O financiamento da política de assistência social no contexto do SUAS: tendências e particularidades do município do Natal-RN

This dissertation analyzes the configuration of the financing of Social assistance in the municipality of Natal-RN in the context of their particular expressions of the problematizando municipal budget against neoliberal adjustment macroeconomic policy. The current trends of "disclaimer" and "desfinanciamento" of social protection by the State, in the context of contemporary capitalism, bring strong implications for Social Security, especially through the redirection of public resources to the international capital, which highlights the overlapping economic interests on social needs. Whereas the changes and innovations occurring in connection with the financing of Social assistance policy, the goal of this documentary research is to identify the characteristics and trends of funding this policy in Natal-RN, from the secondary data analysis from the City of Natal, the Ministry of Social development and hunger and Portal of transparency. In the light of the theoretical, research now presented, shows trends of investment in Social assistance in the municipality of Natal-RN, in the period 2005 to 2009, which are: the tiny role membership (08) Social assistance in the municipal budget; the dispersion and fragmentation of the resources of Social assistance in other organs and/or secretariats of municipal administration; the participation of just 47.5% in expenditure from own organ Manager; the low percentage of implementation of resources foreseen in the Annual Budget Laws; the low allocation of resources in Municipal Social Assistance Fund (FUMAS), which contradicts the national policy for Social Assistance-PNAS/2004; and the predominance of government transfers in the composition of the resources of Social assistance in the municipality. The results of this research suggest that the process of financing of Social assistance in Natal is distant from the principles and guidelines pointed by PNAS/2004. In addition to the effort to understand the complexity of the financing of Social assistance in Natal, this work seeks to contribute to a political analysis in the direction of strengthening social control and the struggle for the expansion of investment in social spending

Trabalho e saúde na sociedade capitalista: uma relação inversamente proporciona

It is a dissertation which has the Area of Concentration: Social Services, Vocational Training, Labour and Social Protection. Research Line: Social Services, Labor, Social Protection and Citizenship. Brings an approach to health and worker safety, approached on the organization of work in their processes of worker exploitation, analyzed from the critical perspective and all. Its central objective of uncovering how the organization of work affects the health of their workers, considering the working process in the capitalist mode of production, the health-disease relationship. Displays the worker, as determined by the work process, emphasizing, along the lines of capitalism, the consequences for the physical well-being, mental and social workers. To this end, we make a documentary and bibliographic research, whose point of analysis is based on the perspective of the centrality of work, recovering their sense of ontological Marx, through which the transformations are discussed in the working world, listed based on context productive restructuring of capital, which occurs along the imperialist stage of capitalist mode of production. It is problematized, though, worker health, analyzed from the wider definition of health as a field of public health, considering the work process in health-disease relationship. Finally, the research developed raised between 2006 and 2010, the Graduate Programs UFRN that address the range of issues studied in this dissertation. O artigo aborda a questão urbana como objeto de pesquisa do Serviço Social. Resulta de pesquisa teórica e de análise das produções sobre esta temática, tendo por base artigos dos anais dos Encontros Nacionais de Pesquisadores em Serviço Social (ENPESS), no período 2000-2010. A ampliação e diversidade de espaços sócio-ocupacionais não correspondem necessariamente ao desenvolvimento de pesquisas, com aprofundamento teórico-metodológico exigido pela complexidade da questão urbana na contemporaneidade. Há crescente interesse pela temática de pesquisadores, profissionais e estudantes e esforços de sistematização e pesquisa evidenciados no número de trabalhos e na busca de qualidade dos mesmos. Dimensão educativa do trabalho: estudo de caso da associação de bordadeiras do Seridó ABS- Caicó/ Rio Grande do Norte

This current work s contains issues about the educative dimension of work and its organization s process and managing for it own professionals. It aims to understand how the skills and pedagogic process, in a educative praxis perspective. Are based in a new culture of work of education process an work managing by workers in Handcraft Association of Serido/ Caicó/ RN. It uses as a methodologic-theoric reference cases s study approach, selecting the procedures of part extructure interview. It was done with six embroidereses from the Handcraft Association. The research shows that the educative process of learning and knowledges construction, in the work and by the work. Those processes develop in exchange experiences net in a friendly economic environment and raise elements of a work culture personal that work there. The embroidereses learn how to embroid doing the job and this learning, a lot of times, is influenced by the life conditions, residence local and infantile work in the country area and the living to the urban area, particularly to Caicó. The knowledge relation between them is the matter fact in the embroider learning process that means a social relation based on the knowledge differences between their position in its structure involving the work division, that each handcraft maker knows every part of the embroider, type of work or machine type, step by step until the work is done. It involves decision, execution and machine movements repetition, the focus are the categories that fit in current flexible financial issue. They schedule the work at home so they have time to do other stuff. Most part of the production currently is done to obey de a certain request that aims as production target, being a homework. Another important issue is the embroider work time: time and experience that is within in the professional life and its knowledge representation of job/profession. This time is got as a acquisition process of certain a work dominion and self knowing; time added to changes that were being there practicing from the new characteristics in the furniture, clothes and towels that are in the introduction communicative and its effect. The consumption has become a major pillar of modern capitalism and at the same time, one of the factors that relate to social inequality. Karl Marx developed the theory of historical materialism which maintains a history of society determined by class struggle and the! exploitation of man by man. Considered to be overtaken by those who believe that Marxism is synonymous with real socialism, the Marxist ideals seem more present than in the Western world which each individual takes the individualization (loss of sense of public and collective) and the alienation by the work. El presente artículo muestra una interpretación de Brasil a partir de la fecunda apropiación del pensamiento de Gramsci por el intelectual brasileño de izquierda Carlos Nelson Coutinho. Se destaca la osadía intelectual que caracteriza su producción a lo largo de cinco décadas en la búsqueda permanente de la ampliación conceptual como superación dialéctica, siendo fiel a la relación fundante entre historia y teoría política. Shopping-centers :elementos de (re)produção urbana na zona de sul de Natal-RN

