RESUMO - Independentemente do modelo jurídico adoptado para os hospitais é necessário introduzir políticas de gestão estratégicas e adoptar instrumentos que permitam uma melhoria efectiva dos processos de gestão organizacional. A implementação de um modelo de contratualização interna que se traduza na transposição dos compromissos assumidos externamente para o interior da organização e, consequentemente, a sua desagregação pelos diferentes níveis de gestão, permite alcançar um alinhamento cada vez maior entre os objectivos contratualizados externamente e a missão das instituições de saúde. No presente estudo pretendeu-se identificar o estado de arte relativamente à contratualização interna numa amostra representativa das unidades hospitalares portuguesas, tendo-se concluído pela identificação de acções a desenvolver para servir de suporte à sua efectiva adopção.--------------------------ABSTRACT – Despite legal framework applied on hospitals, it is essential to develop and launch a set of management and strategic policies, as well as to adopt instruments that can grant an effective improvement to organizational management processes. ABSTRACT: The aim of this analysis was to analyze and describe the steps that have been taken in the development of the mental health policy in Suriname after the WHO AIMS. The objectives are: 1.To review the steps to be taken in developing a mental health policy and plan for a country 2.To gather information and data concerning mental health policy and plan development in Suriname 3.To draw conclusion from the experience gained that can be applied to other countries. In general, the information that was gathered from the four countries Guyana, Barbados, Trinidad & Tobago and Suriname, was compared with the WHO steps for developing a mental health policy and plan. Were these steps taken into consideration, when developing their mental health policy and plan? If not, what were the reasons why it did not happen? The checklist for evaluating a mental health plan was used in Suriname. This checklist assisted to see if the results of the recommendations given by the WHO AIMS to develop a effective and balanced mental health plan were taken into consideration. The mayor findings of the analysis are that Suriname as well as Guyana used the steps in developing their mental health policy and plan. Barbados and Trinidad & Tobago did not develop a mental health policy and plan. Suriname and Guyana have a mental health coordinating body at the Ministry of Health. Trinidad & Tobago as well as Barbados have a mental health focal person at the Ministry of Health of the respective countries. It can be concluded that successfully improving of health systems and services for mental health is combining theoretical concepts, expert knowledge and cooperation of many stakeholders. The appointment of a mental health coordinating unit at the Ministry of Health is crucial for the development of mental health in a country. Furthermore, mental health is everyone’s business and responsibility. Implementing the steps to be taken when developing a mental health policy and plan as recommended by WHO may be a slow process requiring the mobilization of political will. That’s why it is crucial that persons responsible for this process work close with all stakeholders in relevant sectors, taking their needs into consideration and try to translate that in clear objectives. It is common knowledge that improving the quality of mental health must be accompanied by the availability of financial and human resources. Finally, a mental health policy and plan should be one document tackling all aspects of mental health of a community.

There is a family of models with Physical, Human capital and R&D for which convergence properties have been discussed (Arnold, 2000a; Gómez, 2005). However, spillovers in R&D have been ignored in this context. We introduce spillovers in this model and derive its steady-state and stability properties. This new feature implies that the model is characterized by a system of four differential equations. A unique Balanced Growth Path along with a two dimensional stable manifold are obtained under simple and reasonable conditions. Transition is oscillatory toward the steady-state for plausible values of parameters.

Com elevada preponderância na competitividade de uma organização, a avaliação é cada vez mais utilizada no mercado atual. Pode ser aplicada tanto na implementação de projetos como na melhoria do processo existente e da atividade do negócio como um todo. Na lógica da avaliação global do negócio, a avaliação é cada vez mais vista como uma boa prática, uma vez que permite, de forma integrada, durante as atividades de monitorização, identificar erros, desvios face a metas fixadas ou outros problemas de maneira a corrigi-los preventivamente. Na lógica da melhoria da atividade de negócio, possibilita a identificação de potenciais falhas onde se pode incidir na melhoria dos mesmos, tendo um nível de abrangência superior aos tradicionais indicadores financeiros, o que permite avaliar o desempenho global da organização e correlacionar medidas e impactos. No presente trabalho elaborou-se um levantamento de modelos de avaliação macroeconómicos, empresariais e individuais e foi realizado um questionário às organizações do setor vitivinícola para aferir da sua maturidade na prática de avaliação, bem com o intuito de aferir acerca da utilidade e aplicabilidade de um guia de apoio a esta prática. Com base nestes elementos, criou-se um guia de avaliação de referência para empresas transformadoras do setor vitivinícola, tendo como base os conceitos inerentes aos modelos de avaliação empresariais: balanced scorecard (BSC), modelo Shingo, modelo European Foundation for Quality Management (EFQM) e tendo em conta a contextualização realizada ao setor vitivinícola, baseada nas respostas fornecidas aos questionários realizados no âmbito desta dissertação.. Como resultado, gerou-se um guia de apoio à adoção de práticas de avaliação que poderá ser aplicado com vista ao aumento da competitividade das organizações do setor transformador vitivinícola.

