A reflection about the social and technological aspects in flood risk management - the case of the Italian Civil Protection

The right of a person to be protected from natural hazards is a characteristic of the social and economical development of the society. This paper is a contribution to the reflection about the role of Civil Protection organizations in a modern society. The paper is based in the inaugural conference made by the authors on the 9th Plinius Conference on Mediterranean Storms. Two major issues are considered. The first one is sociological; the Civil Protection organizations and the responsible administration of the land use planning should be perceived as reliable as possible, in order to get consensus on the restrictions they pose, temporary or definitely, on the individual free use of the territory as well as in the entire warning system. The second one is technological: in order to be reliable they have to issue timely alert and warning to the population at large, but such alarms should be as "true" as possible. With this aim, the paper summarizes the historical evolution of the risk assessment, starting from the original concept of "hazard", introducing the concepts of "scenario of event" and "scenario of risk" and ending with a discussion about the uncertainties and limits of the most advanced and efficient tools to predict, to forecast and to observe the ground effects affecting people and their properties. The discussion is centred in the case of heavy rains and flood events in the North-West of Mediterranean Region.

Inclusió de les TIC en el portafoli de l'estudiant per a l'ensenyament dels mètodes numèrics

La finalitat d’aquest projecte ha estat la millora de la formació global dels estudiants. Concretament, mitjançant la creació d’un portafolis que contingui les diferents activitats que ha realitzat l’estudiant al llarg del curs es pretén potenciar tant les competències específiques com les competències transversals dels estudiants. Concretament, aquest objectiu s'ha assolit mitjançant el disseny i el desenvolupament de: 1. nou material docent corresponent a la presentació dels continguts de l’assignatura (apunts, presentacions, animacions,... ) amb el que s'ha pretès promoure el treball individual i la capacitat d’autoaprenentatge dels estudiants. 2. sesions dirigits que es realitzen en aules informàtiques amb el que s'ha volgut incrementar la motivació i desenvolupar un esperit crític dels estudiants 3. treballs tutelats que els estudiants realitzaran en grups, posteriorments pesentaran a la resta de companys i que finalment condueixen a la redacció d’un informe final. D'aquesta manera s'ha pretès desenvolupar les competències transversals dels estudiants

Semiactive backstepping control for vibration attenuation in structures equipped with magnetorheological actuatorscat

This paper deals with the problem of semiactive vibration control of civil engineering structures subject to unknown external disturbances (for example, earthquakes, winds, etc.). Two kinds of semiactive controllers are proposed based on the backstepping control technique. The experimental setup used is a 6-story test structure equipped with shear-mode semiactive magnetorheological dampers being installed in the Washington University Structural Control and Earthquake Engineering Laboratory (WUSCEEL). The experimental results obtained have verified the effectiveness of the proposed control algorithms

Una obra d'Antoni Queralt a cavall entre Lleida i Tortosa

En este artículo se da a conocer la información disponible sobre la construcción de una acequia en el lugar de Aldover, perteneciente al término general de la ciudad de Tortosa, en los primeros años del siglo XV. Especialmente, se resalta la importancia que tuvieron esta y otras obras alejadas de la 'gran' arquitectura de la época en el trabajo de los maestros de la construcción de la Edad Media y la Moderna. En este caso, destaca la participación de Antoni Queralt, oriundo de la Espluga Calba y maestro mayor de las catedrales de Tortosa y Lleida

La continuidad de una obra medieval: azud, acequias, molinos y pesquera del Bajo Ebro en la época del Renacimiento

La cita que sirve de título a este epígrafe introductorio es del picapedrero aragonés Sebastián Martínez. Forma parte de un informe, redactado en 1556, sobre la construcción de una acequia en el margen izquierdo del Ebro. Y parece ser que pese a la voluntad del maestro muy poca gente, experta o no en el arte del"livell", ha sentido la necesidad de conocer las conclusiones de su estudio, como tampoco se ha sentido apenas la necesidad de estudiar el proceso constructivo del sistema de riego del curso bajo de este río, conocimiento o, más bien, desconocimiento anclado durante muchos años en las teorías que relacionaban su erección con la tecnología de época andalusí.
