he simulation of complex LoC (Lab-on-a-Chip) devices is a process that requires solving computationally expensive partial differential equations. An interesting alternative uses artificial neural networks for creating computationally feasible models based on MOR techniques. This paper proposes an approach that uses artificial neural networks for designing LoC components considering the artificial neural network topology as an isomorphism of the LoC device topology. The parameters of the trained neural networks are based on equations for modeling microfluidic circuits, analogous to electronic circuits. The neural networks have been trained to behave like AND, OR, Inverter gates. The parameters of the trained neural networks represent the features of LoC devices that behave as the aforementioned gates. This would mean that LoC devices universally compute.

Despite the acknowledged need of providing a personalized and adaptive learning process for all, current learning management systems do not properly cover personalization and accessibility issues and they are still struggling to support the reusability requirements coming from the pervasive usage of standards. There is a lack of frameworks for providing layered-based infrastructure covering the interoperability required to manage the whole range of standards, applications and services needed to meet accessibility and adaptations needs of lifelong learning services.

This paper presents a blended learning approach and a study evaluating instruction in a software engineering-related course unit as part of an undergraduate engineering degree program in computing. In the past, the course unit had a lecture-based format. In view of student underachievement and the high course unit dropout rate, a distance-learning system was deployed, where students were allowed to choose between a distance-learning approach driven by a moderate constructivist instructional model or a blended-learning approach. The results of this experience are presented, with the aim of showing the effectiveness of the teaching/learning system deployed compared to the lecture-based system previously in place. The grades earned by students under the new system, following the distance-learning and blended-learning courses, are compared statistically to the grades attained in earlier years in the traditional face-to-face classroom (lecture-based) learning.

WCAG 2.0 was published in December 2008. It has many differences to WCAG 1.0 as to rationale, structure and content. Two years later there are still few tools supporting WCAG 2.0, and none of them fully mirrors the WCAG 2.0 approach organized around principles, guidelines, success criteria, situations and techniques. This paper describes the on-going development of an update to the Hera-FFX Firefox extension to support WCAG 2.0. The description is focused on the challenges that we have found and our resulting decisions.

Spain pioneered policies related to disability and accessibility, especially in the physical environment. The first major piece of legislation was Act 13/1982 on the Social Integration of People with Disabilities. The law was published just a few years after the reinstitution of democracy in Spain in 1977 and the approval of the Spanish Constitution in 1978. Act 13/1982 is a general law that applies accessibility to social services and education, as well as to workplace and physical accessibility. This law targeted first and foremost the social integration of people with disabilities, and it was a significant success, especially in the field of employment, as it made it mandatory for private companies and public administrations to employ a certain percentage of persons with disabilities. This greatly increased the employability of people with disabilities, as highlighted in a document celebrating 30 years of Act 13/1982. Over the past 20 years, policy makers have also focused on accessibility to information and communication technologies (ICT), developing first the national computing accessibility standards and then specialized legislation. Initially, Spanish activities were mostly national but have now gained an international dimension. All these initiatives are strongly related to the discipline of human-computer interaction, as the key component of an accessible system is its user interface.

La norma UNE 153010:2003 recogía requisitos para el subtitulado para personas sordas a través de teletexto. Fue el resultado de varios años de trabajo en el Subcomité 5 del Comité Técnico de Normalización (CTN) 153 de AENOR. Los cambios en los últimos años en cuanto a los medios audiovisuales llevaron a dicho Subcomité a plantearse en el año 2008 la posibilidad de actualizar los contenidos de esta norma, con el fin de adaptarse a nuevas tecnologías, como los DVD, la televisión digital o la televisión emitida a través de Internet. Inicialmente se planteó la posibilidad de realizar normas específicas de subtitulado para cada tecnología de emisión, pero finalmente se decidió desarrollar una norma general de subtitulado que fuera de aplicación general. Tras un largo periodo de trabajo, la nueva versión de la norma UNE 153010 está a punto de ver la luz, dado que se encuentra en periodo de información pública. En este artículo se narra el proceso de desarrollo de esta norma y se describe los aspectos más importantes de la misma, resultado de una intensa labor con gran voluntad de consenso por parte de las entidades implicadas.

