This paper identifies a number of strategies employed by policy actors in the production of Australian higher education entry policy during the period 1987 to 1996, with a particular focus on the production of Queensland higher education entry policy text in 1990 (Viviani, 1990, The Review of Tertiary Entrance in Queensland, 1990 , Department of Education, Queensland). The paper begins from the premise that while policy is often intended to be read as if spoken with a single voice, suggesting rational debate and (then) consensus among policy producers, it is more cogently understood as the product of struggle and conflict. Informed by 27 semi-structured interviews with politicians, political advisers, bureaucrats, academics, institutional administrators and independent authorities, the paper addresses the temporary settling of these actors' struggles and conflicts in contexts of policy making through strategies of negotiation. Rather than providing a sequential account of higher education policy that weaves its way through these negotiations, as grand narrative, the paper is more sporadic in its representations of strategies, identifying them in 'local' and specific knowledges and practices. Drawing on Foucault, what emerges is both an archaeology and genealogy of policy production (Gale, 2001, Journal of Education Policy , 16(5), pp. 379-393).

Since the mid 1980s there has been a growing interest amongst sociologists in the study of education policy, which has coincided with a decline within the tradition of educational administration - having been subsumed by educational management - of 'detailed historical work, or work concerned primarily with politics or policy content' (Olga 1987. p. 138). While in the past other traditions associated with social policy and social administration, government and politics. and the history of education have also been concerned with education policy. most recent and substantive work (for example. Olga 1987 1990. Dale 1989, 1992, Dale & Olga 1991, 1993. Ball 1990, 1993, Bowe, et al. 1992. Lingard 1991,1993)has come "from within the sociology of education. especially from those working within, or influenced by, the 'new' sociology of education, and, especially, those of a Marxist or neo-Marxist persuasion or at least concerned with the relationship of the state to education as a central problem (Olga 1987. p.139)".

This paper uses Bourdieu to develop theorizing about policy processes in education and to extend the policy cycle approach in a time of globalization. Use is made of Bourdieu's concept of social field and the argument is sustained that in the context of globalization the field of educational policy has reduced autonomy, with enhanced cross-field effects in educational policy production, particularly from the fields of the economy and journalism. Given the social rather than geographical character of Bourdieu's concept of social fields, it is also argued that the concept can be, and indeed has to be, stretched beyond the nation to take account of the emergent global policy field in education. Utilizing Bourdieu's late work on the globalization of the economy through neo-liberal politics, we argue that a non-reified account of the emergent global educational policy field can be provided.

In 2009, Religious Education is a designated key learning area in Catholic schools in the Archdiocese of Brisbane and, indeed, across Australia. Over the years, though, different conceptualisations of the nature and purpose of religious education have led to the construction of different approaches to the classroom teaching of religion. By investigating the development of religious education policy in the Archdiocese of Brisbane from 1984 to 2003, the study seeks to trace the emergence of new discourses on religious education. The study understands religious education to refer to a lifelong process that occurs through a variety of forms (Moran, 1989). In Catholic schools, it refers both to co-curricula activities, such as retreats and school liturgies, and the classroom teaching of religion. It is the policy framework for the classroom teaching of religion that this study explores. The research was undertaken using a policy case study approach to gain a detailed understanding of how new conceptualisations of religious education emerged at a particular site of policy production, in this case, the Archdiocese of Brisbane. The study draws upon Yeatman’s (1998) description of policy as occurring “when social actors think about what they are doing and why in relation to different and alternative possible futures” (p. 19) and views policy as consisting of more than texts themselves. Policy texts result from struggles over meaning (Taylor, 2004) in which specific discourses are mobilised to support particular views. The study has a particular interest in the analysis of Brisbane religious education policy texts, the discursive practices that surrounded them, and the contexts in which they arose. Policy texts are conceptualised in the study as representing “temporary settlements” (Gale, 1999). Such settlements are asymmetrical, temporary and dependent on context: asymmetrical in that dominant actors are favoured; temporary because dominant actors are always under challenge by other actors in the policy arena; and context - dependent because new situations require new settlements. To investigate the official policy documents, the study used Critical Discourse Analysis (hereafter referred to as CDA) as a research tool that affords the opportunity for researchers to map and chart the emergence of new discourses within the policy arena. As developed by Fairclough (2001), CDA is a three-dimensional application of critical analysis to language. In the Brisbane religious education arena, policy texts formed a genre chain (Fairclough, 2004; Taylor, 2004) which was a focus of the study. There are two features of texts that form genre chains: texts are systematically linked to one another; and, systematic relations of recontextualisation exist between the texts. Fairclough’s (2005) concepts of “imaginary space” and “frameworks for action” (p. 65) within the policy arena were applied to the Brisbane policy arena to investigate the relationship between policy statements and subsequent guidelines documents. Five key findings emerged from the study. First, application of CDA to policy documents revealed that a fundamental reconceptualisation of the nature and purpose of classroom religious education in Catholic schools occurred in the Brisbane policy arena over the last twenty-five years. Second, a disjuncture existed between catechetical discourses that continued to shape religious education policy statements, and educational discourses that increasingly shaped guidelines documents. Third, recontextualisation between policy documents was evident and dependent on the particular context in which religious education occurred. Fourth, at subsequent links in the chain, actors created their own “imaginary space”, thereby altering orders of discourse within the policy arena, with different actors being either foregrounded or marginalised. Fifth, intertextuality was more evident in the later links in the genre chain (i.e. 1994 policy statement and 1997 guidelines document) than in earlier documents. On the basis of the findings of the study, six recommendations are made. First, the institutional Church should carefully consider the contribution that the Catholic school can make to the overall pastoral mission of the diocese in twenty-first century Australia. Second, policymakers should articulate a nuanced understanding of the relationship between catechesis and education with regard to the religion classroom. Third, there should be greater awareness of the connections among policies relating to Catholic schools – especially the connection between enrolment policy and religious education policy. Fourth, there should be greater consistency between policy documents. Fifth, policy documents should be helpful for those to whom they are directed (i.e. Catholic schools, teachers). Sixth, “imaginary space” (Fairclough, 2005) in policy documents needs to be constructed in a way that allows for multiple “frameworks for action” (Fairclough, 2005) through recontextualisation. The findings of this study are significant in a number of ways. For religious educators, the study highlights the need to develop a shared understanding of the nature and purpose of classroom religious education. It argues that this understanding must take into account the multifaith nature of Australian society and the changing social composition of Catholic schools themselves. Greater recognition should be given to the contribution that religious studies courses such as Study of Religion make to the overall religious development of a person. In view of the social composition of Catholic schools, there is also an issue of ecclesiological significance concerning the conceptualisation of the relationship between the institutional Catholic Church and Catholic schools. Finally, the study is of significance because of its application of CDA to religious education policy documents. Use of CDA reveals the foregrounding, marginalising, or excluding of various actors in the policy arena.