The term res publica (literally “thing of the people”) was coined by the Romans to translate the Greek word politeia, which, as we know, referred to a political community organised in accordance with certain principles, amongst which the notion of the “good life” (as against exclusively private interests) was paramount. This ideal also came to be known as political virtue. To achieve it, it was necessary to combine the best of each “constitutional” type and avoid their worst aspects (tyranny, oligarchy and ochlocracy). Hence, the term acquired from the Greeks a sense of being a “mixed” and “balanced” system. Anyone that was entitled to citizenship could participate in the governance of the “public thing”. This implied the institutionalization of open debate and confrontation between interested parties as a way of achieving the consensus necessary to ensure that man the political animal, who fought with words and reason, prevailed over his “natural” counterpart. These premises lie at the heart of the project which is now being presented under the title of Res Publica: Citizenship and Political Representation in Portugal, 1820-1926. The fact that it is integrated into the centenary commemorations of the establishment of the Republic in Portugal is significant, as it was the idea of revolution – with its promise of rupture and change – that inspired it. However, it has also sought to explore events that could be considered the precursor of democratization in the history of Portugal, namely the vintista, setembrista and patuleia revolutions. It is true that the republican regime was opposed to the monarchic. However, although the thesis that monarchy would inevitably lead to tyranny had held sway for centuries, it had also been long believed that the monarchic system could be as “politically virtuous” as a republic (in the strict sense of the word) provided that power was not concentrated in the hands of a single individual. Moreover, various historical experiments had shown that republics could also degenerate into Caesarism and different kinds of despotism. Thus, when absolutism began to be overturned in continental Europe in the name of the natural rights of man and the new social pact theories, initiating the difficult process of (written) constitutionalization, the monarchic principle began to be qualified as a “monarchy hedged by republican institutions”, a situation in which not even the king was exempt from isonomy. This context justifies the time frame chosen here, as it captures the various changes and continuities that run through it. Having rejected the imperative mandate and the reinstatement of the model of corporative representation (which did not mean that, in new contexts, this might not be revived, or that the second chamber established by the Constitutional Charter of 1826 might not be given another lease of life), a new power base was convened: national sovereignty, a precept that would be shared by the monarchic constitutions of 1822 and 1838, and by the republican one of 1911. This followed the French example (manifested in the monarchic constitution of 1791 and in the Spanish constitution of 1812), as not even republicans entertained a tradition of republicanism based upon popular sovereignty. This enables us to better understand the rejection of direct democracy and universal suffrage, and also the long incapacitation (concerning voting and standing for office) of the vast body of “passive” citizens, justified by “enlightened”, property- and gender-based criteria. Although the republicans had promised in the propaganda phase to alter this situation, they ultimately failed to do so. Indeed, throughout the whole period under analysis, the realisation of the potential of national sovereignty was mediated above all by the individual citizen through his choice of representatives. However, this representation was indirect and took place at national level, in the hope that action would be motivated not by particular local interests but by the common good, as dictated by reason. This was considered the only way for the law to be virtuous, a requirement that was also manifested in the separation and balance of powers. As sovereignty was postulated as single and indivisible, so would be the nation that gave it soul and the State that embodied it. Although these characteristics were common to foreign paradigms of reference, in Portugal, the constitutionalization process also sought to nationalise the idea of Empire. Indeed, this had been the overriding purpose of the 1822 Constitution, and it persisted, even after the loss of Brazil, until decolonization. Then, the dream of a single nation stretching from the Minho to Timor finally came to an end.

RESUMO - A doença renal crónica (DRC) resulta da perda de função renal, sendo necessário a terapêutica de substituição, no estádio terminal. Em Portugal está atualmente em vigor o modelo de Gestão Integrada da Doença, que tem inerente o cumprimento de objetivos e metas pelas unidades de diálise. Uma alimentação adequada é um pilar fundamental ao sucesso do tratamento desta doença, o que torna o profissional de nutrição indispensável. Este trabalho pretendeu avaliar o cumprimento das metas e objetivos estabelecidos no modelo referido, e relacionar os resultados obtidos com a existência de contacto entre o profissional de nutrição e os pacientes. Para a persecução dos objetivos, foram analisadas duas bases de dados disponibilizadas pela Direção Geral da Saúde: a base de dados da Plataforma de Gestão Integrada da Doença Renal Crónica em 2012 e a do Questionário de Avaliação da Satisfação dos Doentes em Hemodiálise em 2013. Verificou-se uma melhoria contínua ao longo dos anos do cumprimento das metas e objetivos preconizados em Portugal para o tratamento da DRC, com um cumprimento da maioria no ano de 2012. No entanto, os parâmetros ferritina e albumina sérica ficaram aquém da recomendação. Observou-se um nível elevado de satisfação do paciente quanto ao trabalho do profissional de nutrição, apesar de ser frequente a inexistência de contacto entre ambas as partes. Os resultados obtidos demonstram também que o profissional de nutrição tem um papel importante para a obtenção de melhores resultados de saúde nos pacientes em tratamento por hemodiálise, pelo que se sugere um acompanhamento da totalidade deste tipo de população por este profissional.
