Due to the existence of free software and pedagogical guides, the use of data envelopment analysis (DEA) has been further democratized in recent years. Nowadays, it is quite usual for practitioners and decision makers with no or little knowledge in operational research to run themselves their own efficiency analysis. Within DEA, several alternative models allow for an environment adjustment. Five alternative models, each of them easily accessible to and achievable by practitioners and decision makers, are performed using the empirical case of the 90 primary schools of the State of Geneva, Switzerland. As the State of Geneva practices an upstream positive discrimination policy towards schools, this empirical case is particularly appropriate for an environment adjustment. The alternative of the majority of DEA models deliver divergent results. It is a matter of concern for applied researchers and a matter of confusion for practitioners and decision makers. From a political standpoint, these diverging results could lead to potentially opposite decisions. Grâce à l'existence de logiciels en libre accès et de guides pédagogiques, la méthode data envelopment analysis (DEA) s'est démocratisée ces dernières années. Aujourd'hui, il n'est pas rare que les décideurs avec peu ou pas de connaissances en recherche opérationnelle réalisent eux-mêmes leur propre analyse d'efficience. A l'intérieur de la méthode DEA, plusieurs modèles permettent de tenir compte des conditions plus ou moins favorables de l'environnement. Cinq de ces modèles, facilement accessibles et applicables par les décideurs, sont utilisés pour mesurer l'efficience des 90 écoles primaires du canton de Genève, Suisse. Le canton de Genève pratiquant une politique de discrimination positive envers les écoles défavorisées, ce cas pratique est particulièrement adapté pour un ajustement à l'environnement. La majorité des modèles DEA génèrent des résultats divergents. Ce constat est préoccupant pour les chercheurs appliqués et perturbant pour les décideurs. D'un point de vue politique, ces résultats divergents conduisent à des prises de décision différentes selon le modèle sur lequel elles sont fondées.

Em Portugal, no final da década de 90 do século XX, começaram a ser desenvolvidas estratégias de discriminação positiva visando garantir o cumprimento da escolaridade obrigatória e a luta contra a exclusão escolar e social, designadamente nas periferias das grandes cidades. É neste contexto que surgem as escolas e os Territórios Educativos de Intervenção Prioritária (TEIP) pelo Despacho nº147-B/ME/96, de 1 de Agosto de 1996. Este programa, inicialmente inspirado nas zonas de intervenção prioritárias francesas, visava a intervenção de vários parceiros locais (professores, alunos, pessoal não docente, associações de pais, autarquias locais, associações culturais e associações recreativas) na elaboração do Projeto Educativo. Com o XVII Governo Constitucional o programa foi redefinido passando a incluir novas vertentes: necessidade de existência de um projeto educativo próprio; consultadoria externa; avaliação periódica de resultados em diferentes domínios (taxas de insucesso e abandono escolar, assiduidade, comportamento, participação, inovações organizacionais, parcerias educativas estabelecidas no âmbito do Programa, etc.). Foi também alargado a todo o território nacional, envolvendo atualmente cento e cinco agrupamentos escolares. Com esta apresentação visamos analisar se as novas políticas e diretrizes, no domínio da educação prioritária, contribuíram para a emergência de novas estratégias pedagógicas, organizacionais e de envolvimento comunitário. Os elementos em que basearemos a nossa análise serão os seguintes: (i) relatório nacional do programa TEIP (2010-2011); (ii) relatórios do programa de avaliação externa das escolas; (iii) entrevistas realizadas aos atores locais, designadamente a coordenadores e consultores dos projetos TEIP. As conclusões da nossa comunicação centrar-se-ão no papel dos atores locais no desenvolvimento do Programa TEIP e no impacto deste programa na melhoria dos resultados académicos, na diminuição da indisciplina e violência escolar e na construção de percursos de vida que contrariem as tendências para a exclusão escolar e social.

This study is a reflection on the Portuguese Framework Law on Social Economy, highlighting, from a critical point-of-view, its contribution to the explicit institutional and legal recognition of the social economy sector. It does so by defining the concept of social economy and listing the entities engaged in this sector, by defining its guiding principles and the mechanisms for its promotion and encouragement, and also by describing the creation of a tax and competition regime which will take into account its specificities. The setting up of this foundations of the social economy was based on the constitutional principle of protection of the social and cooperative sector, which substantiates the adoption of differentiating solutions in view of the positive discrimination of this sector.