Pesticide spraying by farmers has an adverse impact on their health. However, in studies to date examining farmers’ exposure to pesticides, the costs of ill health and their determinants have been based on information provided by farmers themselves. Some doubt has therefore been cast on the reliability of these estimates. In this study, we address this by conducting surveys among two groups of farmers who use pesticides on a regular basis. The first group is made up of farmers who perceive that their ill health is due to exposure to pesticides and have obtained at least some form of treatment (described in this article as the ‘general farmer group’). The second group is composed of farmers whose ill health has been diagnosed by doctors and who have been treated in hospital for exposure to pesticides (described here as the ‘hospitalised farmer group’). Cost comparisons are made between the two groups of farmers. Regression analysis of the determinants of health costs show that the most important determinants of medical costs for both samples are the defensive expenditure, the quantity of pesticides used per acre per month, frequency of pesticide use and number of pesticides used per hour per day. The results have important policy implications.

This case study examined four teachers' understandings and teaching of Critical Literacy with senior English as an Additional Language (EAL) learners in two Queensland high schools. Despite continuous, rapid curriculum change in Australia and efforts to diminish Critical Literacy, the four teachers continued to feature it successfully in their teaching with often marginalised learners. They used critical literacy to provide access to and critique dominant language codes, and to draw on learners' diverse experiences. To a lesser extent, the teachers created opportunities for redesigning dominant texts. Implications are important for policy production and interpretation, school planning and teacher professional development.

Esta dissertação se insere no estudo de políticas de currículo em múltiplos contextos educacionais, com base na abordagem teórico-metodológica do ciclo de políticas de Stephen Ball, na forma como interpretado para o campo do Currículo por Lopes e Macedo. Essa análise é subsidiada também pela concepção de comunidade disciplinar de Ivor Goodson e pela teoria do discurso de Ernesto Laclau. O objeto desta pesquisa é a investigação da produção de políticas curriculares pela comunidade disciplinar de ensino de Biologia. Para tanto, são analisados os principais documentos curriculares relacionados à Biologia no nível médio produzidos em âmbito federal os Parâmetros Curriculares Nacionais para o Ensino Médio (PCNEm), as Orientações Complementares aos Parâmetros Curriculares Nacionais para o Ensino Médio (PCN+) e as Orientações Curriculares Nacionais para o Ensino Médio (OCNEM). Igualmente buscando entender o processo de produção da política, foram realizadas entrevistas com professores e pesquisadores reconhecidos nessa comunidade disciplinar que participaram da elaboração dos documentos curriculares supramencionados. Nessa análise, são identificadas demandas em disputa no âmbito dessa comunidade disciplinar assim como distanciamentos e aproximações entre esses documentos. Concluímos que mesmo em governos diferentes, representantes das comunidades disciplinares podem se manter atuantes no contexto de produção de textos das políticas e produzir sentidos e significados semelhantes nas políticas.

