The territory of the European Union is made up of a rich and wide-ranging universe of languages, which is not circumscribed to the «State languages». The existence of multilingualism is one of Europe’s defining characteristics and it should remain so in the constantly evolving model of Europe’s political structure. Nonetheless, until now, the official use of languages has been limited to the «State languages» and has been based on a concept of state monolingualism that has led to a first level of hierarchization among the languages of Europe. This has affected the very concept of European language diversity. The draft of the treaty establishing a European Constitution contains various language-related references that can be grouped in two major categories: on the one hand, those references having to do the constitutional status of languages, and on the other, those regarding the recognition of European language diversity. Both issues are dealt with in this article. In analyzing the legal regime governing languages set forth in the draft of the constitutional treaty, we note that the draft is not based on the concept of the official status of languages. The language regulation contained in the draft of the constitutional treaty is limited in character. The constitutional language regime is based on the concept of Constitutional languages but the official status of languages is not governed by this rule. The European Constitution merely enunciates rights governing language use for European citizens vis-à-vis the languages of the Constitution and refers the regulation of the official status of languages to the Council, which is empowered to set and modify that status by unanimous decision. Because of its broad scope, this constitutes a regulatory reservation. In the final phase of the negotiation process a second level of constitutional recognition of languages would be introduced, linked to those that are official languages in the member states (Catalan, Basque, Galician, etc.). These languages, however, would be excluded from the right to petition; they would constitute a tertium genus, an intermediate category between the lan guages benefiting from the language rights recognized under the Constitution and those other languages for which no status is recognized in the European institutional context. The legal functionality of this second, intermediate category will depend on the development of standards, i.e., it will depend on the entrée provided such languages in future reforms of the institutional language regime. In a later section, the article reflects on European Union language policy with regard to regional or minority languages, concluding that the Union has not acted in accordance with defined language policy guidelines when it has been confronted, in the exercise of its powers, with regional or minority languages (or domestic legislation having to do with language demands). The Court of Justice has endeavoured to resolve on a case by case basis the conflicts raised between community freedoms and the normative measures that protect languages. Thus, using case law, the Court has set certain language boundaries for community freedoms. The article concludes by reflecting on the legal scope of the recognition of European language diversity referred to in Article II-82 of the European Constitution and the possible measures to implement the precept that might constitute the definition of a true European language policy on regional or minority languages. Such a policy has yet to be defined.

[ES]El objetivo de este proyecto ha sido desarrollar una herramienta software que permita medir el rendimiento de redes con tecnología móvil 4G, también conocida como LTE. Para ello se ha creado un sistema software que está compuesto por una aplicación móvil y un servidor de aplicaciones. El sistema en conjunto realiza la función de recoger indicadores de calidad de la red móvil de diversa índole, que posteriormente son procesados utilizando herramientas software matemáticas, para así obtener gráficas y mapas que permiten analizar la situación y el rendimiento de una red 4G concreta. El desarrollo del software ha llegado a nivel de prototipo y se han realizado pruebas reales con él obteniendo resultados positivos de funcionamiento.

[EUS] Lan honen helburua egoera posturala eta bizkarreko minaren pertzepzioaren azterketa sakonagoa egitea da. Bizkarreko min zein desoreka posturalek gaur egun duten nagusitasuna ikusita, egoera azaleratu eta honen kausak zeintzuk diren ezagutu nahi dira. Honetarako UPV-EHUko Jarduera Fisikoaren eta Kirolaren Zientzien Fakultateko ikasleen (n=25) postura-aldaketak zein bizkarreko minaren magnitudea eta pertzepzioa nolakoak diren aztertuko ditugu. Egindako analisia longitudinala izan da. Ikasketetan sartu zirenean lehenengo neurketa egin zitzaien eta ikasketen azkeneko urtean azken neurketa. QPS-200 Shekel Posture Analyzer erremintari esker pisuaren banaketaren datu numerikoak lortu ditugu. Bizkarreko mina eta pertzepzioari dagozkienez, NASS osasun galdetegia erabili izan da. Posturaren neurketek erakutsi dutenez, bariazio handiena pertsonen artekoa da. Hetereogeneotasun handiena aurre-atze banaketak azaleratu duelarik, gehienbat lehenengo neurketan (2012: DS=9,33 begiak zabalik eta DS=9,99 begiak itxita; 2014: DS=7,37 begiak zabalik eta DS=7,94 begiak itxita). Aurkitu den efektu signifikatibo bakarra (p<0.05), bestalde, neurketa data da. Bizkarreko minaren pertzepzioak gora egin du urteak aurrera joan ahala (subjektuen %64 2012an; subjektuen %72 2014an) baina egunerokotasunean minak sortzen dituen zailtasunak behera egin du (%28 2012an; %20 2014an).

Gai honekiko interesa, aurreko urtean “Jarduera fisiko inklusiboa” irakasgaia hasi genuenean piztu zitzaidan eta lan hau egitea erabakitzearen arrazoia, dantza campus batean monitore moduan bizitako esperientzia izan zen. Bertan, gaixotasun ezberdinak zituzten umeak elkartu ziren gure klubeko umeekin batera lan egiteko eta dantza egiten gozatzen zutena ikusita gozatzen nuen nik ere. Baina bereziki, Down Sindromea (DS) duten umeekin lan egiteko gogoa sortu zitzaidan. Horren geroztik, gaixotasun hau duten pertsonekin lan egiten duten dantza taldeak badaudela aurkitu nuen, baina nire asmoa ez da soilik DS duten umeei dantza egiten irakastea, baizik eta ume hauen eta gaixotasunik ez dutenen arteko elkarlana bultzatzea ere, inklusibitatea hain zuzen, baita dantzak haiengan sortzen dituen onurak aztertzea ere, bai fisiko zein psikologikoki.

En el presente trabajo se realiza una revisión del concepto de Desarrollo Humano Sostenible (DHS) propuesto por Sudhir Anand y Amartya Sen. En el DHS confluyen el Desarrollo Humano (DH) y el Desarrollo Sostenible (DS), y se presenta como un marco apropiado para abordar la dicotomía entre los procesos de desarrollo y el uso sostenible del medio ambiente. Sin embargo, un análisis conceptual de los planteamientos iniciales del DHS sugiere que tal confluencia no es tan automática dadas las diferentes corrientes del DS en disputa (sostenibilidad débil, fuerte o super-fuerte). En este sentido, las implicaciones conceptuales del DHS, fundamentadas desde la sostenibilidad débil, son contrastadas tomando como referencia los planteamientos de la sostenibilidad fuerte provenientes de la Economía Ecológica.