RESUMO - Com tanto ruído informativo e peças de informação incompletas e descontextualizadas, relativos ao controlo da tuberculose em Portugal, a chegarem ao cidadão e aos profissionais de saúde, não é fácil que eles disponham do conhecimento necessário ao desempenho dos respectivos papéis nesse controlo. O presente artigo pretende contribuir para um ganho real em conhecimento quanto (1) ao progresso no controlo da tuberculose em Portugal, enquadrado na evolução desse controlo noutras regiões pertinentes, e (2) aos aspectos do conhecimento disponível e da intervenção na população portuguesa que suscitem especial atenção, para melhoria no futuro imediato. Tem como estratégia integrar, e elevar ao nível de conhecimento, a informação disponibilizada nas fontes mais credíveis e pertinentes, valorizada no contexto da validade das mesmas fontes e da coerência dos diversos componentes. Relata o resultado de um exercício independente de apreciação crítica, com uma perspectiva epidemiológica. São observados: a situação actual, sobretudo a relativa aos anos de 2006 e 2007, e o desempenho do Programa Nacional de Controlo da Tuberculose (PNT), ambos relativizados à evolução recente e ao panorama internacional. O exercício de observação e revisão independentes baseia-se numa selecção de informação oficial e segue o mesmo método de abordagem que a O.M.S. faz nos seus relatórios anuais, à semelhança de outros exercícios já antes realizados. O controlo da tuberculose tem prosseguido a sua tímida, mas firme, evolução favorável, aproximando-se do nível já conseguido nos países seus vizinhos da Europa Ocidental. Em 2007, Portugal contribuiu para os 9 milhões de casos novos anuais, estimados no mundo, com 2916 casos notificados. A este número corresponde a taxa de incidência notificada de 25,7 por 100 000 habitantes e uma redução de 14% em relação ao ano anterior. Esta evolução afigura-se animadora, ainda que seja desejável um impacte mais acentuado do PNT, conforme é de esperar considerando o grau de desenvolvimento do País. A taxa de detecção de casos novos estimada é elevada e continua uma das melhores da Europa Ocidental — o que desfavorece artificialmente a imagem notificada do País, relativamente aos países com pior capacidade de detecção. A taxa de sucesso terapêutico melhorou de novo, situando- -se acima da meta de 85% preconizada pela O.M.S, para um bom controlo da tuberculose. Uma das consequências importantes é que se consegue um melhor aproveitamento da detecção habitualmente alcançada. O conhecimento no seu conjunto aponta para que o grau de controlo possa e deva realmente ser melhorado, sendo imperiosa a discriminação positiva das áreas geográficas e dos grupos populacionais em que tende a concentrar-se a emergência de maior número de casos e de resistências aos medicamentos. Deverão assim ser reforçados selectivamente tanto os meios de detecção e de intervenção clínica, como a qualidade da organização local da intervenção, para o cumprimento efectivo da estratégia DOTS. Enquanto programa vertical que atravessa os diversos níveis do sistema de cuidados de saúde, o desempenho do PNT sofre os efeitos das atribulações desses serviços, sobretudo os de cuidados primários, funcionando como uma «situação-marcadora» quanto ao desempenho do sistema de saúde. A evidência é de que é nesta primeira linha de cuidados que se decide o sucesso na detecção e no tratamento dos casos de tuberculose, reflectindo-se também aí o grau de desenvolvimento social e os comportamentos das populações, por sua vez determinantes do risco de doença e do sucesso terapêutico. ------------------- ABSTRACT - It is not easy that both the citizen and health professionals get enabled with the required knowledge, in order do play the corresponding roles in the control of tuberculosis, considering all the information noise and incomplete, out of context information pieces about the subject, that reach them. This paper is envisaging to contribute for a real gain in knowledge, regarding: (1) the progress in tuberculosis control in Portugal, framed by the evolution of such control in other pertinent regions and (2) the available knowledge and intervention aspects in the Portuguese population that require a special attention, for improvement. The article’s strategy is to integrate, and raise to a knowledge level, information provided by the most accredited and pertinent sources, interpreted as a function of the validity context of the same sources and of the coherence of the several components. Two aspects are observed: the current situation, in particular concerning years 2006 and 2007, and the performance of the National Programme for the Tuberculosis Control (PNT), both made relative to the recent evolution and to the international panorama. This independent observation and revision exercise is based on a selection of official information and follows the same approach that the World Health Organization (W.H.O.) uses in its annual reports, like other similar exercises previously undertaken. The control of