Expert systems are built from knowledge traditionally elicited from the human expert. It is precisely knowledge elicitation from the expert that is the bottleneck in expert system construction. On the other hand, a data mining system, which automatically extracts knowledge, needs expert guidance on the successive decisions to be made in each of the system phases. In this context, expert knowledge and data mining discovered knowledge can cooperate, maximizing their individual capabilities: data mining discovered knowledge can be used as a complementary source of knowledge for the expert system, whereas expert knowledge can be used to guide the data mining process. This article summarizes different examples of systems where there is cooperation between expert knowledge and data mining discovered knowledge and reports our experience of such cooperation gathered from a medical diagnosis project called Intelligent Interpretation of Isokinetics Data, which we developed. From that experience, a series of lessons were learned throughout project development. Some of these lessons are generally applicable and others pertain exclusively to certain project types.

Aims: To assess the clinical presentation and acute management of patients with transient loss of consciousness (T-LOC) in the emergency department (ED). Methods and results: A multi-centre prospective observational study was carried out in 19 Spanish hospitals over 1 month. The patients included were 14 years old and were admitted to the ED because of an episode of T-LOC. Questionnaires and corresponding electrocardiograms (ECGs) were reviewed by a Steering Committee (SC) to unify diagnostic criteria, evaluate adherence to guidelines, and diagnose correctly the ECGs. We included 1419 patients (prevalence, 1.14%).ECG was performed in 1335 patients (94%) in the ED: 498 (37.3%) ECGs were classified as abnormal. The positive diagnostic yield ranged from 0% for the chest X-ray to 12% for the orthostatic test. In the ED, 1217 (86%) patients received a final diagnosis of syncope, whereas the remaining 202 (14%) were diagnosed of non-syncopal transient lossof consciousness (NST-LOC). After final review by the SC, 1080 patients (76%) were diagnosed of syncope, whereas 339 (24%) were diagnosed of NST-LOC (P , 0.001). Syncope was diagnosed correctly in 84% of patients. Only 25% of patients with T-LOC were admitted to hospitals. Conclusion Adherence to clinical guidelines for syncope management was low; many diagnostic tests were performed with low diagnostic yield. Important differences were observed between syncope diagnoses at the ED and by SC decision.

This paper describes the successful experience carried out by professors of the CETTICO research group of the Technical University of Madrid to incorporate accessibility in the curricula of higher education in ICT in Spain. The paper covers the legal requirements to include accessibility in curricula in Spain, the courses and modules that we have been teaching through the years and the teaching techniques and tools that we have been using.

Software needs to be accessible for persons with disabilities and there are several guidelines to assist developers in building more accessible software. Regulation activities are beginning to make the accessibility of software a mandatory requirement in some countries. One such activity is the European Mandate M 376, which will result in a European standard (EN 301 549) defining functional accessibility requirements for information and communication technology products and services. This paper provides an overview of Mandate M 376 and EN 301 549, and describes the requirements for software accessibility defined in EN 301 549, according to a feature-based approach

We present a framework specially designed to deal with structurally complex data, where all individuals have the same structure, as is the case in many medical domains. A structurally complex individual may be composed of any type of singlevalued or multivalued attributes, including time series, for example. These attributes are structured according to domain-dependent hierarchies. Our aim is to generate reference models of population groups. These models represent the population archetype and are very useful for supporting such important tasks as diagnosis, detecting fraud, analyzing patient evolution, identifying control groups, etc.

Una manera de impulsar la accesibilidad es obligar a las administraciones públicas a adquirir productos y servicios accesibles. En Europa se acaba de publicar la norma EN 301 549 de requisitos de accesibilidad para productos y servicios TIC, con el objetivo de que sea aplicada en las compras públicas de las administraciones públicas europeas. Es una norma compleja ya que tiene que ser válida para cualquier producto y servicio TIC. Por ello explicaré cómo se puede utilizar para un ejemplo: las aplicaciones móviles.

The new European Standard EN 301 549 “Accessibility requirements suitable for public procurement of ICT products and services in Europe” is the response by CEN, CENELEC and ETSI to the European Commission’s Mandate 376. Today, ICT products and services are converging, and the boundaries between product categories are being constantly blurred. For that reason EN 301 549 has been drafted using a feature-based approach, instead of being based on product categories. The result is a standard that can be applied to any ICT product and service, by identifying applicable requirements depending on the features of the ICT. This demonstration presents ongoing work at the research group CETTICO of the Technical University of Madrid. CETTICO is developing a workgroup-based support tool where teams of people can annotate the result of performing a conformity assessment of a given ICT product or service according to the requirements of the EN. One of the functions of the tool is creating evaluation projects. During that task the user defines the features of the corresponding ICT product or service by answering questions presented by the tool. As a result of this process, the tool will create a list of applicable requirements and recommendations.
