Este documento es la plasmación de una propuesta ambiciosa e innovadora para la mejora en la eficiencia y en el control de la calidad de un departamento hospitalario de oftalmología. La intención del texto es resumir el funcionamiento de un modelo nuevo de asistencia oftalmológica que, manteniendo o incluso mejorando la calidad de la asistencia, sea capaz de un ahorro en personal muy significativo. La propuesta se basa en la aplicación de la gestión clínica de la siguiente forma: • Motivación del personal asistencial, con énfasis de los médicos especialistas • Protocolización de la asistencia médica y quirúrgica • Diferenciación por niveles de complejidad • Reasignación de roles y competencias • Formación del personal asociado y control de la formación continuada • Control de la actividad, la eficiencia y la calidad mediante indicadores El documento explica como se ha calculado la necesidad de recursos humanos y como se establece la comparación con un departamento en funcionamiento. De la misma forma se ofrece el ahorro en horas de personal que después puede extenderse a unidades monetarias. El documento incorpora la propuesta de procedimientos, planes de formación del personal, de formación continuada, de calidad y de implementación. También la estructura física básica para llevarlo a cabo. No me cabe duda de que lo convincente de la propuesta, por audaz que pueda parecer, resultará del agrado de las gerencias y direcciones generales por generar un ahorro muy significativo, por la necesidad imperante de implantar medidas que incrementen la productividad y la competitividad y por tratarse de un plan que es factible. In this technical report, we approach one of the practical aspects when it comes to represent users' interests from their tagging activity, namely the categorization of tags into high-level categories of interest. The reason is that the representation of user profiles on the basis of the myriad of tags available on the Web is certainly unfeasible from various practical perspectives; mainly concerningthe unavailability of data to reliably, accurately measure interests across such fine-grained categorization, and, should the data be available, its overwhelming computational intractability. Motivated by this, our study presents the results of a categorization process whereby a collection of tags posted at BibSonomy #http://www.bibsonomy.org# are classified into 5 categories of interest. The methodology used to conduct such categorization is in line with other works in the field.

In the scenario of social bookmarking, a user browsing the Web bookmarks web pages and assigns free-text labels (i.e., tags) to them according to their personal preferences. Usability is critical to consider an interactive software system successful. Usability testing and evaluation during product development have gained wide acceptance as a strategy to improve product quality. Early introduction of usability perspectives in a product is very important in order to provide a clear visibility of the quality aspects not only for the developers, but also for the testing users as well. However, usability evaluation and testing are not commonly taken into consideration as an essential element of the software development process. Then, this paper exposes a proposal to introduce usability evaluation and testing within a software development through reuse of software artifacts. Additionally, it suggests the introduction of an auditor within the classification of actors for usability tests. It also proposes an improvement of checklists used for heuristics evaluation, adding quantitative and qualitative aspects to them

Guifi.net es una red libre de telecomunicaciones construida a iniciativa de los propios participantes que, mediante un acuerdo entre iguales, se interconectan para compartir servicios y recursos. Del vínculo filosófico con el software libre deriva que toda la información sea pública, mientras que del agnosticismo tecnológico, la utilización de cualquier dispositivo del mercado. Por esto existe el 'unsolclic', una secuencia de órdenes de confi guración genérica de dispositivos y verdadero factor de éxito. El objetivo del proyecto es mejorar el proceso de incorporación de nuevos dispositivos a la aplicación actual. Mediante una nueva gestión web y un sistema de plantillas estándar, los usuarios avanzados podran crear los confi guradores 'unsolclic' para los nuevos dispositivos del mercado y mantener los existentes con más facilidad y eficiencia.

El proyecto puede dividirse en dos grandes partes, diseño de un portal deportivo y análisis de una herramienta Open Source para el desarrollo de portales web. El apartado de diseño cuenta con un club de atletismo que proporciona unos requerimientos y necesidades de cara a tener un problema real y no basado en especulaciones. Se ha diseñado tanto la base de datos como la estructura del portal y se tienen en cuenta las necesidades del cliente. La parte de análisis de una herramienta Open Source desglosa los módulos de esta, viendo que necesidades cubre cada uno y que pueden hacer, que tecnologías usan y que soluciones pueden dar al problema planteado.

