Fuel is a self-depleting resource and long term dependency on this commodity alone will not suffice. An export trade oriented approach can lead to faster industrialization while diversification leads to economic sustainable growth. This research seeks to understand how countries compete for foreign direct investments, and how certain activities have the most impact in the competitive global marketplace. Research suggests that when companies decide to invest abroad, they seek only to find countries that facilitate their strategic objectives. The results conclude with appropriate levels of government accountability, credibility and visibility with the private sector, foreign direct investment is attracted by policy advocacy and policy reform. By reviewing countries such as United Arab Emirates in direct comparison to Western Asian countries, including Kuwait and Iraq with high levels of fuel exports, along with Qatar with optimistic marketplace indicators and plentitude of skills and capabilities – research seems to suggest that despite high capabilities and attractive GDP, promotional investment activities yield the highest returns using policy advocacy and reform.

The town of Nova Friburgo, in Brazil, was founded in 1820 by swiss immigrants who, as often happens in the majority of migratory flows, crossed the ocean in search of better life conditions. The scope of this paper is to trail the path of a swiss immigrant called Marianne Joset Salusse and then follow on to investigate the mechanisms involved in elaborating family memory and public memory around this woman who would become a symbol of immigration to this town. Thus a series of interviews were held with her descendants, which were fundamental for the understanding of current representations and the main elements which constitute the collective memory around Marianne. Besides oral sources, we had recourse to written documents which allowed a retrieval of relevant information about her life. More than simply adding information, written sources allowed for a more profound analysis of oral accounts, unravelling as well as unveiling selective procedures peculiar to memory construction (Pollak, 1989;1992).

We study the macroeconomic effects of international trade policy by integrating a Hecksher-Ohlin trade model into an optimal-growth framework. The model predicts that a more open economy will have higher factor productivity. Furthermore, there is a "selective development trap," an additional steady state with low income, to which countries may or may not converge, depending on policy. Income at the development trap falls as trade barriers increase. Hence, cross-country differences in barriers to trade may help explain the dispersion of per-capita income observed across countries. The effects are quantified and we show that protectionism can explain a relevant fraction of TFP and long-run income differentials across countries.

Drawing upon Brazilian experience, this research explores some of the key issues to be addressed in using e-government technical cooperation designed to enhance service provision of Patent Offices in developing countries. While the development of software applications is often seen merely as a technical engineering exercise, localization and adaptation are context bounded matters that are characterized by many entanglements of human and non-humans. In this work, technical, legal and policy implications of technical cooperation are also discussed in a complex and dynamic implementation environment characterized by the influence of powerful hidden agendas associated with the arena of intellectual property (IP), which are shaped by recent technological, economic and social developments in our current knowledge-based economy. This research employs two different theoretical lenses to examine the same case, which consists of transfer of a Patent Management System (PMS) from the European Patent Office (EPO) to the Brazilian Patent Office that is locally named ‘Instituto Nacional da Propriedade Industrial’ (INPI). Fundamentally, we have opted for a multi-paper thesis comprising an introduction, three scientific articles and a concluding chapter that discusses and compares the insights obtained from each article. The first article is dedicated to present an extensive literature review on e-government and technology transfer. This review allowed the proposition on an integrative meta-model of e-government technology transfer, which is named E-government Transfer Model (ETM). Subsequently, in the second article, we present Actor-Network Theory (ANT) as a framework for understanding the processes of transferring e-government technologies from Patent Offices in developed countries to Patent Offices in developing countries. Overall, ANT is seen as having a potentially wide area of application and being a promising theoretical vehicle in IS research to carry out a social analysis of messy and heterogeneous processes that drive technical change. Drawing particularly on the works of Bruno Latour, Michel Callon and John Law, this work applies this theory to a longitudinal study of the management information systems supporting the Brazilian Patent Office restructuration plan that involved the implementation of a European Patent Management System in Brazil. Based upon the ANT elements, we follow the actors to identify and understand patterns of group formation associated with the technical cooperation between the Brazilian Patent Office (INPI) and the European Patent Office (EPO). Therefore, this research explores the intricate relationships and interactions between human and non-human actors in their attempts to construct various network alliances, thereby demonstrating that technologies embodies compromise. Finally, the third article applies ETM model as a heuristic frame to examine the same case previously studied from an ANT perspective. We have found evidence that ETM has strong heuristic qualities that can guide practitioners who are engaged in the transfer of e-government systems from developed to developing countries. The successful implementation of e-government projects in developing countries is important to stimulate economic growth and, as a result, we need to understand the processes through which such projects are being implemented and succeed. Here, we attempt to improve understanding on the development and stabilization of a complex social-technical system in the arena of intellectual property. Our preliminary findings suggest that e-government technology transfer is an inherently political process and that successful outcomes require continuous incremental actions and improvisations to address the ongoing issues as they emerge.