tuberculosis is evolving in a shy, but firm, fashion, getting closer to the level already attained by the neighbor countries, in Western Europe. Portugal has contributed with 2916 new notified cases, to the 9 million annual cases estimated in the world, in 2007. This number corresponds to an incidence rate, for notified cases, of 25.7 per 100000 population, and to a reduction of 14% in one year. Such evolution seems encouraging, although a greater impact of PNT is desirable, as expected in relation to the degree of the Country development. Estimated new cases detection rate is high and keeps being one of the best in Western Europe — and this artificially disadvantages the notified image of the Country, as compared with other countries having a worst detection capacity. Treatment success rate has improved again and it is above the 85% target proposed by W.H.O., so that a good control of the disease is achieved. One of the important consequences is a better use of the attained detection. Altogether, knowledge suggests that the degree of control can and must be in fact better; and that a positive discrimination of geographic areas and population groups, in which a greater number of new cases and drug resistances tend to concentrate, is mandatory. Therefore, either clinical detection and intervention resources, or the quality of the local intervention organization have to be reinforced, if a total fulfillment of DOTS strategy is to be obtained. As a vertical programme that crosses the several levels of the health care system, PNT performance suffers the effects of services tribulations, mainly primary care, thus acting as a «markersituation » as to this system performance. Esta tese tem por objetivo analisar a equidade educacional no Brasil, em 2001 e 2011. Para tanto, avaliarei as oportunidades dos alunos de terem professores mais qualificados, verificando a evolução por gênero, cor/raça e nível socioeconômico. O referencial teórico da tese divide-se em duas partes: o debate sobre equidade e a discussão sobre a importância da escola e de seus recursos e processos internos. Na primeira parte, apresento diversas perspectivas sobre equidade e proponho a divisão do campo em três linhas, além de inserir o debate num contexto mais amplo sobre justiça social. Utilizarei, nesta pesquisa, a abordagem pluralista, que entende equidade como um termo que engloba recursos, processos e resultados. Na segunda parte, trato da importância da escola para o desempenho dos alunos a partir da apresentação de pesquisas que comprovam que as escolas são peças fundamentais para o desempenho dos alunos, principalmente em países desiguais. Dentre os recursos e processos escolares, verifica-se que os professores têm o maior impacto sobre as notas – e, portanto, são capazes de trazer maior contribuição para políticas educacionais equitativas. O debate sobre a importância da escola e dos professores para o desempenho dos alunos é particularmente relevante no Brasil, onde a literatura demonstra um grande impacto das escolas e dos professores sobre os resultados escolares, atrelado a uma enorme desigualdade na distribuição dos recursos. Feita a discussão teórica, apresento o modelo elaborado para analisar a equidade no Brasil, em 2001 e 2011. Desenvolvi um modelo logístico para determinar as oportunidades de um aluno ter professores mais qualificados – classificados, neste trabalho, a partir de quatro características: diploma de ensino superior, pós-graduação, experiência em sala de aula e que faça a cobertura do currículo. São apresentadas duas especificações do modelo: simples, que contém apenas características dos alunos como variáveis independentes; e completa, que, além das características dos alunos, inclui informações sobre os estados, sobre o tipo de rede (privada ou pública) e sobre a localidade (rural ou urbana). As análises são conduzidas para o 5º e 9º ano, em 2001 e 2011, utilizando os dados do SAEB de Língua Portuguesa e Matemática. Os resultados apontam para quatro conclusões importantes: em primeiro lugar, o nível socioeconômico mostrou-se mais relevante na determinação das oportunidades educacionais em comparação à cor/raça ou gênero dos alunos; em segundo lugar, há semelhança nas tendências de desempenho do 5º e 9º anos, com a identificação de três padrões de evolução das oportunidades educacionais; em terceiro lugar, verifica-se que o impacto das características observáveis dos professores sobre a proficiência dos alunos mudou de 2001 a 2011, em decorrência das políticas de incentivo à escolarização docente; por fim, verifica-se grande heterogeneidade dentre os estados brasileiros, com os estados das regiões Sul e Sudeste garantindo maior oportunidade educacional aos alunos. Com base nestes resultados, aponto, nas considerações finais, para três pilares presentes em países mais equitativos: a definição de padrões mínimos de recursos e processos; a adoção de políticas compensatórias e a discriminação positiva na distribuição dos recursos; e, por fim, o investimento nos professores.

