This paper aims to provide a strong conceptual underpinning for our project, ‘Strategic Leadership for Institutional Teaching and Learning Centres: Developing a Model for the 21st century’. The project intends to:

1. investigate the forms of leadership that are present and emerging in organisational Centres for teaching and learning and whether or not they are responding to the ‘organisational redesign’ that Marginson (2000, p.28) argued that the sector required. This involves close consideration of the ways in which institutional structures and distinctive organisational cultures are being shaped by strategic leadership stakeholders to enhance teaching and learning quality.      And
2. develop a model of leadership that is anticipatory, innovative and creative, strategic and contingent and which directs particular professional development and approaches in support of central groups as they confront the challenges of the 21st century. This involves the development of a Teaching and Learning Strategic Leadership Framework for professional development purposes for capacity building of leadership personnel of institutional Centres for teaching and learning.

Confronted with the processes of massification, commercialisation, internationalisation and reduced funding, universities also face an ageing academic workforce, with implications of a shrinking pool from which to recruit managerial and research leaders. A feminist analysis suggests that the policy problematic has been wrongly conceptualised as disengagement with leadership due to the characteristics of the academic workforce. Instead, it is argued that the corporatisation of the academy has produced academic disenchantment due to managerial dominance, commercialisation and privatisation and disengagement with the dominant values, practices and images of university leadership. Furthermore, the intensification of academic labour and the lack of diversity in leadership discourage many women from aspiring to or achieving leadership.

Since the 1980s, there has been a burgeoning literature on women and educational leadership. The focus has primarily been on the underrepresentation of women in leadership informed by a feminist critique of the mainstream literature. Over time, key feminist theories and research have been appropriated in education policy and are now embedded in the mainstream literature, with little recognition of their provenance or political intent. This article identifies the discursive moves that have domesticated feminist research by depoliticizing and decontextualizing leadership and argues for refocusing the feminist gaze away from numerical representation of women in leadership to the social relations of gender and power locally, nationally and internationally. A feminist critical sociological perspective treats leadership as a conceptual lens through which to problematize the nature, purpose and capacities of educational systems and organizations to reform and indeed re-think their practices in more socially just ways. Feminist understandings provide substantive and normative alternatives to how we theorize and practice leadership.

This paper highlights the radical and rapid changes occurring at all levels of education that are having a profound impact on educational leadership, governance, business and administration. These far-reaching transformations include: competition from a rapidly expanding unregulated private sector; the international impact of de-regulation; the demise of union power secure education jobs, time-honoured hours and working conditions; constant, rapid education policy change and the proliferation of open access technologies which are rendering physical education campuses less relevant or obsolete. The paper suggests that at this stage in history we are witnessing game-changing forces that are fundamentally altering educational provision, the nature of education work, the education workforce, educational outcomes, educational leadership, governance and business. Most importantly, it argues that educational leaders and education business managers need to be ready for them and more instrumental in policy debates arising in their wake. The paper concludes with ideas for responsive action from education business leaders.

This conceptual paper traces the development of the culture and capture of celebrity in the field of educational leadership. Drawing on Rojek’s (Celebrity. London: Reaktion Books, 2001) typology of celebrity, we examine the emergence of celebrity of leadership that is activated via the current policy environment that compels schools and school leaders to be recognised and well-known. It is this well-knownness that subsequently contributes to the school as a marketable commodity that “people like us” desire. We highlight the complex convergence of these two phenomena in our reading of the independent school sector in Victoria (Australia).

In this article, we argue that leadership of schools is a form of performance that has become ritualised and routinised through the official scripting of policy texts that mandate how leadership of schools should occur. Our interrogation of recent policy scripts in Australia reveals that there is limited scope for leadership in schools to occur as accountability mechanisms and policy directives codify the professional expertise that leaders are required to possess, act out and act on.

 Health professionals need to be integrated more effectively in clinical research initiatives to ensure that research addresses key clinical needs and provides practical, implementable solutions at the coal face of care. Here we describe the informative phase of a broader program to enable and support health professionals at Monash Health who do not have a research background, to engage in and lead research to improve healthcare outcomes. The findings will be used to develop a dedicated clinical research and leadership training program. The training program will support Monash Health staff to up-skill or enhance skills to conduct rigorous research; engage and lead multidisciplinary, collaborative teams; and to use research to guide practice, as well as identify and address gaps in clinical research.

Work Integrated Learning (WIL) provides rich, relevant learning through a partnership between universities and employers. Through a collaborative approach to building knowledge, the capability and capacity of experienced WIL leaders in the university and orkplace will be enhanced for improved student outcomes. Having established how and where WIL leadership is situated, the project will identify the critical challenges to WIL leadership capabilities and structures. Through institutionally-based Master Classes that model and employ a distributed learning approach, through national Communities of Practice and a WIL Leadership Summit, a framework and guidelines to support WIL leadership capacity building nationally will be developed, trialled and validated. The project will draw upon expertise and experiences of staff from five Australian universities, each with a demonstrated strong WIL commitment. The distributive leadership approach to WIL will be developed and tested within employer-based individual disciplines. The framework and guidelines will be sustained nationally through the key WIL professional association, the Australian Collaborative Education Network.