The key for the future of any country, firm or group lies in the talent, skills, experience, knowledge and capabilities of its people. Migration of human capital resource on an international level depicts the impact on the developing country having its highly educated individuals migrating to developed countries known as “Brain Drain.” Therefore, evaluation of short-term and long-term talent needs and impacts on any country is critical. This paper aims to complement the existing theoretical brain drain and brain gain literature, focusing on the interaction between investment in education, training, healthcare and government to attract highly talented individuals to a developing a country. The migration study is inclusive of the analysis of the highly talented resources that have committed to or are planning to resettle in their developing native countries after investing in themselves through education. The motivational factors of these highly talented individuals are evaluated to determine key needs and drives attracting these individuals back to China from a developed country (aka. reserve migration).

A presente dissertação trata do enoturismo na Serra Gaúcha, tendo como um fio condutor o processo de imigração italiana para a região e a manutenção de identidades e tradições ligadas ao cultivo da uva e à produção do vinho. O cerne do argumento é a importância das tradições italianas como um fator na criação das identidades coletivas regionais e de articulação entre passado e presente. Discute-se como as tradições engendram a produção da modernidade no âmbito das empresas e das atividades turísticas na região. Argumentamos que o apelo às tradições de origem é fruto, em primeiro lugar, do processo de imigração italiana para esta região do Nordeste do Rio Grande do Sul. Em seguida mostramos como a Festa da Uva, a primeira das comemorações, reinventa a tradição e se constitui no motor e base para o turismo na região. Finalmente, mostramos como a permanência da identidade nacional italiana atua como um fator de inovação, sobretudo nas técnicas de produção do vinho e da organização das atividades empresariais na região, numa síntese entre aspectos da tradição e da pós-modernidade.

A democracia tornou-se o regime preferido apenas no século XX. Para entender esse processo, um método puramente de escolha racional não é suficiente. O autor busca um novo fato histórico que levou a essa mudança de preferência e o encontra na Revolução Capitalista. Por parte dos capitalistas, a democracia é p regime político que melhor assegura os direitos de propriedade e o cumprimento de contratos. Por parte dos trabalhadores, é o regime que garante que os salários cresçam mais proporcionalmente em relação aos lucros. No plano internacional, atualmente, os principais países não têm inimigos dentre ou outros estados-nação. Aos poucos, a Política de globalização substitui o antigo sistema a Diplomacia de Equilíbrio de Poderes a medida em que a globalização é regulamentada, e o império da lei emerge no plano internacional. Globalização é inerentemente injusta para com os países pobres e em desenvolvimento, que são incapazes de competir em um mundo onde a competição prevalece em toda a parte. Tais países são simplesmente excluídos do sistema ou, frustrados, recorrem ao terrorismo. Através do debate e argumentação, será possível criar um sistema internacional legal menos injusto. E através dele, há esperança de que a idéia de um governo internacional deixe de ser mera utopia.

Este projeto continua a avançar o programa de pesquisa que relaciona desenvolvimento econômico e democracia: pretende-se neste projeto dar um passo adiante e examinar como a democracia, uma vez consolidada como fruto do desenvolvimento capitalista, se torna ela própria um fator de desenvolvimento, particularmente quando ela deixa de ser uma mera democracia de elites para se tornar uma democracia de sociedade civil, na qual o debate público passa a ser um elemento central.

From 1870 to 1929, the US economy moved to a system strongly intensive in consumption goods. When the main cultural, political, social and economic basis of the modern "consumer society" was built into the country, it's spread to other countries fast and successfully started (1900-1929). The role of American government, private corporations, advertising agencies, and other players is examined. This text is a partial result of an on going larger investigation, dealing with the history of advertising and marketing in Brasil, from its origins to present days, in a sociological framework.