The affirmative action issue has split the public opinion and heated up the academic debate. While some experts and black activists see the affirmatives actions as a way to fight racism, since the positive discrimination could help the historically underprivileged to create and empower a positive identity, others see such measures as a dangerous attack against the traditional brazilian way of dealing with human differences. The latter fear that such policies may unleash racial conflicts. Although both sides barely explain what they mean for racism and how they understand that social phenomenon, it is possible to discern in those discourses different lines of argument, which can be related to different theoretical orientations about the analysis of such concepts as race and color.

The integration of academic and non-academic knowledge is a key concern for researchers who aim at bridging the gap between research and policy. Researchers involved in the sustainability-oriented NCCR North-South programme have made the experience that linking different types of knowledge requires time and effort, and that methodologies are still lacking. One programme component was created at the inception of this transdisciplinary research programme to support exchange between researchers, development practitioners and policymakers. After 8 years of research, the programme is assessing whether research has indeed enabled a continuous communication across and beyond academic boundaries and has effected changes in the public policies of poor countries. In a first review of the data, we selected two case studies explicitly addressing the lives of women. In both cases – one in Pakistan, the other in Nepal – the dialogue between researchers and development practitioners contributed to important policy changes for female migration. In both countries, outmigration has become an increasingly important livelihood strategy. National migration policies are gendered, limiting the international migration of women. In Nepal, women were not allowed to migrate to specific countries such as the Gulf States or Malaysia. This was done in the name of positive discrimination, to protect women from potential exploitation and harassment in domestic work. However, women continued to migrate in many other and often illegal and more risky ways, increasing their vulnerability. In Pakistan, female labour migration was not allowed at all and male migration increased the vulnerability of the families remaining back home. Researchers and development practitioners in Nepal and Pakistan brought women’s shared experience of and exposure to the mechanisms of male domination into the public debate, and addressed the discriminating laws. Now, for the first time in Pakistan, the new draft policy currently under discussion would enable broadly-based female labour migration. What can we learn from the two case studies with regard to ways of relating experience- and research-based knowledge? The paper offers insights into the sequence of interactions between researchers, local people, development practitioners, and policy-makers, which eventually contributed to the formulation of a rights-based migration policy. The reflection aims at exploring the gendered dimension of ways to co-produce and share knowledge for development across boundaries. Above all, it should help researchers to better tighten the links between the spheres of research and policy in future.

This mixed-methods study examines the perceptions and opinions of United Kingdom FTSE 350, and US Fortune 500 board of director members regarding the significance of gender and racial diversity on board governance. Perceptions were gathered from eighty-two directors using self-reported surveys and semi-structured interviews. This thesis provides: (1) an opportunity to investigate the perceptions (opinions) of directors regarding the effects of board gender and racial diversity on new board appointments and on the dynamics of board decision making (2) an opportunity to investigate the perception (opinions) of directors regarding the effects of social capital, new board appointments and the dynamics of board decision making, and (3) an opportunity to investigate comparatively the differences between UK and US director perceptions regarding the effects of board gender and racial diversity on new board appointments and board decision making. My findings indicate that directors believe that expertise and experience are by far the most important attributes when decisions on the selection of new directors are being considered. While US directors report observing tangible benefits to gender and racial diversity, for their firms, as well as a willingness to consider diversity as an attribute in the selection process; most UK directors were strongly opposed to positive discrimination measures.1 A majority of directors do not believe that their own demographic characteristics, such as race or gender were attributes to their being selected to a board position; however white males perceive that these attributes were considered attributes to the appointment of diverse directors. Moreover, in the United Kingdom, male directors reported that they may be at a disadvantage for board selection when compared to their female counterparts, hence advocating for a selection process with minimal considerations of the demographic characteristics of new directors. Directors do not seem to consider diverse social capital of directors when making board appointments. Instead, US directors were more likely to be assisted in board appointments by their having similar social capital, and UK directors indicated that they only consider director expertise, and that expertise is considered to ensure a broad mix of skills and professional experience on the board.

