Over the past few decades, the phenomenon of competitiveness, and the underlying competitive advantage thereof, has been analyzed in diverse ways, in terms of its sources (external and internal environment) and competitive management strategies, as well as different scopes (nations, economic sectors and organizations) and fields of study (economy and organizational theory). Moreover, competitiveness is a complex phenomenon and, thus, reflected in the many methods and approaches which some frameworks have developed throughout the period to try to examine it in the tourism sector as well as other industries. In this research a framework for destinations is presented on the basis of dynamic capabilities. This is an important contribution to the research, since previous studies for the tourism sector have not approached this relevant aspect of the competitive development of tourist destinations, i.e. based on the capabilities of innovation, transformation, creation and research presents a competitive evaluation of the dynamic capabilities of tourist destinations, on the basis of 79 activities, distributed in eight , this work presents an empirical application of the framework in a sample of twenty Brazilian cities, considered, by the Brazilian Tourism Minister, as indicative tourist destinations for regional development. The results obtained from this evaluation were submitted to tests of statistical reliability and have demonstrated that the destinations possess heterogeneous levels of capabilities between themselves (different levels developed in the categories between the cities) and inside each destination (developed levels of capability between the categories of the destination). In other words: heterogeneity is not only between category to category.

The Court of Auditors for the State of Pernambuco (know as TCE-PE), during its strategic planning process, realized its need to be recognized by Pernambuco society as an effective instrument in the improvement of public management. This objective is present in its mission statement and in its strategic vision, as declared in the Strategic Plan for the 2008- 2012 period. Withing its pages, we can verify that it is not only the effectiveness of TCE-PE's institutional results that needs to be recognized by society. What we look forward to is that all the results from public management, within its jurisdiction, are also effective. In other words, our goal is to have TCE-PE intervene in Pernambuco's public management sphere in order to improve it, or for it to become more effective. Along the way, some variables will act in its favor, facilitating, while others will act in against it, complicating the attainment of this strategic binomial. The goal of this research is to identify, from the point of view of a management variable, which are the institutional and organizational elements that facilitate or complicate this process.

This study looked for identify the causes and the effects of fear in the individuals within the organizational context. The procedure for data collection consisted in a questionnaire divided in two stages, and applied in 76 individuals. The first stage consisted in a words evocation test and the second, as a complementary mode, was composed by four open questions. The theory of social representations and the central nucleus theory were the foundations of the data analysis of the words evocation test. The processing of the open questions was consisted in an interpretative analysis, based in the presented theoretical referencial and supported by the respondents social representation of fear. In the enterprises context, different causes and effects of fear had been found in the inserted individuals. However, in its majority, it was identified that the biggest individuals fears are the unemployment, the threats, punishments, the unstable and unsafe environments of work, the unfair competition, the collusions, sabotages, tricks, the incapacity to do its work¿s tasks and the abusive increase of the work load. On the other hand, about the fear¿s effects, there is a frequent physiological and psychological instability when they had been submitted in high work loads. The fear is an excellent creativity, innovation and aptitude repressor, and it is capable to generate disgusts, frustrations, defensive postures, standstills and to increase the jobs navigability.

Public Management has been faced with a challenge in improving quality of its services to atendent a citizen each day more concerned and self-conscient of his rights. One of major tools used abroad is strategic planning, although its has been designed for a private sector where the focus is profit its been used in the public sector for improving efficiency. Our focus was the Brazilian Navy, especially the Service-Deliver Military Organization (OMPS),who has been using strategic planning searching for continous improving of internal practices. Strategic planning, originated in Military field, has improved its use in the private sector, especially in United States, after the Second World War when it reached 85% of all american private industry. Some of the concepts and models of strategic planning are reviewed, including some criticism and questioning of its aplicability in the public sector, who, by the way, have serious limitations, like: 1) legal matters (separation of powers); 2) citizen dependency - actions are taken in a vote-profits bases; and 3) burocratic culture, including resistency for changes. Our primary target was to investigated the validity of the strategic planning tool in the Brazilian Navy, searching for define the profile and the comittment of all actors involved in the process, comparing teory and practice. The survey used in the search was individual and anonimous using Likert scale of four options, where each respondent shown his percepetion of the strategic planning used in each of the two investigated organizations All data are shown in the appendices and the results pointed for a non-coerency of the speech and pratice of strategic planning and its models in the analised organizations.

