The objective of this paper is to identify and analyze the main problems in the taxation—regarding both taxes themselves and compliance costs of taxation—of civil society organizations in Brazil. This study is qualitative descriptive research. A multiple case study with 26 organizations was performed. The results show that the problems mainly affect organizations with lower revenue and that do not work in the areas of education, health or social care. The main problems involve the taxation of the payroll and the difficulties related to obtaining and maintaining certifications. The study concludes with suggestions for the improvement of the regulatory framework.

Since the international financial and food crisis that started in 2008, strong emphasis has been made on the importance of Genetically Modified Organisms (GMOs) (or “transgenics”) under the claim that they could contribute to increase food productivity at a global level, as the world population is predicted to reach 9.1 billion in the year 2050 and food demand is predicted to increase by as much as 50% by 2030. GMOs are now at the forefront of the debates and struggles of different actors. Within civil society actors, it is possible to observe multiple, and sometime, conflicting roles. The role of international social movements and international NGOs in the GMO field of struggle is increasingly relevant. However, while many of these international civil society actors oppose this type of technological developments (alleging, for instance, environmental, health and even social harms), others have been reportedly cooperating with multinational corporations, retailers, and the biotechnology industry to promote GMOs. In this thesis research, I focus on analysing the role of “international civil society in the GMO field of struggle by asking: “what are the organizing strategies of international civil society actors, such as NGOs and social movements, in GMO governance as a field of struggle?” To do so, I adopt a neo-Gramscian discourse approach based on the studies of Laclau and Mouffe. This theoretical approach affirms that in a particular hegemonic regime there are contingent alliances and forces that overpass the spheres of the state and the economy, while civil society actors can be seen as a “glue” to the way hegemony functions. Civil society is then the site where hegemony is consented, reproduced, sustained, channelled, but also where counter-hegemonic and emancipatory forces can emerge. Considering the importance of civil society actors in the construction of hegemony, I also discuss some important theories around them. The research combines, on the one hand, 36 in-depth interviews with a range of key civil society actors and scientists representing the GMO field of struggle in Brazil (19) and the UK (17), and, on the other hand, direct observations of two events: Rio+20 in Rio de Janeiro in 2012, and the first March Against Monsanto in London in 2013. A brief overview of the GMO field of struggle, from its beginning and especially focusing in the 1990s when the process of hegemonic formation became clearer, serves as the basis to map who are the main actors in this field, how resource mobilization works, how political opportunities (“historical contingencies”) are discovered and exploited, which are the main discourses (“science” and “sustainability” - articulated by “biodiversity preservation”, “food security” and “ecological agriculture”) articulated among the actors to construct a collective identity in order to attract new potential allies around “GMOs” (“nodal point”), and which are the institutions and international regulations within these processes that enable hegemony to emerge in meaningful and durable hegemonic links. This mapping indicates that that the main strategies applied by the international civil society actors are influenced by two central historical contingencies in the GMO field of struggle: 1) First Multi-stakeholder Historical Contingency; and 2) “Supposed” Hegemony Stability. These two types of historical contingency in the GMO field of struggle encompass deeper hegemonic articulations and, because of that, they induce international civil society actors to rethink the way they articulate and position themselves within the field. Therefore, depending on one of those moments, they will apply one specific strategy of discourse articulation, such as: introducing a new discourse in hegemony articulation to capture the attention of the public and of institutions; endorsing new plural demands; increasing collective visibility; facilitating material articulations; sharing a common enemy identity; or spreading new ideological elements among the actors in the field of struggle.

Recent Eurobarometer survey data are used to document and explain the leveI of social capital in thirteen new members and fifteen current members of the European Union. Social capital in Eastern Europe - measured by participation in clubs and organization, intensity of networks or altruistic behavior - lags behind that in developed countries. The differences in individual-leveI determinants cannot fully account for the gap at the aggregate leveI. Once we also include aggregate measures of economic development and quality of institutions, the gap disappears. This implies that the EU enlargement will contribute to a convergence in social capital, assuming that it contributes to the economic and institutional development of Eastern European countries. A necessary condition is that both, formal and informal institutions and their interaction should be regarded in this process.

