0 presente artigo analisa o sentido e alcance da nomenclatura desorçamentação. Trata-se de um neologismo recentemente usado na literatura das ciências económicas, e em especial nas finanças públicas, que tem gerado alguma controvérsia, resultando dali interpretações e visões muitas vezes dissemelhantes para o mesmo fenómeno. Embora o conceito não tenha tradução para outras línguas procurou-se fazer uma aproximação à sua semelhança terminológica em termos do seu significado. O contexto e, em especial, o Orçamento de Estado.

Mário de Carvalho publicou, em 2003, Fantasia para Dois Coronéis e Uma Piscina, que lhe valeu o prémio PEN Clube Português para a melhor obra de ficção nacional. O autor acrescenta assim ao seu extenso rol mais uma honrosa distinção nas artes literárias. Com efeito, viu galardoada a maior parte dos seus livros, em diversos géneros literários, desde o romance ao conto, passando pelo teatro. Da sua obra destaco O Livro Grande de Tebas, Navio e Mariana, de 1982, e Um Deus Passeando pela Brisa da Tarde, de 1994, aquele por ter sido o primeiro livro premiado do autor, este pela aclamação entusiástica da crítica e pelos vários prémios que lhe foram atribuídos.

In this work three natural waste materials containing chitin were used as adsorbents for textile dyestuffs, namely the Anodonta (Anodonta cygnea) shell, the Sepia (Sepia officinalis) and the Squid (Loligo vulgaris) pens. The selected dyestuffs were the Cibacron green T3G-E (CI reactive green 12), and the Solophenyl green BLE 155% (CI direct green 26), both from CIBA, commonly used in cellulosic fibres dyeing, the most used fibres in the textile industry. Batch equilibrium studies showed that the materials’ adsorption capacities increase after a simple and inexpensive chemical treatment, which increases their porosity and chitin relative content. Kinetic studies suggested the existence of a high internal resistance in both systems. Fixed bed column experiments performed showed an improvement in adsorbents’ behaviour after chemical treatment. However, in the column experiments, the biodegradation was the main mechanism of dyestuff removal, allowing the materials’ bioregeneration. The adsorption was strongly reduced by the pore clogging effect of the biomass. The deproteinised Squid pen (grain size 0.500–1.41 mm) is the adsorbent with highest adsorption capacity (0.27 and 0.037 g/g, respectively, for the reactive and direct dyestuffs, at 20ºC), followed by the demineralised Sepia pen and Anodonta shell, behaving like pure chitin in all experiments, but showing inferior performances than the granular activated carbon tested in the column experiments.

Fractional calculus (FC) is being used in several distinct areas of science and engineering, being recognized its ability to yield a superior modelling and control in many dynamical systems. This article illustrates the application of FC in the area of robot control. A Fractional Order PDμ controller is proposed for the control of an hexapod robot with 3 dof legs. It is demonstrated the superior performance of the system by using the FC concepts.

This paper proposes a Genetic Algorithm (GA) for the design of combinational logic circuits. The fitness function evaluation is calculated using Fractional Calculus. This approach extends the classical fitness function by including a fractional-order dynamical evaluation. The experiments reveal superior results when comparing with the classical method.

The Maxwell equations, expressing the fundamental laws of electricity and magnetism, only involve the integer-order calculus. However, several effects present in electromagnetism, motivated recently an analysis under the fractional calculus (FC) perspective. In fact, this mathematical concept allows a deeper insight into many phenomena that classical models overlook. On the other hand, genetic algorithms (GA) are an important tool to solve optimization problems that occur in engineering. In this work we use FC and GA to implement the electrical potential of fractional order. The performance of the GA scheme and the convergence of the resulting approximations are analyzed.

The concepts involved with fractional calculus (FC) theory are applied in almost all areas of science and engineering. Its ability to yield superior modeling and control in many dynamical systems is well recognized. In this article, we will introduce the fundamental aspects associated with the application of FC to the control of dynamic systems.

Fractional Calculus (FC) goes back to the beginning of the theory of differential calculus. Nevertheless, the application of FC just emerged in the last two decades. It has been recognized the advantageous use of this mathematical tool in the modelling and control of many dynamical systems. Having these ideas in mind, this paper discusses a FC perspective in the study of the dynamics and control of several systems. The paper investigates the use of FC in the fields of controller tuning, legged robots, electrical systems and digital circuit synthesis.

This article presents a dynamical analysis of several traffic phenomena, applying a new modelling formalism based on the embedding of statistics and Laplace transform. The new dynamic description integrates the concepts of fractional calculus leading to a more natural treatment of the continuum of the Transfer Function parameters intrinsic in this system. The results using system theory tools point out that it is possible to study traffic systems, taking advantage of the knowledge gathered with automatic control algorithms. Web-based course management and delivery is regarded by many institutions as a key factor in an increasingly competitive education and training world, but the systems currently available are largely unsatisfactory in terms of supporting collaborative work and access to practical science facilities. These limitations are less important in areas where “pen-and-paper” courseware is the mainstream, but become unacceptably restrictive when student assignments require real-time teamwork and access to laboratory equipment. This paper presents a web-accessible workbench for electronics design and test, which was developed in the scope of an European IST project entitled PEARL, with the aim of supporting two main features: full web access and collaborative learning facilities.

Extracting the semantic relatedness of terms is an important topic in several areas, including data mining, information retrieval and web recommendation. This paper presents an approach for computing the semantic relatedness of terms using the knowledge base of DBpedia — a community effort to extract structured information from Wikipedia. Several approaches to extract semantic relatedness from Wikipedia using bag-of-words vector models are already available in the literature. The research presented in this paper explores a novel approach using paths on an ontological graph extracted from DBpedia. It is based on an algorithm for finding and weighting a collection of paths connecting concept nodes. This algorithm was implemented on a tool called Shakti that extract relevant ontological data for a given domain from DBpedia using its SPARQL endpoint. To validate the proposed approach Shakti was used to recommend web pages on a Portuguese social site related to alternative music and the results of that experiment are reported in this paper.

The teaching-learning process is increasingly focused on the combination of the paradigms “learning by viewing” and “learning by doing.” In this context, educational resources, either expository or evaluative, play a pivotal role. Both types of resources are interdependent and their sequencing would create a richer educational experience to the end user. However, there is a lack of tools that support sequencing essentially due to the fact that existing specifications are complex. The Seqins is a sequencing tool of digital resources that has a fairly simple sequencing model. The tool communicates through the IMS LTI specification with a plethora of e-learning systems such as learning management systems, repositories, authoring and evaluation systems. In order to validate Seqins we integrate it in an e-learning Ensemble framework instance for the computer programming learning.

The two largest causes for battery consumption on mobile devices are related with the display and network operations. Since most application need to share data and communicate with remote servers, communications should be as lightweight and efficient as possible. In network communication, serialization plays a central role as the process of converting an object into a stream of bytes. One of the most popular data-interchange format is JSON (JavaScript Object Notation). This paper presents a survey on JSON parsers in mobile scenarios. The aim of the survey is to find the most efficient JSON parser in mobile communications characterised by high transfer rate of small amounts of data. In the performance benchmark we compare the time required to read and write data with several popular JSON parser implementations such as Gson, Jackson, org.json and others. The results of this survey are important for others that need to select an efficient parser for mobile communication.

In this paper, we apply the following four power indices to the Portuguese Parliament: Shapley–Shubik index, Banzhaf index, Deegan–Packel index and Public Good Index. We also present the main notions related with simple games and discuss the features of each power index by means of their axiomatic characterizations.