o presente estudo teve como objetivo analisar se as ações sociais, com viés educativo, promovidas por Fumas Centrais Elétricas, promovem a cidadania. Para tal, foi realizada uma pesquisa qualitativa-descritiva, com dados coletados a partir de entrevistas semi-estruturadas realizadas com 34 (trinta e quatro) pessoas, sendo 8 (oito) empregados da instituição e 26 (vinte e seis) das comunidades participantes dos projetos por ela desenvolvidos. Esta divisão deveu-se à necessidade de confrontar as visões de cada grupo quanto ao entendimento do significado de cidadania. Os depoimentos revelaram uma riqueza de interpretações, havendo uma predominância conceitual que a nós surpreendeu. Constatamos que, apesar da maioria afirmar conhecer o termo, há uma dificuldade em defini-lo - passagem do conhecimento tácito para o explícito -, como se a sua amplitude e complexidade conceitual não coubessem em poucas palavras. Concluímos apresentando sugestões de um trabalho que possibilite uma discussão mais ampla sobre o tema a fim de permitir uma atuação mais pontual e efetiva em busca da emancipação.

Este trabalho se propõe a analisar o fenômeno das organizações que se articulam em rede com a finalidade de aliar interesses em comum, ou resolver um problema complexo, ou ainda ampliar o raio de alcance de suas ações. Nesse sentido, as organizações que se articulam em rede reconhecem, primeiramente, que não podem alcançar determinados objetivos de forma isolada e necessitam conciliar seus recursos com os de outras organizações, como, por exemplo, financiamentos, informações, conhecimento, ou até mesmo, status, experiência ou legitimidade. Os tipos de rede variam, principalmente, de acordo com o nível de autonomia dos atores que a compõem e com a natureza da relação de interdependência que estabelecem entre si, resultando numa arena permeada por confrontos de opinião, compartilhamento de projetos e um longo processo de construção de relações de confiança. No campo de estudo da administração, as redes correspondem a um novo fenômeno organizacional que traduz a complexidade dos empreendimentos contemporâneos, se utiliza da flexibilidade proporcionada pelas tecnologias de comunicação e incorpora os estilos de gestão que buscam maior participação e compromisso das pessoas envolvidas. Em contraposição ao modelo de organização burocrática, a rede pressupõe uma disposição horizontal dos atores, sejam indivíduos ou instituições, baseada em relações mais simétricas do que hierárquicas, mais cooperativas do que competitivas e mais dinâmicas do que normativas, exigindo novos parâmetros para a coordenação das ações. Esse trabalho busca sistematizar as diferentes perspectivas teóricas, conceitos e idéias relacionados ao tema das redes, com ênfase em modelos de gestão orientados à ação pública, na qual é fundamental conciliar a democratização do processo decisório à efetividade dos empreendimentos, em outras palavras, a racionalidade dialógica é racionalidade instrumental e, nesse sentido, expressam os principais desafios na gestão de redes. No primeiro capítulo se analisa o contexto que propicia a formação das redes, identificando as tendências na gestão de empresas e a reforma na gestão pública, os obstáculos na relação entre estado e sociedade e os desafios da constituição de redes para a superação destes. O capítulo seguinte apresenta o referencial teórico de redes, define os conceitos utilizados no trabalho e discute os aspectos fundamentais da gestão de redes. O último capítulo apresenta a pesquisa empírica, na qual é utilizado o método de estudo de caso, com a finalidade de investigar a dinâmica organizacional e o modelo de gestão de uma rede considerada um caso revelador: o Comitê das Entidades Públicas no Combate à Fome e pela Vida, que atua no Brasil, em âmbito nacional, e atualmente articula mais de 700 organizações.

