In the last several decades traditional community health indicators have become ambiguous and lost some of their relevance. During this same period national and international health agencies adopted new expanded definitions of Health that include underlying social determinants. These two influences are responsible for a proliferation of new health indicators and many are constructed from a combination of older mortality measures and available information on morbidity. Problems inherent in attempting to combine these sources of information have produced a situation where some indicators are difficult to calculate at the national level and may not function at all for small communities. What is needed is a relevant measure of the burden of ill health appropriate for smaller populations that is accessible to local health planners. ^ Death records are still the best available population health information. In Europe the burden of health problems is often portrayed using 'premature' death. Health agencies in the United States have moved to adopt Years of Potential Life Lost. Both these regions are also developing systems of 'avoidable' or 'preventable' death as health indicators. This research proposes a method combining these methodologies to produce a relevant indicator portraying the burden of ill health in communities. ^

Este trabalho analisa as políticas públicas referentes ao patrimônio Cultural, Artístico e Histórico no Brasil, tendo como estudo de caso a Comunidade de Pescadores Tradicionais de Itaipu, bairro da cidade de Niterói, e duas ações específicas de proteção ao patrimônio nela existentes: o tombamento das Ruínas do Recolhimento de Santa Teresa e a criação do Museu de Arqueologia de Itaipu. O objetivo central desta dissertação é estudar a relação entre a comunidade de Pescadores Tradicionais em Itaipu e as ações apontadas. O presente texto aborda atuações de busca pela preservação das tradições e da memória local em Itaipu pelos moradores locais. Afirma, assim que, estas articulações em prol da vida tradicional ligada ao mundo da pesca configuram políticas de identidade. Reflete, portanto como os processos de proteção ao patrimônio citados se relacionam com tais políticas de identidade. Pode-se dizer assim que o trabalho busca entender o eixo entre políticas de proteção ao patrimônio em um nível macro, as ações de patrimonialização em nível local e os discursos da comunidade tradicional em relação a estas.

Women in fishing communities are increasingly moving from traditional, community based occupations to seeking employment in the labour market. While this is an opportunity for women, their employment is also largely in the male dominated fishing industry, where job segregation into ‘less skilled and low paid’ jobs for women define employment opportunities. However, engagement as members in local non-government networks help women to challenge these stereotypes. In South Africa, for instance, the recent legislation promoting opportunity for women in male dominated sectors of employment is an opportunity for women to earn wages equal to those of men.

We present a model of the evolution of identity via dynamic interaction between the choice of education and the transmission of values in a community from parents to children, when parents care about the preservation of their traditional community values, different from the values of the host society. We compare the educational and socioeconomic outcomes in different scenarios (melting pot versus multiculturalism). If schooling shifts children’s identity away from their parents’ values, parents may choose lower levels of education for their children, at the cost of reducing their future earnings. We show how this effect can be attenuated and reversed when the school or, indeed, the host society are willing to accommodate the values of the community and/or to adjust to these values; otherwise the community gradually becomes alienated. This approach may be applied to the analysis of temporal changes in values and attitudes in a community of immigrants, as well as ethnic, religious, or other minority groups.

The Ponta Negra borough is a part and the originally core of Ponta Negra quarter, placed on the South area of Natal/RN city. Its population was constituted by fishermen whose, beyond the fishing work, cultivated small plantations, made carbon and lace. For a long period of time, the borough was isolated from the rest of the city because of the great ground distance and due the fact that the local inhabitants found their own maintenance on the place. The scenery was being little by little modified from de 80 s because of the neighborhood urban development, that became one of the most searching tourism places in the city that turns the borough into a expensive place to live, with plenty of entertainment and high income, due the new habitation standards, new economic activities, new inhabitants belonging to higher social classes, new habits and way of living. The present work aims to verify weather or not, in the middle of all changes, the original social actors that still live in the Ponta Negra borough, are able to keep the traditional community bounds that once guided their existences. On that sense, we will analyze the conflicts that pass through the community, with attention on the sociability, space usage and appropriation

