Globalisation has led to new health challenges for the 21st Century. These challenges have transnational implications and involve a large range of actors and stakeholders. National governments no longer hold the sole responsibility for the health of their people. These changes in health trends have led to the rise of Global Health Governance as a theoretical notion for health policy-making. The Southeast Asian region is particularly prone to public health threats and it is for this reason that this brief looks at the potential of the Association of Southeast Asian Nations (ASEAN) as a regional organisation to take a lead in health cooperation. Through a comparative study between the regional mechanisms for health cooperation of the European Union (EU) and ASEAN, we look at how ASEAN could maximise its potential as a global health actor. Regional institutions and a network of civil society organisations are crucial in relaying global initiatives for health, and ensuring their effective implementation at the national level. While the EU benefits from higher degrees of integration and involvement in the sector of health policy making, ASEAN’s role as a regional body for health governance will depend both on greater horizontal and vertical regional integration through enhanced regional mechanisms and a wider matrix of cooperation.

Ghost shrimp and mud shrimp in the decapod infraorder Thalassinidea are ecologically important members of many benthic intertidal and shallow subtidal infaunal communities, largely due to the sediment filtration and mixing that result from their burrowing and feeding behavior. These activities considerably modify their immediate environment and have made these cryptic animals extremely interesting to scientists in terms of their behavior, ecology, and classification. Over 20 years ago, seven species of thalassinideans were known from the South Atlantic Bight (Cape Hatteras, NC to Cape Canaveral, FL). During this study, the examination of extensive collections from the National Museum of Natural History (NMNH), the Southeastern Regional Taxonomic Center (SERTC), and regional institutions, resulted in the identification of 14 species of thalassinideans currently known to occur within this region. The family Axiidae is represented by three species: Axius armatus, Calaxius jenneri, and Paraxiopsis gracilimana; the Callianassidae by six: Biffarius biformis, B. cf. fragilis, Callichirus major, Cheramus marginatus, Gilvossius setimanus, and Necallianassa berylae; the Calocarididae by two: Calocaris templemani and Acanthaxius hirsutimanus; and the families Laomediidae, Thomassiniidae, and Upogebiidae are each represented by one: Naushonia crangonoides, Crosniera wennerae, and Upogebia affinis, respectively. An illustrated key is presented for species level identification and supplemental notes on the ecology, distribution, and taxonomy of the species are provided.(PDF file contains 38 pages.)

Following the examination of extensive collections from the National Museum of Natural History (NMNH), the Southeastern Regional Taxonomic Center (SERTC), and other regional institutions, 18 species of the family Mysidae are recognized and described from the South Atlantic Bight (Cape Lookout, North Carolina to Cape Canaveral, Florida). This report includes synonymies of previous records, as well as new species distribution records. Previous regional accounts of Metamysidopsis munda and Metamysidopsis mexicana are attributed to Metamysidopsis swifti. New regional records are established for Amathimysis brattegardi, Heteromysis beetoni, and Siriella thompsonii. Two other species tentatively identified as Amathimysis sp. (nr. serrata) and Mysidopsis sp. (cf. mortenseni) may represent new taxa. Neobathymysis renoculata is included and discussed as a potential regional species. An illustrated key to the species currently known from the South Atlantic Bight is presented. Relevant taxonomic, distributional, and ecological information is also included for each species. The devolution of political power in Scotland, Wales and Northern Ireland and the developing regional agenda in England are widely read as a significant reconfiguration of the institutions and scales of economic governance. The process is furthest developed in Scotland while Wales and Northern Ireland, in their own distinct ways, provide intermediate cases. Devolution is least developed in England where regional political identities are generally weak and the historical legacy of regional institutions is limited.

This book presents a comprehensive assessment of regional responses to the crisis in the asylum/refugee system and critically examines how different regions tackle the problem. The chapters consider the fundamental challenges which undermine an effective asylum process as well as regional difficulties with the various circumstances surrounding asylum seekers. With contributions on Africa, Europe, Latin America, South Asia and the Middle East, and the Pacific, the collection strives to appreciate what informs each region’s approach to the asylum process and asks if there are issues common to every region and if regions can learn from one another. The book seeks an understanding of the existing legal regime for the protection of asylum seekers and how regional institutions such as human rights commissions and regional courts enforce and adjudicate the law.

National policies in North America have not been drafted properly to address the problem of climate change, following the impasse of international negotiations. Facing this scenario, new alternatives emerge with the leadership and participation of new actors. Local governments in North America, especially of British Columbia, Ontario and Quebec, have been developing strategies to face climate change and emissions reduction in parallel to the national efforts and the global governance strategies. These local governments have developed a transregional approach that has resulted in the creation of regional institutions such as the Western Climate Initiative, the Regional Greenhouse GasInitiative and the Midwestern GreenhouseGas Reduction Accord.Their main goal is to establish regional carbon markets to mitigate and adapt to climate change impacts in a cost-effective way. In spite of these efforts, these initiatives have faced the overlapping problem among them and with national and globalstrategies. The goal of this research is to explore how these carbon markets have developed convergence policies. Convergence among these markets is expressed in their offset system and in secondary markets.