Esta dissertação enfoca o relacionamento entre acumulação de competências tecnológicas e os processos subjacentes de aprendizagem. Este relacionamento é examinado na empresa Invensys Appliance Controls Ltda. - Unidade de Vacaria/RS, durante o período de 1981 a 2000. Trata-se de uma empresa metal-mecânica, fornecedora da indústria de linha branca. Em outras palavras, a dissertação examina as implicações dos processos subjacentes de aprendizagem tecnológica para a acumulação de competências para três funções tecnológicas: processo e organização da produção, produtos e equipamentos. Os processos de aprendizagem são examinados à luz de quatro características: variedade, intensidade, funcionamento e interação, a partir do uso de estruturas de análise existente na literatura. Baseado em estudo de caso individual, este estudo encontrou que a maneira e a velocidade de acumulação de competências tecnológicas na empresa estudada estão associadas aos diversos processos usados para adquirir conhecimento tecnológico e convertê-lo em organizacional. Ademais, a simples incidência desses processos na empresa não garantiu na empresa uma implicação positiva para a acumulação de competências tecnológicas. Através do uso de estrutura existente na literatura, porém aplicada a uma indústria diferente de estudos anteriores, esta dissertação sugere que deve existir um esforço organizado, contínuo e integrado para geração e disseminação de conhecimento em toda a empresa a fim de que a acumulação de capacitação tecnológica seja acelerada na empresa.

Essa dissertação trata de algumas variáveis que podem influenciar a percepção dos consumidores no contexto de análises comparativas de preços durante o processo de compra. As variáveis estudadas foram: a forma de apresentação das ofertas dos produtos, a escolaridade dos participantes do estudo e a familiaridade para com o uso do produto. A importância desse estudo está fundamentada na necessidade de entendimento de como a percepção de vantagem na aquisição de produtos ocorre na presença das variáveis de influência estudadas, com o propósito prático de aplicação dos resultados no mercado varejista. A pesquisa foi realizada por meio de um estudo empírico, na cidade de São Luís ¿ MA, utilizando uma amostra de cento e noventa e duas pessoas, divididas igualmente entre estudantes de escolaridade média e superior. Os participantes do estudo avaliaram situações de compra em cenários fictícios com formas de apresentação de ofertas distintas, em que a percepção de vantagem foi avaliada em função das escolaridades e das familiaridades utilizadas no estudo. A base teórica para desenvolvimento do trabalho considerou a Teoria dos Prospectos de Kahneman e Tversky (1979) e a Teoria da Contabilidade Mental de Thaler (1985). Em função da natureza da base de dados foram utilizados testes não-paramétricos de Friedman, Kruskal-Wallis, Wilcoxon e Mann-Withney. Os resultados obtidos confirmaram as hipóteses levantadas e geraram subsídios para pesquisa futura envolvendo o aspecto familiaridade relacionada às marcas. This work is about the organizations guided to attend the clients/customers in all aspects focusing their characteristics, needs and expectations and that do their best to produce goods or do services which can permanently increase their clients' satisfactions. To reach this aim has been the challenge of their managers and administrators who work to make them be considered as state-of-the-art by other organizations and their clients or customers. Many different strategies have been taken to achieve it; since having the focus on the process , then on the products, and more recently on the clients/customers, meaning that their satisfaction has turned to be their new target; as their are the ones who will rate or evaluate their quality. This work is more especifically about the organizations in the make-up and beauty products retail market which carry out researches with the customers of stores, managers and members of their demonstration and sales teams. This research identifies the attributes the customers/clients appreciate most in the stores and how hard their managers and business owners work to satisfy their needs and expectations, showing how far they follow the principles of the organizations guided to clients/customers. This study approaches the question of organizations in search for competitiveness when globalization, knowledge and technological advances in the First World is a challenge in developing countries. The case study research focus on Bahia Sul ¿ a large organization which belongs to the important sector of paper and cellulose, especially in terms of exports. This study analyses an organization in that underpriviledged situation of a third world country in which the majority of organizational strategies are heavily thrown on people who are simultaneously reduced to instruments for economic results and who are highly demanded in terms of productivity and creativity. Due to that reality, references chosen present two key contrasting concepts. Mass man, going back to Taylor¿s blue collars as well as to Marcel¿s knowledgeable but empty words man, whose abilities do not feet his needs, in contrast with rogerian expectations of person as a mutable and continuously enriched human being and with habermasian position looking for political and decision making participation in work an social situations. Results show a strong presence of mass man, despite his technological knowledge, and scarce indications of the social man and which appears in mere aspirations out of labor situations. Conclusions emphasize a need for coherence between organizational practices in search for competitiveness and expectations on persons¿ performance because they stimulate exchanges in terms of working places for obedience and some material comfort which is aggravated by the fact that any possibility of personal fulfillment is interpreted as only possible in out of work situations. Competitiveness in such a context is not to be expected.