This PH.D. thesis is an attempt to show the beginning, evolution and unfolding of the making of a pedagogical work proposal based on culturally-built knowings in the heart of a traditional community, having as one of its starting points the knowings and doings experienced by dish-making women from Maruanum living in the city of Macapá, State of Amapá, Brazil. This proposal is strongly associated with the need we have to think about the nature of (ethnological)-mathematical knowledge generated by particular communities and about the way such knowledge can be discussed, worked out, and validated in learning environments, regardless of the level of instruction and the constraints imposed by government programs and educational institutions. Among its theoretical foundations are studies on instrumental activities that are typical of the Maruanum ceramics and investigative studies from the point of view of ethnomathematics. Methodological development took place with the application of activities, where traditional and instrumental knowledge observed in the production of ceramics had been adapted for and brought into the school environment , participative observation, as well as data collecting and organization techniques, such as interviews, statements, and audio an visual recordings. Analysis of the data collected focused on the relationship between the data-generating potential and the purpose of this study. Our aim is to make and estimate of the potential contributions from local situations and/or problems it would possibly bring to the formative learning of people involved in the educational processes of these communities, with a view to a spatial and temporal transformation of reality

OBJECTIVE: To describe the initial stages of the implementation of a risk-reduction model designed by Iniciativas Sanitarias to shield women from unsafe abortion in a traditional community on the Uruguay-Brazil border. METHODS: This mixed-design study was conducted first between 22 and 26 March 2010, and then between 2 and 7 May 2011, in Rivera, Uruguay, to gather information from women seen at health centers, healthcare providers, and local policy makers before the project started and midway through the project. RESULTS: At baseline most women and providers considered abortion justifiable only on narrow grounds, yet favored the implementation of a risk-reduction model that would include preabortion as well as postabortion counseling, the former providing information on different abortion methods and their risks. By the midterm assessment, the counseling service had assisted 87 women with unwanted pregnancies. Of the 52 who came for a postabortion visit, 50 had self-administered misoprostol, with no complications. Women were highly satisfied with the counseling. At baseline, misoprostol seemed to be available from both pharmacists and informal sellers. At midterm, it was still available from informal vendors but pharmacists said they did not provide misoprostol. The risk-reduction initiative heightened public attention to the abortion issue but the controversy it generated did not seriously impede its implementation. CONCLUSION: It is feasible to implement the proposed risk-reduction model in a traditional community such as Rivera, not only in Uruguay but in any country irrespective of its abortion laws.

The lack of public-mindedness can cause problems in the social order of people’s daily lives, such as the tragedy of the commons and the problem of free riders. Some scholars such as Habermas assert that communicative rationality is the solution, expecting that individuals will communicate with each other to reach a consensus without being bounded by aspects of social background. Other scholars advocate the revitalization of traditional community culture. These arguments, however, are not based on reality. By using the case of communal land formation in rural Thailand, the author shows that collective action is neither a revival of tradition nor a result of communication free from social constraints. Rather, cooperation emerges because the people rationally respond to their present needs and have built, through daily social interactions, taken-for-granted knowledge about how they should behave for cooperation.

Esta pesquisa tem como objetivo central compreender as perspectivas de futuro de jovens faxinalenses. Para isso, buscamos entender as particularidades de sua forma de vida, desafios, problemas, potencialidades, sua relação com as comunidades e os possíveis fatores que influenciam na aproximação ou distanciamento entre eles e seus territórios. Os faxinais constituem uma forma particular de organização camponesa reconhecida como Comunidade Tradicional. Possuem como principal característica o uso de áreas em comum, chamadas de criadouro comunitário. Neste espaço, as famílias criam seus animais à solta, preservam grande parte da vegetação nativa, constroem suas casas e mantêm a dinâmica comunitária. Quanto ao uso comum das áreas, muitos proprietários permitem que não proprietários de terras morem e usufruam da área do criador comunitário, a partir de acordos estabelecidos entre os envolvidos. Historicamente, os faxinais vêm sofrendo fortes pressões por grande parte do sistema econômico, do modelo de agricultura considerada moderna e do poder público, que invadem seus territórios, destroem a natureza, geram preconceito, forçam a diminuição e o fechamento das áreas de uso comum, e expulsam famílias das comunidades. Apesar de intensas pressões, inúmeras famílias seguem resistindo e dando continuidade ao seu tradicional modo de vida. Para compreender as estratégias de resistência e as perspectivas de futuro, participamos de espaços coletivos das comunidades, empreendemos oficinas, conversas informais com lideranças comunitárias e com os jovens, sendo que com os jovens ainda realizamos, em grupos, a técnica percurso comentado. A partir das análises dos dados obtidos em campo, sistematizamos algumas estratégias que as comunidades faxinalenses utilizaram e utilizam para resistir a condições sociais e econômicas degradantes, que, no limite, visam à sua finalização. Interpretamos a relação das comunidades com o Movimento Articulação Puxirão dos Povos Faxinalenses (APF) como essencial para o desenvolvimento das estratégias, que se manifestam na educação, na geração de renda, nas associações comunitárias, na produção agroecológica, nos espaços coletivos, na religiosidade e no enraizamento, que promovem relações diferenciadas com o território e com o modo de vida. Fatores que mobilizam formas de resistência, fortalecimento das comunidades, reorganização das tradições e, consequentemente, contribuem com a construção de planos e perspectivas de futuro dos jovens faxinalenses, que lutam e resistem pela manutenção e desenvolvimento de suas comunidades

