The present work offers a brief historical and evolutionary introduction to the legal basis of the Portuguese Republic Intelligence System (SIRP) which comprises two services – the Security Intelligence Service (SIS) and the Defence Strategic Intelligence Service (SIED) – and two entities responsible for its oversight – the Supervisory Body (CFSIRP) and the Data Monitoring Committee (CFD), also responsible for supervising the Military Intelligence and Security Centre (CISMIL) of the General Staff of the Armed Forces (EMGFA). The initial narrative subsequently leads us to a detailed analysis of the Portuguese Intelligence services' current model of monitoring, as well as of the legislator’s options, namely in the legal drafting field, used within the construction and definition of the legal structure that currently regulates the Portuguese Republic Intelligence System. For the purposes of this study we have broadly examined different models of the European Union, in particular those of Belgium, the Netherlands and Croatia. We have also transposed to the text the valuable contributions collected during the research phase, more precisely the replies to questionnaires and interviews conducted with certain individuals selected according to their knowledge and affinity with the subject of this study, including members and former members of the Supervisory Body and former directors of the three portuguese intelligence services. The present dissertation intends to contribute to the development of this subject, promoting critical analysis, within and beyond the academia, with the aim that some of its reflections might be useful towards the intelligence system’s future reform, particularly in what concerns intelligence services monitoring.

The personal data protection is presented as an indisputably complex and transversal subject and gives an account of this report, a result of curricular internship at the Portuguese Commission for Data Protection. The Commission is the competent authority for the control and supervision of personal data processing. The subject around which this report was prepared is the protection of personal data, analyzed in several aspects. The protection of personal data is, for some time, a topic that raises many concerns, because it is closely linked to fundamental rights constitutionally protected. Fundamental rights inherent in each of us are a result of Article 1 of the Constitution of the Portuguese Republic, in the sense that the dignity of the human person is affirmed as the first value around which the Portuguese legal system will have to be based. In other words, is the dignity of the human person the highest value in the Portuguese legal system. Was the development of societies to the point that we know today that has led to the importance to the personal data of citizens. In modern societies, it is possible to know everything about everyone and the curiosity of others seems not to worry about the injuries that affect the rights of citizens. Where new technologies make excuses for the excessive processing of personal data and where subjects do not seem to bother about their personal data crossing the world, it is important that jurisdictions give value the protection of personal data and the implications of its misuse, in that as these are the mirror of identity each of us and can be used against their owners, causing irreparable damage to the their fundamental rights. Being understood as protection of personal data the possibility of each citizen to decide the use of their data and how they can be used, we can say that its protection depends essentially on each of us, as holders of personal data. Therefore, the protection of our data begins in ourselves.

Este trabalho tem como principal objetivo propor uma metodologia de gestão de projeto de tecnologia de informação para o Ministério da Justiça e dos Direitos Humanos de Angola (MGPTI-MJDH), baseado nos conceitos e processos da gestão de projetos das Normas Portuguesa NPISO21500:2012 e NP4535:2014. Consistiu deste trabalho, definir os processos da gestão de projetos, os circuitos de informação para os processos e a elaboração dos documentos da metodologia. Para a sua elaboração foi utilizada uma metodologia de pesquisa de natureza aplicada, com uma abordagem qualitativa e um objetivo de pesquisa exploratório, que permitiu após a identificação dos objetivos específicos, fazer uma pesquisa bibliográfica sobre o tema. Para definição dos processos da metodologia (MGPTI-MJDH) foi feita uma análise das normas Portuguesas que através destas, identificou-se as boas práticas e criou-se uma proposta tendo em conta a realidade de Angola, os mesmos foram refinados com base nas entrevistas feitas pelo Diretor do Gabinete de Tecnologia de Informação do Ministério da Justiça e dos Direitos Humanos. Concluindo, o contributo e os benefícios deste trabalho consistem na melhor gestão de projetos de tecnologia de informação do Ministério de maneira a alcançar os objetivos estratégicos.