Esta dissertação objetiva transmitir subsídios não somente para um repensar estratégico bem como e, principalmente, para uma ampla visão da eterna dicotomia quanto a determinação de centralizar ou descentralizar o processo decisório e as atividades nas empresas. Considerando-se, o acirramento crescente da concorrência e a pressão econômica capitaneada pela mundialização dos produtos e serviços, como sendo os principais influenciadores desta inquietação. Será analisado o setor de comércio varejista, mais especificamente supermercados e hipermercados e, as razões e motivos pelos quais os seus executivos podem ter optado por conduzir suas organizações para um determinado posicionamento estratégico-gerencial bem como, às conseqüentes vantagens e desvantagens destas escolhas. As conclusões a serem obtidas com esta dissertação objetivam estimular a reflexão das organizações, profissionais e estudiosos acerca dos impactos tangíveis e intangíveis quando estiverem definindo ou reconsiderando o seu posicionamento estratégico-gerencial, e, ainda, levaram a macro-conclusão de que não existe um único modelo aplicável para todas as situações e que, infinitas configurações e aplicações podem ser consideradas. Over the last 40 years there has been a profusion of studies about the ccumulation of technological capacities in firms from developing economies. However, there remain few studies that examine, on a combined basis, the relationship among: the trajectories of technological capacities accumulation; the underlying learning mechanisms; and, the implications of organizational factors for these two variables. Still scarcer are the studies that examine the relationship among these variables along time and based on a comparative case study. This dissertation examines the relationship among the trajectory of accumulation of innovative capacities in complex project management, the learning mechanisms underlying these technological capacities and the intra-organizational factors that influence these learning echanisms. That set of relationships is examined through a comparative and a long-term (1988-2008) case study in a capital goods firm (for the pulp and paper industry) and a pulp mill in Brazil. Based on first-hand quantitative and qualitative empiric evidence, gathered through extensive field research, this dissertation found: 1. Both firms accumulated innovative capacity in project management at the international frontier level (Level 6). However, there was variability between the firms in terms of the nature and speed of accumulation of those capacities. It was also observed that, at this level of innovation, the innovative capacities of both firms are not confined to their organizational boundaries, but they are distributed beyond their boundaries. 2. So that these companies could accumulate those levels of innovative capacities it was necessary to manage several learning mechanisms: leveraging of external knowledge and its internalization in terms of internal apacities of the firm. In other words, as the companies accumulated more innovative levels of capacities for project management, it was necessary to manage different cycles of technological learning. 3. Further, the relationship between the ccumulation of technological capacities and learning was affected positively by intra-organizational factors, such as 'authority disposition', 'mutability of work roles' and 'intensity of internal crises', and negatively by the factor 'singularity of goals'. This dissertation revealed divergent results between firms in two of the four factors studied. These results contribute to advance our understanding of the complexity and variability involved in the process of accumulation of innovative capacities in firms from developing economies. This highlights the growing importance of the organizational and the human resource dimensions of innovation and technological capacity as the company approaches the international frontier. The results suggest to managers that: (i) the good performance in project management in the two firms studied did not occur simply as a result of the pulp and paper Brazilian industry growth, rather as a result of the deliberate construction and accumulation of the capacities through an intensive and coordinated cyclical process of technological learning, (ii) to develop innovative capabilities in project management, besides looking for learning mechanisms they should also look at the organizational factors that influence the learning mechanisms directly, (iii) performance of pulp mill¿s projects is better when projects are implemented together with technology suppliers than when performed only by the mill. This dissertation concludes that capital goods firms have been having a fundamental role for the innovative capabilities accumulation in project management of pulp mills in Brazil (and vice-versa) for a long time. This contradicts some authors' propositions that affirm that: a) equipment suppliers for the pulp and paper industry have been creating little, if any, development of processes or engineering projects in Brazil; b) firms in the pulp and paper industry have little capacity for machinery and equipments projects only taking place in few technological activities, being internal or external to the firm. Finally, some studies are proposed for future research.