RésuméCette thèse s'intéresse à l'impact du niveau d'éducation sur les attitudes envers les mesures de discrimination positive en faveur de la promotion professionnelle des femmes. La littérature consacrée à cette relation présente des résultats inconsistants : certains travaux ne montrent que l'éducation n'a pas d'effet sur l'accueil réservé aux mesures positives, tandis que d'autres suggèrent que cette relation pourrait être influencée par la nature des mesures positives. Nos attentes s'appuient sur les thèses de l'effet libérateur et de l'effet reproducteur de l'éducation. Les études réalisées dans le cadre de cette thèse, menées auprès de cadres, d'employés et d'étudiants résidant en Suisse et en Albanie, mettent en évidence un lien négatif entre le nombre d'années d'études et l'acceptation des mesures positives. Toutefois, cet effet apparaît essentiellement dans le cas de la mesure favorisant l'appartenance groupale des candidates par rapport à leurs caractéristiques personnelles, et non pas dans le cas de la mesure s'appuyant sur les compétences et le mérite des candidates. Nos études mettent en évidence les mécanismes qui génèrent ces opinions : l'orientation à la dominance sociale, l'adhésion aux principes méritocratiques, la reconnaissance de la discrimination subie par les femmes et le sentiment de menace généré par la mise en place des mesures de discrimination positive. Ces études examinent également la perception plus ou moins stéréotypée des bénéficiaires des mesures positives et de leur vulnérabilité aux conduites d'auto-handicap. Dans l'ensemble, les résultats corroborent davantage la thèse de l'effet reproducteur de l'éducation que celle de l'effet libérateur de l'éducation.

In a serial feature-positive conditional discrimination procedure the properties of a target stimulus A are defined by the presence or not of a feature stimulus X preceding it. In the present experiment, composite features preceded targets associated with two different topography operant responses (right and left bar pressing); matching and non-matching-to-sample arrangements were also used. Five water-deprived Wistar rats were trained in 6 different trials: X-R®Ar and X-L®Al, in which X and A were same modality visual stimuli and the reinforcement was contingent to pressing either the right (r) or left (l) bar that had the light on during the feature (matching-to-sample); Y-R®Bl and Y-L®Br, in which Y and B were same modality auditory stimuli and the reinforcement was contingent to pressing the bar that had the light off during the feature (non-matching-to-sample); A- and B- alone. After 100 training sessions, the animals were submitted to transfer tests with the targets used plus a new one (auditory click). Average percentages of stimuli with a response were measured. Acquisition occurred completely only for Y-L®Br+; however, complex associations were established along training. Transfer was not complete during the tests since concurrent effects of extinction and response generalization also occurred. Results suggest the use of both simple conditioning and configurational strategies, favoring the most recent theories of conditional discrimination learning. The implications of the use of complex arrangements for discussing these theories are considered.

Transpiration efficiency, W, the ratio of plant carbon produced to water transpired and carbon isotope discrimination of leaf dry matter, Delta(d)' were measured together on 30 lines of the C-4 species, Sorghum bicolor in the glasshouse and on eight lines grown in the field. In the glasshouse, the mean W observed was 4.9 mmol C mol(-1) H2O and the range was 0.8 mmol C mol(-1) H2O The mean Delta(d) was 3.0 parts per thousand and the observed range was 0.4 parts per thousand. In the field, the mean W was lower at 2.8 mmol C mol H2O and the mean Delta(d) was 4.6 parts per thousand. Significant positive correlations between W and Delta(d) were observed for plants grown in the glasshouse and in the field. The observed correlations were consistent with theory, opposite to those for C-4 species, and showed that variation in Delta(d) was an integrated measure of long-term variation in the ratio of intercellular to ambient CO2 partial pressure, p(i)/p(a). Detailed gas exchange measurements of carbon isotope discrimination during CO2 uptake, Delta(A) and p(i)/p(a) were made on leaves of eight S. bicolor lines. The observed relationship between Delta(A) and p(i)/p(a) was linear with a negative slope of 3.7 parts per thousand in Delta(A) for a unit change in p(i)/p(a). The slope of this linear relationship between Delta(A) and p(i)/p(a) in C-4 species is dependent on the leakiness of the CO2 concentrating mechanism of the C pathway, We estimated the leakiness (defined as the fraction of CO2 released in the bundle sheath by C-4 acid decarboxylations, which is lost by leakage) to be 0.2. We conclude that, although variation in Delta(d) observed in the 30 lines of S. bicolor is smaller than that commonly observed in C-4 species, it also reflects variation in transpiration efficiency, W. Among the eight lines examined in detail and in the environments used, there was considerable genotype x environment interaction.
