L'any 2000 -Any Internacional de les Matematiques- ha provocat i provocara multitud d'actes, publicacions, jornades i congressos promoguts pels qui les valoren i les estimen, amb la intenció d'apropar-Ies a la major quantitat de gent possible. Per aquest col·lectiu, les matematiques són una manifestació cultural i, com a tal, patrimoni de la humanitat. Si qualsevol moment és bo per meditar sobre el passat, el present i el futur, ara és un moment ideal per fer-ho sobre I'educació matematica en el nostre país, amb una reforma educativa en marxa. El present de I'ensenyament de les matematiques és extremadament divers, cosa que fa impossible una descripció acurada d'on som i cap a on anem. Pero tot present té un passat proper que ajuda a entendre'l i que dóna eines per prendre decisions de cara al futuro La meva implicació en el procés de la reforma educativa que s'esta duent a terme m'impossibilita de fer-ne una descripció plenament objectiva, així que donaré la meva visió personal d'aquest projecte tan complex amb la intenció de proporcionar, d'una banda, informació sobre alguns fets rellevants i, de I'altra, elements de reflexió sobre el que pot representar per a l'estament educatiu el camí cap a la renovació professional. En aquest itinerari m'aturaré en les causes de la reforma, les intencions i les condicions per a I'éxit. Les consideracions sobre el passat que no es vol que torni i I'analisi que farem del present portara de manera natural a les propostes per al futuro.

En la mayoría de las escuelas de Primaria encontramos alumnos con necesidades educativas especiales que reciben la atención de los maestros de Educación Especial. Es aquí donde el maestro de música podría desempeñar un papel importante, tanto asesorando al maestro de Educación Especial sobre cómo usar la música, como en su intervención directa en sesiones de Musicoterapia para ayudar a resolver problemas específicos que presenten ciertos alumnos y mejorar su rendimiento escolar. Para ello sería necesario que conociera las posibilidades de la Musicoterapia y su aplicación en Educación Especial.

En els processos de reforma educativa, passa sovint que la necessitat de fer front a les dificultats i als obstacles amb que es troba inevitablement la seva posada en practica -i que són més grans com més gran és l'abast de les transformacions preteses- condueix a un cert oblit de la situació inicial, del diagnostic deis problemes i les disfuncions que hi ha al seu origen i, fins i tot de vegades, de les mateixes finalitats i de les opcions basiques que les presideixen i orienten. Just en aquest moment, quan la gravetat del problemes i les disfuncions originals empal·lideix i es desdibuixa davant la immediatesa i la vivència quotidiana deis obstacles i les dificultats que planteja la nova situació, se sol manifestar amb forga la temptació de tornar al punt de partida, a les solucions ja assajades, al que és conegut, oblidant que va ser precisament la insatisfacció generalitzada amb aquell punt de partida i aquel les solucions el que va motivar el procés de reforma empres. És el moment en que, si no es posen els mitjans necessaris per resistir la temptació, de fet es comencen a gestar -de vegades de forma oberta i declarada, de vegades de forma encoberta i dissimulada- els processos de contrareforma.

En el presente artículo se traza un recorrido de los distintos avatares que ha sufrido la educación musical en España en la enseñanza obligatoria y en la formación de los maestros, desde la creación de la primera escuela normal de Magisterio hasta nuestros días. El proceso seguido por las reglamentaciones ministeriales y algunas experiencias pedagógico-musicales que se han desarrollado a través de los años y que han culminado con la aplicación de la LOGSE, la creación del maestro especialista en educación musical y la normalización de esta parcela educativa dentro de la enseñanza obligatoria.

Whether providing additional resources to local communities leads to improved public services and better outcomes more generally, given existing management capacity and incentive and accountability structures, is an unresolved yet important question for public policy. This paper uses a regression-discontinuity design to evaluate the effect of unrestricted fiscal transfers on local spending (including on education), schooling and learning in Brazil. Results show that transfers increase local public spending almost one for one with no evidence of crowding out own revenue or other revenue sources. Extra per capita transfers of 1000 Reais lead to about 0.42 additional years of elementary schooling and student literacy rates increase by about 5.6 percentage points on average. Part of this effect arises through higher teacher-student ratios in municipal elementary school systems. Results also suggest that additional resources have stronger effects in more rural and less developed parts of Brazil.

The place of technology in the development of coherent educational responses to environmental and socio-economic disruption is here placed under scrutiny. One emerging area of interest is the role of technology in addressing more complex learning futures, and more especially in facilitating individual and social resilience, or the ability to manage and overcome disruption. However, the extent to which higher education practitioners can utilise technology to this end is framed by their approaches to the curriculum, and the socio-cultural practices within which they are located. This paper discusses how open education might enable learners to engage with uncertainty through social action within a form of higher education that is more resilient to economic, environmental and energy-related disruption. It asks whether open higher education can be (re)claimed by users and communities within specific contexts and curricula, in order to engage with an uncertain world.

Using a panel data for non-OECD countries covering the period 1970-2012, this chapter analyzes the impact of the duration of primary education on school enrollment, drop-out and completion rates. The empirical results show that for children in elementary school one ad- ditional grade of primary education have a negative impact on the enrollment rate, while the e ect on drop-outs is positive. Analogously, it is obtained that an additional grade in primary education reduces the enrollment rate in secondary education. These results are in line with the fertility model approach, that is, in developing and underdeveloped countries parents do not have incentive to send children to school given the high perceived economic value of children.

Interaction is a basic element in any educational process, and it is something that needs to be reconsidered in the light of technology. In order to examine the methodological changes that ICTs bring to teaching from an interaction perspective, a study was carried out at the University of Lleida to observe interaction processes in various face-to-face, blended learning and e-learning subjects. The methodological design was based on three data collection techniques: documentary analysis of subject curricula, lecturer and student questionnaires, and lecturer interviews. The data showed that, as the online component of subjects increased, the lecturers and students used more technological tools to communicate (e-mail, forums, chats, social networks, etc.). Furthermore, we found that the lecturers and students basically communicated for academic purposes. While they hardly ever communicated for personal reasons (guidance, support, etc.), they claimed that closer contact with a non-academic focus would be preferable. We also observed that the students’ work was more individual in e-learning subjects. Although there is still a considerable way to go in ICT-mediated lecturer-student interaction, both the lecturers and students recognise the potential of such technologies, even though they still do not use them as they feel they should.

The creation of the European Higher Education Area has meant a number of significant changes to the educational structures of the university community. In particular, the new system of European credits has generated the need for innovation in the design of curricula and teaching methods. In this paper, we propose debating as a classroom tool that can help fulfill these objectives by promoting an active student role in learning. To demonstrate the potential of this tool, a classroom experiment was conducted in a bachelor’s degree course in Industrial Economics -Regulation and Competition-, involving a case study in competition policy and incorporating the techniques of a conventional debate -presentation of standpoints, turns, right to reply and summing up-. The experiment yielded gains in student attainment and positive assessments of the subject. In conclusion, the incorporation of debating activities helps students to acquire the skills, be they general or specific, required to graduate successfully in Economics.