O objetivo deste artigo é definir capital social como infra-estrutura social e procurar incluir tal variável num modelo de crescimento econômico. O capital social, visto de tal forma, teria impacto sobre a produtividade dos fatores de produção. Em primeiro lugar, discutirei como as variáveis institucionais podem afetar o crescimento. Em segundo lugar, analisando várias definições de capital social, mostrarei quais são as virtudes e problemas de cada uma e definirei, para a introdução de tal variável num modelo de crescimento, capital social como infra-estrutura social. Por fim, tentarei abrir espaço para estudos empíricos posteriores, tanto no campo da mensuração de estoque de capital social, como em estudos entre economias no sentido de captar o impacto do capital social sobre o crescimento econômico.
A difusão de inovações numa sociedade em rede: o estudo de caso dos alimentos transgênicos no Brasil

Throughout the industrial era, the introduction of innovations by companies ¿ new technologies, new products ¿ has followed a downstream diffusion model, that is, from the owners of the conception and production means and governmental agents to the market. These innovations frequently brought great benefits to a part of the population, but ended up creating serious social and environmental unbalances. As this Diffusion of Innovations model became more and more successful outside the developed nations, the greater the reaction of social scientists towards the need of calculating the consequences and implementing measures that could provide an equal distribution of the benefits as of the losses generated by this model. What this work aims to show, illustrated by the controversial episode of the introduction of the genetically modified foods in Brazil, is that nowadays the diffusion model should incorporate the existence of an upstream movement, that is, from the organized and informed civil society onto the corporations and governments, which questions the companies¿ goals and production processes and the efficiency of the regulating institutions that are under the pressure of the global capital flow¿s dynamic. It¿s the consumer-citizen putting himself in as an active participant of strategic importance at the center of the conception and diffusion of innovations¿ processes.

Este estudo tem por objetivo realçar e discutir dois temas de relevância atual: o turismo social e a terceira idade. O turismo social consiste em um esforço conjunto da Sociedade e do Estado em promover a universalização e a humanização da prática turística incorporando nesta atividade grupos socialmente e/ou economicamente desfavorecidos tais como os trabalhadores, os deficientes, os jovens e os idosos. Estes últimos, face ao processo de envelhecimento da população mundial ora em curso, têm assim justificada a necessidade de inclusão de suas demandas, entre as quais o direito ao lazer, no rol das políticas sociais formulado quer no âmbito estatal, quer no conjunto de ações que venha a ser adotado a nível da sociedade civil organizada. A questão da terceira idade é analisada a partir de uma pesquisa histórica que descreve a evolução do tratamento dispensado aos idosos pelas diversas sociedades, ao longo do tempo. Esta trajetória investigativa culmina com a explanação da situação atual do velho no mundo e mais especificamente no Brasil. O turismo social é abordado através da formulação de conceitos, da sua confrontação com os valores que norteiam o chamado turismo tradicional e da apresentação de experiências já postas em prática. É destacado o papel precípuo do Bureau Intemational du Tourisme Social - BITS na divulgação e no fomento desta atividade pelo mundo. Na última parte do trabalho, é feita a correlação entre os dois temas, quando então é demonstrada a importante contribuição que o lazer e o turismo social em particular têm a oferecer à população idosa como exercício completo de participação, com resultados positivos no desenvolvimento físico e mental de um estrato etário ao mesmo tempo carente e ansioso por possibilidades de integração social.

O trabalho analisa o tema do capital social no direito societário brasileiro. Seu objetivo é demonstrar, do ponto de vista jurídico, os malefícios e benefícios que o instituto promove. Apesar de ser tido como um conceito clássico e essencial para as sociedades com limitação de responsabilidade no Brasil, esse instituto vem sendo cada vez mais criticado no sentido de que não desempenha suas funções clássicas (organização, produção, e proteção de credores) de maneira efetiva nos dias atuais. Nesse contexto, direito societário moderno vem passando por uma evolução no sentido de questionar a efetividade de seus institutos. A análise aqui proposta do capital social segue esse raciocínio. Para auxiliar na interpretação do instituto no Brasil, serão utilizadas serão estudadas as lições e legislações dos ordenamentos europeu e norte-americano, onde o tema já foi amplamente debatido. O tratamento dado pelo Revised Model Business Corporation Act, legislação modelo norte americana, e da Segunda Diretiva do Capital da União Europeia aos instituto serão comparados com o tratamento da Lei das S.A. para o capital social. Por fim, são identificadas algumas particularidades do instituto do capital social em relação aos ordenamentos estrangeiros, que demonstram que uma eventual supressão do conceito de capital social no Brasil possuiria características próprias que não estão presentes na Europa e nos Estados Unidos. Nesse contexto, serão identificados os custos legislativos que uma eventual mudança do regime de capital social teria no sistema legislativo brasileiro.

