A knowledge-based economy landscape: implications for tertiary education and research training in Australia

This paper discusses the higher education sector’s role in knowledge-based economy though research training, that is, doctoral education. It also examines how a Faculty of Education supports its doctoral candidates in their endeavours to become ‘knowledge producers’. Two themes are explored: one is Australia’s limited investment in education by international standards; and the other is the research training needs and circumstances of doctoral candidates who are located in professional and workplace contexts. The paper discusses the role of online support and a Doctoral Studies in Education (DSE) online seminar program to support primarily off-campus, part-time mid-career professionals. These are typical of many of Australia’s doctoral candidates. E-learning is examined as part of a comprehensive support and research training strategy for doctoral candidates studying at a distance. We discuss the sorts of opportunities and experiences our candidates receive and the extent to which they are readied to work effectively in a knowledge-based economy.

On the governance of public education

Private schools in Australia receive significant public funding, but their determination to concentrate social and cultural capital and consolidate positional advantage ‘denies the possibility of their serving the public interest’. A 1998 study of Victorian private schools has confirmed that they produce above-average academic results and are also concentrated in high socioeconomic geographic areas. The few private schools outside this pattern serve mainly provincial areas or ethnic minority groups. High academic credentials depend at least in part on their scarcity, and ‘the selective function of schools, directed towards establishing a hierarchy of performance, overwhelms the pedagogical function of universal learning and social justice,’ especially at transition points in the education system. The governance procedures of schools typically encourage high academic standards ‘through mechanisms of exclusion’. Private schools in particular, at the secondary level, tend to ‘export failure’ through ‘predatory recruitment and selective dumping practices’, and by arrangements with universities for early placement of high performers into preferred tertiary courses. The broader education system reinforces the competitive processes within schools though competitive examinations. A range of steps can address these equity problems. Curriculum should be made more sensitive to disadvantaged social groups. Secondary schools should be aligned more closely to the social, cultural and economic development of their communities through mechanisms such as VET in schools, linkages with TAFE colleges, and a broadened curriculum that addresses community problems.

Trends, fads and futures : computers in learning in tertiary education, 1983-2002

ASCILITE, the Australasian Society for Computers in Learning in Tertiary Education, is a professional society focusing on computers in learning in tertiary education that has been sponsoring conferences for its membership since 1986. Prior to this, three earlier conferences formed the genesis of ASCILITE. Over that period there have been significant changes in pedagogy and technology but few attempts, if any, have been made to analyse the ways in which conference proceedings have reflected these changes and shifts. The purpose of this research paper is to review the ASCILITE proceedings and provide an analysis of “trends, fads and futures” to reflect on past initiatives, propose potential directions and assist the society identify strategic directions. In addition, the analysis will provide a basis from which further research can be justified in terms of better understanding “computers in learning in tertiary education”.

Arlathirnda ngurkarnda ityirnda: being-knowing-doing: de-colonising indigenous tertiary education

Veronica Arbon is currently Professor and Chair in Indigenous Knowledge Systems at Deakin University. She has succeeded in delineating and elaborating on the dialects of coloniser- colonised interaction in tertiary education in a way that expands our understanding and opens many new questions and avenues of inquiry.

Enhancing student employability : a New Zealand case study of cooperative education in sport

The purpose of this paper is to demonstrate how employability is embedded and made explicit within two tertiary-degree programmes in sport and recreation in New Zealand, through the use of cooperative education strategies.

Can education add value to values? A study of law students

In the global market place the value of education takes on many meanings. In transnational education forums it relates to the market’s assessment (in dollar terms) of a qualification. But can we measure the value-addedness of tertiary education in existential terms? Can we measure the value that tertiary education provides to the enhancement of societies as a whole?

This study attempts to investigate what values are characteristic of Australian lawyers in their last year of law school. It is part of a larger longitudinal study, which aims to determine how values develop or degrade over time and what effect, if any, tertiary education can have in building and perpetuating ‘appropriate’ professional values? Results show that differing values sets do significantly predict behavioural choices on ethical questions presented to participants. The implications of results are discussed in the contexts of ethics education in a tertiary context, and applications for the professions.

The 're-skilling' of tertiary teachers for new learning environments

This thesis investigates three online professional development activities for university teachers and student support staff, conducted between 1994 and 1996. The key research question was: 'What can we realistically expect of teachers and participants in online learning?' The inquiry produced instruments of use in the evaluation of online teaching.

Students' experiences using online support sites in NZ tertiary education

Major findings include: students who make use of online learning support sites judge that they do make a useful contribution to their academic success. Students especially value the opportunity to access learning support that is free from the time and space restraints of traditional on-campus support service delivery.
