Examining partner experience in cross-sector collaborative projects focused on the commercialization of R & D

The paper reports key findings from a four year study of cross-sector collaborative R&D projects in Australia testing a theoretical model formulated to explain partner collaboration experience and perceived project success. The study contributes to the understanding of knowledge-intensive collaborations, and indicates how their benefits can be sustained under conditions of high uncertainty. The study was of cross-sector collaborative projects within the Australian Cooperative Research Centre (CRC) Program which involved multiple partners and which were focused on the commercialization of R&D. The model was empirically tested through a survey of project leaders and the results provided support for the three main effects hypothesized. The theoretical, methodological and practical implications of the study's findings for the field of interorganizational relations (IOR) are discussed, and a new construct of project management competence is proposed as a determinant of positive partner experiences at the project level. This study adds to the growing body of work on interorganizational collaborative arrangements by providing systematic empirical support for a theoretical model of cross-sector R&D collaboration at the project level and at the completion or near completion phase of project development.

Miners, diggers, ferals and show-men : school–community projects that affirm and unsettle identities and place?

Many contemporary sociologists suggest that a feature of modern life is that the practices and identities associated with 'place' are eroded. The local no longer matters in everyday life as it once did. Some national governments are persuaded of the possibility of an urban dystopia of Orwellian dimensions, and have found a response in theories and rhetorics of social capital, citizenship and communitarianism. They have instituted strategies to address an imaginary of harmonious local communities. In this paper I examine one such government intervention and show how four schools in Tasmania, Australia, took up the invitation to strengthen ties with their local communities. The projects reveal that the local still exists and matters, but they also hint at other possibilities. I argue that by working with a 'place-based' curriculum to assist young people in building local networks and engaging productively with their local neighbourhoods, schools might provide important resources for identity-building and learning.

Theorizing change in the educational 'field' : re-readings of 'student participation' projects

There is a burgeoning literature on educational change – how to make it and how to understand its failures in order that the causes can be remedied next time. Much of this literature implies that when free and autonomous policy agents know what they are doing, they can shift institutional structures and habituated ways of doing and being. In this article we mobilize Bourdieu, who rejected this binary of structure and agency, in favour of the notion of ‘field’, ‘habitus’ and ‘capitals’, to theorize one case of change. We describe the shifting policy-scape in Australia in the latter part of the twentieth century which created some opportunities for students to act as educational leaders and participate in making decisions about their learning and schooling. We then develop a specific and situated theorization of change in a contested and hierarchical educational ‘field’. We argue that the continued press from the political field and the wider field of power to increase levels of mass schooling produced a ‘principal opposition’ in the schooling field between democratization and hierarchization. This opposition, we propose, is now in policies, institutional changes and
the varying actions of educators, making the field not only contested but also unstable: this produces further spaces and opportunities for both hierarchic and democratic changes.

Towards managing user resistance in large ICT projects

The thesis examines activities undertaken in project environments to minimise subsequent user resistance to new ICT systems. A model and practitioner guidelines, integrating concepts/practices from project management; organisational/product innovation; and change management, have been developed and partially validated. These supplement the existing, widely used Project Management Body of Knowledge documentation.

PROJAM : the management of complex projects and programs

Challenges the existing normal science in project management with its limitations of high certainty in scope definition and develops a contingency based model for project / program management (PROJAM). The PROJAM concept is theoretically supported through the identification of eight inter related aspects - uncertainty, maturity, stakeholders, pareto, reward, transparency, partnering, and program management. The ideas presented represent a radical change to the eisting project management body of knowledge and expand the scope of project management to deal with complex projects / programs including organisational change, core function outsourcing (asset management) and IT hardware and software outsourcing.

Impact of four foreign aided projects on developments in secondary education in Bangladesh

Examines four foreign aided development projects in the secondary education sub-sector in Bangladesh. Investigates planning and implementation practices employed during the life of the four projects in order to identify factors likely to lead to greater sustainability of development projects financed with foreign aid. A major concern was how foreign aided projects sustain, or lack the means to sustain, developments that have begun when project funding ceases.

Risk allocation in public-private partnership projects

Both the increasing private participation in public projects and the critical importance of appropriate risk allocation to the success of public-private partnership (PPP) projects justify specific research on the risk allocation practice in PPP projects, particularly whether the practice is value-for-money driven. In this paper, the risk allocation in construction projects is examined firstly. The risks associated with PPP projects and the concept of optimal risk allocation are then reviewed. More importantly, the risk allocation practice in PPP projects is examined, particularly in the Australian context. Important issues, such as the current practice, the governments' accountability, and achieving efficient allocation, are discussed. The discussion presented in this paper is expected to justify and elicit further research on how to achieve efficient risk allocation in PPP projects