Esta pesquisa analisa o processo de introdução das temáticas ambientais no currículo chileno no Segundo Segmento do Ensino Fundamental entre os anos 1996 e 2002. Foi considerado como início do processo de elaboração de um novo currículo (1996) a transformação da disciplina Ciências Naturalez em Estudio y Comprensión de la Natureza. O foco desta pesquisa está centrado nos Quinto, Sexto, Sétimo e oitavo ano de Ensino Fundamental, dirigido a alunos de 10 a 13 anos de idade. Defendo que incorporação do discurso da educação ambiental se insere no processo mais amplo de apropriação de discursos internacionais e dos novos objetivos do país retornando à democracia, com uma nova política de modernização. Para tal, foram investigados os decretos curriculares 40, 240, 232, os Objetivos Fundamentales (OF), Contenidos Mínimos Obligatorios (CMO) e Planes y Programas de estudio dos anos citados, revistas, páginas web e diversos documentos que permitiram entender a circulação de discursos referentes às temáticas ambientais e de modernização do país de volta à democracia. Como apoio às investigações feitas, foram entrevistadas, no atual país de residência o Chile, algumas pessoas relacionadas com esse processo de mudança, como Cristian Cox, Jacqueline Gysling, Jaime Cornejo, bem como foram investigadas organizações que tiveram influência nesse processo como a ?Casa de la Paz? e a Revista de História Natural. Foram utilizados os aportes teóricos de Ciclo de Políticas de Stephen Ball em relação ao processo de produção de políticas, com privilégio para a investigação dos Contextos de Influência e de Produção de Texto. Igualmente foram utilizados os aportes de Ivor Goodson referente à construção social das disciplinas escolares e à importância do contexto político, econômico e social e sua dinâmica gerada para a criação de determinadas políticas. Concluo que, ao mesmo tempo em que foram desenvolvidos objetivos integradores na nova disciplina, foi incorporada a demanda relacionada à renovação pedagógica, buscando centrar o processo de ensino na aprendizagem do aluno, privilegiando suas inquietudes e conhecimentos prévios, e tornando a disciplina mais ativa e exploratória. Nesse sentido é que defendo que a incorporação das temáticas ambientais, tanto evidencia o projeto de modernização do ensino, legitimado por discursos internacionais, como demonstra um tratamento local dessas questões: um desenvolvimento transversal e interdisciplinar, defendido por distintas comunidades disciplinares.

Analisa-se o processo de produção do cuidado em serviços de saúde mental na cidade do Rio de Janeiro, tomando como lócus de investigação duas instituições psiquiátricas universitárias, que mantém sua estrutura asilar, com aparente modernização e a rede pública municipal dos dispositivos da atenção psicossocial, os Centros de Atenção Psicossocial, que operam na construção de um novo tipo de referência terapêutica cujo foco de suas práticas coloca o usuário-centrado na cena do cuidado e privilegia as questões de existência dos mesmos quando reconhece esse sujeito em sua singularidade, subjetividade e na diferença de andar a vida. Para tanto, a investigação teve por objetivo a produção de conhecimento atualizado sobre os discursos e práticas que os agentes institucionais veiculam e representam sobre a produção do cuidado nas instituições em questão. No sentido metodológico exploramos os dados do discurso e da prática do cuidar, entendendo que o processo de trabalho em saúde é um conjunto de práticas institucionais articuladas às demais práticas. Desta forma, a pesquisa procurou caracterizar o processo de produção do trabalho do cuidado em saúde mental, no contexto dos serviços. Pretendeu-se compreender os elementos constitutivos que operam esse trabalho, identificando e estabelecendo suas tendências no cenário socioinstitucional. Assim, não se trata de uma avaliação da qualidade dos serviços de saúde mental, mas sim, de uma análise qualitativa das práticas no cotidiano da produção deste cuidado. Observou-se que são múltiplos os sentidos e significados presentes na gestão do cuidado desenvolvida no campo da saúde mental, particularmente, no campo da atenção psicossocial. São ainda vários os desafios no cotidiano dos serviços públicos de saúde mental na construção dos novos modelos técnico-assistenciais. Isso se observa quando se toma o coletivo que o faz, técnicos, usuários e familiares, que tem como referência esse ethos da produção do cuidado, principalmente, na direção ético-estética e política por parte de todos esses na concretização de um equipamento aberto e de base territorial-comunitário.