Comprehension of the processes of formation of new organizational fields is the main objective that stimulated the theoretical reflection and empirical research that I present in this paper. My intention here is to uphold the potential for the application of seemingly dichotomous perspectives in terms of the objectivity/subjectivity dimension in the comprehension of the objective in question. The contribution of Foucault, with his concept of discourse, is linked to the proposal of critical constructivism represented by Latour and studies of science and technology. Juxtaposing these perspectives, I examined the dynamics of the biotechnological field on the basis of the dialectic of movements of demarcation/circularity, which is basically a simultaneous movement of (dis)construction of the boundaries of a field. The dialectic of demarcation/circularity is made up of the set of relations established between heterogeneous elements ¿ institutions, economic and social processes, behavioral patterns, systems of norms, techniques, types of classification, forms of characterization, in other words it finds ways of emerging in the course of discursive formations. This theoretical proposal ¿ which incorporates an overlooked dimension in institutional analysis, especially in organization studies (power) ¿ has the advantage of contributing to enhancing comprehension of the dynamics of institutionalization. By proposing that the institutional processes arise within discursive fields, the argument put forward is that such processes contribute to the productivity of the power relations in these fields. In empirical terms, I conducted a descriptive and exploratory research directed at the biotechnology sector. The research was based on a historical perspective, since the analysis spans the period from the origins of genetic science (beginning of the 20th century) through to recent developments in biotechnology in the USA (beginning of the 21st century). The USA was chosen as the locus of research, principally due to the fact that structuring of the field of biotechnology originated in that country, subsequently spreading to other countries around the world. Starting from this theoretical and methodological framework, three discursive formations are highlighted: organization, information and network. Each of the discursive formations is characterized by a dominant set of discourses that prepare the ground for the appearance and (trans)formation of the focus-objects under analysis. In this process, organizations appear in at least two ways: as boundary-organizations ¿ which are important for understanding the movement of the approximation of different discursive domains ¿ and as new organizations, which accompany the (trans)formation of new fields, whereby prevailing discourses materialize at a given historical moment and contribute to breathe life into new discourses, which in turn spark off new power relations. Among the conclusions of this work, I would highlight the following: questioning the 'organizational' dimension of the fields; the relationship revealed not only between the discourses and the institutionalized practices, but also with the process of construction of legitimacy; and the redefinition of the concept of organizations, based on new conceptions relating to the limits of the topic, the objectivity/subjectivity, and space/time dichotomy.

The purpose of the present study is to discuss the eventual relationship between foreign direct investment in Brazil and trade balance, considering the period after the beginning of "Plano Real" on 1994, which presented a new currency regime and a new profile of Brazilian macroeconomy. It is important to state that there is a controversial debate around the question, since those investments are seen as positive to receiving countries by some authors and negative by other ones. Those who are favorable, argue that the recent attitude assumed by a lot of companies towards internalization is changing the modus operandi in some markets, providing a much more competitive framework. It is also remarkable - they also mention - the potential advantages brought by these new strategies. On the other hand, some authors defend that it increases the exposure of the country that receives such resources, since the subsidiaries of those companies operate under marketing strategies of profit maximization, considered the competitive environment they face. We will go over these opinions troughout the study, trying also to capture the reasons that usually motivate foreign companies to look for new markets and branches and also the effects on receiving country's Balance of Payments. Besides that point, the approach presented will try to answer if the increase of foreign capital stock in Brazil helps to explain some positive response from the country's trade balance, and more, on Balance of Payments. It is also important to mention that the considered period is extremely representative, mainly when considered the huge amounts involved and the increasing liberalization verified in brazilian's external policies since 1990. There is special concern, troughout the study, to define the pattern of such investments, and more, the impacts that those resources brought to public budget. The present study will focus on official data, published by Central Bank of Brazil, mainly those ones regarding Census of Foreign Capitals, as well as the referable to the evolution of Balance of Payments. Finally, based on statistical procedures, it will be provided multiple regressions on available data that will help the reader to capture the effects of some selected variables, which will bring a much more oriented analysis to the discussion.

Countries differ in terms of technological capabilities and complexity of production structures. According to that, countries may follow different development strategies: one based on extracting rents from abundant endowments, such as labor or natural resources, and the other focused on creating rents through intangibles, basically innovation and knowledge accumulation. The present article studies international convergence and divergence, linking structural change with trade and growth through a North South Ricardian model. The analysis focuses on the asymmetries between Latin America and mature and catching up economies. Empirical evidence supports that a shift in the composition of the production structure in favor of R&D intensive sectors allows achieving higher rates of growth in the long term and increases the capacity to respond to demand changes. A virtuous export-led growth requires laggard countries to reduce the technological gap with respect to more advanced ones. Hence, abundance of factor endowments requires to be matched with technological capabilities development for countries to converge in the long term.

Racism in Brazil has some specificities when compared to other countries, for, differently from, for instance, South Africa and the United States, Brazilian Constitutions, ever since the Independence (1822), have never distinguished the citizens according to race or color. Furthermore, since the mid-1900s, Afro-Brazilian cultural manifestations, such as, for example, samba and capoeira, started to be valued as a part of our “national identity”. These specificities make race relations in Brazilian society a much more complex issue. This paper is focused on selected parts of interviews that deal with the nature of racial discrimination in Brazil, extracted from interviews with leaders of the black movement produced within the scope of the project “The History of Black Movement in Brazil: organization of a collection of Oral History Interviews”, developed by CPDOC, Getulio Vargas Foundation (Rio de Janeiro). These “histories within history”, as told by our interviewees, may be transformed into images that will be able to condense a given reality, thus allowing us to evaluate the gains obtained by oral history methodology.

