Los agentes de corte y chancillerías surgieron de las mestas locales medievales y pasaron a formar parte de la Cabaña Real a principios del siglo xvi. Fueron el resultado de la mayor actividad procesal en los diferentes tribunales y de la creciente conflictividad en el campo. El oficio no tenía las funciones bien definidas porque se vio arrastrado por las disfunciones institucionales y la oposición de las chancillerías. Los Borbones se dieron cuenta de la importancia del cargo en la recuperación de la mesta y en el desarrollo de la trashumancia y elaboraron un detallado plan para desacreditarlo, suprimir el empleo de Granada, restarle atribuciones y sólo adjudicarles asuntos internos y sin relevancia. Paulatinamente fue sustituido en sus facultades y comisiones por el procurador general de corte.

The growing interest in quantifying the cultural and creative industries, visualize the economic contribution of activities related to culture demands first of all the construction of internationally comparable analysis frameworks. Currently there are three major bodies which address this issue and whose comparative study is the focus of this article: the UNESCO Framework for Cultural Statistics (FCS-2009), the European Framework for Cultural Statistics (ESSnet-Culture 2012) and the methodological resource of the “Convenio Andrés Bello” group for working with the Satellite Accounts on Culture in Ibero-America (CAB-2015). Cultural sector measurements provide the information necessary for correct planning of cultural policies which in turn leads to sustaining industries and promoting cultural diversity. The text identifies the existing differences in the three models and three levels of analysis, the sectors, the cultural activities and the criteria that each one uses in order to determine the distribution of the activities by sector. The end result leaves the impossibility of comparing cultural statistics of countries that implement different frameworks.

Two types of health reforms in Latin America are analysed: one based on insurance and service commodification and the one referred to the unified public systems of progressive governments. Health insurance with explicit service packages has not fulfilled their purposes of universal coverage, equal access to necessary health services and improvement of health conditions but has opened health as a field of profit making for insurance companies and private health providers. The national health services as a state obligation have developed territorialized health services and widened substantially timely access to the majority of the population. The adoption of an integrated and wide social policy has an impact on population well fare. It faces some problems derived from the old health systems and the power of the insurance and medical complex.

In 2008, the European Union published its Directive on mediation in civil and commercial matters, offering general regulation of this conflict resolution system, its principles, and its objectives. Social workers have for some time defended their role as mediators, but this reality has changed and mediation appears to have taken shape as an independent profession due to existing regulation, its introduction to universities and the implementation of training courses. This article analyses the differences between the two professions: mediator and social worker. It also considers the mediation that is carried out in the community context. Community mediation is a perfect tool for achieving a changed understanding of public social services, seeking to encourage citizens to participate in and take responsibility for community life and thereby to become active citizens as envisaged by the 2012 Global Agenda for Social Work. However, mediation in this context has certain peculiarities, and at times confusion may arise between the figures of social worker and mediator.

Analisa-se, a partir da obra Os Bruzundangas (1922) de Lima Barreto, o fascínio brasileiro pelo título de doutor, e a necessidade de ostentá-lo demonstrada por alguns profissionais liberais. Inicialmente, sintetiza-se a obra limabarretiana, enfatizando-se o tratamento e a sátira feita pelo autor aos doutores e à doutorice dos anos 1910. Em seguida, discute-se a construção histórica da associação entre o título e o valor social do poder e do prestígio, destacando, de um lado, a tradição lusitana do bacharelismo, e, de outro, a bacharelização promovida por D. Pedro II. Discorre-se, então, acerca das tentativas contemporâneas de apropriação e/ou manutenção do doutoramento pelos advogados, juízes, médicos e outros profissionais de saúde. Por fim, aborda-se a problemática do ponto de vista discursivo, levantando-se algumas questões linguísticas e ideológicas envolvidas.

In this article, it is proposed a brief revision of the number of Techialoyan codices. To do this, the text starts with a definition of the corpus, that it is composed of manuscripts done between the half of the 17th century and beginning of the next. Around these documents there are many doubts and it remains much to do. In this case, we present a review around the lists and catalogues to see the changes of the group through time. Our conclusion is that is necessary recount the corpus, because there are fragmented documents and others are unknowns or copies. Finally, we show our count, that leaves the number less than fifty-six documents catalogued until today.

El ciberespacio es un escenario de conflicto altamente complejo al estar en constante evolución. Ni la Unión Europea ni ningún otro actor del sistema internacional se encuentra a salvo de las amenazas procedentes del ciberespacio. Pero los pasos dados desde la UE en el mundo de la ciberseguridad no son en absoluto suficientes. Europa necesita que su Estrategia de ciberseguridad sea realmente capaz de integrar a las diferentes Estrategias nacionales. Es urgente una mayor determinación, unos mayores recursos y unos mejores instrumentos que permitan a la Unión implementar una gestión de crisis y una prevención de ciberconflictos verdaderamente eficaz.

This article discusses the challenges of irregular migration for the security of the EU. They are analyzed starting with the European Security Strategy 2003, and the Report on its Implementation, 2008, and notes many failures: The EU Members did not follow the directives adopted in Brussels, the mismanagement of migration and asylum policies, and numerous actions that can be characterized or described as improvised, scattered or irresponsible. The 2016 Global Strategy recognizes these failures and call attention to the European leaders to reconsider how the EU functions and operates, suggesting the need for greater unity and cooperation to achieve a more effective migration policy. However, the article points out that practically all of the sections of the new Strategy dealing with migration were already embodied in previous Strategies, and stress that in parallel with the publication of the 2016 Global Strategy, actions are already undertaken, such as the EU readmission agreements signed with several important third countries of origin.