One of the main features of Brazilian civil society in the nineties is the widespread presence of nongovernamental organizations, religious and secular associations, and the emergence of private foundations as a social mediator midway state and market institutions. This research is a bibliographical discussion of the Social Sciences literature about these organizations, pertinent with their quantitative and qualitative profiles and scope of actions, identities and future role in the construction of the active citizenship in Brasil.

Diante da incapacidade do Estado em atender às demandas que lhe são exigidas, o governo federal propôs alterações na máquina pública, através do Plano Diretor da Reforma do Aparelho do Estado, de forma a estabelecer novas formas de gestão e novos modelos para as instituições. O objetivo é possibilitar maior interação entre Estado e Sociedade e ao mesmo tempo atingir níveis maiores de eficiência. Em especial, o projeto das Organizações Sociais (OS) pode representar a primeira tentativa de fomentar uma nova espécie de parceria entre o Estado e a Sociedade. Não obstante, existem defeitos na implementação das OS, pois surgiram na prática por iniciativa do governo e não da sociedade civil; o processo de qualificação mostrou-se extremamente centralizador e a composição do Conselho de Administração fortemente comandada pelo poder público. Portanto, as OS devem ser analisadas como um processo em curso, uma possibilidade de vir ainda a se constituir em alternativa eficiente nas áreas de produção e veiculação de radiofusão educativa e cultural, de saúde, de pesquisa científica, de educação e de cultura. Para que atinja os seus objetivos, não se limitando à maior flexibilidade administrativa conquistada, terão de ser revistas e corrigidas as falhas iniciais e introduzidos mecanismos que possibilitem maior controle social da gestão pública. Esta dissertação está voltada para a experiência piloto das OS: a transformação da extinta Fundação Roquette Pinto em ACERP (Associação de Comunicação Educativa Roquette Pinto), I apontando desafios e dificuldades da mudança organizacional, os objetivos e as metas fixados no contrato de gestão e a busca da concretização da implementação de novos valores de direcionamento ao cliente com qualidade. Há críticas em relação ao processo de mudanças adotado, em especial à ausência de planejamento e à dificuldade de diálogo manifestadas pelos dirigentes da ACERP. A mudança organizacional tem importado valores culturais e buscado, a curtíssimo prazo, a modificação de traços de cultura e de comportamento predominantes na organização, provocando o êxodo dos servidores públicos.

The objectives of this research were to identify and to determine the mam elements presents in actions developed by the company classified as corporate social responsibility as well as the company's speech and relation with their employees1 in Fumas' productive units. In the base theoretician-empiricist, were analyzed the aspects concerning to the social management considering the postindustrial societal model, as to the social responsibility and the moral siege aspect present in the internaI company' s relations. The method that characterizes this research is the case study of a mixing economy company considered as prominence in the industrial scene of the country, from the verification of its organizational climate. The data had been gotten by direct comment and by semistructuralized interviews, carried through with workers belonging to diverse hierarchic organization's studied leveIs, involved with social practices and their organization, having relationship to the employees. The analysis was description-qualitative formo The collected data disclose to the existence of accords and dissonances between the social responsibility practical, the moral siege and the speech presented by this company. The main objective of the study was to extend the agreement concerning to the social responsibility, as well as the moral siege practiced by the company, having as reference their integrant's perceptions, considering both the current economic and social rationalities that establish a new mo dei of relationship between State, companies under its protection and the civil society.

