We analize a discrete type version of a common agency model with informed principals of Martimort and Moreira (2005) in the context of lobby games. We begin discussing issues related to the common values nature of the model, i.e.the agent cares directly about the principal’s utility function. With this feature the equilibrium of Martimort and Moreira (2005) is not valid. We argue in favor of one solution, although we are not able to fully characterize the equilibrium in this context. We then turn to an application: a modification of the Grossman and Helpman (1994) model of lobbying for tariff protection to incoporate assimetric information (but disconsidering the problem of common values) in the lobbies objective function. We show that the main results of the original model do not hold and that lobbies may behave less agressively towards the police maker when there is private information in the lobbies valuation for the tariffs.

One of principal goals of this work was to investigate the reasons for the growth of Corporate University in Brazil, therefore, it is concluded that the capacitation is geared towards the improvement of the performance of the organization¿s business; the dissemination of common values in the organization includes customers, suppliers and society; The investment in the trademark of the company uses the network of people committed to the organization; and the development of the innovation¿s culture and the growth within the organization. The other main objective of this study was to identify the perception of the official in relation to the University Petrobras in training and development of the individual and its consequent increase in value. For this, 5 testimonies were collected and a field research was made with the application of a closed questionnaire considering a sample of 43 respondents, which are allocated among the states of Rio de Janeiro and Sao Paulo. The research shows that 88 % of the respondents approve the conduction of teaching/learning and consequent enhancement of human potential, in line with the strategic goals of the Company, promoted by Petrobrás Corporate University. Finally, it is concluded that the Corporative University is an institution of education and training of companies that provide several learning alternatives, aligned to organizational strategies, to promote the development not only of their staff, but also of other members of the value chain of the company, as customers, suppliers and partners.

The Brazilian insurance market is the ambience in which this research study takes place in search for a better understanding of how cultural characteristics are related with organizational signs, practices and expectations on social responsibility. The concepts of social responsibility as well as the concept of culture are presented and discussed from different points of view, in accordance with different authors and trough several methodological approaches, in order to establish a coherent theoretical basis for qualitative data analysis. The phenomenological attitude assumed by the researcher in especial dialogues situations during the field research phase added new possibilities of apprehension or emergence of each studied organization self orientation in terms of pre-occupation with social issues intimately related with their insurance activities in the market place. Final reflections show the complexity of the insurance cultural context in the studied Brazilian segment, in which cultural and subcultural national and organizational singularities appear. However leaving space for common values and coherent orientation toward the peculiar understanding of social responsibility as inherent to any insurance company activities, themselves. Last comments point out that future research studies may give additional contribution for the continuity of the discussions initiated in this dissertation, expecting that some changes in the organizational posture and practices may happen, especially those related with risk taking and broad processes of communication with clients and society as a whole.

Este é um estudo da atuação da Secretaria de Direitos Humanos da Presidência da República na tramitação da Proposta de Emenda Constitucional (PEC) conhecida como PEC do Trabalho Escravo, que tramitou por 15 anos no Congresso Nacional e foi promulgada em junho de 2014, dando origem à Emenda Constitucional 81/14. Espera-se, com isso, contribuir para a discussão sobre o papel de empreendedores políticos no processo de formulação de políticas públicas do Brasil. O longo processo de tramitação da matéria e as divergências entre importantes setores do Congresso e da sociedade constituem um ponto de partida para a investigação do processo de formulação de consensos que fazem avançar uma proposição legislativa, e permitem identificar os empreendedores políticos (KINGDON, 2011) que protagonizaram a esses entendimentos. A partir de entrevistas e análise de dados primários e secundários, foi possível identificar grupos organizados em maior ou menor grau para o exercício de pressão sobre o trâmite legislativo, que constituem o que Sabatier e Jenkins-Smith definem como coalizões de advocacy, ou seja, grupos que se organizam em torno de um sistema de crenças e valores em comum para influenciar o processo de formulação de políticas públicas (SABATIER, 1988). Propõe-se analisar atores (ONGs, mídia, órgãos internacionais) e compreender seus mecanismos de atuação e como foi possível articular todos esses interesses, expandindo, dessa forma, o entendimento acadêmico sobre a produção de políticas públicas, compreendendo o impacto que a mobilização desses atores “alternativos” teve sobre a formulação da proposta de lei em questão. Pudemos verificar na atuação da SDH/PR os fundamentos conceituais de aprendizado político (policy learning) e sua atuação como empreendedor político, decisiva para a aprovação da PEC do Trabalho Escravo. Indo além, a SDH/PR foi importante naquilo que denominamos “criação de momentos de decisão”, um avanço crucial para romper o ciclo de protelações que marcaram a história da tramitação da PEC. O empreendedorismo político da SDH/PR foi além das prerrogativas definidas pelo próprio multiple streams framework: um empreendedorismo político à brasileira.

