Based on the definitions of Public Communication, Political Marketing, Public Interest Information and Communication as a Tool of Governance, the study notes the use of the news section of the websites of the City Christmas and Mossoro, Rio Grande do Norte, in regard to strengthening citizenship and encouraging participatory management, from the characterization of materials like pieces of Political Marketing and Public Communication. Data collection in qualitative research was conducted from August to September 2011 and content analysis showed that the appropriation of public property for personal use is a reality, despite legal requirements to the detriment of strategic communication and governance for results from the dissemination of information of public interest and the establishment of a communication channel between State Government and Society. Elements of this study suggest the need for further research to deepen the discussion

It is at the work environment where value of the health professional is realized, according to the National Humanization Policy (PNH) from a Pediatric Hospital connected to an institution of higher education. Among the guiding principles of PNH it is highlighted the commitment to the democratization of labor relations and enhancement of health professionals, stimulating the continuing education process. For this research, a qualitative approach was chosen, using a semistructured interview as a tool to collect data. In a perspective of identifying the appreciation and humanization into interpersonal relations between workers, information from the theory of communicative action of Habermas was analyzed, considering cultural values goes beyond the practice in action, where the prospects of moral arguments in the universal truisms of life pervade original cultural moral, cognitive and expressive, imbued on ethics. This reasearch had the collaboration 29 employees with a regular contract labor to a teaching hospital in Natal, Brazil. The data was obtained through interviews which all participants signed a consent term. After data analysis the results shows the existance of a satisfaction of all workers on performing duties. The workers perceive its role valorization through kudos received as a consequence of a work done, others believe that it occurs when the institution or the group itself is concerned to enhance the work. Thus, in general, they feel valued. Regarding the interpersonal relationship, the most highlighted point was the fact that in the employees versus general directors item, respondents indicated the existence of a distance between these two categories, which can affect a participatory management. Therefore, the results of this study showed the necessity to develop actions that provide a healthy work environment. The joint guidelines of the PNH and the Employee Health Care Policy, represent some directions with some similarities in their purpose to the theory of communicative action, where there is a mutual respect, tolerance and coexistence of differences, considering the constructive conflict among health workers within the perspective of communication and interaction among individuals

Brazil lives a time of experimentation and maturity as it pertains to managing the use of water, which comes institutionalising increasingly social participation. In Rio Grande do Norte, since 1997, the government has been developing actions accordingly, through the State Department of Water Resources, which has implemented a programme of adutoras within the State and created Water Users Associations, in the installation of dessalinizadores for places where the Adutora was not necessary or not yet arrived, so that should be managed by communities through associations of users. Since 2003, Civil Society Organisations - CSOs come through ASA - Articulation in the Semi-arid Brazilian, implementing the P1MC - Program of Training and Mobilization for Social Living with the Semi-Arid (One Million Rural Cisternas), in its third year of implementation in Rio Grande do Norte, in the spirit of working together with the semi arid. In the municipality of Serrinha / RN which incorporates the Semi-arid region, we find in the rural community of Pendêcias dos Emídios the experience of the State and Civil Society, which referred to a discussion about the environmental sustainability of these initiatives. The general objective of this work is to examine the strategies for participatory management in the use and access to water in the community of Pendêcias dos Emídios of the municipality of Serrinha / RN, to understand how those experiences can contribute to environmental sustainability. The methodology used envolvel bibliographic research in categories involving each article, the analysis of the terms of reference of each strategy as part of the documentary research, the application forms covering 40 families benefited, and interviews based on comprehensive analysis of the speech. This study is divided into 02 articles, where the first is a discussion held on collective action and environmental sustainability, and the second is held a discussion about the sustainability of the initiatives underway to access water. The results of the discussion held on 02 articles that had their empirical built from the experience of the Commonwealth of Pendências dos Emídios revealed how far will the ability of the State to promote collective action and the limitations of the perception of sustainability that permeates these initiatives in the search for democratic access to water in semi-arid

The water being vital natural resource and factor of economic and social development requires effective management and protection by the State. This thesis examines the panorama of National Water Resources Policy and the establishment of an effectively integrated management, shared and participative, contextualizing the principles foreseen in the policy. The work is focused on the discussion of public policies of access to water, analyzing the Fresh Water Program in semi-arid region of Brazil as a strategy of coexistence and permanence of a public policy that ensures the priority use, which is for human consumption. The conceptual framework of this study relies primarily on the contributions of authors in the field recognized as governance and water management. A study on the process of implementation of the various "institutions and policies" related to water management was promoted, contextualizing the change of paradigm in the transition from the centralized model to the one that takes into account the social participation, opening in this way broader perspectives for the analysis of the contents and of the impacts of these policies. The development of this study was conducted by the follow-up – both face-to-face as documentary-field – of the activities carried out while consultant of the Fresh Water Program. The history of water management in the semi-arid region was studied, depicting conflict movements and cooperation among actors. Despite the great obstacles to accomplish the shared and decentralized management, the study of this thesis points to a gradual improvement in the formulation of public policies that take into consideration governance and participatory management of water resources, with positive prospects towards the implementation of coordinated and cooperative actions in the region that mainly suffers from the shortage of rainfall, hence of shortage of water for irrigation and human consumption

In recent years we have observed, in Brazil, the expansion of democratic spaces, providing the use of participatory management strategies in common-pool areas. However, the existence of a co-management model does not guarantee its practice, neither that it will prevent the depletion of common features characterizing the tragedy proposed by Hardin. In this work we analysed the management of Acaú-Goiana RESEX which is located in the cities of Acaú (PB) and Goiana (PE), eight years after its legal creation. We evaluated how much the users of RESEX possess information (even if non formalized) regarding the common use of area and whether they exhibit collectivist values. We used as an interpretative tool the facilitators principles of common resource management (PGRC) identified by Elinor Ostrom and the questionnaire of human values proposed by Schwartz. The human values questionnaire was applied to 240 individuals, half beneficiary and the other half non-beneficiary, only the beneficiaries were submitted to the questionnaire of PGRC. Interviews were conducted in the period of May to September 2014. We tested three hypotheses: 1) The degree of dependence from RESEX resources will play an important role on indirect knowledge of the PGRC; 2) the inclusion of individuals in a communal area (RESEX) increases collectivists values; 3) higher collectivist value rates increases knowledge of PGRC. To this end, we defined levels of socio-economic dependence of RESEX resources, knowledge of PGRC and individual values. GLM statistic analysis of mean comparison and correlation were employed. Our results showed that the knowledge on six of the seven items analyzed in the basic principles (PGRC) is still low. The extended land area and the high number of users may be exerting a detrimental effect on the development of a co-management. Contrary to expected, it was not the dependency who influenced knowledge on the PGRC, but the time spent in contact with the RESEX. This indicates that direct contact with the environment, not the dependence of it, that raises awareness about PGRC. According to our hypothesis, individuals with collectivist values showed greater knowledge of PGRC and reduced hours of work within the RESEX, indicating a greater tendency of individuals refrain their use of the common resource. Individualistic values correlated with less knowledge of a PGRC. Among the beneficiaries, individuals with higher individualistic values had higher monthly income, while among non-beneficiaries there was no such correlation, demonstrating the economic advantages of individualism (free-riding) in situations of non-private use of resources. Our data emphasize the importance of guiding the main actors in the development of a co-participatory management in the direction of the basic principles, and to develop collectivist values among users of a common good can raise awareness of these principles.