El proyecto consiste en la creación un software que permita dar servicio a familias con mascotas que necesiten encontrar de una manera rápida residencias cercanas, protectoras o bien veterinarios. En caso de no poder mantener a la mascota, tener la posibilidad de anunciarlo para que otra familia pueda hacerse cargo de nuestra mascota adoptándola. En esta etapa de crisis económica se quiere ofrecer un servicio que permite a familias con mascota ponerse en contacto con personas de su provincia que se responsabilicen de su mascota durante un periodo de tiempo llegando a un acuerdo. De esta manera los dueños de la mascota obtienen un cuidado temporal más económico que una guardería de verano.

This paper focuses on the analysis of the economic impact that sectorial total factor productivity – or valued added - gains have on two regional Spanish economies (Catalonia and Extremadura). In particular it is studied the quantitative effect that each sector’s valued added injections has on household welfare (real disposable income), on the consumption price indices and factor relative prices, on real production (GDP) and on the government and foreign net income. To do that, we introduce the concept of supply multiplier. The analytical approach consists of a computable general equilibrium model, in which it is assumed perfect competition and cleared markets of goods and factors. All the parameters and exogenous variables of the model are calibrated by means of two social accounting matrices, one for each region under study. The results allow identifying those sectors with the greatest multipliers impact on consumer welfare as the key sectors in the regional economies. Background: The high polymorphism rate in the human ABO blood group gene seems to be related to susceptibility to different pathogens. It has been estimated that all genetic variation underlying the human ABO alleles appeared along the human lineage, after the divergence from the chimpanzee lineage. A paleogenetic analysis of the ABO blood group gene in Neandertals allows us to directly test for the presence of the ABO alleles in these extinct humans. Results: We have analysed two male Neandertals that were retrieved under controlled conditions at the El Sidron site in Asturias (Spain) and that appeared to be almost free of modern human DNA contamination. We find a human specific diagnostic deletion for blood group O (O01 haplotype) in both Neandertal individuals. Conclusion: These results suggest that the genetic change responsible for the O blood group in humans predates the human and Neandertal divergence. A potential selective event associated with the emergence of the O allele may have therefore occurred after humans separated from their common ancestor with chimpanzees and before the human-Neandertal population divergence.

Background: The aim of this report is to describe the main characteristics of the design, including response rates, of the Cornella Health Interview Survey Follow-up Study. Methods: The original cohort consisted of 2,500 subjects (1,263 women and 1,237 men) interviewed as part of the 1994 Cornella Health Interview Study. A record linkage to update the address and vital status of the cohort members was carried out using, first a deterministic method, and secondly a probabilistic one, based on each subject's first name and surnames. Subsequently, we attempted to locate the cohort members to conduct the phone follow-up interviews. A pilot study was carried out to test the overall feasibility and to modify some procedures before the field work began. Results: After record linkage, 2,468 (98.7%) subjects were successfully traced. Of these, 91 (3.6%) were deceased, 259 (10.3%) had moved to other towns, and 50 (2.0%) had neither renewed their last municipal census documents nor declared having moved. After using different strategies to track and to retain cohort members, we traced 92% of the CHIS participants. From them, 1,605 subjects answered the follow-up questionnaire. Conclusion: The computerized record linkage maximized the success of the follow-up that was carried out 7 years after the baseline interview. The pilot study was useful to increase the efficiency in tracing and interviewing the respondents.

A new multimodal biometric database designed and acquired within the framework of the European BioSecure Network of Excellence is presented. It is comprised of more than 600 individuals acquired simultaneously in three scenarios: 1) over the Internet, 2) in an office environment with desktop PC, and 3) in indoor/outdoor environments with mobile portable hardware. The three scenarios include a common part of audio/video data. Also, signature and fingerprint data have been acquired both with desktop PC and mobile portable hardware. Additionally, hand and iris data were acquired in the second scenario using desktop PC. Acquisition has been conducted by 11 European institutions. Additional features of the BioSecure Multimodal Database (BMDB) are: two acquisitionsessions, several sensors in certain modalities, balanced gender and age distributions, multimodal realistic scenarios with simple and quick tasks per modality, cross-European diversity, availability of demographic data, and compatibility with other multimodal databases. The novel acquisition conditions of the BMDB allow us to perform new challenging research and evaluation of eithermonomodal or multimodal biometric systems, as in the recent BioSecure Multimodal Evaluation campaign. A description of this campaign including baseline results of individual modalities from the new database is also given. The database is expected to beavailable for research purposes through the BioSecure Association during 2008.
