In recent years, a narrative has emerged in the Australian popular media about the box office 'unpopularity' of Australian feature films and the 'failure' of the domestic screen industry. This article explores the recent history of Australian screen policy with particular reference to the '10BA' tax incentive of the 1980s; the Film Finance Corporation of Australia (FFC), a government screen agency established in 1988 to bring investment bank-style portfolio management to Australia's screen industry; and local production incentive policies pursed by Australian state governments in a chase for Hollywood's runaway production.

We argue the 10BA incentive catalysed an unsustainable bubble in Australian production, while its policy successor, the FFC, fundamentally failed in its stated mission of 'commercial' screen financing (over its 20-year lifespan, the FFC invested 1.345 billion Australian dollars for 274.2 million Australian dollars recouped - a cumulative return of negative 80 percent). For their part, private investors in Australian films discovered that the screen production process involved high levels of risk.

Foreign-financed production also proved highly volatile, due to the vagaries of trade exposure, currency fluctuations and tax arbitrage. The result of these macro and micro-economic factors often structural and cross-border in nature was that Australia's screen industry failed to develop the local investment infrastructure required to finance a sustainable, non-subsidised local sector.

Project management plays an important role in successful completion of construction projects. One trend in the construction sector is a growing emphasis on project management. Ineffective integration of project management of project-based enterprises and operational processes of project owners, contractors and consultants prevents synergistic effects and causes resource waste and management inefficiency. Contemporary service theories, specifically service science and service-dominant logic, elucidate the involvement of clients in the creation of value and reinforce the nested relationship between project management service providers and clients. This study expands understanding of service theories by complementing service systems from project management and proposes a new framework for project management service systems, embedding service exchange and value co-creation in the construction processes. Research outcomes represent the importance of project management embedded with service theories in the construction industry and suggestions of research questions for future work.

This paper examines the act of undertaking international air travel and analyses how it forces individuals to consider a range of ideas as a result of dislocation and attempts to re-align themselves within spatial, material and biological structures. In order to balance the shifts between spatial and material experiences, travellers employ imaginative and perceptive procedures, gaining knowledge through experience. At the intersection of participatory and spatial boundaries through the lens of multi-disciplinary literature, this paper explores how practices of individuals within international air travel provides alternative modes of thinking and navigating through personal, cultural and globalised public spaces.

There have been growing debates about the legitimacy and the future of the G20 (the Group of Twenty) leaders forum despite this forum playing a prominent role in response to the 2008 Global Financial Crisis. While states within the G20 assert the legitimacy of the G20, states outside the G20 actively question this forum’s legitimacy. This article contends that while the G20 is important to contemporary global governance and efforts to create a common framework of rules for global capitalism, this ongoing debate demonstrates that the legitimacy of the G20 is fundamentally uncertain and problematic because the G20’s membership and connection to existing forms of multilateralism remain contentious. This article contends that G20 leaders need to consider these issues in light of the prevailing expectations of states in contemporary international society.

This chapter describes the challenges of integrating new technologies with literacy education in pre-service primary teacher education in Australia. The authors describe the policy context and regulatory mechanisms controlling pre-service education, including a national set of professional standards for graduate teachers, a new national curriculum for school students, the introduction of high stakes national assessment for school students, and the looming threat of decontextualized back-to-the-basics professional entry tests for aspiring teachers. The chapter includes three case studies of the authors’ pedagogical practices that attempt to reframe conceptions of the literacy capabilities of pre-service teachers to reflect the complex and sophisticated requirements of teachers in contemporary schooling. The authors conclude the chapter with a discussion of the implications of these case studies as they illustrate the ways that pre-service teachers can be scaffolded and supported to develop creative capacity and critical awareness of the kinds of literacies required in the digital age despite restrictive regimes.