Summary. On 11 March 2011, a devastating earthquake struck Japan and caused a major nuclear accident at the Fukushima Daiichi nuclear plant. The disaster confirmed that nuclear reactors must be protected even against accidents that have been assessed as highly unlikely. It also revealed a well-known catalogue of problems: faulty design, insufficient back-up systems, human error, inadequate contingency plans, and poor communications. The catastrophe triggered the rapid launch of a major re-examination of nuclear reactor security in Europe. It also stopped in its tracks what had appeared to be a ‘nuclear renaissance’, both in Europe and globally, especially in the emerging countries. Under the accumulated pressure of rising demand and climate warming, many new nuclear projects had been proposed. Since 2011 there has been more ambivalence, especially in Europe. Some Member States have even decided to abandon the nuclear sector altogether. This Egmont Paper aims to examine the reactions of the EU regarding nuclear safety since 2011. Firstly, a general description of the nuclear sector in Europe is provided. The nuclear production of electricity currently employs around 500,000 people, including those working in the supply chain. It generates approximately €70 billion per year. It provides roughly 30% of the electricity consumed in the EU. At the end of 2013, there were 131 nuclear power reactors active in the EU, located in 14 countries. Four new reactors are under construction in France, Slovakia and Finland. Secondly, this paper will present the Euratom legal framework regarding nuclear safety. The European Atomic Energy Community (EAEC or Euratom) Treaty was signed in 1957, and somewhat obscured by the European Economic Community (EEC) Treaty. It was a more classical treaty, establishing institutions with limited powers. Its development remained relatively modest until the Chernobyl catastrophe, which provoked many initiatives. The most important was the final adoption of the Nuclear Safety Directive 2009/71. Thirdly, the general symbiosis between Euratom and the International Atomic Energy Agency (IAEA) will be explained. Fourthly, the paper analyses the initiatives taken by the EU in the wake of the Fukushima catastrophe. These initiatives are centred around the famous ‘stress tests’. Fifthly, the most important legal change brought about by this event was the revision of Directive 2009/71. Directive 2014/87 has been adopted quite rapidly, and has deepened in various ways the role of the EU in nuclear safety. It has reinforced the role and effective independence of the national regulatory authorities. It has enhanced transparency on nuclear safety matters. It has strengthened principles, and introduced new general nuclear safety objectives and requirements, addressing specific technical issues across the entire life cycle of nuclear installations, and in particular, nuclear power plants. It has extended monitoring and the exchange of experiences by establishing a European system of peer reviews. Finally, it has established a mechanism for developing EU-wide harmonized nuclear safety guidelines. In spite of these various improvements, Directive 2014/87 Euratom still reflects the ambiguity of the Euratom system in general, and especially in the field of nuclear safety. The use of nuclear energy remains controversial among Member States. Some of them remain adamantly in favour, others against or ambivalent. The intervention of the EAEC institutions remains sensitive. The use of the traditional Community method remains limited. The peer review method remains a very peculiar mechanism that deserves more attention.