O objetivo deste estudo é analisar três modelos de operação de uma usina de extração de óleo de palma, de óleo de palmiste, e de biodiesel, respectivamente, em conjunto com a produção de dendê pela agricultura familiar, visando o fornecimento exclusivo de matéria-prima para a indústria através da parceria com Programa Nacional da Agricultura Familiar. O projeto consiste na construção de uma usina de grande porte, a partir de investimentos de fontes públicas e privadas voltados à construção do complexo industrial e ao financiamento da implantação do cultivo de dendê pelos agricultores. Foram construídos quatro cenários, onde foram analisados os indicadores de performance econômico-financeira de avaliação do arranjo produtivo da indústria e da parte agrícola. Esses cenários visam a tomada de decisões de investimentos, através da utilização dos indicadores econômico-financeiros clássicos para avaliação da viabilidade do dendê como matéria-prima para o complexo industrial da usina. Entre os indicadores utilizados neste trabalho podemos citar como principais: o VPL (Valor Presente Líquido) e a TIR (Taxa Interna de Retorno), e indicadores secundários utilizados como suporte para as análises, tais como Payback Descontado, TIRM (Taxa Interna de Retorno Modificada), dentre outros. Além de indicadores sociais, como geração de renda para as famílias de agricultores, com o objetivo principal de criar valor monetário, gerar emprego e renda e pagar os recursos dos investidores púbicos. A implantação do dendezal está fundamentada no Zoneamento Agroecológico do dendê e será executada em áreas degradas por pastagens para garantir a sustentabilidade, contribuir para a recuperação ambiental através do sequestro de carbono e diminuir a pressão sobre as florestas nativas. Consequentemente, espera-se que o projeto contribua para evitar o avanço do desmatamento na região da Amazônia legal. Para tanto, foram realizadas visitas às plantações de dendê e à usina da Biopalma. Também foram realizadas visitas à Embrapa Ocidental na cidade de Manaus e Embrapa na Cidade de Campinas. Foi proposto um modelo de análise econômica financeira baseado em implantação de uma usina de grande porte para a produção de Biodiesel no Estado do Pará. O estudo apresentou, dentre suas limitações, o fato de ser complexo e amplo. A inexistência de projetos de usina grande envergadura totalmente implantados e funcionando com emprego de tecnologia e capital intensivo, como também a impossibilidade de se realizar esta pesquisa de amplo espectro sem um número consideravelmente maior de organizações envolvidas. Como resultado, os indicadores economicos analisados mostram que há viabilidade do projeto em três dos quatro cenários construídos, demonstrando que o capital dos investidores públicos, privados e do agricultor familiar serão remunerados utilizando às taxas de juros, prazos, condições do mercado de capitais. O objetivo é atrair investimentos para a produção de biodiesel, implantação de empreendimentos agrícolas, indústriais, geração emprego e renda para Agricultura Familiar na cadeia produtiva do dendê.

Este trabalho tem por objetivo estudar a tomada de decisão dos indivíduos de diferentes nacionalidades, que atuam na gestão de projetos organizacionais, em sua vida fora do âmbito profissional. Dado que as metodologias existentes na área de gestão de projetos atentam para a necessidade de um processo decisório racional, lógico e objetivo, este estudo pretende explorar até que ponto os sujeitos organizacionais extrapolam este mesmo processo decisório linear, advindo do mundo profissional, para o seu cotidiano. Os estudos acadêmicos ao longo dos anos trataram de discutir esta temática da decisão racional, linear e lógica, os quais foram capazes de refutar esta hipótese com novas perspectivas para o julgamento cognitivo dos humanos. Portanto, além deste trabalho apresentar o campo de estudo da gerência de projetos e seus conceitos, ele também aborda as diversas evoluções teóricas acerca da tomada de decisão ao longo do tempo. A partir da consideração do caráter subjetivo nas teorias de decisão apresentadas, e a limitação cognitiva que muitas vezes se impõe, este estudo busca então explorar as diferentes heurísticas (estratégias simplificadoras, atalhos mentais) de julgamento e seus respectivos vieses cognitivos. As três principais meta-heurísticas, expostas por Tversky e Kahneman em seu trabalho acadêmico de 1974 e também foco deste estudo são, respectivamente: da representatividade, da disponibilidade e da ancoragem e ajustamento. Neste trabalho é realizada uma pesquisa quantitativa com sujeitos organizacionais que trabalham com gestão de projetos, ou que tiveram alguma experiência em algum projeto nas empresas em que trabalham. Ressalta-se que este estudo não se limita ao Brasil, extendendo-se também a outros países com o mesmo público-alvo de pesquisa. Os resultados da pesquisa revelaram que os profissionais que atuam em gestão de projetos estão sujeitos a vieses cognitivos fora do âmbito organizacional, sendo que os brasileiros são os menos propensos a estes vieses, em comparação com as demais nacionalidades estudadas. Também revelou-se que o tempo de experiência profissional não contribui de modo significante para uma tomada de decisão mais racional e lógica no cotidiano pessoal.
