Denominaciones territoriales agroalimentarias, políticas y gestión social: Argentina, Brasil y la experiencia española en el contexto europeo

This article examines the conceptual framework and the institutional context of the Geographical Indications and Social Management in Spain on the European Union space. Then, providing a comparative study, Argentina’s and Brazil’s cases are analyzed. The emphasis is on identity and territorial development, where family farming has a central role. Thereafter, public policy drawings and implementation are projected in order to strength concrete agenda and measures elaboration based on Spanish and European experiences’. In both the Argentinean and Brazilian cases, the conclusions point to the need of an adjustment on public policies to better situate and implement actions and objectives. In Brazil the disclosure, financing and strengthening of the Geographical Indications should be bounded to the Programa Territórios da Cidadania, linked to the Ministério do Desenvolvimento Agrário, which is the place of the family farming strengthening policies. In Argentina, with the same logic, the actions should be situated on the Programa Nacional de Apoyo al Desarrollo de los Territórios.

Contrato social entre mujeres y hombres (Tema Central)

En esta intervención se pretende reflexionar acerca de una propuesta que ha ido ganando aceptación en los últimos tiempos: nos referimos al contrato social mujeres y hombres. Así, evocando el contrato social formulado por Rousseau como fundamento para la construcción del Estado, se pretende una nueva reedición del mismo. Un contrato que, se dice, se ha de celebrar entre los dos géneros, y mediante el cual deben fijarse las condiciones para una nueva convivencia social en la que participen por igual los ciudadanos y las ciudadanas.

El diálogo UE-CAN: oportunidades para consolidar la integración andina y sus relaciones con el TLC con USA (Tema Central)

Este artículo pasa revista al proceso de diálogo entre la Unión Europea y la Comunidad Andina. Los requerimientos establecidos por la UE para los acuerdos de asociación y la posibilidad de que los mismos sean cumplidos por los países de la CAN son analizados por el autor, quien señala que la falta de "profundidad" y una serie de obstáculos políticos e institucionales están vigentes en el grupo andino, lo que de alguna forma restringe la consolidación de espacios a nivel internacional. García señala que un Acuerdo de Asociación con la UE podría fortalecer la cooperación en lo que a cohesión social andina se refiere.

La participación social en la relación sociedad-Estado contemporánea, ‘el caso ecuatoriano’

The emergence of social action amid governance is relatively new, but has been cases and situations even in earlier centuries than the 20th century. The presence, however, of a permanent social action in the State as a regular form of action public institutions, further established in republican constitutions in Latin America, is a significant novelty in the exercise of public administration. This research deals with the analysis of this reality, still incipient, and the implications of the permanent presence of the society in the state function. A reference framework for treating relationship between society and State involvement in a deep dimension is no stranger to the analysis of ideologies, agencies, interests and policy management dimension. This study analyzes the current situation of this participation in the State, in the case of Ecuador, with some references with other countries in the region. The study concludes that this participation is still incipient, amid a complex dialectic of stakeholders. Finally research makes some proposals to operationalize such participation and make it real, deep and continuous.
