This new situation raises issues of privatization of public authority, which puts into question the ius imperii and rights of citizens. O serviço fiscal aduaneiro criminal e contraordenacional da GNR

At a time of global economic instability, to which Portugal is not oblivious, and aware that the main source of Portuguese State revenue relies on the collection of tribute, the National Republican Guard holds within its mission relevant assignments to the protection of the financial interests of the country, in particular, fiscal and customs. Despite the current model gain in efficiency, loses in effectiveness. However, the efficiency of a model, without the necessary resources, can never bring “the letter to Garcia” against any kind of infringements, criminal or transgressions. Unless better opinion, both tax structures of the National Republican Guard are valid as an instrument for the prevention and combat of these illegal types. Turismo e sentido de lugar em Óbidos : uma pousada como metáfora

Os estudos sobre o turismo tendem a centrar-se na mercadorização da cultura e nos encontros turísticos como práticas sociais que interagem com as economias e culturas dos destinos. Pesquisas realizadas na vila de Óbidos mostraram a necessidade de igualmente pensar o turismo na construção de um sentido de lugar. As perceções sociais sobre o património e o turismo fundem-se com as representações do passado em Óbidos. Esta construção é indissociável da constituição da cultura e história locais como enredo da produção do destino Óbidos, desde meados do século passado. Mas resulta também de um sentimento de exclusão social, hoje amplificado pela intensificação e profissionalização do turismo na vila. Perante novos atores e narrativas turísticas, uma parte significativa das populações de Óbidos convoca a autoridade de um património histórico e social e apropria-se dos discursos e práticas das elites como capital simbólico na construção do turismo como tradição local e prova da distinção cultural e social do lugar.

A Capitania-mor do Mar da Índia : 1502-1564

A presente dissertação pretende compreender as origens e a actividade associada à capitania-mor do mar da Índia, considerado o segundo cargo mais relevante da estrutura político-militar do Estado Português da Índia, desde 1502 a 1564. Este cargo, transferido do reino para a Índia, ainda nos primórdios da presença portuguesa, em 1502, visou assegurar os interesses da Coroa na Ásia. Após a nomeação do primeiro vice-rei para a Índia, D. Francisco de Almeida, em 1505, este ofício foi desde logo disputado e requerido pelos governadores subsequentes. Na maioria das vezes era-lhes concedida a possibilidade de indicarem ao soberano quem pretendiam ao seu lado, para os auxiliar na realização do plano de expansão gizado pela Coroa. No entanto, ao monarca assistia a palavra final. Procuramos saber quem foram os oficiais que ocuparam a capitania e compreender que espaço era esse “Mar da Índia”. Considerado o controlo do mar como a base da afirmação e alargamento da presença portuguesa na Ásia, de acordo com os planos de expansão de D. Manuel I e D. João III, é relevante percebermos qual foi a área de autoridade desta capitania. Se o espaço é relevante, também as embarcações o são, por isso, tentamos perceber que tipos de embarcações faziam parte das armadas associadas a este ofício. Após o entendimento sobre o espaço e as embarcações, foi relevante percebermos os critérios da nomeação e as funções inerentes, as quais eram, sobretudo, do foro político-militar. Todavia, os poderes outorgados à capitania, de natureza marítima, foram por vezes alargados às praças portuguesas do Estado da Índia. Percepcionar de que forma e para que fins essa autoridade se ampliou também foi motivo de discussão. Compreender o estatuto social e o impacto do cargo nas trajectórias individuais, foram aspectos que foram tidos em linha de conta ao longo do nosso estudo. Tentamos igualmente avançar com hipóteses explicativas sobre o fim deste cargo. Com este estudo pretendemos compreender como a capitania-mor do mar da Índia fez parte do funcionamento da cúpula político-militar do Estado Português da Índia, ao longo de mais de meio século, como elemento estabilizador. Constatamos que o capitão-mor do mar também foi usado pelo rei, com o intuito de controlar o governador em funções.

O crime de condução perigosa de veículo rodoviário e a sua perceção pelos militares da GNR afetos a fiscalização rodoviária

The Republican National Guard has a core role concerning the security of Portugal’s roads since a significant part of them are under its responsibility. Dangerous driving is a crime that happens less times that other two crimes (driving without a license and driving under the influence), but it isn’t covered by the media like those two, much to the small number of reports written by the Security Forces. This work aims to approach the particularity of this crime given it poses a real threat and because its report requirements are far demanding. The thesis is divided in two parts. The first one develops the theory frame through the analysis of documents. The second part deals with the processing of fines from selected samples. The conclusion of this study states that there is a way of reducing situations that could result in this type of crime using fines. Other conclusion points to the fact that the time gap between the occurrence of the crime and a judge’s sentence is substantial, meaning that the military from the Republican National Guard often opt for the second option because the sentences and the security measures for this crime can often find parallel in other type of crimes. The about 200 sentences reached per day from courts all over the country when tied to the 700/800 criminal defenses mean that the National Authority for Road Security is overloaded with administrative work, which is a problem that could be surpassed with the implementation of a new document and a different access to the data of each driver through the National Authority for Road Security’s website.