This study aims at analysing the (re) prodction of urban space in the south sone of Natal city, in particular the influence of the shopping-centers in this process. In this respect, it also analyses the changes of habits and constumes for part of the society, when those entreprizes were built in better-off areas of the south zone Natal as well as the transformations in the surroundings of the thre main shopping-centers. A sother commercial establishments of the same size, two out of the three main shopping-centers in the city are targered towards the better-off population. However, if compared to the others, one these has, for some time, sought to target a lower in come population. A reprodução do espaço da pequena produção rural familiar em Canguaretama/RN

This study aimed to explore the process of reproduction of space from the small family farm production in the municipality of Canguaretama, specifically focused on foodstuffs of plant origin, seeking to understand the changes in agrarian space canguaretamense and its impact on small family farms the last 35 years. Since colonization, during the seventeenth century, the production of space agrarian Canguaretama was founded under a structure based on large ownership and cultivation of cane sugar. Secondly, it was being built a small space reserved for food production to meet both the consumption of property, but also for local marketing. In the centuries following the changes in the capitalist system imposed a new dynamic for small food production, mostly in the early twentieth century, with processing plants and mills in the area extending toward the cultivation of sugarcane. In the second half of that century, mainly in the 1980s, the cultivation of cane sugar was encouraged to produce alcohol, which led to a further expansion of sugar cane toward the areas targeted for the production of foodstuffs. Currently, the framework of small food production differs little from the period of colonization in relation to the difficulties faced by this segment of agriculture. Thus, we have a reality based on socio-spatial inequality, and the near absence of the Government, which requires urgent implementation of public policies for the production and organization of small producers into associations or cooperatives to improve the productivity and hence in their standards of living and their families

Mercado imobiliário informal e dinâmica urbana: o caso do bairro de Mãe Luiza Natal/RN

This paper aims at analyzing the dynamics of informal housing in Mãe Luiza, in the context of real estate valuation of the city of Natal/RN, which, like any other urban center, has problems related to access to urban land, which increasingly more is appreciated due to their scarcity and, consequently, has led to the segregation of urban spaces. Recently, the informal housing market has received special attention by scholars who wish to discuss the production of space and ways of access to urban land and housing, especially for those disadvantaged by the housing policies of the government where these exist. When talking about the housing market, we are automatically referring to concepts or categories intrinsic to the existing mode of production in our society - the capitalism. Thus, the categories: income, value (use and exchange), commodity, capital, profits and capital gains, along with other important concepts as well as land use (urban) and real estate agents are of great relevance to discussion we intend to do within the context of production space

A construção e estruturação do território comercial no bairro Alecrim Natal/RN

The study done has as objective the comprehension of the constructed territorial spaces through the commercial perspective, because it is a social practice which enables the dynamic of the space and the appearing of territories. Related to the territory, we emphasized the interest for the idea of used territory treated by Milton Santos, because we agreed with him believing that is the use of the territory which warrants its legitimacy. Then, the spatial dimension chose concentrates itself into the district of Alecrim, localized at the east zone of Natal/RN, where it is recognized by its strong commercial dynamic which was built during years, facing some events which happened in the context of the city. However, this dynamic counts with a hard dichotomy which involves as the considered by the State formal activities, as the informal one. About the commerce of the district, it has characteristics into its activities whose make him to be considered popular, as by the existing products, as by the strong presence of informal workers that constitutes the district s landscape. The informal workers practice expresses one of the multiples constructed alternative territorialities. We believe that this fact has direct relation with the growing process of the exclusion from the formal jobs market. Still talking about the spatial dimension, this real example of the Alecrim district shows how the techniques changes, together with the capitalism process, may influence one entire spatial dynamic across years, involving many agents, since the transient people from somewhere, until the State. Shall the Geography understand the multiple forms from the space, face to the relations that occur into it and also how new territories have been built
