The survey covered by this report was undertaken between 3rd and 7th April 2009 as a follow-up on the during construction surveys. Two pre-construction baseline surveys were undertaken in April 2000 and April 2006. During the construction phase which started in 2007, three surveys including the current one have been undertaken i.e. in September 2007, April 2008 and the present one, in April 2009. Unlike in all previous surveys in which monitoring was conducted at one transect upstream and three downstream transects, in the current survey, two transects, one upstream and the other, downstream of the BHPP were sampled with emphasis on the following aspects: 1. water quality determinants 2. biology and ecology of fishes and food webs 3. fish stock and fish catch including economic aspects of catch and 4. sanitation/vector studies (bilharzias and river blindness)

All biological aspects of the stock are of scientific interest. Specific biological parameters are used either in estimating; yield, or providing a basis for suggesting fisheries management strategies, growth, mortality and stock size are the main determinants of yield, and aspects such as the timing of spawning and recruitment are important in considering management measures. In fisheries science, fish biology contributes in two broad areas; a) Basic biology and distribution of resource spp b) Population dynamics of the species An exploited fish stock is viewed as a simple biological system consisting of stock-biomass which is increased by growth and recruitment, and is reduced by natural-mortality and fishing mortality.

Profit maximization in fishery protects cod of western Baltic Sea against overfishing – Only a theoretical approach? The frame for the management of fish stocks politically given contains – apart from ecological and social goals – also an economic goal, which is considered here in particular. From the point of view of fishery enterprises the main management goal for the exploitation of fish stocks is the maximization of profit. There are models for the yield optimization since long time. They are mainly used so far to optimize fishing mortality. Here the Beverton and Holt yield model was used. Apart from the optimization of fishing effort the model was used to optimize age of first capture and thus mesh opening. Starting point of the considerations is a given age group of a fish stock. If this age group is completely fished the yield obtained from this age group is maximized. The investigations show that the term overfishing is not exclusively linked as frequently assumed with a too large fishing mortality, but likewise with a mismatch of the mesh opening. For the calculated example Baltic cod data are used. At present the cod is caught far from reaching its mass optimum. Therefore, the profit of fishery enterprises can in the long term be considerably increased by the optimization of the mesh opening. During the conversion from the state of the art to fishing with optimised mesh sizes, however, a loss of profit has to be expected. The title of the paper sounds provocative. However, the stock of the Baltic Sea cod is better protected by a long-term maximum-profit oriented exploitation than by the precautionary approach applied now.

Several fishery independent estimates of the year-class strength are necessary for the assessment and the ma-nagement of the total fish stock. An index for the year-class strength of the spring spawning herring in the western Baltic Sea is estimated on the basis of larvae surveys in the most important spawning ground. The results indicate a good year-class 2004.

The economic situation of the German fishing fleet, economic indicators and backgrounds have been analysed in the overall framework of the EU-Concerted Action ‘Economic Assessment of European fishing fleets’. Trends in number of vessels, employment on board and catches for main target species are decreasing. This development may clearly be related to bad fish stock conditions, missing investment op-portunities for vessels and the short-term fishing quota man-agement system. To facilitate fisheries economics research a better data collection system is needed. As a consequence economic advice may be given for the development of a long-term sustainable management system.

The EU-Commission has started an initiative to improve the quantity and quality of fishery data. This will improve the quality of fish stock assessments and is expected to implicitly enhance the quality of stock management. By the relevant regulations 1543/2000 and 1639/2001 member states are obliged to establish national programmes for the sampling of data necessary to evaluate the situation of fishery resources and the fishery sector. In this article the German national data sampling programme is described.

The management of a fish aimed at maximising the fishing yield of the managed fish stock. There are models for the yield optimisation since long time. They are used so far mainly to optimise the fishing mortality. Starting point of this paper is a number of fish of an age group of a fish stock. This age group is accompanied over its lifetime. A result of the investigations is that the term growth over-fishing is linked not as frequently assumed exclusive with a too large fishing mortality, but likewise with a mismatch of the mesh opening. The investigations show that the fishing yield increases with the fishing effort on condition that fishing is carried out with an optimised mesh opening. For the calculated example Baltic cod data are used. At present the cod is caught far before reaching the yield optimum. Now the fish is substantially too small when it is caught and did not reach its optimal mass at this time. Therefore the sustainable fishing yield could be increased considerably by the optimasation of the mesh opening. During the conversion from the state of the art to fishing with optimised mesh sizes, however, a loss of profit has to be expected. A further advantage of the mesh enlargement is an increase of the spawning stock size accompanying with it, since the fish is caught at a later age. By the use of substantially larger mesh openings the cod has the opportunity to spawn several times and generate descendants and this will also lead to an increased yield in future. In addition better prices could be obtained at the market by catching larger cod.

Age reading by use of otoliths is one of the basic but also most essential elements in practical fish population dynamics. Unfortunately, many factors can influence the readings of a single reader. Erronous readings, however, have a consequential effect on the evaluation and prediction of the development of the fish stock under consideration. In order to master this problem and to reduce out the effect of those factors, it seems neccessary to standardize the whole process of age reading between collaborating readers. From a statistical point of view calibration techniques can be used to identify those factors and to correct the readings with respect to them. The current article presents an overview over the basic idea behind this, over how to balance out the existing deviations and how to correct the age readings.

How can the scientific basis for fish stock assessments and predictions be improved? (SAP)" wird vom Generaldirektor für Fischerei der Kommission der Europäischen Gemeinschaft als Projekt FAIR CT 97-3805 seit dem 01.01.1998 für 40 Monate gefördert.

Commercial trawling for finfish in Nigeria's inshore water is a recent activity. Intensive industrial trawling started when the Federal Government distributed trawlers to viable fishermen cooperatives during the Third National Development Plan Period (1975-80). Hitherto, industrial fisheries development in the country focused on the assessment of the potential fish stock on Nigeria's continental shelf and measures to increase artisanal production. As a result of increasing demand for fish and shortage of foreign exchange to import fish, measures to increase fish supply leaned towards industrial exploitation of the fisheries potentials of Nigeria's continental shelf. Based on this background, this paper examines the investment prospects of trawling for fish in inshore waters. The fisheries potentials of the inshore zone of Nigeria are identified. Catch efficiency and profitability of inshore trawling are estimated. Measures that can safeguard the longterm interest of the trawling industry are recommended

In July 1994 an internationally coordinated and EU financed multidisciplinary research project about Baltic cod recruitment was started. The primary goals are to identify and describe dominant biotic and abiotic processes affecting the developmental success of early stages and the maturation of cod in the Central Baltic, to incorporate these processes into recruitment models in order to enhance prediction of future stock fluctuations due to environmental pertubations, species interactions and fisheries management directives as a prerequisite for an integrated fish stock assessment in the Central Baltic and to evaluate the feasibility and possible effects of stock enhancement programs on stock and recruitment and providing the biological basis for assessing their economic value.