It is well known that cointegration between the level of two variables (labeled Yt and yt in this paper) is a necessary condition to assess the empirical validity of a present-value model (PV and PVM, respectively, hereafter) linking them. The work on cointegration has been so prevalent that it is often overlooked that another necessary condition for the PVM to hold is that the forecast error entailed by the model is orthogonal to the past. The basis of this result is the use of rational expectations in forecasting future values of variables in the PVM. If this condition fails, the present-value equation will not be valid, since it will contain an additional term capturing the (non-zero) conditional expected value of future error terms. Our article has a few novel contributions, but two stand out. First, in testing for PVMs, we advise to split the restrictions implied by PV relationships into orthogonality conditions (or reduced rank restrictions) before additional tests on the value of parameters. We show that PV relationships entail a weak-form common feature relationship as in Hecq, Palm, and Urbain (2006) and in Athanasopoulos, Guillén, Issler and Vahid (2011) and also a polynomial serial-correlation common feature relationship as in Cubadda and Hecq (2001), which represent restrictions on dynamic models which allow several tests for the existence of PV relationships to be used. Because these relationships occur mostly with nancial data, we propose tests based on generalized method of moment (GMM) estimates, where it is straightforward to propose robust tests in the presence of heteroskedasticity. We also propose a robust Wald test developed to investigate the presence of reduced rank models. Their performance is evaluated in a Monte-Carlo exercise. Second, in the context of asset pricing, we propose applying a permanent-transitory (PT) decomposition based on Beveridge and Nelson (1981), which focus on extracting the long-run component of asset prices, a key concept in modern nancial theory as discussed in Alvarez and Jermann (2005), Hansen and Scheinkman (2009), and Nieuwerburgh, Lustig, Verdelhan (2010). Here again we can exploit the results developed in the common cycle literature to easily extract permament and transitory components under both long and also short-run restrictions. The techniques discussed herein are applied to long span annual data on long- and short-term interest rates and on price and dividend for the U.S. economy. In both applications we do not reject the existence of a common cyclical feature vector linking these two series. Extracting the long-run component shows the usefulness of our approach and highlights the presence of asset-pricing bubbles.

In da Costa et al. (2006) we have shown how a same pricing kernel can account for the excess returns of the S&:P500 over the US short term bond and of the uncovered over the covered trading of foreign government bonds. In this paper we estimate and test the overidentifying restrictiom; of Euler equations associated with "ix different versions of the Consumption Capital Asset Pricing I\Iodel. Our main finding is that the same (however often unreasonable) values for the parameters are estimated for ali models in both nmrkets. In most cases, the rejections or otherwise of overidentifying restrictions occurs for the two markets, suggesting that success and failure stories for the equity premium repeat themselves in foreign exchange markets. Our results corroborate the findings in da Costa et al. (2006) that indicate a strong similarity between the behavior of excess returns in the two markets when modeled as risk premiums, providing empirical grounds to believe that the proposed preference-based solutions to puzzles in domestic financiaI markets can certainly shed light on the Forward Premium Puzzle.