In the Brazilian political history, the power of the State was always associated to the classes that hold the production means. The state intervention to solve the lacks of the population induced the cooptation of the less favored classes, guaranteeing the continuity of the elites in the power and discouraging initiatives of the bases participation. The citizen participation is one of the analysis dimensions of the public power decision process and it must consist in a key dimension at the identification of solutions for the development. Through the evaluation of a municipal program addressed to the resident population in slums of medium load in Rio de Janeiro - the Programa Favela-Bairro - the study aims to verify, at the present time, if the participation remain an expression of the theoretical speech of the public administration or if it is understood as a social right. It intends to evaluate the mechanisms and the spaces of the communities dialogue with the public municipal managers. The field research consisted of interviews with social actors of the executive and municipal legislative, as well as with members of the organized civil society (inhabitants associations), community leaders and beneficiaries of the program, residents in the slum. The work raises the discussion about the necessary conditions to the public politics produce effective results, in terms of the human satisfaction, and to lead the social subjects to the understanding and learning of the active citizenship and democracy. It also intends to identify an evaluation methodology whose produced knowledge acts in the transformation of the society, reinforcing the critical researcher's paper, whose commitment is to study the reality and to point the roads that lead to the change in the social practice.

Este trabalho busca entender como as Incubadoras de Empresas, por meio das relações com os agentes que fazem parte das suas redes, são capazes de auxiliar o surgimento de novas empresas. Identificou-se que aquelas Incubadoras de Empresas que se relacionam por meio de laços fortes com suas Instituições Mantenedoras e onde seus gestores conseguem articular o Capital Social potencialmente disponível dentro da rede que se constrói a partir dessas Incubadoras, são capazes de estimular o surgimento de novas empresas e disponibilizar um volume de Capital Social suficientemente capaz para que essas empresas, durante o período de Incubação, tenham a possibilidade de acumular seu próprio Capital Social a ponto de garantir a sua sobrevivência, após a sua saída da Incubadora.

Esta dissertação de mestrado faz uma construção teórica do desenvolvimento sustentável com base nas dimensões da sustentabilidade - ecológica, econômica, social, espacial, cultural, tecnológica e política - e no papel da administração pública e da sociedade civil. No âmbito de um estudo de caso, as dimensões da ustentabilidade são utilizadas como parâmetros para analisar o Projeto de Energia Eólica do Ceará, com o propósito de avaliar a viabilidade desse projeto alternativo, que visa contribuir para a superação dos atuais problemas de abastecimento do setor energético brasileiro. Ao final, este trabalho de pesquisa estabelece um novo discernimento sobre administração pública e suas relações com a sociedade civil, o Estado e o mercado, no contexto do desenvolvimento sustentável, apresentando as bases de uma nova estrutura de administração pública orientada para o desenvolvimento sustentável, na tentativa de somar esforços para o surgimento de novas formas de administração pública que promovam um desenvolvimento mais equilibrado, justo e inclusivo da sociedade em harmonia com o meio ambiente.

The crisis that affected the capitalist states during the last decade of the 20th century, put an end to the period of greatest expansion of the state, demanding alterations that brought, especially in economic terms, the ideals of the liberal state. The main goal of these changes was to optimize the administration of the public service by introducing into it more efficiency, transparency, and morality because the state had shown to be incapable of attending the demands of the society and its way of doing was inefficient and did not reach out to the public interest. In Brazil, like in other part of the world, recent scandals of corruption and misuse of public funds put in doubt the efficiency of the financial control system. Like any other political system Brazil has a complex set of external and internal control, institutions that work to prevent misuse of public funds and identify responsibilities if bad use occurred. All these elements highlight the mechanisms of control of the public administration, which came to be seen as essential instruments for the improvement of the management of the public resources, targeting the collective interest. Therefore, along with the traditional mechanisms of power suppression, such as the system of checks and balances, social control arises. This, when used together with the monitoring exercised by public inspection agencies, is defined as horizontal accountability activated by civil society, in which citizens and institutions gather efforts in order to promote a more effective charge of responsibility from public agents and politicians in case of misconducts. This study aimed to identify the opportunities and limitations of social control exercised by the complaint under the TCE-RJ. The results point to the need to develop measures to guarantee the anonymity of denouncers, to simplify the forms of access the TCE-RJ and to improve information spread to the citizen.