This dissertation enfoca the relationship between technological competences accumulation and the learning underlying processes. This relationship is examined in the company AGCO Comércio and Indústria Ltda, during the period of 1970 to 2000. It is of a company metal-mechanics, agricultural machines manufacturer. In other words, the dissertation examines the processes technological learning implications for aA technological competences accumulation in the company in study. The dissertation enfoca the competences accumulation for three technological functions: processes and organization, products and equipments. The learning processes are examined to the light of four characteristic: variety, intensity, operation and interaction, from the structure existing analysis use in the literature. Based on study of individual case, this study found that the technological competences ways to accumulation in the studied company are associates to the several processes used to acquire technological knowledge and converts him in organizacional. Ademais, the simple incidence of these processes in the company didn't guarantee in the company a positive implication for the technological competences accumulation. The company accumulated level middleman-superior technological competence (level 6) to accomplish production and function products function processes and organization activities, and intermediary level (level 5) to accomplish function equipments activities. In haves to characteristic key, the learning processes introduce an oscillation differentiated along time: the variety oscillated of moderated the several; the intensity of intermittent the continuous; the operation of bad the good; and the interaction of weak the strong. Through the existing structure use in the literature, however applied to a previous studies different industry, this dissertation suggests that must there be an organized , continuous effort and integrated for the knowledge generation and sowing in every company in order to the technological training accumulation be accelerated in the company.

This dissertation is concerned with the implications of the learning processes for the technological capability accumulation at the firm level. This relationship was examined in Kvaerner Pulping over the period from 1980 to 2000. The firm is located in Curitiba/PR and supplies equipment and complete plants (capital goods) for pulp mills. In other words, based on an individual case study, this dissertation examines how the learning processes influence the building and accumulation of technological capability. The accumulation of technological capabilities is crucial for the survival and the competitive performance of the firms. An analytical framework already available in the literature was used to describe the paths (way and speed) of technological capability accumulation in the firm studied. However, the framework was adapted specifically for the capital goods industry for the pulp & paper sector. The paths of technological capability accumulation are analysed for three different technological functions: ¿engineering activities and project management¿, ¿operational processes and practices¿ and ¿process equipment¿. The learning mechanisms were examined in the light of four key features: variety, intensity, functioning and interaction. During the 1980s and 1990s the firm accumulated different levels of technological capability in the technological functions studied. It was only when the firm started to coordinate systematically the efforts to acquire and convert the knowledge from the individual to the organizational level, at the mid 1990s, that the accumulation of technological capability was accelerated. By the end of this decade the firm was able to accumulate innovative capabilities in all the functions analysed. Similarly to previous studies that investigated other types of firms, the conclusion of this dissertation suggests that the way and rate by which the firm accumulates technological capability can be explained by the learning process and its key features over time.

A presente dissertação trata do trabalho voluntário e da atuação das instituições privadas sem fins lucrativos que atendem pessoas portadoras de necessidades especiais. A questão central deste estudo é a investigação a respeito do impacto do trabalho voluntário na atuação das mencionadas instituições, e seu objetivo final é a avaliação deste impacto. O estudo tem como objetivos secundários o levantamento de informações sobre as motivações do trabalhador voluntário e a identificação dos significados atribuídos ao trabalho voluntário. Adotou-se a pesquisa do tipo estudo de caso com tratamento qualitativo e quantitativo dos dados obtidos. A aplicação de questionários junto aos familiares e voluntários da Associação de Pais e Amigos dos Excepcionais (APAE-Rio) revelou aspectos importantes para a pesquisa e fomentou o estudo de assuntos vinculados ao voluntariado trazidos pelos próprios entrevistados, tais como o amor, a solidariedade e a cidadania. Questões próprias do voluntariado e do Terceiro Setor também são abordadas, juntamente com as principais correntes de pensamento no campo da ética, com o intuito de embasar as conclusões do estudo. Os resultados apontam para um impacto positivo do trabalho voluntário na atuação das instituições privadas sem fins lucrativos que atendem pessoas portadoras de necessidades eSpeCiaIS.
