries showed that the Indian industry has a higher technological content, due to, among others, the efficiency of public policies implemented since the 1970s, which were aimed at improving not only production, but also the technological development.

The research aims to map and understand the SAI- Integrated Agroindustrial System of SEBRAE, topic program directed to small and medium "rural entrepreneurs". The SAI policy seeks targeted result saiming to qualify productive agents (smallholders) to a "mark et under construction". In the study I high light the "production location", as a constituent en vironment with own productive and defining characteristics of this location and of the productive agent. I aim to perceive the location (region of Araraquara) as a topic en vironment of a type of "alternative "agriculture, that in principle is “parallel” to the large hegemonic model of the economies of scale, of monoculture and concentrative, which in the region is taken as that of the "sugarcane industry". I understand the coexistence of these different models as central to understand the development of capitalism, which I treat as "cognitive capitalism".

This article has, as its main subject of reflection, a brazilian experience of intermunicipal cooperation named the "Consórcio Intermunicipal pela Conservação da Natureza na Bacia do Rio Jacaré Pepira" better known as "Consórcio do Rio Jacaré", located in São Paulo State, Brazil. Having its origin in 1985, the consortium is considered the first inter-municipal experience of cooperation witch tried to associate regional development with environmental issues. The research, qualitative in the method, designed as single case study and supported by data collected through desk research, systematized information on the projects and activities of the Consortium, pointing among the members those which effectively beneficed from the supposed cooperation, along with the difficulties faced and the context which led the consortium to the state of stagnation in which plunged after 1999. The results showed that, despite its historical and regional importance, the consortium could not be seen as a management model, being weakened by the political and institutional environment, the local realities, the absence of maturity of partners for joint cooperation, in addition to the lack of clarity on the regional dimension of the projects.