The study aims to evaluate the performance and identify lesions of agonistic interactions of Macrobrachium rosenbergii in different densities cages (chapter 1); compare the growth performance of shrimp M. rosenbergii and Litopenaus vannamei cages (chatper 2); in addition the study aimed at identifying the knowledge and practices of a traditional community of farmers Bebida-Velha, in the city of Pureza / RN, practicing rural family and aquaculture, as well as tracing the community socioeconomic profile and evaluate the management that these farmers use in shrimp farming Macrobrachium rosenbergii (chapter 3). To perform the experiments (chapter 1 and 2) shrimp species L. vannamei and M. rosenbergii were weighed on a digital scale and transferred to cultures in cages. The cages had 1m³, with 5mm mesh between us and were closed on top with screen to avoid predators (birds, insects). The animals remained in adaptation for fifteen days before the start of data collection (each experiment). Both experiments lasted seventy days, totaling eighty-five days cultivation. During the cultures, animals were fed pelleted feed for shrimp at 10% of their biomass with 35% crude protein, offered in feed trays twice a day during the hours (7:00 am and 14:00 pm). The remnants in the tray were removed after 2h of permanence to calculate intake. To determine the performance parameters, some samples were taken every 10 days. The results of both experiments were analyzed using the STATISTIC 7.0 (2004). In Chapter 1 experiment were applied5 treatments were applied with 5 replications each: D5 - 5 animals/m2 ; D10 - 10 animals/m2 ; D15 - 15 animals/m2 ; D20 - 20 animals/m2 ; D25 - 25 animals/m2 . To this, were distributed 25 cages randomly in two masonry nurseries. The end of the experiment the lesions were verified and quantified. The chapter 2 experiment began when the shrimp reached the same age (eighty-four days) and was used the density of 25 shrimp / m2 with 4 repetitions. For the realization of chapter 3 were applied semi-structured interviews by direct approach of Bebida Velha of settlers practicing aquaculture activity, tilapia producers and community shrimp. Data were tabulated and analyzed according to the responses obtained by the participants. Therefore, the amount of damage increased with increasing stocking density. The density of 10 freshwater shrimp/m² showed the best conditions for a better performance in cages. It can be concluded that in cages, the cultivation of species of fresh water shrimp M. rosenbergii had better zootechnical indexes than the cultivation of marine shrimp species L. 9 vannamei. It was possible to verify that the activities of which the interviewees practice guarantee a good quality of life and income for them. We find that respondents have traditional and local knowledge, and also may be interested in the cultivation of the species M. rosenbergii.

A presente investigação se insere na linha de pesquisa Educação, Linguagens e Utopias do Programa de Pós-Graduação em Educação da Universidade Federal do Rio Grande – PPGEDU\FURG e teve como problemática central compreender quais são os processos formadores que se entrelaçam nas histórias escolares das mulheres pescadoras artesanais da Ilha dos Marinheiros, situada às margens da Lagoa dos Patos, na cidade do Rio Grande (RS). A pesquisa justificou-se em virtude da desvalorização do trabalho desenvolvido pelas mulheres pescadoras artesanais dentro do ciclo produtivo pesqueiro artesanal, as quais buscaram a escola novamente em suas vidas por meio de um Projeto de Educação formal destinado a jovens e adultos moradores de uma comunidade tradicional de pesca artesanal. A investigação construída se enquadra na metodologia qualitativa de pesquisa. A produção dos dados constituiu-se de quatro encontros junto a três mulheres pescadoras artesanais e foram utilizados diferentes instrumentos investigativos para produção dos dados: entrevistas semiestruturadas e observações registradas em Diário de Campo. Para a interpretação dos fenômenos investigados, utilizou-se a Análise Textual Discursiva (ATD), composta primeiramente pela unitarização dos dados, seguido da categorização dos mesmos, captação do novo emergente e a reconstrução textual. Compreende-se a metodologia de pesquisa como parte integrante da construção contínua de todo o processo investigativo. O estudo fundamentou-se nas contribuições teóricas de autores como Maria Cristina Maneschy, Paulo Freire, Caroline Terra de Oliveira, Antônio Diegues, entre outros. Neste estudo foram três as categorias que emergiram: A escola do hoje e a escola do ontem: as experiências escolares das mulheres pescadoras artesanais; A volta à escola para mulheres pescadoras artesanais: construção de sentimentos de emancipação; O que dizem as mulheres pescadoras artesanais sobre a profissão. Nesta última categoria as participantes da pesquisa falaram sobre o que é ser pescadora artesanal e se apresentaram enquanto profissionais da pesca artesanal, assim como reconheceram a atuação das famílias em prol das comunidades tradicionais. Na primeira categoria, os diálogos com as participantes da pesquisa, aliados as interlocuções teóricas possibilitaram a compreensão sobre o que pensam e dizem as mulheres pescadoras artesanais sobre suas experiências escolares, apresentado suas vivências escolares em escolas distintas, porém ambas as experiências compuseram seus processos de escolarização. Contudo, enfatiza-se na segunda categoria que voltar à escola possibilitou novas releituras de mundo para as pescadoras artesanais, fortalecendo a autonomia das mulheres em prol da luta pela valorização da categoria em meio à crise socioambiental enfrentada pelas comunidades pesqueiras tradicionais.
